9:00 pm
and air quality that was this morning i do this once a week. >> thank you. sir, your time is up. >> thank you very much. >> thank you. next speaker. >> my name is is alison i'm here to talk about the cumulative impact thanks for the opportunity to speak there's a significant error in the draft eir on page 87 which marketplaces the projections made in the eir and includes
9:01 pm
this cumulative irs have been addressed they've made an apples and oranges project for the eastern neighborhood and compared them to developments just in shipley square and potrero hill loolth the reports in the area without filling the units that are constructed the fact we've already exceeded the potrero hill projections and show case square by 20 percent we don't need to wait for the 2015 monitoring report we were promised a few array of public benefits to show the completeness of neighborhoods including the open space and improved transit and the community facilities and the affordable housing so where are those promised benefits? improved public
9:02 pm
transit the traffic study for the project has a number ten bus running at 98 capacity at rush hour before the 7 thousand neighbors arrive as the 22 we leader we get to keep it for 2 to 5 years to have it it rerouted after the projects traffic we have several intersections at potrero hill with that are another unacceptable levels our air quality is rapidly sdlain what happens when we add warriors stadium and pier 70 to the mix new parks we know we're deficient the potrero hill area promises 4 acres of new open space we're still waiting meantime jackson county park that is heavily used and didn't
9:03 pm
provide open space to the neighborhood will soon be severing not only seven hundred neighbors but more than 33 hundred new residents within 5 blocks of park we recognize the need for new housing we get that we're building luxury unit and this project must be considered in the context of other development and address the things we need like better public transportation and open space as well as housing for middle-income earners and, of course, the families thank you as the next speaker comes up i'll call for names (calling names). >> my name is cashing i can't a mother and nurse a resident of
9:04 pm
potrero hill over 20 years although the city wants to build in fill housing this is two small for the project the amount of assess cease and the ucsf mission bay development a emerging on this real estate adding over 3 hundred units and cars lloyd the area is too great for an impact for this location thank you and good afternoon, commissioners my name is stephanie i'm a san francisco resident for almost 15 years and the mother of a live oak kindergartener and seems like a all my friends with kids are leaving what keeps
9:05 pm
us in san francisco we were one of the fathers and mothers that found a great school i'm worried about the noise during construction any daughter is sensitive to sound i'm worried about the learning the draft eir is inaccurate on page 26 it says live oak is a good summary program we need to have the noise it activities like demolition done during wants summer breaks and other breaks like winter i don't know how the kids will learn the draft eir does not care the impact of sound mitigation measures that are being considered like sound link daylight is so important for
9:06 pm
people's health and if we cover up if we use the sound blatant i don't understand how the kids are going to have access at that daylight thank you very much. >> next speaker >> afternoon i'm jimmy live on arizona this is across the street from the property project while i agree with the need for new housing and i'm not opposed to the the reduced density option that the environmental impact report suggested i sees major failures in the report the traffic and safety i have a small child i use oars arkansas and the fact that that emergency
9:07 pm
the report said not impacted by traffic is sixth didn't make sense to me personally i don't see that all the building that is taking place in the mission bay area is take into account i understand no mitigation for the already impacted intersection down near the freeway that will only get worse i'm in favor of the new housing and the reduced densest but a new report needs to be done. >> next speaker >> good afternoon. i'm steve sacking a 15 year resident of potrero hill i live near and my child goes to live oaks school and my business is also in
9:08 pm
potrero hill i'm got firmer roots the main concerns i have with this project are the inadequatecy of the study of traffic something you're hearing a bit of i think that the study needs to be done during the morning rush hour times i've lived by 18th and mississippi that intersection that was earlier shown and that is typical traffic for that area it's a huge problem and being studied by this commission as well we need to be aware of the fact that children are going to be crossing the streets alu at all hours of the day i think that certain mitigation measures need to be take into account i think another major
9:09 pm
conditioner is jackson county park my children use that it is going to be severely impacted by the shadow that is going to be cast 40 percent shadow on this park and 25 percent during summer most this was not mentioned in the draft eir arrest not only is the smood going to have an impact but the use of residents on the park is going to have a significant effect and while i welcome new resident to potrero hill i think it's fantastic place to live over the course but i think this project needs to add mitigation measures to either provide a reservation facility a come municipal recreation facility something that the live oak school has discussions or some other form of recreation area that can
9:10 pm
mitigate the impacts on the park the last item i'd like to talk about is the observation that hazardous materials will enter into the air there is not a way to control the hazardous materials are going to i understand up in the air in live oaks and the 10ur7bd community. >> thank you. next speaker. >> good afternoon. rob with the housing coalition speaking on blood with 0 of the one hundred and 40 members i want to state this project was presented to our project review committee i believe that commissioner fong was present at the meeting we're that in support of the project
9:11 pm
we believe it's adequate and thorough and completely, however we don't think this project we think it's unfortunate that project has its own eir we spent 10 years trying to put this plan together the goal a to add more housing to meet the housing goals for the city and add more certainty intents in exchange increase the impact fees that meets the requirements for affordable housing and creating a more dense walkable environment we think this is capable and should move forward as is thank you. >> as the next speaker comes up i'll call for names (calling names). >> hi so i'm in support of this
9:12 pm
project i wish it could have been finished we're in a housing crisis and there are a lot of people that need housing now it occurs to me that the eir taken literally sound like isle you'll be considering air or water quality maybe something industrial by clearly people are talking about traffic you'll see social effects what's the problem with traffic it's crowding and has the downsizing crowding and increases the time. spent traveling somewhere so if you get the credit the eir the social impact of traffic cumulative impacts then we should be considering the cumulative impact of not building over and over again
9:13 pm
we've one decreased crowding and force people to spend more money our the unit that exit so no eir is more adequate if we can't look at the cumulative effect of not building thanks. >> thank you. next speaker. >> hi, i'm katie live across the street from the proposed project i have the following issues with the following i believe the area plans are too big at surrounding development at the moment are outstanding and difficult to negotiate the traffic and concerned about the lack of public transportation in the area recreation packs are not fully addressed we need nor open space and parks shadowing will impact all the areas around the project
9:14 pm
hazardous material needs further study and the study of air quality is not included i support the eir thank you. >> thank you. next speaker. >> good afternoon. my name is is nick noise i'm the president of the homeownership association at 18th arkansas we'll not anti growth or anti development we think the developers is an excellent developer and the architect is excellent i have here a petition that we gave to the planning commission in may of 2013 which states that we are extremely concerned about the offer scale proposed for our neighborhood the height and
9:15 pm
densest are completely out of scale with our neighborhood i've had a lot of meetings with the developers i'm an architect i understand what we're talking about it become observe they were trying to max out the project and start off at the starting point and become very, very contrary there was not going to be a change until someone said see i'm here to support the reduced density alternative listed in the draft eir always the environmentally superior alternative it would simultaneously reduce the impact of the large number of resident and better respect the character and scale of the neighborhood thank you for your time. >> thank you. next speaker. >> hello i'm sharon daniel i
9:16 pm
live in the 16 hundred block across the street from the development project i've been a resident of san francisco since 996 i lived in potrero hill i wanted to ultimately live there it took me to this past summer i'll a new resident of this block i'm not anti growth i support that but i have serious concerns with the draft eir mr. taylor from my own prospective with the lack of study of air quality that air quality study was not included i think the hazardous study needs further consideration i think there's going to be a sufficient negative impact on the environment in the neighborhood both urging the construction and
9:17 pm
afterward because of the size i've looked at the planned i agree the architect is a good architect he designed where i live the two years of construction will be create horrible and unbearable sound and air pollution in the environment and the eir did not adequately direct that i'm a professor i do my research another home 3 days a week the quality of the air and sound through my window faszs facing the site will make that impossible to work at home one the reasons i lost potrero hill there needs to be more affordable housing in the neighborhood but noors there's no indication this will be more affordable housing the onness and the air and the light the mix of small residential
9:18 pm
business and industrial uses of the neighborhood is really an attractive thing but should be maintained to a certain degree i'm concerned once that building project begins and concluded there will be no light and air for the children and residents and businesses that are there thank you. >> good afternoon. my name is is darlene i'm the mother of two children and live two blocks from the site i'm a pediatrician and there's a lot of things i agree with folks have said issues around basically the ultimate impact of the density
9:19 pm
in the neighborhood bus particularly the hazardous i've treated kids and seen first hand the defendant stating effect on the neurological development live oak it is expanding the way it is expanding it's adding a class in kindergarten and then first grade and second grade interests an expansion of the kindergartener and especially will be double over the next 7 to 8 years therefore an increased density of kids vulnerable to the toxicity of lead in particular, the eir skims over the issue didn't mention that specifically i support the reduced density plan but billy will love for more
9:20 pm
detailed impact on children not only live oak but specifically too what is going to be done during the construction to contain any type of toxicity as well as taking care of soil an excavation i know myself i incurred a 15 thousand there's bill for lead mark farrell from tracking it in from the backyard so it's important on potrero hill where homes have had trucks through there and toxic materials in that space love for the commissioners to consider that. >> i'll call for names (calling names).
9:21 pm
>> hi, i'm scott the director operations at the live oaks school like to address the deficiencies in the eir harassed it relates to plans and procedures the project is not consistent that the urban design element and the project will conflict that the san francisco housing element and third it conflict with the square potrero hill plan and fourth the eir analysis relies on an eastern neighborhood eir that is 8 years old fifth the transportation circulation studies were done when school was out not in session and obviously an attempt to distort reality this effects the crossing counts and queuing and thirsted a.m. and p.m.
9:22 pm
pedestrian counts 4th parking conditions and fifth a loss of car share spaces i hope that council will take into account i'm going to write a letter to detail the points. >> thank you. next speaker. >> hello i'm jude i'd like to say ditto to everything he's said i'm located a block away from the project since 1992 when i moved here i was one of the finland members of the potrero hill a membership of a one hundred families and the myths to improve the neighborhood our
9:23 pm
first project was jackson playground we renovated that playground to be a pretty good mraugd now 20 years later i have a letter from a friend from jackson i want to read the areas that concern is more the potential for ongoing noise and hazardous wastes in the demolition of the area near our schools and concerned with the shadows that fall on the park because of the height of the project it is the shadow that is the only decrease we have in the neighborhood we see that jackson mraurld got one hundred percent cleanlyness we saw syringes and beer bottles that happened a few years ago it fails to talk about
9:24 pm
the poor conditions in the restrooms it is really gross and the pelosi and lead basz based paint i went through a couple of classrooms in that mraurld and the clogged drinking fountains given this it if seem the eir sufficiently addresses the new unit directly across the park jackson park is the only park and will be a draw if you want to work with the vendors to see it serves not only the housing needs but the long term stnlts for all residents and as a side my husband i, tell you there's a baby damon boom you'll see kids
9:25 pm
and new babies and a lot more asthma with the toxicity it will be e milled into the air as this project going forward thank you. >> next speaker >> who do i give this to. >> leave it right there. >> hello, i'm wendy and i live on connecticut street my daughter went to live oak and graduated last year i love potrero hill and i choose to live there because of the character and simplicity and true neighborhood potrero hill is made up of middle-class families where people talk to each other and raise our children together it's small in size but not in hearted it used to be a neighborhood of
9:26 pm
blue-collar workers i'm concerned of the increasing gent indication and the displacement of the families and the loss of distribution and repair workers that represent our community i want to begin by referring to the land use oufbz and how they're ignored in the mariposa project 1601 where more and more psa possess wants to be i'm on one hand how the jobs are going to be increased or replaced how are we're going to revitalize our neighborhood rather than repopulate it for 1601 sdp mariposa didn't respect the well-being of a variety of businesses the 1601 mariposa development b will result in the displacement of those jobs and
9:27 pm
sole for residential use and the cumulative loss of pdr space was not anticipated in the draft eir and definitely merits further study we would like to see the development that will create job opportunity for diverse workforce pr for instance the development could hold more spaces that creates jobs for manufacturers and repair with work work we have no interest in turning mariposa into a higher rent place it is the project looking at the extent of this cumulative loss when a neighborhood losses it history it losses it's character and when it louses louses lose it characteristic it losses it's
9:28 pm
identity i want to talk about the eastern policy states that new buildings should epitomize the architecture with a full awareness of and respect for the height mass and articulation of the materials of the best of the orderly buildings that surround u surround them the aesthetics will-less even that. >> thank you, ma'am our time is up. >> thank you. >> as the next speaker comes up i'll call more and more names. >> hi so i agree with the concerns about the project just about everything inch heard make sense i'm concerned about is traffic
9:29 pm
safety i was working coming home and the awful sound of that car crash sorry i was working there was a car crash at 16 i don't know maybe 1612, 18th street where there's a entrance to the building so i'm concerned about grade changes of 18th and arkansas and mariposa connecticut and arkansas thank you. >> hi good afternoon. i'm deborah warner a parent of two
9:30 pm
live oaks student motives old child was diagnosed with asthma as my younger son our greatest fear was his asthma attacks and the proximity to his inhaulers thank full he's out grown that but additional mitigates needs to address the air quality it was addressed in the check list but not the eir the check list i got the limitation of the dust control plan and monitoring we're concerned because we have observed windblown dust on the construction site nearby that was not being water down
