make sure that our ninth amendment workers have access to save and affordable transportation with that to jocelyn good afternoon i don't want to be repetitive i'm not often in front of you supervisors but last night people were obsessed i'll be here to ask you for more of the same and, of course, to thank supervisor wiener for honoring his commitment to night life and safety i was here a little bit less than a year ago to express our gratitude to make it clear and vital this is the real work starts now we'll go into specifics without b.c. being
3:01 pm
repetitive what we need is frequent reliable and safe transportation is what the public needs they want and need and get the word out so as you listen to this consider how to push out whatever you know lines of communication we can have the best communication in the world but we can't sustain it so i'm sure you're aware of is an equality issue in light of the testimony we were talking about evictions this is along the same lines a lifetime service for people in san francisco so just want to say thanks very much we're here to continue this work and as also i never leave the podium without making another ask we'll ask the working group be maintained and
3:02 pm
funded who two additional studies with an prelims of the next steps that will be identified in the plan in create a reality of the night life transportation we're going to be talking about >> thank you very much and it is my intent to make sure we have able to keep the working group intact to monitor the prelims and really a effective thing. >> next i'd like to call up liz brison from the transportation authority to present. >> mr. van how soon. >> liz and i decided to divvy up the slide supervisors you've 0 covered where we started and this is just to briefly flag really how varied the members of the working group have been i
3:03 pm
think that's been a real asset to have the transportation and small businesses and labor leaders a variety of stakeholder involved in a collaborative process it's at testament to the working group members this talks about our vision formulate night early transportation serving san francisco you'll hear lizs presentation this vision mirrors the feedback from participant in our survey we did american people online safer over 28 hundred responses i know is a testament so how important this issue matters to people on one level the feedback we've received is common sense but also served as a helpful guidepost for this vision and fast reliable transportation and network demand and save streets
3:04 pm
and easily access to information and loading and unloading and 24-hour rail services complimented by other violation that's the long-term in terms of the recommendations i'm going to turn it over to liz thank you. >> thanks ben and good afternoon liz benson with the county of transportation authority i played the technical person and it was a consultant who was unable to be here with the working group staff so wanted to walk through the process how we got to where we are it followed up a mr. haney process we vested a process and did this to understand the need to understand solutions that done a

little bit more and finally get them into the final report released today there should have been report copies to the board members and some for the members of the public wishing to review it is also available on the night liquify sf.org the report walks through 15 specific recommendations and proposes 5 immediate steps to the recommendations and also suthsd two months to get a little bit clear to define the roublts of next steps we're recommending so starting with a few highlights of the analysis analysis we wanted to speak to how many people are traveling during the late night housing from 5 to 9:00 p.m. and that's 2 hundred and 65 thousand trips a those trips slit out with more of them
3:06 pm
happening in the midnight about 85 percent and the other percentage from 5:00 a.m. from the midnight to 5:00 a.m. 2/3rd's are regional meaning they are one trip to san francisco and the other to other counties the total number of trips is 7 percent of billable trips we imagine them their equal to the trips on a giant scale we looked at load sharing and learned despite how much public transportation coverage you create the late night hours it remains 20 percent that speaks to the lifeline value they provide for some people that is the only way to get around
3:07 pm
ben mentioned the survey it is available in english and chinese online as well as in paper 230r789 that represents the issues that people care about not the total population in the bay area here we see one of the survey response questions this was asking people which issues effect their choices in terms of how they travel in the late night housing red is somewhat and as previously mention bart not running auto necessity was by far the issue that people said were effecting their travel issues but several other issues were responded to where someone abby a majority of the residents including the bus service is articulating too long or require
3:08 pm
a interfere or taxis are too expensive or concerned about safety when walking or biking as well as the expensive uber and concerned about personal safety or security when on transit in addition to this question or a lot of interesting things in the surveys some contained in the report but in summary form is available on the sf night liquify website we reviewed the testimony from a year ago to encapita late all the things people encounter bans that we have arranged those two 5 categories the report is structured that excludes the availability and coverage in particular about the transportation coaches and the fees or reliability safety and
3:09 pm
security and the traffic safety, awareness and comfortable and cost of equality so one of the first things we did recognizing the transit availability wax a map about the service what it looks like another different times of the day on the left is a snapshot of the service what it looks like altering at 8 in the morning and the last pats 3:30 it is easy to see the nuke of options reduce drastically there's less demand another interesting point is that while there is less service throughout the city and the region there's a pretty staircase difference between the services and the region muni network pretty much covers the quarter mile stock of a bus
3:10 pm
stop where the region is much more scaled to network of one easy transit line directly serving the city the transit operates to additional place in addition the muni operates the thirty minute while the region services during the week operate at 60 minute frequencies and the transit at thirty minutes now piloting 20 minutes speaking of that there have think outside the box 2 existing efforts that happened over the course of talking about those issues the first the bart ac pilot to provide additional bus service and that effort excludes new pickup locations at mission street bart and new line that
3:11 pm
serves the bay area line and up to 2:30 i included the working group field trips to experience it first hand on the right is a map of the sfmta proposals to expand the munoz service for the lifeline transportation fund tea transportation authority board month to month here the proposal excludes the frequency from treasure island from 45 to thirty minutes and the 38 and 44 to fill in the gaps in the coveting and hypocritical recognizing the lifeline improves the transportation in communities. >> so despite those exciting additions to the network we also learned that the last time we
3:12 pm
provided the services at night it is about a decade ago the orient was when we approved bridge tolls and at the time the toll was approved there was a process to begin the bus service that led to the launch in 2006 as a press release on the web89 beyond some microscope adjustment to track and monitor the matters of fact in a decade a whole lot has changed the low hanging fruit it is about time to look at the bus service some things we can do to adjust the bus service and way to consider
3:13 pm
expansion so another topic felt conversation anything we can do to extend the twenty-four hour rail bans the coordination with with bart and the station it's not able to address the longer hours there's something coming not common but the fact you have to do maintenance everyday there's a maintenance window it is what it is that said this is such an interesting topic there's a desire for more to better understand whaepdz each minute of the maintenance window as it relates to thinking creatively to short the window to be more creative in how we can allow for the window hours not to
3:14 pm
compromise the survivalist at the same time the long term vision we need to have more than the two tracks under the bay area have a system that allows the tracks to be close for maintenance but the good news we'll be starting to establish that as a region and just recently a discussion in the newspapers as well as is a study that's been kicked off called the bay area traffic study that is looking at the options for a second trans rail infrastructure something i think is interesting to bring together one of the main reigns this study in the bay area study is mostly it realty relating to our daytime needs like crowding and to bring together the needs of the night life community and the daytime
3:15 pm
we need to move the investment we need to work together. >> if i may two things first of all with respect to bart i want to acknowledge that bart directors are here robert right away burden working on the issue and we're appreciative they're here but one thing the director said at the press conference i've if you look at the number of hours bart is not furnishing i think it is 24 u 34 hours a week and the number of hours their professionalism maintenance on the track is 13 housing that's significantly less has been been an analysis of the december cell
3:16 pm
phone means. >> i can give you my pd and then invite i don't know if anyone if bart want to expand the difference of the hours that are maintenance and the system is closed or the hours where the trains are getting fully out of the system the time to power down the rail and the light time for the vehicle once you get everyone in place how much time is left in terms of the white paper how can we do to make the time shorter to do the maintenance. >> it's a 3 to one ratio and bart needs to do it there's a ramp up around the question that can be done at all i'm going pubically supportive of moving towards the second bay capital
3:17 pm
conflict to get the high speed rail in the east bay and sacramento it will be awhile that will be continued to advocate for bart that it really take and make every effort to expand the hours and whether that 7 nights a week or adding an additional hour to friday night and saturday night another topic and you made a reference to resources they're not unlimited there's an go internal educate we have the times of day daytime rush hours where we have incredibly high uncle and other times and two or
3:18 pm
3:00 a.m. you still have significant transit uses but much less there is a school of thought for every additional philippines we put into expanding the service that's not enough capacity forerunner hour that he see this as well when it is continual i have a continual disagreement with the tjpa when muni will convert a service on spring break so if you need to go to work during spring break you'll have to deal with the skeletal service even though stlrs a few riders that don't think on the transit whether it's 2:00 a.m.
3:19 pm
it's it's internal revenue rest. >> first one school of thought how you plan in the system to think about it as a system a system if it's going to work it needs to work all the time from a school of thought design a system that provides frequent coverage during all periods and the other more i guess practical suggestion we advance stiletto report talking about the additional service we want in the initiative to look at the scenarios of neutral and what are the needs of people not getting that right now and define what it is and we're in a better place to moderate. >> that makes a lot of sense
3:20 pm
and continue your presentation on that debate and discussion or weather if we truly want people more people to consider living without a car and relying on alternatives in transportation it is very important to have that consistency whether during spring break or 2:00 a.m. you can't say we're going to give great transit when hope e are using transit but a smaller number of people using it good luck it's a great repeat recipe but people asking have to rely on it i have to continue to advocate and say that muni is wrong with scaling back service
3:21 pm
during spring break e.r. holidays that's not the right way to operate. >> noted shall i continue. >> go ahead. >> we talk about bus and rally wanted to talk about equality for a moment we were able to look at the householder of commuters between daytime and night time hours in yellow you see the daytime is a quarter of commuters are in maybe i consider low and moderate income of up, up to two hundred 65 thousand and the same people commuting in night time hours. >> turning for a moment at certain times especially in the maintained it 5:00 a.m. period when transit options are at
3:22 pm
their secure it taxis are the only viable choice for people to get around, of course they're more expensive and so one of the recommendations that has been touched on here is one thing we could do to make taxis a more affordable as opposed to option to have taxi regulations this is authorized in the transportation coincide but required tjpa to move forward i know we have the mta's taxi group that might be to answer questions another theme of the elements was identification of a lot of things that seem like they could make a differences the things will all make sense to define with a specific corridor or district recognizing that a lot of the different people that share the same street space have
3:23 pm
to agree here the idea to develop a pilot program to work together between stakeholders and agencies that will talk about what is feasible. >> the information this is a tactic we have discussed at some length recognizing the information about our night time information is not this easy to understand this is a screen so the from the 511 website that's our regional center of all transportation information nothing particularly wrong you can if it ain't broken, don't fix it find what you need but for the bus corridor that might look imitating and so then perhaps it is not surprisingly
3:24 pm
from our website people didn't know there was night time muni or didn't how to operate the website so this is our caption to target the information not exclusively recommend to rate night transportation like maybe where bus stops are or other information that would be better communicated a foreseen of our recommendation has to be where we couldn't come up with a recommendation we haven't done enough data analyze we're looking at developing a masking or two would be transit additional cleanliness and traffic safety so just so summarize i've
3:25 pm
touched our next steps refreshing our local bus service and the pilot for the specific improvements and kwoerpd campaign and the final one so canyon working groups with different stakeholders that are interested in particular areas but the idea that the group is reviewing all 15 recommendations and modifying and tracking process is appropriate so i'm about to conclude i want to close with one more positive finding we uncovered that night time transportation is for shopping a readily available so you can take a bus thank you. >> thank you very much ms. brison for that not. >> and again thank you to
3:26 pm
everyone for this report. >> colleagues if there's no questions or comments we'll move to. on item number 3 human resources madam chair >> thank you. we have comments and if we could thank you - i do want to first give an opportunity to our directors if you'd like to make a comment? come on up. >> well, thank you for hosting this very important initiative i was around in 2004 pushing for the last night process there was the beginning of baby steps we need to acknowledge the
3:27 pm
constituents a growing up 91 234ush of people that are transit dependent i've gone out with the last night crews it takes time to mobilize a crew they have to pull back and at 4:00 a.m. and let the trains go by i believe there are things one we definite have to keep our commitment to running the last night services once we have new train cars we'll have an opportunity to examine how we comply our equipment late both muni and i believe we can make some progress with as you
3:28 pm
suggest a one to two hour additional service period on friday and saturday nights as we start i've looked other systems throughout the world and in london in philadelphia and washington, d.c., of course new york city metro and those are systems that run last night services and have constraint and there are models we can follow so i'll be pushing to see we get a white paper report that identifies the things we can do in the near term with the cars thanks again yourself work. >> thank you. >> director. >> thank you so much and thank
3:29 pm
you, supervisor wiener for your leadership on the issue it is critical and i recently got elected into some time something that it was the most important issue on my caption the survey of just the largest last night survey assessing san franciscans attitude to last night transportation listed this as people's number one concern this is something we need to pay attention to and deliver on and while the tow truck drivers bart service is pretty far away extending bart one or two hours into the we understand is is something that should be possible i'm going to be advocating for believe it or not bart to explore this thorough
3:30 pm
study of what investments need to be made to do the maintenance so as you said 13 hours out of 34 is something we can exhaustive on i want to sort of mention that bart has been running working closely with ac transit to inclusive a much improved last night project we'll have a project that is 50 percent more than 8 hundred buses as well as an 822 bus from the mission that was previously unserved by last night troubling late service and this is something that hopefully, we'll be able to extend that pilot into a full program and spend the
