executive director of the decision 6 it is a neighborhood improvement associations but a resident based association a membership civic organization since 199 in this area we've already examined the promoted boundary and in full support we understand what is needed to make the command staff the tenderloin work and function so we also know you had a virus board and you did was you needed to do we understand if i move the boundary it causes some problems but we'll obviously live with the choices because our organization has dealt with the industrial redistricting we know what those are we wanted to point out we need to see more foot patrols obviously you know the police needs to park their
4:05 am
cars somewhere if they can't to deter not in front of the damn police station the cops can walk to and from their car line them up on eddy street end up causing a traffic jam around 3 to 4 o'clock everyday they double park on eddy street so also want to point out that safety is a big issue. >> thank you, sir your time is up. >> thank you. next speaker. (clapping.) >> i support the sro collaborative map it's not my map but it leaves of leaves out the civic center and puts in saigon we've tried to do for
4:06 am
several years i'm the seminar member of the health board right down here and captain assuring in his we moved over where we had the sheriff's deputies for security obviously we've had to rely on the police like a lot of those people have to do theirs issues we want our patients to be able to get into the clinic and not want them to be bordered are worried about going on o ongoing work i would say that there is probably a lot of aggression into the controllers model but this is the tenderloin there is never a time whatever the issues side issues of the lower block on eddy street there's also
4:07 am
finite resources that is this community to go into meeting to work things out you put in the mall there's quite possibly a different view about what policing is about this can't be good for public safety i'm sorry that's - that's our side of where we want appropriate boundary that are community-based thank you (clapping.) >> is there any additional public comment. >> that's the style i'm larry evans i'm called jews i didn't in the ambassador hotel was the place where people poor people with aids will and die in dignity it is the show case of the supporting the parrot people and homeless people about hiv

4:09 am
from george moscone to whom larry doesn't have a record this is letting you know mr. evans the chronic harassment of mr. evans from the hotel are occasionally left him dishas believed and he can't find a internal petitions he currently leaves the building to stay out outline hours of night that's why i go to karaoke i think we have to hold proper humiliate we've met people everyday that get bullied we have to be ready to change pause the streets are going to be the streets we've found out that many people come to the city we're the people that live here and i think there's not a platform for united states to make a change within our sro before the streets -
4:10 am

4:11 am
shopping mall i think the bournld needs to end on the tenderloin side of as long as north of market market street than extending it we need our resources here in the intend to secondly i really like when people have come and actively addressed the topic of this meeting which is redistricting i can appreciate their concerns but you do meet the first and second wednesday of every month in city hall you can come to that i also want to thank captain chief suhr in his from the bottom of my heart i also want to thank sergeant hampton for the hard work of there were not
4:12 am
receivers stooets seats for the elderly and the disabled i've listened to what was said about the 50 collaborative i concur the boundary needs to change to include polk street and part of geary. >> thank you, ms. permits ton. >> is there any additional public comment? >> if there's anyone else want to speak just line up this is our last public comment. >> hello commissioners, thank you i have one thing jan asked me to speak i ask i don't have anything to say the concerns of
4:13 am
the community with very, very deep and real i won't say i'll talk about lines but what they're doing is correct if we listens or listen to them there's one that can't make it i don't know was the term is but my father was on attorney i remember there was a problem that different police districts have that problem visually couldn't arrest a guy it was like a state boundary line why can't you do something like that 9 california highway patrol and i don't know i'm a amateur at this i don't know what would be an effective solution but but that sounds like something an officer stand on the street can't arrest someone that explicit make sense. >> the chief is making a number
4:14 am
of motions they can't arrest someone on the other side of the boundary. >> see. >> public comment is now closed. >> public comment is closed. >> sir, you spoke already and. >> thank you, thank you, sir. >> and dr. marshall indicate i'm going to give a chance if there's anything the chief want to he'd briefly before we go. >> thank you, commissioner a couple of 389s of clarification number one we're the san francisco police department so we absolutely if you're in san francisco your within our jurisdiction no matter what side of the street you're on of any street two the comments in the at the beginning of the meeting what we're talking about here are lines on a map and which captain people report
4:15 am
to we're not talking about the reassignment of any tenderloin police officers to a mall or to my other part of this new map the police officers that are currently responsible for the mall would remain responsible to the mall the police officers currently proofing the areas that will be additional will remain assigned to those areas they'll simply now be answering to captain assuring in his and working out felt tenderloin police district so, please you don't think i don't want anyone to be confused to think that the current compliment of tenderloin officers are going to be stretched at all the other one it that's or there's been a comment i took a meeting if we move the boundary to possible street it includes the federal building the federal
4:16 am
building has a lot of demonstrates that allow a lot of police resources from whatever station has at that time hats federal building current it's the fern station so deems it's the and i cellar officers from the special operations and northern officers sometimes with the help from the tenderloin i don't think the tenderloin residents want their officers to pull to handle the demonstrate terrors that's why we didn't exclude the civic center that are currently and remain responsible be for the northern station i want to thank supervisor kim and here staff we've met on 3 occasions with the periphery preempting for this occasion the supervisors are calling for more meetings it is not my meeting i don't get to
4:17 am
call on anyone tait that's it. >> my colleagues and i know you having asked the final response time captain chief suhr in his how about response times. >> it whoa wrote a just response times an entire list of thing that were included and the response time again right now wroer down 3 hundred police officers and their come back when those officers come back that's when you'll see response times go down because more officers in general will be closer pea more of them right now we have what we have and get them trained right we don't want to have more unfortunate events in the list
4:18 am
number 7 so those are some of the things that we're considered by the consultants not completely but you can tell the response times i think the response times on the earlier slide those are - yeah. right here the minimum misdz response times and that list was what also generated a lot of data that gave us the maps we have. >> (inaudible). >> can you turn that off now. >> (inaudible). >> okay. colleagues any last closing comments before we adjourn. >> commissioner hwang. >> we appreciate the comments
4:19 am
we've heard loud and clear the work with the sro proposed map and the chief is going to take into account along with other reasons the map is drawn as it is we've heard the frustration of a lot of the folks around the drug dealers and several of us on the commissioner are former prosecutors who care and we're working on the issues and the issues of praub following the constitution that the police officers can't take action and even if they know their drug dealers are laws in certain cases but we hear the fruths and presented the comments from the folks or folks tonight commissioner mazzucco. >> this is the most incredible meeting and i have to tell you there are concerns about what is happening here and you're hearing about the drug dealers
4:20 am
it's important i think that captain insuring or chief suhr in his will tell you there are people that calming call in once or twice a week especially the golden gate and hide people selling drugs they're out through every week they don't securey when they see mayor edwin lee me i see the kids walking to school i think we need to do you heard with the commissioner said about kids walking to school your message is loud and clear and need to be delivered the police officers make the arrests and do the best they can people look at those negligence a different prospective everyday we walk around and at a as a former prosecutor there needs to be changed so thank you, everyone. >> commissioner dejesus. >> i wanted to say i've gotten
4:21 am
