11:42 am
sure if you fill out the cards and say who you are and what our speaking about and thank you to the sfgovtv and 3 to 4 services for broadcasting this out to the public every time we meet thank you very much so we'll move on and start with roman numeral. >> commissioner frost commissioner lee commissioner lee commissioner perez commissioner tan we have a quorum. >> great the first item we don't need to do. >> no. >> it's the selection of the presiding officer we will move on to item 2 public comment, public comment for any issues that pardon to the entertainment commission that is not agenda
11:43 am
disanyone want to comment seeing none, public comment is closed we'll move own to the approval of minutes of january 6th and january 20th. >> i move to decide indicate the minutes. >> a that's fair since we were not to each the meeting is there a second. >> shall we vote on it commissioner perez commissioner moshoyannis commissioner joseph commissioner lee commissioner tan i so let's start with january 6th happy to entertain a motion. >> move to approve the minutes of january 6th. >> january 6th sorry what do i say february. >> motion the second. >> any public comment on item
11:44 am
our january 6th minutes don't see any let's take a vote. >> i think i'll run down the list commissioner perez commissioner moshoyannis abstain commissioner joseph commissioner lee commissioner frost commissioner tan abstain but the motion does pass let's move on to january 20th. >> make a motion we accept the minutes. >> is there a second. >> second. >> additions, deletions, or changes or public comment any public comment on this? all right. let's take a vote >> commissioner frost commissioner lee commissioner joseph abstain commissioner moshoyannis commissioner perez commissioner tan. >> that motion passes and the
11:45 am
minutes are approved great job crystal on to item had the report from the executive director and our staff. >> thank you. good evening i did not write a memo there's not much to update just a few dates important for the most part if you're interested if attending any of the meetings related to legislation you should put those things down the last night early morning hearing date what i'm the hearing of the board of supervisors is february 23rd i'm pretty much i know that benefit is there there it's land use committee and i've sent an e-mail specifically so you guys have an note in our calendar that's not likely to change we'll be month
11:46 am
to month at a task force for the last time tomorrow and reviewing the final report draft weeping we'll be presenting to the board of supervisors that's what time is that do you know. >> i'm sorry, i think it is a 1 o'clock but i'll send everybody an e-mail when we obviously get an agenda that's the safety bet at this point i'm sure you're aware of things as the board moves around i hope it sticks it hadn't move for a few weeks now i'll send you guys confirmation the other important date the rules committee to fill a vacant commission seat that you have up there and at the moment is february 12th that hearing date is said we could move around and it is not necessarily a place for the
11:47 am
commissioner to show up night life they want to come on behalf of applicant if you do intend to as many that i know we do worry about quorum issues but just so you're aware february 12th is a date for rules it takes one hearing and leafs committee and needs to leave the board in theory we should if we do a swearing in quicken someone is seated by the next meeting that we're having is march third keep our fingers crossed on that. >> i did write here that we intend to have the publication of the economic study and outdoor event implemented and out by late february but i'm not entirely hopeful that schedule will stay on track and again,
11:48 am
this is something we rush really you know very hard to help the controller's office complete in terms of data collection and then it went into a black hole i know that commissioner moshoyannis is very eager as i am to get it out of the controller's office so all i can do is say over and over someone help me to fought why it's not coming out and then the last thing is we handed out a blank questionnaire that looks like the questionnaire is in fact a revised version we cammy worked on it this week or really late like i don't want to discuss it i want you guys to take it home
11:49 am
for homework it is an important piece of what you guys use as a tool especially someone that is not familiar with we we intend to do we use the bare bones we received 12 years ago from do police department we've changed it over the years and i think the most recent attempt to change if based on with the commission is doing but we might have missed it there are no rules you shape it; however you want to obviously it needs to remain a public document so you want to not ask too many really super personal questions question we have to redact but a business model if you guys do me a favor and make it up and send
11:50 am
it back or hand it back that's the best way for us to figure out how to incorporate our comments and certainly discuss it next time we're together whatever you feel is appropriate. >> this is just the send hours. >> wherever we think fairly useful and robust application again any of the forms can be redone that's the biggest piece of the puzzle unless you have to ask about the relevant things you care about so take it home it's fun homework for you unless there's questions i'm sorry to hand to off to my colleague. >> nope. >> no questions.
11:51 am
>> thank you, director cane and good evening, commissioners keeping with our new tradition of pga on the documents we create during the week and weekend i've included a certification form object the second page the packet gives a run down of the violations that occurred and time associated finances for an incident this past weekend and then the document i've promised you the past couple of meetings a recommendation for the sound abatement on the third page an example of one of the recent ones it's approved or disapproved and any recommendations for the people to abide by as far as sound goes as far as general notes we had one new complaint on hawthorne i
11:52 am
went and spoke with the management there and did a little bit of investigation ongoing as far as i witness there was no violation but i'm going to stay on top 6 that and make sure we have direct communication between the residents of the nearby hotel and the venue itself. >> commissioner joseph. >> hi you can call me audrey on the administration certification did you mean 12:00 a.m. it's 12 noon. >> this was issued today. >> at noon. >> after the fact yes and what is the 90 dbes inside or outside. >> this is an llp the 90
11:53 am
decimals is the agreed upon limit between myself and the venue. >> so they were 2, 3, 4 excess of 90 days. >> yes. >> on the facing doors and windows and vents must be closed. >> this is actually something i've started to include 1, 2, 3 4 most find my recommendations in general a lot of the establishment we go to and test has captive vents and fans from kichdz or ventilation systems and it can provide quite a bit of leak. >> do you 0 you e did you investigate whether the establishment has possibly no air vent because it is san francisco and a they can box the
11:54 am
vents but to block them will you check into that. >> i will another question on the permit inspection that sound abatement is that a recommendation or an actual i don't know what to call it is it a recommendation hey here's what we think you should do rather than what we enforce. >> the verbiage a that's been used previously i've updated the form it could be reworked but something that needs to be done before the issuance of the permit. >> whether it's a permit inspection plan or i don't know what the word is. >> sound abatement. >> sound abatement period and it's been called that as long as i can remember. >> i would not want this to be
11:55 am
feeling lighter. >> the word recommendation will work and i have a question about metro dome was that record as a - i know we have one resident say they've noise i didn't so something happened you went out. >> we did a sound test and established when i thought at the time was a good level to make both the venue and the resident happy and sdutsdz it with the venue itself they were in inclines this night and said they will be purchasing a higher quality sound meter so anything i've gone to this particular venue it's at the request of this resident and it seems like staff is changing
11:56 am
pretty rapidly there there's a lack of communication going on. >> is that something you're going to go back to until. >> we go back until he claims again. >> this is on my regular route. >> okay. thank you. >> thank you. >> commissioner lee. >> do they have a limit or is this potential stuff. >> potential each of event has its own it is more difficult they're not abiding by the live entertainment past 10:00 p.m. the sound issue is at this point some things they're not obey responsible about. >> okay. >> we'll keep watch you'll do
11:57 am
that for us any other convicting inspector poly i didn't i have a couple of quick notes did an inspection on the fillmore auditorium we've been getting complaints will the venue about noise and something we've been working on for a while and before i came here cammy worked on i walked around the neighborhood and went into the venue we got a complaint via 3678 sanctioning a neighbor had a noise complaint i was there and witnessed i mean, i didn't witness a violation any sound like outside i'm not saying that particular person didn't hear f that i - it was in
11:58 am
the middle of the show when i have those there we got a complaint from about a venue on 16th street called ac c i went by to see if they had an inspection it's not our issue we received complaint if the supervisors office it is unresolved but not necessarily our issue so we'll fourth who what to do about that going forward a similar issues in nina's cafe about complaint about noise in the venue that's a restaurant but what we found is it is not entertainment and that a lot of times what the noise that is happening after close of business so we forwarded to the
11:59 am
police department to handle the only other issue in regards to the neighborhood around kelly's irish bar it's dark around there this is potentially a safety issue i'm going to talk to the venue about it is not just their issue those are the major things i've worked on in the last several weeks. >> i'll be happy to answer any questions questions. >> commissioners and. >> all right. let's open this up to public comment any public comment on item our staff any chort seeing public comment is closed item 5 police department questions or comments and the floor is yours when you get here
12:00 pm
