without objection, supervisor mar is excused. mr. clerk, if you can please call item 1. >> item 1 is a hearing on proposed hearing shelter rules including but not limited to the reasons necessitating the promulgation of such rules and the imposition of uniform rules and requesting that the human services agency and department of public health and mayor's office on disability report. >> this is a very important item introduced by supervisor jane kim. supervisor kim has asked that we continue this item to the call of the chair and we will make sure whether we remain chair or not that it's put on the next agenda. before we act on that, if we can open it up to public comment, even though the item will be continued any member of the public who would like to speak on this item you have an opportunity to speak. you have up to 3 minutes. if you'd like please come on up.

>> yes, i am here regarding this issue. i guess i just am very concerned in that it seems like the shelters are creating all these rules and being willing to say things like who they were and were not going to allow into the shelter system based on ability or disability. so i guess i'm just very, i guess i'm just very angry and concerned in that they are going to exclude people from these shelters on ability or disability and then they are going to come back to the board of supervisors and the city and county of san francisco and then start to ask for more money later. and then the other parts of it was they are talking about tape recordings and different things

like this and it's very concerning in that they are going to set up all the rules and regulations regarding what's going to happen in the shelter systems. and on average the people who live in these shelters don't have a voice. and then if they do come to the meeting they might get retaliated against or they are so overran by service providers that what they have to say is going to be negated. so these are some of my main concerns and i think for me the other part of the situation is how do we get to more of a transparency regarding holding the service providers accountable for improprieties? so if you understand their history there's been some major criminal activities that have happened in the shelter systems

and i'm wondering if there's any real safeguards for any of those people who have done major criminal activities in the shelters from reapplying to another shelter system or to that shelter system after the people who have fired them move on to somewhere else. so i think we need some more teeth and somebody that will be more transparent to the public. i don't think that body is the department of human services. their staff, no faith in them holding their service providers accountable. thank you. >> thank you, sir. seeing no other member of the

expanded into a location next door to our current location where we have been the past 3 years. we operate a nightclub and cocktail lounge. we expanded the cocktail lounge portion upstairs into the property next door and the abc required that we get a pcn approval. that is why we're here this afternoon. >> can you talk a little bit about your interaction with the community, discussions with the district supervisor? >> we've been in contact with sunny at jane kim's office, who is our supervisor at district 6. she has been following the progress and we have been keeping her abreast what is going on. it took a while but we got copies of approval letters. we let the neighborhood noi if there was any concerns or protests we would address them when we were made aware of them, and there were none. >> i know supervisor kim and her office are in support of

removed. the police and calls for service as well as the reports are pretty minimal. there was one police call for the year of march 2013 when the process started for the licensing of the premises till march twebt 14. five police reports were reported for that and they were merely lost or stolen items. the plot is 222 and there are approximately 408 reported incidents for 2013, which places it in a high crime area. the census track itself is 176.01 with a population of 7,630 people, which allows for 26 licenses for on sale restaurant or bar but are or show active of 74 licenses. there were no letters of protest, no letters filed with our office and therefore the alu recommends an approval.
