empowerment it is really disheartening to walk through the community in san francisco those days this is transformed into a place where protecting and that poor people are being shut out that's objective and cranes fill the skies for office towers and luxury apartment and condominium and the majority of population need housing are few i turn you to sowing to ask people living in the affordable units on market street be allowed to stay he and not converted to commercial space this is loss to their homes and departure from san francisco is our loss through the attacking and airbnb and the ellis act and fact move in these has been
11:03 am
documented let's do the right thing and say no to those units obey transformed inform commercial that is a a apartment is a rear bird indeed. >> thank you very much. is there any additional public comment please come up. >> good afternoon. i'm a san francisco native i was born here and attended school theory e here this is my hometown i will and work in the neighborhood that is effected by the interim controls and my job can't be found somewhere else there's nothing as remothering as my apartment in mid-market in the hard place when landlords wouldn't u couldn't find the businesses in the 2000 they've transformed the units into residential and now that it is a
11:04 am

11:07 am
departments including the san francisco department of building inspection to examine possibly lost of housing over-the-counter permits and this nearly closes the will that we're finding a number of our buildings they're not legally converted to the issue and i want to recuse myself i'm offending that anyone would stop the voice of their community by muzzling the voice of their representative we're seeing in this city this is not the tenants on market street have been the most vocal not the only ones that approached our office and go down to second street and brandon we were getting complaints from tenant
11:08 am
south of market and were getting issued eviction 90s notice for illegal living in the unit those resident were in the unit because property owners were take advantages of the poor office market through the 90s and the 2000 time period and illegal renting those to residents you've heard many have lived in for 18 years and were put out on the market as affordable residential units because the property owners couldn't lease them out and mid mark has the highest vacancies and they decided to go out into the residential market and illegal rent those and now the market is doing well and the
11:09 am
landowner that are profiting off the tenants now want to profit and this addresses that issue why i've taken a position so to the accusation that i'm biased i believe this is a priority this city and that's why we've introduced this i want to thank the tenants for spanking i think i know this is a difficult thing to do awhile i get to stand here and sit in the office and talk about protecting the tenant you're the ones living in the unit and harassed by the property owner and not having the security and clear up i want to thank you for standing up on the issue many tenants walk away we're not talking about moving
11:10 am
to oakland people are moving to fart place in the state even though they have families and jobs here i want to thank the planning department the mayor's office and the department of building inspection and the board of supervisors for being criminally supportive of this community offer the last year and a half everyone has really doubled down and be creative and thought how to look at those when the property owners said they couldn't comply with the health and other safety issues we've worked with the department to make those issues go away and resolutions to keep the tenants in place now the property owners are continuing to evict those tenant so, anyway i ask the land use committee for your support of
11:11 am
the interim controls and thank you. >> thank you one comment before i call on supervisor wiener please add me as a sponsor one thing points interesting a similar movement in the design district san francisco you may recall the 2 henry adams was looking to convert office space and push out the existing tenants those are pdr tenants and something similar. >>was afoot last year and supervisor kim and i have been in discussion to figure out how do we protect the tenants whether their residential tenants or pdr business so this is not a unique situation to district there is what similar pressure happening snael
11:12 am
supervisor wiener thank you i'd like to add my name as a cory was surprised this came back so this was still happening i remember when there was happening and supervisor kim articulated the statements by the owner saying the city is forcing us to evict those tenants eaten i know that there's a lot of work among the department to figure out that and this was no longer the case so i find s it sad we're in the situation where residents are faces with eviction those interim controls are very important i'll say that our housing crisis riders mia any approaches around adding new housing of varieties to address the for a second we have an
11:13 am
imploding population but keeping resident stable is job one this is away one way of doing that unfortunately not in a in this case situation as unique as described allergy some so i'll be supporting this and add my name >> thank you very much so to the members of the public i want to bring something to your attention the interims controls have to sit in the land use committee and will continue to the next meeting settled he scheduled for march second. >> madam clerk call item 3. >> item 3 is the hearing to discuss the city's late night transportation needs and supervisor wiener is the author and will present the

11:15 am
department of motor vehicles didn't think about before by the way was intensive that our night life economy is a $9. billion with a b industry it employees 60 thousand workers and contributes more than $50 million a year to our city coffers and so we learned what i think a lot of people initiating knew it sector matters to the economy and the culture of our city unfortunately, our transportation system in san francisco sometimes acts as if everyone works 9:00 a.m. to p.m. and no one comes home after that so night life transportation even early evening transportation in san francisco california be very, very challenging and once past
11:16 am
340i7b9d it is hatred and sometimes impossible we know that whether it's patrons trying to get home from a night out at a bar or live music venue in a way they don't have to drive or workers that get off late night or trying to get to and from work on transit without having to drive and people that often cannot afford to take transportation to and from work everyday we've heard about the incredible deficiencies whether the lack of 24-hour bart or the real sketchy reliability of your overnight bus lines over a years ago we shed light on the issues we've heard from employers and workers and owners of late night
11:17 am
establishment and patrons and we heard about this challenges that we have shortly after that i authored legislation calling for the creation of a late night transportation working group and asking for the working group to produce a strategic plan for what we can do in the short-term and lutheran to improve the late night objectives that working group formed from the leadership of the office of economic workforce development as well as the entertainment commission and i want to thank benefiting from oewd as well as jocelyn from the entertainment commission that led the working group it consisted of various stakeholders employers and employer groups labor union, and workers that are not in
11:18 am
labor unions varies city departments and operation and muni and bart as well as others from our taxi industry to the tnc with a intensify to improve late night transportation we were able to engage the city transportation authority we needed the expertise around transportation i want to thank liz from the ta for her terrific work and others as well on the important subject so the plan as you'll hear with the working group will make a presentation makes a number of recommendations i am excluding to expand the late night serve we're seeing progress with the bart transit and muni express

transbay bus from oakland and beyond and also hear burglary muni i didn't see plan for the offer night service and the report also recommendations you'll hear requesting that bart and other studies for the operational constraint important the longer rail hours and the rail infrastructure needs to operate twenty-four hour service excluding the transbay dubious and creating a pilot for the improvements to improve the safety and comfortable of all night traefltz to install realtime transmit information and pop up taxi stand and the availability of transportation on 4r59 night options we've heard about the safety concerns of people trying to use late
11:20 am

11:22 am
and also want to thank the must be of the working group including our partners thank you office of economic workforce development we've spent a lot of 7, 8, 9 over the last 9 months the title is the other 9 to 5 on one level attempting to be cleaver but the nevertheless, our work the early morning workers and the need they have around transportation in n early in the process we 0 leader this was not a challenge for that the night life but many industries involving late night xhoourdz commuters that are effected in order for our city to thrive as a 24-hour city we need to address the concerns the report makes clear we're going to walk
11:23 am
through a little bit of the report recommendations doing an overview we have a number of steps moderating and look forward to working with the shareholders to make sure that our ninth amendment workers have access to save and affordable transportation with that to jocelyn good afternoon i don't want to be repetitive i'm not often in front of you supervisors but last night people were obsessed i'll be here to ask you for more of the same and, of course, to thank supervisor wiener for honoring his commitment to night life and safety i was here a little bit less than a year ago to express
11:24 am
our gratitude to make it clear and vital this is the real work starts now we'll go into specifics without b.c. being repetitive what we need is frequent reliable and safe transportation is what the public needs they want and need and get the word out so as you listen to this consider how to push out whatever you know lines of communication we can have the best communication in the world but we can't sustain it so i'm sure you're aware of is an equality issue in light of the testimony we were talking about evictions this is along the same lines a lifetime service for people in san francisco so just want to say thanks very
11:25 am
much we're here to continue this work and as also i never leave the podium without making another ask we'll ask the working group be maintained and funded who two additional studies with an prelims of the next steps that will be identified in the plan in create a reality of the night life transportation we're going to be talking about >> thank you very much and it is my intent to make sure we have able to keep the working group intact to monitor the prelims and really a effective thing. >> next i'd like to call up liz brison from the transportation authority to present. >> mr. van how soon.
11:26 am
>> liz and i decided to divvy up the slide supervisors you've 0 covered where we started and this is just to briefly flag really how varied the members of the working group have been i think that's been a real asset to have the transportation and small businesses and labor leaders a variety of stakeholder involved in a collaborative process it's at testament to the working group members this talks about our vision formulate night early transportation serving san francisco you'll hear lizs presentation this vision mirrors the feedback from participant in our survey we did american people online safer over 28 hundred responses i know is a testament so how important this issue matters to people on one
11:27 am
level the feedback we've received is common sense but also served as a helpful guidepost for this vision and fast reliable transportation and network demand and save streets and easily access to information and loading and unloading and 24-hour rail services complimented by other violation that's the long-term in terms of the recommendations i'm going to turn it over to liz thank you. >> thanks ben and good afternoon liz benson with the county of transportation authority i played the technical person and it was a consultant who was unable to be here with the working group staff so wanted to walk through the process how we
11:28 am

11:29 am
wanted to speak to how many people are traveling during the late night housing from 5 to 9:00 p.m. and that's 2 hundred and 65 thousand trips a those trips slit out with more of them happening in the midnight about 85 percent and the other percentage from 5:00 a.m. from the midnight to 5:00 a.m. 2/3rd's are regional meaning they are one trip to san francisco and the other to other counties the total number of trips is 7 percent of billable trips we imagine them their equal to the trips on a giant scale we looked at load sharing and learned despite how much public transportation coverage you
11:30 am
create the late night hours it remains 20 percent that speaks to the lifeline value they provide for some people that is the only way to get around ben mentioned the survey it is available in english and chinese online as well as in paper 230r789 that represents the issues that people care about not the total population in the bay area here we see one of the survey response questions this was asking people which issues effect their choices in terms of how they travel in the late night housing red is somewhat and as previously mention bart not running auto necessity was by far the issue that people said wer
