that were running over time and having worked with the community, i support a lot of the points that the green jobs creation etc but i want to emphasize and echo what was brought up is the lack of gauge engagement with the local community groups that have worked that have membership in san francisco such as bayview hunters point. and having heard this process for so long and not having them engaged is a huge red flag. i also want to echo the concern about having a token project run by pg & e and having dealt with that company and the pollution for so many years. people do want to see clean projects alternative energy, solar, wind, we don't want to give more money to pg & e, we

are trying to steer off having them monopolize us. but also we don't want to give them the spotlight of being able to say, yeah, we are agreeing, etc when in fact they are just ripping us off and raising rates. so as a community resident i do support this program, however this could be done right and sometimes things are going too fast and they are not done right. i just want to emphasize that as a community member. thank you. >> public speaker: i have a speaker card here. i'm a conservation manager for the bay chapter of the sierra club. i want to say about lots of folks coming here to speak on

community activist here in the mission district. i was outside talking to people and they told me that pg & e paid them $100 each to say they didn't want community aggregated choice. we have an election cycle coming up. pg & e has donated a lot of money to elected officials in this city and to the city in general. we want this program launched before the next election cycle. they carry a lot of power, they are a monopoly. thank you. that's all i have to say. thank you.

something commissioner campos says which resonates with many of us is to stop using cleanpowersf as football. i want to emphasize with puc in the community advisory community support for supporting clean power for that voice for puc. the renovation. it's clear they have the ability and experience to do this for this program post haste.

we know the pg & e at this moment with it's object. we knew that was coming almost a year ago. based on shawn marshall's statement that opportunity to get the ball rolling now. they should include the business sector. i have heard this that they need lower rates. they have refrigerators running all day long and it's a huge part of their overhead. that dictates them not being able to pay their workers more. customers opting out later shouldn't be different than switching out from cellphone companies. san diego, san luis obispo and others are implementing this program. it's time to move expeditiously. we want our

>> okay. good afternoon, commissioners. i feel like i was going to say some other thins that are important and i can probably bring them up in another item. but now i think i have to focus on timeline because i'm a little bit concerned about some of the things that i'm hearing about delay and i want to make clear that that delay is unnecessary. just to amplify on what others have said. sonoma and marin county have already set their not to exceed rates. a couple years ago. we were ready to go forward. tim malcolm, the director, cca director who just resigned, by the way, to speed things up, the first thing we should do is hire her back and that will save time than to go on a new search for a new candidate because she was doing a

great job and one of the things she was showing that pg & e's projected rate was 12 cents a kilowatt hour and at that time even under the shell contract she was showing how we can get 9 cents per hour and it was hundred percent green to all resident. now we are talking about a split rule, light and green. what was whas in sonoma is something that can be developed later. the if sf puc rate could have set the rate not to exceed today. what i'm going to call on the commission is to set the not to exceed rate at the next meeting at the pg & e

rate and after that then we develop the program. we need to set the rate immediately. >> public speaker: thank you. my name is rebecca evans. i would like to thank you all for this. i'm not an energy expert. i have been a san franciscan for almost 50 years and over 10 of those years i have watched this process. i hope you get aggressive about it. i have read that scotland is now clean energy. we heard from enernex that there are more jobs for this project than there are for the keystone pipeline. i

think that's good news for the city and for the region. i think it's really important that you do that. the climate crisis is here. we can look at what's happening in the east with the snowstorms and the tides. san francisco is supposed to be the city that knows how. we need take that mantra and make it real. thank you very much. >>supervisor london breed: thank you. next speaker. >> public speaker: i'm cindy aragon. in september of last year we passed the resolution overwhelmly to support cleanpowersf and asked the commission to go forward with this program. it made no sense to us that san francisco should be pushing the envelope on the issue of environment one of the last cities in the bay area to be moving forward with this. it made no

sense to us that green energy was being used as a political football and after 10 years and $4.1 million that we were still arguing over this. when i was appointed to the cac by my supervisor eric mar, i was appointed because he believed in. we passed it overwhelmly. we asked that it should be moved forward. we are not the only ones talking about this. we've seen the report. we know it's a viable program. all of the obstacles are gone. to think it going to be a year before we roll this out is inexcusable. i wanted to see clean power within my term as chair of the cac and i will be seeing it at the end of my term. that's a two year term. so i think it's really important to rule this out. i'm asking

is the program that will allow them to have a green tariff product that they provide to their retail customers where they will have an opportunity to purchase up to 100 percent. i want to emphasize that. it allows customers to scale the amount of green energy they wish to purchase through pg & e. it's not 100 percent. you can scale it. also an enhanced community renewable product that allows customers to prescribe to a renewable generation facility located within pg & e's territory at 500 kilowatts to three mega watts. we have been following the development of this program and reporting on its progress. what happens next and now that the california puc adopted the decision giving pg & e

authority is they have 90 days within which to file an advice letter at the california puc and it will be in that advice letter that we learn more detail about how they intend to implement the authority they were given. so, for example it will describe the rate structure, it will describe the requirements around how to subscribe to a particular project and will have a clearer understanding within that 90-day period of what that product offering is. one thing i wanted to mention in response to commissioner crews' question about the green tariff and can we do light and dark green later, because of the scaling i think it's relevant to know what is pg & e's offering in their green
