item 11 is other business. >> commissioners, on this topic as we heard a number of subjects i asked staff to think of how the san francisco health network could or should be presented whether in parts or whether we want to divide segments. some of it will be related to our 2 major institutions and we already have during conference committees for that. at the same time, the public health committee heard a update on the progress of the integration of mental and physical health in the clinics. is it appropriate that we perhaps want to look at having segments of our network development in certain key committees that are more for example, maybe dh budget and financing or do we want to have

one committee to look at all the topics. i asked staff [inaudible] with the director and all to really consider potential recommendations as to how we track this. we can have another committee that can track the san francisco network. most would like to avoid too many more committees and see how they can ent great. our idea is to follow the progress, updates to know where the mile stones were and are we hitting them or not and develop a fuller picture that can dm to the full commission. we know we have quarterly updates from the san francisco health network, but there are specifics within those that merit i believe a tracking and understanding and assistance to our staff so that we can then

we-i hope we can approach that meeting with the understanding of what we collectively feem may be a oversight role and how do we want to implement that. imagine over site as cleaning your room. my son cleans the room and does the bed and under the table and does a little here and there just as he bumps into things and tries to clean it up and i come in and say why didn't you clean your room and he says i have been doing it all day. or you start in the corning and go from one end of the room to the other end. i use this as a model as our oversight as we take in the data and agree it is on track or not, how do we want to systematically go about this? some commissions worked out a animal plan and say this year we want to try to accomplish this as our working plan and hope that may be some of the

at the moment. we are all looking to see what is a acceptable road map. we take the let or right road or we can try something, but we need to have a road map so we can assist staff so they know how we can do this in a organized fashion and not duplicateive and be responsible and at what level for the oversight. i asked them to prepare several options so we can discuss it. nothing is fixed in stone and we can have several sessions to figure what is the best because this is a important topic on how we lead our obligations under both the public health and the system of delivery oover the next seberal years?

suzy loftus. i appreciate everyone coming out tonight. we are here out of the commission coming out into the community to talk specifically in this meeting about the proposed new lines for the southern police district and the city as a whole. we will hear from the folks who have taken data and looked at what the new map should look like and then really what tonight is about hearing from all of you and many people have already sent us letters and there is a great deal of thought that have gone into some various positions as to whether or not these lines are right or not. really this process is designed for us to hear from you and factor that in. we appreciate you taking the time, carefully looking at how this will impact your neighborhood and we are here to listen and i appreciate everyone. since this is a community meeting. i will take a moment to introduce ourselves. this is not a full time job. we have day jobs. i will ask my colleagues to

take your input. we have another meeting next week in the bayview and then there is another meeting after that i think it's park station and then we'll have a few meetings and we'll talk about and we'll share decisions after that. please call the next line item. >> i would like to introduce the chief of police. >> the commissioner, representative of the public. the reason we are here tonight this is the third meeting to get public input which is prescribed in the charter as part of the 10-year requirement that we look at police district and account for many things that will be spoken to buy the consultant. changes in population, new neighborhood and the head quarter that

starts off in the district and on and on. 30,000 foot foot of how some of them affect the southern police district. the new police headquarters building, public safety building down from china to third street would currently reside in the bayview district. obviously you can't have a police station station in a district that they are not policing. for immediate mandate, this talk probably won't go into effect until closer to the summer once all parties will be heard. we will be annexing the building so when it opens sometime in april and because under every circumstance, that same parcelling would be in the new southern

district. that said, some of the proposals that are in play, we've had very robust meetings in the tenderloin district and the northern district. a lot of discussion and good crowd like tonight. the tenderloin district would come across market street and down to mission street, but not take mission street. so the streets that run north and south currently proposed from third to van ness avenue would stop just shy of the northern side of mission. both sides of mission street would remain in the southern police district. the remainder of the southern police district as currently as 16th street that there has been substantial public input to both captain flippo and a large

portion of that area would like to see down to mariposa. it wasn't mentioned in the final map, it's just not in the draft. i don't know why there is any particular reason why that couldn't happen. for folks that believe it's a foregone conclusion, the mayor, the captain and i have heard you. that doesn't not make sense. so we will look forward to your commentary in that area. so with that i'm going to introduce captain deflippo and the four corners district. >> colleagues we are going to move down to watch the powerpoint.

>> thank you, chief, commission thank you. i want to thank rhodes from the rec's center who sponsored us tonight. i appreciate it. the 2 points of introduction about the move to the southern station and the need to change the district. so a little bit of quick history, back in 2013 the department and the office located the boundaries to the districts. it was data driven. we got the data, the calls from service. the district. we also looked at the population growth, potential population growth from each district and in the case of southern station moving to a new location at

1251 third street in the bayview district. the proposed boundaries. so there we have the boundaries. as we see currently, the southern district goes from market to embarcadero to channel up channel to 16th or 7th. and a little jog around 16, vermont and back up division 13 and connects again with market street. those were the boundaries for many years. the southern changed for many years. it didn't have the ballpark years ago. there were warehouses, vacant lots and now we have multilevel residential growings and it's daytime business area around-the-clock

residential. this has also grown in population, more vehicles, more pedestrians, bicycles and want to challenge the traffic and it's been a challenge. it's grown. so proposed changes we start at we go south to mission and straight down mission continue on both sides as the chief said to embarcadero. come back to embarcadero continue on the long pass and incorporating 48 and 50 and currently on the map to 16th street to vermont and back around to the northern end or western end as previous. a lot of consideration went into this. this made sense to us and losing market street down to tend erloin

and central which are great resources with the southern station to deal with the population growth, pedestrians, bicycles and continuous growth of southern. we have the stadium in the near future which is even bigger. so, the change makes accepts. -- sense. i spoke to the committee and their concerns and their points. thanks for that. i think i will turn it over now. thank you. >> thank you, captain. good evening, everyone. my name is randy mcclure, the project manager at the office. we have embarked as the captain said in a project for the last year with the police department working on the data driven analysis of

redistricting options. just to give a brief background of how we got to the proposed background. the drivers of the station with population growth in the city, work flow differences between the 10 districts around the city and legislation that requires this to be done every 10 years. we hired a consultant who specializes in services and building research for public safety strategies group to compile the information that the police department had available and worked with the command staff here with the police department in san francisco to develop a series of maps. those maps have been whittled down to different options. they considered a number of different data points and observation throughout the decision making process that then lend us to

presenting that final option of december of 2014. currently we are in the 90-day public hearing period and we certainly want to hear from everyone. a brief background, the city, the controllers office, representative as well as the police department and captain. the consultant did focus with 80 different stakeholders in the city. the workgroup considered information from the stakeholder meetings and as i said developed a number of map options which led to a presentation of the final map to the steering committee. the steering committee, the chief, the controller and representative of the department of the emergency management. project timeline. it's been about a year since we started this process. i won't go through everything

but we started early in march since the bulk of the summer working through various option side of the proposed map redistricting boundaries. some of the objectives that we considered and working very seriously throughout were to achieve greater parity among police around & minimize response times, natural boundaries and adjust for possible consideration and provide more logical alignment >> it led
