9:01 am
comfortable i started i my health indication contrary as an hiv educator in the late 80s and early 90s we'll show people how to put a condom on its very uncomfortable talking to my own daughter so with all the experience i have i'm talking about those 20 years of talking about sex and sexuality i can't imagine the parents not having the knowing this is an equality and access issue i also want to state that this generation of youth is the first generation expected do live shorter lives than their parents so living the shorter lives than their parents due to confront diseases with
9:02 am
are preventable and we have a role to make that statistic change. >> thank you some work welcome vice president. >> commissioner president murase susan solomon of the unit educators of san francisco i want to thank you for the opportunity to commend the workers for the school wellness education in our schools i think there is general agreement we need to support health and wellness and wrap around services in our school but make sure we actually do it we make it a priority increasing and funding school health programs as i understand it is very grant driven and it's wonderful along the grants are coming back o coming through but
9:03 am
what if they're not it's another area where we should look at the funding priorities because of what everyone has said for the need to support our educators in the classroom so they can shift this into their schedules. >> thank you i'm going to call i know we have 2 additional speakers and 8 additional additional. states of the policies and adaptations in our own district mission we speak of providing a student with an equal opportunity by promoting both physical and mental health so that each student can achieve he or she maximum potential in the schools resolution we talk about the extension of the implementation of implementation of the resources and practices and school wide intefrnl support in addition to the bio sensitive practices and the core waiver the school quality profit system emphasize the emotional skills as well as the cultural and clooiment so the curriculum can be brought into alignment and the compliments for example the standard four of the educational
9:05 am
content standard for the enter personal consumption and it states the use of enter skills and health. >> thank you. >> thank you. next speaker, please. >> my name is anna i'm speaking as a committee member but the president of the board of initiative for youth when i saw that the status of hiv and how the awareness has dropped i'm a disease control investigator 20 years with the hiv program in 99 i was in front of the board asking for support i worked with kim to do a study feasibility study to have a screening program in the high schools at that .20 percent of the high schools i'm disheartened to see that we're not investing in the
9:06 am
health education we have a robust in the 90s i started in 89 during the epidemic so health we have the staff as a member of the community as a investigator we have to give the youth tools that's what they get tools for the nutrition and i hope to retire in the next 5 to 10 years but to see the number has dropped is dishaefrpt it is totally unacceptable thank you. >> thank you. next speaker, please. >> good evening my name is beatrice i'm one of the co-chairs of the community advocacy committee of the american heart association i'm here to ask for your our support of hands on crap carpenter

9:09 am
making cpr education universal as a surgeon over the years witnessed lives certified in the field for the life support and cpr making it a component of the system please consider integrating this into the system thank you. >> thank you. >> good evening. i'm gladys and i'm a health educator i'm actually involved in the high school and middle school in implementing health education i was implementing the be real for english learners it game the experience of students not only learning the language but the
9:10 am
concepts about the safeer sex and the testing sites they can access that are specifically designed for their population also i am implementing 9 lgbt q leadership program and that middle schools in san francisco this creates the mental and social health unfortunately, we don't get to talk about publicity and that's a real need at this population but we have talking about the need of for lgbt inclusive and gender inclusive for this health program i say this because i have witnessed some things in the middle school level where students and teachers have sorry
9:11 am
- that those concerns have been raised by teachers and students from a pregnancy scare to an open lgbt issue i know mr. chair was my high school principle (laughter). >> thank you very much. >> thank you. next speaker, please. >> i'm kathy the school coordinator for the he initiatives for youth i've been working and supporting our school health program and both doing peer education at atkins and in the middle school jr. school and helping to implement our lgbtq relationship at this presidio and james middle school and from the youth prospective we've been doing
9:12 am
this our second year implementing the lgbtq program and there limping and on to having the conversation they just need that space those health educators and health teachers to know what in their talking about and confront talking about it the firefighter we weren't quite sure but they're showing up we have a volunteerly lunch time and the second year we've had an increase in numbers and attendance and the youth are willing to have the on contestants it's important we have people that are comfortable having those conversations and who are as inclusive as possible. >> >> thank you. next speaker, please. >> i'm alexander with the
9:13 am
health inches one of the coordinators and had the pleasure of work with the health group that is happening in 7 holidays as well coordination around high schools i want to echo one of the comments i believe emmy mentioned in middle school her teachers that provide publicity and education around the awkwardness i want to talk about the professional development so for the specialists for the health programs that's suggesting let's be real all of our health teachers with comprehensive and have a lot on their plate and rarely g does a math or history teacher dell district attorney with embarrassing information but health teachers there's
9:14 am
going to think variance among those some will talk about the substance abuse but other it's sex but we believe those educators need the support and the specialists are related to that thanks for your time. >> good evening thank you for your time i'll glad i get the final word a teacher on special assignment in the office of curriculum i'm a science specialist and previously i taught science together 0 through i'm here on behalf of the science team support of the plan the department for exultant support we're very much in support of this and currently our science team along with 18
9:15 am
middle school science teachers are planning for the science standards that will be sorry in order to meet the expectations of the next generation scientific standards the scientific core curriculum we'll be creating will need all one hundred and 80 days of fiscal year for ceqa secondary scientific education in addition our current standard human body topics with only addresses in one school grades health and scientific don't go together so that's why health education needs to be a separate class in middle school students in middle school deserve a course with a civil teacher and that's a hard time in students lives they need
9:16 am
anyone it have the difficult capitol hill's as a former middle school scientific teacher i value health education and felt a disservice to my students to try to squeeze in health science. >> is christina here in the audience okay. thank you very much no further speaker cards i'd like to on up to discussion by my colleagues. >> commissioner wynns. >> so sorry it's great to get the update of such it is very important to me like everyone else trembling disappointed to hear about the students aware of the hiv and aids over this education and i remember when we were all
9:17 am
working very, very hard to make sure that we developed a curriculum how it plays and make sure they got it i actually went and made presentations at the health conferences around the presentation those tonight have highlight for all of us in a growing kind of tension we have between the time that we will have in the school and the resources we'll like to include and the instruction go forward to i'm asking that we since we're not going to resolve the issue tonight or this year i - while we have to work on that
9:18 am
i'll also is the two things are a two proengd strategy to reverse and make it is important enough that it is more ubiquitous the instruction it something that all students are aware of all the time so we need to find out what kind of professional developments for all the teachers and administrators said how important this see we recognize the reality there is only so much times in the day we're asking him to do more and more things luckily we have a hundred and 80 days in school that's a step in the right direction but i think rather than arguing what
9:19 am
is this going to cost us how much time do we have we need a plan to tell us how to do a better job of integrating the information and instruction we want in multiple subject the subject we have the time for and are spending the time on and work towards more health teachers and more health classes it's the same tension we have in many other areas we want everyone to have it and have this and that whatever more arts and music and i just think it's time to take this as a kind of wake up shocking lesson that rhetoric is not enough we need to know how we're going to do a better job with what we've got and how at the same time, we
9:20 am
rededicated ourselves to getting more which is not only money but time and better management of time and resources so if i don't know, i'd ask the leadership of the board in the venue about the health education. >> i have commissioner president loftus and commissioner vice president haney. >> thank you very much and thank you for your presentation i want to make a couple of statements and then make some suggestions so i think that sex overlook health information is important as a mother of three children i know that i was very appreciative of having any children have this information and real information for example what is connect way to put on a con sodium those conversations are sometimes
9:21 am
uncomfortable with you don't this yours the correct information for a parent it's uncomfortable for many of us i'm outdated on some of the information out there i feel like giving angle example many girls on the dating scene but for our students i've been married 33 years about but in particular hiv/aids prevention i think that sexual health education from a credential educator give us true information and also it provides teachers our students great pride in on the one hand their
9:22 am
well-being and allows the students to make smallest decisions on health and truth on what we want and don't want to participate in i think that this also what i'm looking at those fingers is something like appalling since we have a policy and there is a requirement and it's not being taught this is what the cycle is showing you we're to go to piece together grant money that is a dedicated stream of funding to address this issue of teacher professional development around health education and actually finding a way to teach this in a comprehensive way to lou also in a sensitive way to our students so i think we should probably
9:23 am
have this from the chair of the curriculum committee and we seriously looking at the budget for health education in our district and i just wanted to address some of the speakers about the hands on cpr i'm working with our fac to look at anchoring about implementing that district wide that is something that allows them to be a productive part of society helpfully e helping others and it's the vision of 2025 so i have to say that this rather sobering this presentation but it shows you how off track we are about it i have more specific questions about why are they not programmed into it is it that counseling or a time
9:24 am
issue which students are being programmed and which are not are we doing and also are we sensitive to our new comers two are learning our language our english languages are our terms you know i'm a little bit confused about the terms quite frankly so with the sensitivity around it it and also, we should also be emphasising and elementary sob the foundation a lot of middle school not only the physical changes happening with our students but face the fact that many of our students in middle school now could be sexually active or contemplating being sexually active so
9:25 am
commissioner vice president haney i'm requesting formally on our curriculum committee so we can talk about the issues that wish causing this lack of health education in our schools thank you. >> i have commissioner vice president haney and student delegate and first of all, thank you, very much fewer presentation and all your work to everyone that came to speak on the importance of this issue what was demonstrated how critical this is for students for the community for our educators and also how collaborative this effort and how many organizations it's incredible to see that the enthusiasm and to get this forward i want to thank you for your honest in the presentation that's actually an unusual approach we sometimes don't get pointing out the areas
9:26 am
we can do better and work on and i think as reflected have a lot of concern but for us to put thank you out there it's shocking, of course, to see the numbers shift and see the policy that was passed by the board we feel we can move it long to make sure that the students are ref education i want to thank you for you're honest and address the prior commissioners around the curriculum committee one is how critical this is at the middle school level this was brought up good afternoon, supervisors there are inches that are brought to our schools whether or not the safe and restoring the practices and the healthy relationship if we had a place for them to live it would
9:27 am
be extraordinary to find a way through a stand alone class or explore other ways i heard the comments from commissioner wynns he might not have a space but what's the right way and what schools with meeting the challenges and barriers i was at the dph m the students were there to discuss their concerns about sex all harassment they were eight graders is it something you discussed addressed in our health curriculum they said we have our health curriculum delivered at the end of the year it didn't make sense it should be done at the beginning of year there's all this stuff around the best way to do it i hope that can be part of condominium conversion
9:28 am
conversation moving forward and beyond one thing i want to raise also and maybe a question for that can be answered that he curriculum committee how we staff health curriculum and health courses centerly i know i've had conversation with all of you that do an amazing job some of you are funded by different grants and the lack of content area for the health curriculum that actually owns it and make sure it is being delivered and the support for all the health teachers and the teachers that are delivering the curriculum i know that is something to underscore and part of the puzzle you are doing an incredible amount of collecting pieces but how to make it solely
9:29 am
operational for the students and teachers so we kim and i discussed next steps before this meeting around the probability of bringing forward a plan of how we might address some of the issues that were brought up in this presentation and bring back to curriculum committee and having furl discussion about the next steps and budgeted all the ways to you make sure we address those issues that we discussed tonight to in terms of the commissioner fewer and commissioner wynns that's the next step that looks like a 3 year plan that maybe short timeframe by along with instructor truit image we were going to set a date in march for the curriculum committee so that's the next steps and we'll make sure that everyone is aware
9:30 am
when this conversation happens and welcome you to come there and be a part of that we meet on the first monday of the month at 6:00 p.m. and hopefully begin to put forward to address the issues i want to thank you and i'm also in support of cpr thing that's incredibly important but i look forward to continuing the conversation. >> thank you for a being here and all your work. >> i'd like to invest the student delegate. >> thank you. i want to thank you for being here i don't know those statistics first of all, the cpr class i'd like to support that it is important to know cpr
