9:00 pm
way no. you, start with a position that alleys are good and good street infrastructure and our circulation neblt let's see how we can bidding build under the ground up. >> commissioner wu. >> thank you to the staff for the report essentially calling out the implementation timeline is one of the biggest champions of getting alleys done so a way to expedite or have better coordination to make sure we're not doing design reiteration i want to pigged on the comments of todco there's a paper out in berkley last year called the something, something not green enough the goal is not making the most beautiful and wonderful design what having a people based assessment of what the
9:01 pm
people in the alleyways means maybe not the most beautiful alleyways but salesladies it is public safety improvements it is meeting the needs of people living there i made this comment similarly there's a possibility those kinds of things make it more attractive for other people to come into the neighborhood and noting not serving the needs of the resident and we get into the questions of the implementation or decided placement not a one-on-one coordination wanting to make sure we're investing in the needs of community. >> commissioner hillis. >> a question on funding you mentioned there's funding available is that only from octavia or is - >> will i'm not sure of the
9:02 pm
eastern neighborhoods i'm not sure if this year's for alleys but market octavia is - >> i have to say they have to be spent. >> yes. in fact in the 345ushg9 octavia. >> there was a project on ralph on fulsome and ralph people were complaining about objecting to the development because of traffic though we thought the traffic was you know they could have been benefiting they were screaming for improvement on their alley but what's the i guess that's got to be 4r5089d within the western neighborhood plan i agree those can be used everything it is kind of a tool kit to. >> let's get it right in the market octavia.
9:03 pm
>> we've seen it work but that we funded for . >> you know this is one the this tool kit a specifically directed towards community driven i want to address the todco comment it is supposed to enable that kind of level of you know what are our specific needs in this alley and how do we design around them their appropriate, however, the information is cable e applicable to other alleys through developments like parcelp. p and octavia the developers volunteered to through certain directions of ours to implemented closing an alley on hickory this verbatim there are driven projects this information is good for
9:04 pm
everything but information in the tool kits it specifically help people to use this. >> you mentioned getting the city to take probability for the improvement how does it work now. >> how does it work now i wish i had my diagram so for major streets like encroachment the design costs the fund costs of improvement and the maintenance costs which includes liability insurance for the trees and pavement are incumbent upon the entity so i have a model for example that demonstrates that overall costs 20-year cycle e community college is $20,000 the constriction increment is for 250 to $400,000 the design is
9:05 pm
$175,000 you'll have that the first in construction as well as design is incumbent upon those community groups so we have this fund $2 million to before sgrb to offset that construction costs there are day to day year in and out spending that money custom testifying it is a large cost as well as construction costs we're trying to work with that assumption is that a fair distribution of costs there's possibly city costs we have to demonstrate and prove to the city so maybe the city could be more tact some more of sharing. >> well, i agree. >> that's another decision hopefully on tuesday. >> this is key to expand this beyond an example of a developer
9:06 pm
how do they take on the future. >> it is also 90 know first, you have to do the maintenance at the end before you like promise so they and others within the ride awe waking period we've got to do the maintenance so it is still that case the city didn't accept the maintenance responsibility. >> if i could add this is actually an issue that has come up in the last several months all those kinds of projects with the special street design have projects where the city is very cautious about accepting the maintenance roenlts because it is not the standard approach to how the utility design it is something we've been talking about with the planning commission and other commissions to get a homicide as david said number one getting the city to
9:07 pm
accept the don't you understand design and if we can show the cost or secondly the city process this is starting to effect a lot of the work we're doing and concerned that we don't want to stop doing the streets and the alleyways and little other programs because of our ability to take care of those. >> commissioner richards so one quick question lyndon is the only won up and running. >> my understanding. >> who took responsibility for the maintenance. >> and one other person through the building of 215. >> what happens if you go away. >> that's the discussion daily with dpw and i come from a community groups and things go away and 5 years later things
9:08 pm
happen. >> i do go away i mean our ideal model we had was everybody included the greater the shared burden the greater the longevity and everybody taking mature responsibility if that didn't happen because of the sea factor and the fools that rushed in were - it's over and over gastric it is not bad wait a minute, i contribute not signed on the doted line the goal is one of the tools we it is in the tool kit a means for establishing the cvc is the organized shared responsibility for the ongoing maintenance. >> cool thank you. >> thank you. >> commissioners seeing that
9:09 pm

9:27 pm
providing essentially a fresh update of how the city's economy performed it changes from one day to the next and we're in a period of very rapid economic growth and pass through the 4 years you'll see the signs appointing this is a strategy that is a long-term strategy and long term plan so it's important to look at the san francisco economy with the prospective that takes the business cycle out in other words from one point to the next business cycle i'll begin by sharing this finding is a t a key finding referring to the performance of the 4 pieces of the san francisco economy that was awe looutd latitude to basically, the creative industries that has a lot media and technology and
9:28 pm
architecture and accumulating and innovative manufacturers 34 is a set of san francisco that thrives here because of the pool of talented labors and things like architecture culturally cultural and startup companies and the critical mass of the tests that are here secondly a set of activities there were called the experience industries those are visitor attracts and strength of san francisco larger because the city and regional has been very attractive to visitor and has a lot of visitor infrastructure and thirdly we have a cluster of financial and practices that represent an older downtown san francisco economic the corporate haurdz and financial institutions and larger in san francisco because
9:29 pm
they've been in san francisco for a look at here and thirdly the 3 elements of what todd custodial the export of the economy those are - theirs performance based how improve they can do well relative to other police radios or parolee the fourth piece in the local economy is the local survey those o are the companies that serve in san francisco many, many ways the fate of the industry is tide to the success of the other but local factors that dooz do or don't support the businesses we're taking a long term view this is the long industries in the 2004 to the. (off the record.) essentially from the lowest point of the burst to the lowest point of the
