4:30 am
disbursements and not bond rp t f the property tax trust fund that is divided into 2 categories that are non-admin and we're not talking about the non-admin cost there will be next but the another o on the property tax we're allowed to use the non-admin for project staff but not for administration active expels and with that, i think i'm going to turn it over to my fellow director to talk about this. >> thank you good afternoon commissioners so i'll do an overview of the approved projects and the housing program and the staff is here for sequesters but first, we'll give you an overview of the property tax draw we're estimating in the
4:31 am
2015-2016 a period just as i go through we've had a couple of updates so i'll call those out as we go through them as an interim process putting the rock together we've got new things and updated numbers in general our p t f request is $15 million a small amount for the shipyard for the taken into consideration tax complements in mission bay and the transbay to the transbay joint powers authority and some small amazement's for the consulting and the biggest item is the housing program in transbay moving forward with block 8 requires a significant r t p f request it is we've been uc to
4:32 am
funding our housing program but now reached the point we've been drawing on the property tax to fund our housing program i'll start with the shipyard in an overview as you recall the majority of work program in the shipyard is fund by our master developer and we do have activities funded by the state and federal and property tax casts costs but in general we're continuing the budget year we're going to continue next year to transfer varies parcels of land and housing projects like alice griffith and design and implement our projects whether it is infrastructure or vertical construction so seconds we've got $5 million for land transfer
4:33 am
costs that excludes the varieties designs and engineering and environmental review services that are needed one $.7 million for the inspection of infrastructures and park and infrastructure and parks various real estate analysis we need to undertake and fiscal and community outreach funding our cac meetings and site our arts and technology that is one of the mainstays of our program we'll be hopefully finishing off in 2015-2016 period the fund through a e da grant sort of the last payment really to the public arts we have a local match with the rp d f and as well as environmental studies such building 101 an artist this
4:34 am
that's staying there some artist work continuing with the shipyard we have 9 had and $50,000 with the community fund that get paid out and 6 hundred and 54 thousand with the management and lease costs whether it's some ongoing lease costs with the navy as well as some consultant costs with the artists building we're working on and then feinstein we're working on pursuing s some federal transportation loans and so there's costs associated with the consultants it prepare american people application and actually apply we've included that in our plans 2015-2016 mission bay straightforward to prior years the majority on the fund on the non housing side for
4:35 am
the infrastructure fund $25 million in infrastructure reimbursements there from the proceeds we have $23 million we've seen this the repaying of the bonds for the cf d number 4 and we've drawing $2 million in the p t f for the payments in this period we have some costs related to consultants who review the infrastructure introiz and prepare those for reimbursement we have fund in hand for the public art program we are looking forward to this in case we haven't finished the program those are for payments for public art moving son 0 transbay i want to pause and introduce our new transbay project manager shane
4:36 am
has joined us as the project sponsor once he gets up to speed you'll start to see him here in transbay a major change you might see many this as compared to the landfills precedes as we you know as we transfer those last private investment and the procedures go for the cost of the term in the past we had them on the rocks thinking they go to the tjpa through 9 closing of grow but it was more accurate to show a large number of the rocks i wanted to adjust is we have an error to accommodate 4 blocks selling this year actually, one is not pledged in tjpa that was
4:37 am
desperately it is $287 million in precedes that will run through our agency to the tjpa as we sell each of those blocks one them block 9 is scheduled to close next week but we had not put that on the rocks we feel it was more accurate to put it on the 2015-2016 to create the rock authority and show the rest of the blocks 8 and 5 we anticipate closing it is not an actual expenditure we're transferring the funds we have expenses using the existing bond procedures for the infrastructure work we reconfiguring the full name off-ramp as well as preparing the full name straight improvement plan in 2016 but there are predevelopment costs
4:38 am
associated with that this year we're using bond procedures and with it each project area the city attorney and the costs included we're pg&e in fund for removal of some freeway footings that exist in the park we're not ready to deputy the under park this we can undertake in 2016 again with the existing bond precedes turk turning to our housing program that encouplings comes we're estimating $3.45 million for the fees and bond procedures, etc. that breaks down into $14.9.30 and a half in bond procedures and $51.87 million for the fee
4:39 am
developments payments we've gotten over time for our projects so starting with hunters point shipyard and candle stick with the next affordable housing is block 54 in phase one of the shipyard we have this on 1415 b this will move and we'll role it over we're eagerly waiting the development plans for the candle stick you'll hear about this after this item and enclosure the next affordable housing project with that since we have an affordable housing under construction in the hunters point shipyard it might be well, to get that under candle stick so swap occult 54 by the directing amount is the same
4:40 am
we'll be issuing an rfp in the period. >> we'll, of course, keep you posted as we continue through the rocks in mission bay we have we call our two master plan lines that captures the tax increment for the debt staffing this is part of our 20 percent pledge we expecting over $20 million between mission bay north and south and going forward in the next couple of projects nevertheless which our work activity we're hoping to issue an rfp this spring and have the extensions associated with the block east so and we're excited to turn that into housing for veterans and so we're in the process of scoping out that rfp and recently you saw 130 or
4:41 am
mayor bowers south block 50 east for the home approval and that's underway and the extensions are flo glad going 20 percent of those units for hotels families in transbay i've mentioned a number of blocks transferring our proposed to sell there's a lot of activity in transbay one is block 7 went along with the block 6 sailor block 6 and 7 were rfped together and mercy are developing block 6 and it's one hundred percent affordable housing in 7 we're showing coming before you this spring with a financing request we're looking at the possibility of adding more affordable units on that block he realizes there's a capacity to add that in we will need more rock authority so we
4:42 am
have put that on 1516 as well we'll talk about that later this spring block 8 is underway we have paid a d b.a. coming before you this spring and in the fall we'll work towards financing the affordable housing in the block and this is where we're estimating $11.7 million and have other funding in terms of surplus bond procedures and returning from the one completed project is transbay block 11 there's a city of funding coming in that is returning some of the people e money we can turn around and use that on the transbay project as you recall when fremont is coming before you and paying a fees in block 8. >> and then block one is the homeownership project in 0 november we have in
4:43 am
predevelopment and would anticipate doing a funding request if the a period for the construction funding for the standard alone apples and oranges in the this for that project and with that i'm going to my colleague. >> so just to wrap up we're going to continue to refinancing the documents they were draft so we're still working on them there are a couple other worksheets we actually do a cash balances that shows the cash on handicap and prior to the period adjustments what was our actual spending in december and if any property tax it helps to reduce
4:44 am
the new property tax request so we'll show those worksheets we're going to the oversight board on on february 17th is the oversight action i'm happy to answer any questions you may have. and we'll be available in two weeks for any more questions you may have. >> thank you any speaker cards. >> i have one speaker card mr. ace washington. >> ladies and gentlemen this is a unique situation here you have this man running up and down the stairs i examined when y'all got it wasn't not going to work this is too much for that any individual i know it's too much for you to be listening to this i want to get recognized oneself ii won't go that far. >> what i appeared i have to
4:45 am
run downstairs to the oversight this has the worse record if the city they only come together when we approve that's right money than i hear them talking about the rocks and haul this money, money that hadn't been spent yet our name the western edition is not in the documents i have to travel to california you guys not you all but they forget about the western edition is the the master that was put together just eliminate them it is like you've eliminated us but we're still here so i'm hoping with the comment came up the president she wants a meeting in the western edition she said silicon valley but you obviously have not gotten that together we're in a state of emergency if you continue to ignore us we have no objection but to file an
4:46 am
injunction to stop everybody transbay hunters point shipyard and everything until you pay attention not you all but the redevelopment has done for the renewal you've left us goodness you've left usal alone we have no one training you ignore that the only thing i have to do is put together an injunction that stops everything and then you'll run to asia what do you need you want stability to be part of my generation for the next 10 years ed lee we worked together when he was with the hr c it's no surprise if you ask the mayor
4:47 am
he'll say oh, ace is working only some damn conspires i am that goes back to the justice herman days of the urban are you necessarily so you think it's over but you do the same thing over there the same thing and as long as i've got breath until i'm dead and gone that ain't going to happy my name is ace i'll be back thank you. >> thank you any other speaker cards madam secretary no? so it's a workshop we get to ask questions. >> anybody have questions of the staff? you i have a question and commissioner singh >> how much money we need more all those projects. >> oh that's a wonderful
4:48 am
question the next at the next workshop it has a column for the total outstanding debt or outlooks o are subject we can't say precisely. >> proximate. >> the number we have on there is over $4 billion at this point that includes all what the developers are paying and again there's a lot of assumptions on those but, yes it's a very large number for the hunters point shipyard and candle stick point and those are very big promotions. >> any prospective on our jobs? you have any questions i have a question since we've been talking about public art and slight 8 it says that i mean, i know this is only one part of
4:49 am
the public program kind of as an ad on to what sxhooufr hazard been saying do we have a selection for artists i think i ask asked is there a pipeline for the artist program stats going underway >> there are a variety of ways for mission bay part of our work plan to talk about how their expertise is used in the shipyard for the public art that is going into the park you know right now we sort of ran a public selection process a number of different ways to do it you know but which what our work plan is to talk about how
4:50 am
we can structure that and, of course come back to talk about and you might want to check in with the inspirational at&t park when the international term was constructed, of course the city and county of san francisco is a richmond ordinance and the commission created a airport slash art commissioners subcommittee and process for a reach out to local artists and vetting process as the international terminals i've previous scooted them to look at the measure alzheimer's. >> maybe we should do something like that i know there are artists like wayne and on that go through the arts commission they have their own set of folks
4:51 am
they like working with. >> they could and sfo. >> so maybe we can do something similar that would be great. >> a that's one idea i'm looking for others does anyone have any questions. >> yeah. go ahead. >> the follow-up with madam chair rosales question about we have all this public art around this where they are and what they're about just curious it would be nice to have a tour one day a view all the public art i know in our projects who the artists are i'm sure there's an inventory somewhere. >> in the hunters point shipyard there's a significant
4:52 am
amount of art that lane arrest is looking at we can share what those art pieces are and definitely looking forward to seeing them in place and having i see them as far as other art in mission bay i'm not sure. >> yeah. i remember in mission bay i remember getting a tour. >> in a comprehensive list over 25 thousand square feet the number of the buildings that mission bay had opted to do that on site and murals or painter and $1.3 million are those who opted to intent to a fund that ocii will implement that in the parks. >> you know maybe on the website at least to be able to say this particular art and my other
4:53 am
question the community benefits a part of that we ask our developers to draft the community - green again having that information available since that's one of the things we ask of our you know developers and i go back to the childcare that is almost like we are something that we as a commission can do i don't know what the preerpts are why do we have to wait until there's a request for childcare i'm lieutenant for the community and even though needs of the young families especially and the need for childcare facility and i don't know how that calibers with the rocks but ass we as a commission should a lot into. >> before you sit down
4:54 am
i had a kind of a question that is a procedural question remind me how the department of finance approve and we typically get our approvals by mid may their last day because the rp f t f gets described around mayor first there's a period we submit it and they'll i couldn't a question there's a before and after providing additional clarification and they'll issue a letter 45 device and then we can if there's it anything we want to appeal we can go through the process but this last rocks was the first time we didn't have to do it. >> this is what is maybe a time we'll not have to do this ever 6 months. >> yes. an annual rocks. >> great
4:55 am
i don't have any other questions a comprehensive report thank you okay. so this is a workshop no action please call the next item. >> it is 5 g workshop on the proposed approximately 5 hundred and 50 thousand square feet region overlook retail center and associated mixed use development at candle stick point in connection with the hunters point shipyard and candle stick point dissolution and the redevelopment area discussion madam director. >> commissioners this next presentation is an informational presentation this came from you the commissioners now that the stadium has gone away and in the process of mechanic demolition what will go there there's been press releases and a lot of
4:56 am
points so the point of this workshop is what will go into the former stadium site with that i'd like to ask our senior project sponsor to walk you through this presentation and she'll be joined by the members of development team larry in charge. >> thank you executive director director bohe and commissioner i'm the project manager for the candle stick point i'm joined by the cliff vice president and the colleagues they'll introduce our new partner and their a national real estate trust that focuses on malls joining us are the folks if larry in charge and
4:57 am
