raising my 3 daughters with a lot of help friday from my mom and i work with the office of the city of attorney general and i have an office in san francisco the one point we're having multiple community meetings first one in the tenderloin and but we're going to continue to hear from folks 0 we're taking information and continue to have the next meeting at do northern station and southern station the last meeting is march fourth at some point you'll be advised of the meeting we're to talk about the line meetings this is not at no time exhale the first line item. >> captain jason commanding officer to address the commission of police activities in the tenderloin district and presentation of the be districts

station brownedy accessory report reporter awe i'm not jason i'm shorter and not as young and he has hair i'm greg the chief of police good afternoon, supervisors really quickly when i broke into the police department the tenderloin was my assigned area in 19981 to 84 at maintained it's been a district i've been super familiar with it's a first love when you come into your behorizontally to where you broke in the tinder is important i want to describe the process that is the first public meeting so the city chapter prescribes every 10 years we'll look at the boundary and forecast the next 10 years for population growth

any myriad of things to the city contracts with the contractors and some of the items are calls for certify and some of it is grow. and future growth and population and frnsz the intends it the only district that has 3 be sectors all other district have five or six the region this is going to cause some district boundary movement for sure the new southern station is in the bayview district the boundary for southern station needs to change so it's police station is in the district that that serves so with that we have had significant input by your captain the reason the 4 stations were chosen to have the public meetings are the the 4 stations who boundary may

changed i use the word may change i know the commission is this map is a starting point by no means a final map this is a starting point the piece of the process we're undergoing the start of the 90 day. and everybody will be herald for the entire 90 days there will be more meetings but i want to give one qualifyer no police district none of the police districts is going to lose police officers and no district it going to get additional police officers at the expense of another station the police officers will be assigned according to the areas of responsibility but for instance right now 24 beat officers on market street officers will go with market

street right now they workout of the southern station if market street becomes part of the tenderloin those officers will go to the tenderloin noted the southern station losses officers the officers see still stay patrolling where they practical and responding to the calls we have a quorum said the change here at tenderloin could mean as many as 60 officers we're down 3 hundred officers every station will get officers back in proportion so if tenderloin station engrosses by the estimated 60 officers their b be a net gain of 6 officers over what i have new the plus of having more officers there are more officers to ronald respond to called for these for a

>> yes. >> good okay good evening commissioner president loftus and commissioners and chief suhr and members the staff and public i'd like to acknowledge and welcome our district 6 supervisor jane kim (clapping) i did is a pleasure to host and thank you to the tenderloin development corporation for the community auditorium golden gate this building was built in 2010 by the ymca and it is a renovation that was completed in 2012 and provides one hundred and 72 studios for residents of the tenderloin i think it is better venue for tonight melting it is a pleasure to be a captain for the best year and a half thank you to chief suhr tenderloin police district a district of 25 thousand people

35 hundred of whom are children the tenderloin has two private schools and mrargdz the tenderloin to currently enjoying the second month of a vibrant park (clapping) the tenderloin occupied is home to the world familiar st. anthony's combined two organizations that provide over 2 thousand meals a day in the union square area and the plaza and dozens of sro buildings it is homeland to many in need some low income and some trying to get clean or all of the above at the same time it is home to students and small businesses and service workers and members of the tech industry with the tenderloin stations it was built

boundary analysis and are here today to talk through the methodology and some of the key drivers and objectives of this analysis so you'll have a good understanding of wla where we are landed in terms of the recommendations made to the police commission on december 10th of last year objective was to performance a data driven analysis to provide recommendations that you have in front of you today including the tenderloin if you look at the slide in front of you the drivers of the chef mentioned were the new southern district police station and continued population growth in the city both residents sales with daytime and the workload defensive and the board of supervisors legislation that requires a redistricting analysis every 10 years

at the end of the 2013 and into 2014 the controller's office in concert with the police department hired an expert consultant in the strategies group who then did interviews search warrant the police staff and compiled that and present to a working group comprised of the staff at the police department presented to them a series of maps using that data that facilitated through the course of last summer a process to come to a proposed map option the proposed map option, of course included some changes to many but not all of the current districts i believe this was 7 of the 10 that had proposed changes and we presented those in 2010 to the past year to the commission that presentation is available near the front door for anyone just as a brief

refreshing for the commission and public we used a multi structure the city's team included the controller's office as well as the police department and the contact now retired and the focus groups exclude the intercity stakeholders and the police officers that gave their impressions on the brourld lines and some of the experience was take into account what the changes might be and the city planning and the department of the speakable planning it the comprised of command staff who then took much felt data into account over the course and worked through the data points which i'll describe later to give a proposed final option to the steering committee the steering committee consisted of the ben rosenfeld and the

director of the department of speakable management and chief suhr project timeline as i alluded to gain in october of 2013 in march of 2014 we really got started with our consultant through the summer with the working group worked on the model as well as the maps they were going to consider through a late summer and early fall the steering committee was involved as well as in looking at multi openings options and got us to the police meeting where the final option was presented here we are today within the 90 day public comment we hope to hear from everyone targeting the mid of march for making a decision. >> some of the objectives that were considered by the working

group and the steering committee throughout this project were to achieve greater workload party and minimize response times workplace the district where possible to preserve sdprith of the neighborhood and other constructed or natural boundary to justify the operational considerations to provide a more logical alignment with the political district where possible and implemented within a short time with the it con straight up on the next slide as you can see a bullet opinionated list of approximately thirty items used as data points out not everyone is used in all cases or equal amount but considered and rolled up to the steering committee in their final assessment map selection process wherewith the working group and the

steering committee committee remember as follows we mentioned the interviews with the focus group see with the is only mind changes throughout the city those lead to a number of preliminary maps that combined the frequently line changes and the working group of the staff viewed and considered and assessed and ranked and in some cases edited those maps preliminary maps and then ultimately derived a recommendation that was presented to the steering committee in november and the steering committee see selected the maps that was 0 selected for the commission the next slide the citywide line changes we we presented this in december i want to focus on the tenderloin any questions on the methodology can be addressed to us we'll ask if it's specific to the district

how deficits our community is we have the biggest growing population and many adults that live here in our neighborhood alone the claungz languages we hear are chinese and arabic and a cantonese so many people and it's amazing what the neighborhood has been able to do in the faith of a lot of deficits this is our home and i'm so proud that so many people come out today demonstrating our commitment to live making this neighborhood healthier and stronger and safer (clapping) me our sitting at community center one hundred and 70 hours for the homeless this community for the truth of the matter for

this building and fought for boo decker park. >>yes. this community fought for the pit stop you fought to remove bus shuttles when there were high criminal activities and parking on the block of church street to improve the safety your activating our playground and fought for the liquor store here and fought for safe passages and more than anything any neighborhood this neighborhood has demonstrated compassion and generosity and a commitment to making this neighborhood safer now we know that we can do that that a partner in this role is sfpd and we all have positive relationship with sfpd in this room and some of us have negative occurrences with sfpd but despite that there's a commitment in this room to

partner with sfpd to have this vision we have we know that's why you're here it's great we are going to the redistricting process 1972 really an opportunity be for us to talk to the commission and the command staff about what the needs of the neighborhoods are boundary lines are incredibly important we know that the resources come with that are also important we see what's happening it on the ground i mean, i'll taken a position and to advocate for this neighborhood but i ultimately know we're only going to be as successful as the resources to support whatever the boundary lines that are set by this commission over little next 2 months really quickly i know many of i want to speak i recognize that a lot of folks organized through word of mouth and i want to recognize you and
