gift agreement with the joint chiefs of staff hospital for the mark zuckerberg and trauma center to name if after him. >> thank you. we have our director of public health here. >> good morning barbara garcia we've been on a 6 year journal to complete our hospital we're within a year the $57 million plus of the hospital and at naming of the hospital are part of progress of completing that 6 year construction and capital project with the new hospital i'm sure you're aware of bond dollars don't allow for future and we've been working with the san francisco general hospital foundation they've done a wonderful job of bringing donors for the furnishings and an incredible new hospital i have

with me sue who is the ceo of the hospital with a couple of comments and another foundation. >> good afternoon a few years ago the city asked the san francisco general hospital foundation to launch a capital campaign to launch the furniture and equipment for the new hospital we're thrilled and grateful for the partnership between the city and philanthropy the historic demolitions to the capital campaign is going to insure with the general continues to provide excellence and community care including the trauma packets and

the folks more vulnerable the trauma center we save lives everyday no matter who you are we treat everyone the stage the generous grant in the zuckerbergs and doctor chang reforms the trauma center and enables us to better serve our patients i'm sure you're aware of dr. chang has developed a deep understanding of our critical roll in the health of the community from our home in the missions we're really the people's hospital serving more than one hundred thousand patients jaunl and giving them the care and respect as a nurse and ceo of the general, i know first hand the transformation active grants made it through the san francisco general hospital foundation are going to make

our existing contract we have a contract with global link for the jails that contract june from 2010 to may of 2015 we want a 5 month extension in order to respond to some of the policy changes that are happening at the federal level i'd like to take the opportunity to explain those what they favor shoord shadow we'll be coming to you for the contract there are no financial terms of the contract in the 5 month extension to execute the process we issue the rfp in december of 2014 and anticipate awarding in the next two weeks the remaining 4 weeks will give us time to negotiate the contract as well as give the providers 60 days to implement if we have a new provider

so i'm sure you're aware of may or may not know we have a special telephone service in the jail there are in the pathologist sniffs never regulated by the fcc and high rates were charged at various facilities to make phone calls and for the first time the fcc contemplated regulation of enter state rates they announced in july an intent to raise the rates but not the direction to at that time we paused our rfp process to make sure our rfp was responsible responsive to federal regulation in october of 2014 the fcc indicated through lob a ceiling at $0.21 for prepaid and 20 important collect calls they'll lloyd like to

negotiate the rates we went further it is important for the access to have the telephone and maintain the support so the message to washington, d.c. overall the department supports the fcc action regarding the calling rates but speaking on behalf of the other sheriff's in the state and country to remind the fcc that the commission from inmate calling waiting rate goes to the revenue will prevent to fund programs that reduce recidivism in the jail for example, in san francisco they fund a our prisoner legal services that provide the legal services to prisoners and fund the services so for 23i7bd like san francisco this is a financial position there's the potential that the funds duo can

a backfill but it is not an option other county don't think those revenues for some of the operable costs one of the things the fcc talked about the inmate walter fund is a small part of the fund it's a large part of the funding towards programs that reduce recidivism and also the sheriff's wanted to share with the fcc with the 40 san francisco experience is outlining how our reductions of inmate calling rates has been reduced on the far left our surcharges well above $2 and into the 3 and go up to $0.60 a minute last fall we drastically reduced our calling rates for

about 24 percent on average for 15 minute calls making sure that no surcharge went over a dollar 25 and the local calls that are the most pruvent were at $0.10 and minute and $0.15 a minute and the international is 21 and $0.25 pr then substantial the fcc came out with the new recommendations stating there will be no surcharges so what we've now put in our rfp there are no surcharges local calls will be at $0.79 and minute and non-will meet the fcc calling requirement so how is it impacted our calling rates if the look at the months prior to the introduction of the lower

presentation what that means i want to reiterate some of the comments that were brought up before are that i think when other items were before us increasing the rates are one thing i know that some of the supervisors said it is strange to don't think the amount of calls to fund the inmates programs seem a little bit i guess counter i've tuff but seeing what you've laid out i guess one the questions do we have in san francisco charge inmates for the phone calls. >> that's a great question i think the sheriff's certainly agrees with you that's why we've been pushing over time to as time passes to push rates down in our current rfp in response to the comments we've given

preference to my he any vendor that provides the calling any points in the rfp to award to any vendor that provides local calls that's the vast majority of our calls. >> i see there's been significant reductions in enter state but the local calls is the most impactful as your engaging on the new service for the vendors that takes into account the goal to help the meats and again, i know it costs money to run the programs to support them but again seems odd to charge based on the phone call fees. >> the sheriff's on the grounds with you. >> okay seeing no other questions any public comment on

of the administrative code for the construction of a temporary fire station on treasure island right now have entered into contracts with 3 vendors designed space module building and electric for a total contract value of 1.25633 million dollars we're respectfully requesting an amendment for technical corrections we have brought those documentation and can submit them to the clerk i want to run through them for the bin of the committee we're asking for the totally agree gait of 4 contract f to be changed to $2.7 million and requesting to add a line that reflect an agreed upon change order with the electric $103,000 plus to stricken a clause in the original reds the first further result clause in the resolution

to spend time to see their next course of action it wasn't until october they realized this was a construction contract then keeping them in the treasure island training facility or installing something at treasure island so the fire department took a few months to secure the funding and identify the direction and eventually requested a plan of action by that time it was october and the firefighters have in the training facility at treasure island which is why we declared an emergency to relocation those firefighters given ata it's a 24/7 facility and an emergency provision to the island commissioner chan. >> so thank you and so then from my understanding bans the resolution this temporary site
