could have the dialog as mr. rose suggested policies around emergency contracted. >> john gibner, deputy city attorney i'm happy happy to do that i'll recommend you not add that report back to my office into the reds here but we're happy to work with the committee or my member of the board for the policy discussions. >> that's part of the reds and thanks for that and thanks mr. rose and colleagues at this point, i'll suggest we have a motion to take the technical amendments and continue for a week. >> so moved. >> second. >> we'll take that without objection. >> all right. madam clerk call item 5. >> approving the change lease between travel quality services and the city with a minimum guarantee of $1.5 million for
5:31 am
the lease and 3, 4 year option for the airport commission. >> okay. thank you ms. one-size-fits-all in her is here from the airport. >> good morning supervisor farrell and others kathy with the san francisco international airport the item seeks for an approval of the currency exchange lease this proposed lease is a result of a competitive lace with the travel company the lease has a 5 year term to 2004 with 3 4 year options to extend travel x operates 3 locations throughout but airport 8 in the international and one location in each of our domestic terminals to provide the exchange of sale oath outline world currencies and debit cards

plus we recommend you, you approve that resolution. >> thank you, mr. rose any question public comment seeing none, public comment is closed. >> supervisor tang. >> that's correct i'd like to make a motion to forward item 5 with a positive recommendation to the full board. >> can we take that without objection? >> madam clerk call item 6. >> appropriately $3.4 million to the city responsibility for the class of business allocation for in time agencies to contract with the city and county of san francisco. >> thank you madam clerk this item was support by supervisor mar i'm going to turn it over to. >> thank you supervisor farrell this is co-sponsored by supervisor campos and jane kim this is to be routine by the planning commission, and may be acted upon by a single roll call vote important piece of unfinished business from our last budget an ordinance that will creativity par it's for our

community so-called nonprofits in the city that are 14 that receive city contract they make up a huge critical part of san francisco's human safety net of our city this services the most vulnerable and needy people in our city in august of last year saurm the full board passed a resolution that had an unanimous u amount to fund the cost of nonprofit agencies that contract with the city and the funding was con 2i7b9 on the above prejudged or projected stimulates of the 2014-2015 to be funded like the local tax and real estate transfer tackles city's recently comprehensive report caper we call it for the fiscal year mentions a year-end inappropriate surcharge of $21.6 million but the caper showed the city has a 134ur as
5:35 am
mentioned in the resolution that was passes? august that came from again the unanticipated end revenue the board of supervisors made the commitment according to the resolution because many of the 45ird working organization provide in some of the critical serviced and that they've been chronically under contemplated over the year from 2008 to 9 the nonprofit organization received the funding from the san francisco budget & finance committee despite absorbing the high costs and in many cases not on there since 2007 or 8 for the city's nonprofits organizations because the funding amazed to a reduction for those nonprofits negatively impacting our city's
5:36 am
safety net and the finance that don't think them and the workers that serve those organizations for the nonprofit for profit contractors in the city they receive annually increases i could to the cip or increases of 3 percent of more this is about parity for the nonprofits compared to the for profit contractors with the city that receive those annual increases until 2013, the nonprofit contractors had not received a cost of doing business since 2007 or 8 it's about parity and entity for our nonprofit organizations in the fiscal year 2014-2015 our budget included fund revenues for the generosity responsible to promote 1.5 percent increase for the nonprofit organizations that was much needed but as people came
5:37 am
to the board meetings to saying they can't survive on that and the slogan by many i totally agree having been a nonprofit worker over thirty years ago running agencies if the city as well the 2014-2015 budget included a raids increase that was 2.3 percent for the city and county and the public employees got a 2.25 increase on october of last year regretting the increase for the fiscal year so such a low increase for nonprofit xldz a cut in the agencies that they chose between cutting programs or layoffing folks the estimated cost is 97
5:38 am
that costs of increases 3 buyout $4 million enough to bring the nonprofits both parity with the city employees i want to be clear we need long term strategies so it we address this pay equities gap for the hard working nonprofits and the parts of critical safety net complugd including the city employees this long-term solution i hope people b are looking at with this budget committee we're not achieving our long term goals this supplemental is providing much needed trousers the community basis organizations whatever we're able to accomplish through the process we have to be forwarded looking and look for the structures in the future as a city we need to
5:39 am
help our nonprofit and the community based on organizations they survived a financial environment and fulfilling the commitment in august of last year this will sure a long term of survival all of organizations and maintain our community with that i want to ask if any of the colleagues want to speak. >> supervisor john avalos's. >> yes. i co-sponsored this supplemental as well so we can add my name from today i thank you for bringing this forward i've been involved in the budget process for i don't know since 1997 and the issue about the cost of.org as before us the board and the mayor's office every year will see people that have are city employees wage
5:40 am
increases this and that to meet the rising cost of living in san francisco the bay area there are a lot of employees that work in the bay area now we're seeing our affordability crisis is beyond the control of any policy at the board of supervisors or city hall so we have our facing how we're going to deal with the gap that exists for nonprofits to stay in san francisco and continue to work in san francisco so they can stay alive but others people that work for nonprofits they continue to stay in the city as well the cost of insurance the cost of rent is skooith and so many nonprofits that have to close their doors to meet those issues and last year, we the voters approved increased to a minimum wage so looking at the cost of doing
5:41 am
business and paying workers more is consistent with all the work and effort that every single elected official got behind in raising the minimum wage they should be consisted with and not changing policy because we feel federal and state this is not appropriate that is the most appropriate thing we're to responded to the affordability crisis we have to look at our nonprofit sector to expend the research of government services to support people who are struggling in the city that's a huge effort the nonprofits are involved in we have so make sure we put our money where our mouth it is for the crisis i hope we move forward 24 item and the different levels of nonprofits
5:42 am
who are here today it is critical to making sure we continue to have a city that supports people that are struggling here that's what we do by pca this today moving forward to the full board we can continue that work (clapping.) >> okay. colleagues if not 0 questions or comments mr. rose why not to our report on report on item 6 please. yes mr. chairman and members of the committee supervisor avalos on page 1-800 of our report we report the 4.5 percent as supervisor mar has staeltd $6 million plus was previously bid in the fiscal year 2014-2015 budget and together will provide
5:43 am
the approximate total of 2.255 percent or $10 million plus in the fiscal year 2014-2015 and mirandize in the table of page 17 we consider this to be a policy matter for the board of supervisors. >> thank you, mr. rose all right. if no other comments why not open up for public comment as supervisor mar i know thank you for those who submitted the speaker cards if you want to submit more speaker cards brings them up here. >> can i add another comment we seeing the biggest generation of wealth in san francisco in all-time i don't think there's ever been the kind of wealth generated and the budget is improving improving we have to increase our general retired we have
5:44 am
$25 million and more money coming in than that expected we have that decision we had unfinished business we had to deal with in looking at the cola every budget they do not believe that we support the budget knowing we'd have to come back and fixtures this thank you. >> i just wanted to add to that despite the tremendous economic boom as a wealth generations the different reports show that 28 percent of the population are living at $22,000 a year largely seniors and families from low income communities of color and gunpoint community the safety net we're talking about for a
5:45 am
tiny autumn amount of 7.5 percent are addressing the issues despite the wealth i'm going to call a number of named about 20 cards and people i believe have two minutes one and a half minutes the soft buzzer goufz and thees off and the first is peter. (calling names) good morning supervisors my name is a peter i'm with s c i 10 to one there goes the chair of the committee the fact we're here we have to fight and august today
5:46 am
to k078 peel the budget & finance committee to make good on a a promise in agree a ridiculous the increase if the city saw a surcharge well, the city saw a surcharge anyone that lived and works here sees the wealth and airbnb to may they're back tacks thanks to the supervisors it is a decent surcharge too so the question becomes what a our local government if they refuse to honor a vote why should the workers or others trust any what the board of supervisors say the nonprofit workers are broke and san francisco is not what's the rational and the argument against the egregious
5:47 am
supplemental we haven't is that heard when we have heard from supervisor avalos and supervisor mar about their support if there are doubt or opposition i'd love pubically for those supervisors to state why they don't that this is a good idea or why the full board should have a chance to voted on something they've agreed to in august the silence is very troubling and concerning physical evidence i mean i was a nonprofit working now a union representative for 10 to one it is difficult we see the city change and we see our jobs stay the same it is very important we get this money and something you all ready agreed to. >> hi gm supervisors i'm natalie
5:48 am
marital i'm the elected leader of e pi you local 2 thank you for time and support supervisor mar and supervisor avalos i want to talk about the forgets in the nonprofit community being that k346b9 left out in the cold at the city grows financially and grows in prosperity you may not be aware 80 percent of our members those who are on the front line providing the homeless services are formerly high schools folks or experienced it sometime in in your lives for many workers that are giving back as part off their employment it is part of the cycle of the recovering from homelessness it is important their wamdz are increasing and kept on a scale to afford to live and not reenter
5:49 am
homelessness we appreciated our sport and ask the full board to approve the additional .75 percent since it was agreed to thank you very much. >> thank you. next speaker. >> good morning, supervisors ass i thank you for your remarks i you know start with that conversation about the budget, of course, you think we're asking you support 4.5 percent increase into the that whole budget as october we have stepped up to the plate ought to be a homeless again and those me myself when i first came to the san francisco budget & finance committee in the 87 after living in central america agency we're
5:50 am
studying in the ground floor we won in the church since then i've been doing work with the homeless population i see myself being you know a treat to be homeless again, the issue here is that we the workers, you know who do our job you know everyday it has been increased all the expenses in the city the rent is going higher every year the landlords send us a letter and the rent is increased every year we're paying for 90 for public transportation and 0 sour basis in the food and binging food it more expensive every year we ask you to increase 4.5 percent in the budget so our lives and
5:51 am
people serving so we can be proud of the community services not only to homeless population but to the workers you know they recognize you know where we coming from what we do and thank you so much. >> i'm going to call a few more names. >> i'm - >> thank you (calling names) >> next speaker. >> thank you. good morning supervisors thank you supervisor mar and supervisor avalos for the supportive message you began with there's not a lot i can add to that i think you hit the needs for funding i work with o p he e i u
5:52 am
representing the nonprofit workers at the shelter in the city city the employment programs art programs and outreach programs that serve the poor and worker folks i want to say that one when we talk about the unfinished business i want you to understand supervisors this is ongoing business it is not something we needed to just take care of last year the acquit in the population served by the in time organizations continues to grow and as i heard both the supervisors who spoke say the based of folks seeking services will continue to grow as the wealth gap in the city continues to extended this is a problem and an ongoing problem and i'm going to ask you to address that with the additional funding
5:53 am
today the other point i have wanted to make is something we've heard many garcia said that is the increased acquit so not only are the financial situation they're being asking to continually do more and over e offer more services to a wider formation so our support right now and ongoing i ask you to move forward thank you. >> thank you. next speaker. >> good morning, supervisors. i'm josh rhine at the scene work inform the hospitality house and member a local i appreciate the comments by supervisor mar and supervisor avalos i wanted to quickly speak on the rate of burn out with the employees with
5:54 am
the agencies we go in willing to see the least with the add stress of the employees having to deal with the strugglers how will i pay rent and provide for my family and the commuter costs with the prices rising and with burn out comes employees dropping out of the agency you lose the relationships of people coming through the doors when this happens there less potential for many, many people in the city who are on the streets to get a positive front and back effect in their lives for the potential you know to take a step forward in the russ johnson with arbitrate more going to employee wages that will help reduce the stressed
5:55 am
that comes with the work neal and enables people to work as a stronger person to help and i hope that the increase happens so thank you, again. >> thank you for osgood points. >> next speaker. >> hello supervisors thank you to the supervisors for putting this on the agenda i work to the nonprofit housing clinic i might as well be speaking for all the nonprofits i'm a union janitor i deal with feces and blood in a with that my job is not glamour reduce it's a job i voted and he voted for all of you what we're asking for is not much you guys
5:56 am
can pass this legislation i'll appreciate it. >> thank you. next speaker. >> i'm jessie a residential council for a program we receive folks from the va and we support clients over a months transition to more did not living there are concerns i want to comment on when the supplemental was introduced last year and this workers when the funding was secure a lot of folks were surprised to find out the funding was in limbo the members of the board xhesz expressed the reason for not doing so they can't count on the board to continue the annual quotes and not supporting this i heard the members of the board
5:57 am
to talk about the long term fix we've heard that for a long, long time it sounds like supporting a sandwich by opposing meat so we're concerned around did funding being passed to the supplemental as other services have been passed through supplementals it is confusing when we as the city is thinking we're supporting one but hallowing out another is making us stronger we're critiquing the budget we're not asking for add back fund or this is an opportunity tour the members of the board to go on record supporting the nonprofit workers the point we support and the agencies thank you. >> i'm going to call a few more
5:58 am
names (calling names). >> those are all the cards i have. >> next speaker. >> hi my name is eileen engross i work for connecticut arrested house a nonprofit housing program for almost 12 years my coworkers and i were cats manager's provided needed services for the formerly homeless meanwhile we receive much lower wage than other
5:59 am
workers because of us that there are fewer people on the street and in the hospitals and in jail as a result the city is saving money i've lived in san francisco myself for almost 40 years and have seen many changes both go and bad one of the bad thing is the 2nd increase in the cost of living particularly the high cost of rent medium income in the city is almost $58,000 and my coworkers and i receive slightly more than half of that a large part of my gloria killian income goes to rent and if not for rent control i wouldn't live in san francisco at all interest it is only fair that some of the budget surcharge from 2014 be used for funding for nonprofit and raidss
6:00 am
for nonprofit workers as promised by this board of supervisors justice for the workers who have to make the city a better place for everyone to live thank you. >> thank you. next speaker. >> board of supervisors my name is nick jenkins. >> please pull the microphone closer to our mouth mr. jenkins. >> i'm an employee of the tenderloin housing clinic to keep people housed what we have their situation some of the residents have mental illness those are people are not well we provide a place for home as a desk collect i keep resident safe and make people comfortable i have to enforce the rules some
