came across. two middle eastern males taking photographs. buying several large pallets of water and a middle eastern male adult who is very un friendly. one of them was reported because he was appeared to be middle eastern and attempted to buy quote a large amount of computers he turned out to be a purchasing manager for a computer center. another plaintiff was reported because of his quote full conversion to islam and so the clear trend is

none of these reports include evidence of criminal activity. it's important to realize that those reports when filed by local police can result in the fbi interviewing an individual in the community so the reports i quoted were not filed by sfpd but that's because the public doesn't know the types of reports the department has filed . that is despite the fact that other centers in california have disclosed those reports and the la police department discloses more information in its annual audit and in the spirit of the ordinance sfpd can and should do more to explain the sar activities to the public. thank you.

>> thank you next speaker. >> good evening. my name is -- i'm the community advocate of the asian law caucus. thank you for the opportunity to speak with you today and for your continuous engagement with us on this issue. since the passage of the ordinance our community partners continue to receive a steady stream of complaints. community members continue to be subjected to intensive interviews by fbi agents and several of our clients have found that they get grilled by border agents about their belief systems only to have that information show up in their fbi files and the reality is the updated

department of justice on racial profiling has huge holes in it. the guidance exempt from its prohibition of data gathering activities and border and point of entry enforcement and airport security by the by the ts a. what these exemptions basically mean mean mean. the danger however is not just in the communities last month the fbi set free a man they claimed was an eco terrorists. the man

was sentenced to a 20-year prison term but released because it was discovered that the government failed to -- the the fbi's entrapment programs are bending the law and morality and this matters because our sfpd officers are working with these agents. we ask that sfpd encourage their colleagues at the fbi to stop

requesting information regarding sfpd and fbi engaging in in voluntary interviews. the report says that the that the sfpd members did not engage in interviews that does not mean that police officers and fbi officers are not engaging in interviews. i bring this up because our office was contacted by a member of the san francisco community. in this interview he received questions that he felt ininfringed deeply. when he asked what was the purpose of the visit he said he was told

you. >> again, you have in your packet the office of citizen compliants draft budget proposal for fiscal year 201516 and required to file a budget by february 23, 2015, and i believe the analyst from the budget office was in the audience i don't see him anymore . okay. the bottom line of the budget is it's very similar to the current year's budget it's a 5 $5 million budget most comprised of personnel cost for the first budget year no cuts were required no

reductions which was wonderful news and for the second year a 1 percent reduction reduction must be made which would be 34 thousand and 5 $500 which would cause the occ to have to eliminate a position. the challenge to the occ in its current budget and also in any future budgets, is the step adjustment as well as the attrition factor. currently, those two factors cause the occ to be about 3 hundred hundred thousand dollars short in its budget bausz most of the positions are not at the midpoint but they are at the top step thus causing the occ

unable to to fill vacancies and although we're budgeted for positions we've been unable to fill 3 vacant investigator positions and one senior investigator position because there has been some long-term absences at the occ through salary saves savings we're able to fill one of those 4 vacant positions but we're seriously short we're going to be working with the mayor's office to see how we can eliminate what is a structural deficit we're also going to ask for an augmentation to our budget as we did last year of one additional attorney and an assistant for our information

colleagues you recall we had public comment earlier this year from reverend brown from the third baptist church asking the commission to take a role in some in some of the priorities that that that that that that the reverand had in some in some of the decision-making that happens and on january 21st of this year along with vice president turman and commissioner hwang director hicks and on behalf of the department we did meet and listen to really a great group of faith leaders and constituents folks that brought by rev brown and i think all of you should have which is a 3

point plan really focusing on 3 areas that i discussed recruitment training and representation of the african-american community and issues that affect the department and after that it was a really good discussion i think some of you have seen at the police commission sometimes feels like you are telling us things but so we were able to dig a a little deeper and it became clear that there was a gap in training there was previously a course that was in the regular academy on racial profiling previously required by post and it was reimbursed and i think that went away so the defendant recognized at the urging of the rev, and his group to restate that training and 5 days after the meeting

that training was immediately rein-stated into the academy and i know there's a number of other initiatives that the that the department is looking at regarding training and continuing to make sure san francisco is a leader in community police relations and making sure that our officers are exposed to the communities that they will serve chief? >> that's exactly right. the rev, referred a class he recalled from 15 years ago and the class actually went way way 10 years ago when the class was de funding we brought the class back. so it was easy to just replug back in again and the sergeant taught the class

so she knew exactly what they were talking about and sergeant sherry hicks teaches that class with the sergeant and. >> that was an immediate short-term issue that could be addressed. there's deeper issues around recruitment that vice president turman has volunteered and is going to take the lead on i think it's going to involve some presentations from the department on expanded efforts that you are doing initiatives as part of the broader effort but certainly with this group that has been committed for sometime with their input i would share with my colleagues that with the occ's help, we do have a general order policy prohibiting biased policing 5.17, this interestingly was done in collaboration with the aclu here earlier. it does note that the department's

guiding principal is our commitment to treat all people with dignity fairness and respect and without racial bias . the reason i i say that in the context of the conversation this is an issue that we must continually look at making sure our training is where it needs to be and something that we remain vigilant i appreciate vice president turman's leadership on that and look forward to additional reports on progress made the last thing i'd say the mayor's office convened a forum for a local initiative of my brother's keeper to look at the disparities and poor outcomes for boys and men of color. there were a number of city departments there looking at how san francisco can address

poor outcomes and policing and the justice system is 1 piece of that and i'll continue to keep this commission a breast of the policy implications of that. the captain and lieutenant was there so thank you for that. that concludes my report. anyone else have a report? commissioner dejesus. >> last night i was at northern station they had a panel there and how policy can change police culture and what they were looking for was procedural transparency and accountability and what what can be done to improve the situation and how can the public be involved and i did participate and some some of the things they came out with they were aware of the camera and people are very interested in the policy being developed around that camera and they ask that that the stakeholders

and especially certain communities would be allowed to participate in terms of developing that policy and in particular the bayview and mission areas and i think that's actually a good recommendation and something they can look to in the future they also talked about community policing about revisiting our -- i think we had a 42 or 72 point community policing plan put into place so maybe revisiting that when we did that audit and are we still complying with it? should we update it? are there any policies we can include to update it? especially now that president obama is talking about putting this national community policing program together and most importantly funding it that's a real key thing and the other thing they talked about is more positive officer involvement in community and i'm really glad that you brought that presentation today and it's something that we should put

up there and perhaps you know maybe we can have them suggest more positive ways but i think people need to know what we are doing in the community in terms of positive contacts. they also brought up cultural sensitivity training so you just addressed that that's important they want to know where we are on that and recruitment and training is an issue and they wanted to know where we are with that so i participated and found it to be very educational. >> thank you. any other reports? commissioner hwang. >> i participated this morning we joined the chief in a very successful lunar new year kick off event to raise awareness of extortion and fraud attempts it was a highly publicized event in its 18th year. >> when this started 18 years
