madam chair, members of the commission, i am president of san francisco national association for the advancement of colored people. i'm a senior pastor of third baptist church. i find it very ironic that there would be any opposition to things being done to remove from the black community of the city what i consider to be respectively, a culture of death. through the process of photosynthesis, light brings life and here we are talking about lights. put a board on some grass and see if it does not turn from green to brown. it does. to not have that

facility with lights and with heat is a statement of death. i know that this [indiscernible] does not want to be an agent of death. we've lost too much in the city when it comes to the lights and quality of life of black people. we've lost too much in the city when it comes to academic achievement. we've lost too much in the city when it comes to the issue of economic empowerment. we lost too much in the city when it comes to the simple presence of black people. if we don't stop this culture of death i predict five years from now there will be no black folks left in this town. there's not even enough left here to fill up candlestick park. in the

1970s, we had between 90 and 100,000, that should tell us something about how san francisco, through public policies of neglect and intent has virtually made this black community death in slow motion. let us put the life-support system in action bring some light and heat, and when we do that, ultimately, everyone will feel a sense of help, happiness and hope. >> thank you. >> good afternoon commissioners. i am a member in the community

over 40 years. it's not opposition, definitely of the safety or life being put in or air-conditioning, that is not the opposition and i'm sure we all agree [indiscernible]. i think what we came down here the week before was talking about the western addition itself and the black community has been disconnected. unfortunately, you are left with the decision that happens from whatever stems from a long time ago. through our [indiscernible] now we have nothing less so we come down here again to deal with our issues in our community because this is the only process we have. i think somehow with these last remaining dollars, there are many things in our community, something has to be

in place, something has to be in place from the community standpoint. not just here but we have to have some type of oversight committee in our community. we still need accountability. we still need to have a meeting, you can't have [indiscernible] anymore but maybe through [indiscernible]'s office you guys could create some kind of process with the remaining things going on in the western addition. i don't think anybody is in opposition to safety, we definitely want that. but the opposition is we have no process, no say so, there are two or three minutes come down here to dialogue on what we need in our community. that's all i have to say but i am for safety and everything else.

even our community centers [indiscernible] still needs to be addressed. how do you get in? how do you get out? these agreements, we need to still put them in place before you leave. we need to put on the table, and create some real dialogue between all the way out. that's it. >> thank you. >> what are the other names? >> good afternoon. daniel landry. i came down here because i did see this on my calendar. basically, i think

[indiscernible] kind of put it the way i would put it with a little bit more. in terms of the long-range goals and objectives coming from our governor, somehow that should trickle down to the communities. because the real issue here, what i am not hearing and i want to say clearly for the record is the long-term goals and objectives for ella hill hutch and other community centers are projects of the agency in the western addition. at the end of the day i have a daughter that is two years old and another that is six years old, 20 years from now we will be repeating history if we don't start addressing down the line. we cannot stand in good faith and say [indiscernible] did not do a good job and executive directors at ella hill hutch and i don't think this point now

, miss davis is necessarily correct because she is inheriting all of that. moving forward, there needs to be more dialogue and more of a setting where people can voice their opinions and ideas and maybe you want to have a joint hearing with the planning commission since the agency is no longer in the district. i would help facilitate any type of meeting we can have at ella hill hutch and invite our supervisor into that meeting so we could somehow hash out these issues and not be down here talking about money figures. you and i know, 85,000 or whatever the money may be, every facility deserves to be decent, safe and [indiscernible]. that's what hud is ours talking about. i

cannot oppose that. i don't think it is fair that the state is pressuring you guys, which pressures our community organizations, which pressures the community, for us to pick and choose. i think like many other speakers have said before, it's got to be a way that we can address all these issues and even if it is just 85,000 and look for more money and do other things. i would like to see something like that. transparency is what i really want to say. transparency is key. because if i don't know, something that is going on i will assume and assumptions are driving me crazy. thank you and happy new year. >> thank you. madam chair,

[indiscernible] president of the board of san francisco economic opportunities commission. this is really insulting to be here today. this is an indicator of what an awful state the african-american community and people are in this town. who else has to come before a city agency and convince you of the rightness, it does not matter who complains, but to convince you of the rightness of lighting and keeping children warm, this is the silliest thing i almost have ever been a part of. except for some of the things

i've done myself. it is absolutely absurd that this requires an hour of debate and discussion, that all of these people who are doing great things in their community have to come down here for something like this. i have been on a commission, one of the reason you get paid so much is because you have to make hard decisions. that hard decision includes being on the phone with someone and telling them it makes no sense for us to fight this and i will not entertain the discussion. and then, let them show up during public testimony, general public comment and make their comment. it is absurd and disgusting and for those who have problems

in our community, let them know what the issues and solutions are. we will work on it. everybody talks about what is wrong, but nobody talks about let's move on it. let's do it in create an instead of being reactionary, it is time for us to be proactive. and with one another. i am telling you, i can't believe this would engender this kind of discussion. >> due process. >> thank you. >> good afternoon. i am [indiscernible] and i work with collective impact magic zone and and in direct support of youth and families. one of her parents could not be with us today. due to work and school obligations. she has three girls in our program and i want to read her letter. my name is

[indiscernible] and i live in the western addition district. i have three daughters and we attend the ella hill hutch community center hosted by cheryl davis and the magic zone. just to name a few events we have attended, zumba, thanksgiving, halloween and christmas events and among those events, family parties have been posted as well. i fully support the repair for the proper upkeep's. thank you, shonda jackson. i wanted to read that into the record on behalf of shonda. >> good afternoon. i want to get something straight. you have folks standing up here talking about an issue that seems to be a burden that has to do with a crisis when it comes to the black community. shame on us to come appearing

error that because if you turn on the lights in the whole city of san francisco, [indiscernible]. at the end of the day, the problem is this. ella hill hutch community center has great lighting, great lights inside, the kids don't play tennis at midnight and the reference don't [indiscernible]. i live right across the street. let me give you an example of where you need to take into consideration. i had a [indiscernible] and one of the staff person walked over, stabbed me in the neck and now i am that in litigation with collective impact. at the end of the day, what i want you to think about is that everybody in here once in betterment for our community. we don't need to be down here explaining one way or the other. tax dollars are allocated for lots of reasons

and could go to another organization due to construction. at the end of the day, they forget the most important entity of what happens. there is no outgoing and in going opportunity because of collective impact. had there been an opportunity, i would not have gotten stabbed in the neck. at the end of the day i would not have [indiscernible]. shame on [indiscernible] talking about death and people dying. [indiscernible] talking about anybody having opposition. that is our god-given right. it is called the due process. in that statement of due process, [indiscernible] i would review some emails going back and forth but due process means we get together as a community and talk about the bigger picture. we talk about a process [indiscernible] so that when we get to you use the a united front so you can say job well done. we have been coming up

here too long. i'm born and raised in that community. been there for 50 years. i'm deeply involved and i'm one of those unsung heroes, i'm not a reverent or minister, they should just say i am [indiscernible] and this is how i feel. at the end of the day they are not out there anymore. some come here with canes and they are old and i love them to death we should give them the [indiscernible] award i'm asking you [indiscernible] here's what i'm going to ask you to do. the money is not going to go anywhere tomorrow and it's not going anywhere yesterday. why don't you take an opportunity for all of us to get together and talk about the bigger picture and come to you with a real presentation. you won't be hurting anybody by holding it up. i want you to take [indiscernible] by turning on lights will solve much. thank you. >> very well put. i'm not going

to name no names but they are all faces and places on my cases. i'm not going to be up here trying to rhyme i want you all to know one thing, this is being documented this will be on youtube throughout the world so they could see what happens here about this debate so they can hear what a has to say. i have been in this community for 60 years. some of these reference have been here, i have been [indiscernible] one, two, three generations behind me. let's go back to all these people who spoke said eloquent things but they did not say anything about community. the last speaker talked about [indiscernible] because there was no [indiscernible]. if you go through the email, and we are going to encrypt all emails, [indiscernible] whoever

put this together this is a division in our community. you brought this. i requested you all, publicly asking tiffany, asking every body that this process go get the video. this is what you thought and it hasn't stopped the yet because if we don't coexist if we don't coexist it's not going to exist so you guys are creating a division [indiscernible] has did that the real estate, you have not contacted any of us. i'm telling you, i am [indiscernible] the ambassador. i don't need your permission. i'm here to tell you i'm trying to work as a diplomat. i'm trying to pull all property owners and community together. and our so-called leaders together. some of those same gentleman came appearance spoke

last year and called a boycott on the city and county. we have the ability to use my name as [indiscernible] in here you've got them coming and asking for money about lights. let's shine lights on ella hill hutch community center. i could give you the history. ladies and gentlemen without a doubt [indiscernible] will give you a description from the beginning going back to the redevelopment board of supervisors or [indiscernible] and closed us down. i have documents to state what happened there all the way to where we are right now. [indiscernible] has done a wonderful job but there are issues you may or may not know about. because every time i go to the department they ask me if they got rid of mrs. davis, who would take care of that?

who took care of it before her? [indiscernible] let me just say, if you all approve this without bringing it to the community, trust me with every bone in my body, i will be there every day with my bullhorn telling them to close the place down until we get a chance to talk about it. [indiscernible] in the western addition and i just want to echo some of the concerns of the previous speakers and the condition of the african-american in san francisco today and that being the case [indiscernible] is not by coincidence or accident. it is a system that has been in place for a long time and realize the end that we see today. i'd like to read to you some articles, article 5, declaration of state policy.

this is for the former redevelopment agency and the success of agency who have taken on the responsibilities for the proper redevelopment agency. this is section 337. the legislative body declares decent housing and genuine employment opportunity for all the people of the state are vital to the states future peace and prosperity for all of the following reasons. hazardous [indiscernible] insanitary housing debilitate's occupants health to the point of impairing motivation and achievement. lack of employment opportunity creates frustration which may precipitate violence. the designated areas of san francisco predominantly african-american you have the highest crime rate in san francisco. that's what the central focuses. legislation by the state of california to have money for that but the agencies

and the bureaucracy of the city, the mayor's office, the property owners, the developers are not being in compliance with the regulatory and laws and regulations have been shift forward legislated by a government of the state of california. this is what our problem is. [indiscernible] all i want you to do is be truthful about what you already have on paper. i am reiterating that. just be true to what you already have on paper and subdivision c depend on each other to perpetuate the dependency [indiscernible] this

is article 5, declaration of the state of california. [indiscernible] legislation five , further declares that fundamental purpose of redevelopment is to expand supply of low and moderate income housing to expand employment opportunities for joblessness underemployed and low income persons and provide an environment for the social, economic and psychological growth of all citizens. that is the law. that's the declaration of the state of california. [indiscernible] there's other community redevelopment laws that speak to concerns of employment. three 3422.1 [indiscernible] to area businesses to create feasible contracts for work to be performed with the connection of any redevelopment project

which are located in [indiscernible] by persons residing in the project area. are you making sure that's being upheld and fulfill redevelopment? [indiscernible] to ensure training and employment opportunities for low income project residents for any bidder contract over $100,000. all of these projects are over $100,000. for the work to be performed every connection with any redevelopment project shall be employed for specific percentage of each type of workmen needed to [indiscernible] are we doing this? are we making sure these policies and laws [indiscernible] you should be adhering to our being exercise?

[indiscernible] has plenty of money, you don't have nothing. so we you please contact and let them know that [indiscernible] jackson said you've got the money and that you are responsible for the lights of the city and county of san francisco, you all know this. most people do not. i did not come here to talk about this conversation that's been going on, but i thought it

would be necessary for me to get appear to inform you in case you did not know that you would know that there is more money than redevelopment. puc has plenty and you are entitled to it. why don't you meet with [indiscernible] with the director of puc and let them know that dr. jackson, i know they are watching. they know i am telling so everybody knows that [indiscernible] jackson said something, she tells it like it is. don't worry about the lights, let them do the lights. don't worry about [indiscernible] people be fighting over pennies. who
