want to mention some go that not mentioned enough picture there are 15 thousand plus unregulated vehicles now working in the streets of san francisco that are out of service this creates an enormous problem on streets and the like if we don't regulate the numbers of those acting commercially on the streets it willes bat. >> mr. kim you're here to talk about the no parking on green street. >> on green street and other places if you watch you'll see cars that are parked in live surfaces they're taking up spaces in the appropriate to bring up on this topic and needs to be look at. >> is there more. >> no mr. chairman that's it.
12:31 am
>> director reiskin any responses to any must of those. >> i don't think your microphone is on. >> i think the person speaking to the first hemming 2e78 was concerned about the application of the residential permit parking those who don't own cars it is something i think we'll hear somewhat under item 11 it is something that the current program provides for limited times permits that resident can park but on the daily basis is more costing than the annual permit and the staff was speaking about item 11 we're looking at 9 parking program along with motorcycle parking in terms of making the program work
12:32 am
better and equitable in terms of q marseille street you've heard a number of people thought it was necessary and one that didn't like any of those items different points of view but they legitimately went through the public hearing and you hence the recommendation for approval. >> we're happy to hear about the review and come back to the board a number of comments from number 11 is motorcycle parking and visit being 3ishd so i do i have any idea when 23 or that will be back. >> i don't the r vp program and tom making inquiry to answer the question and let's come back later this year in the fall 2015
12:33 am
timeframe it is important we look at the issues comprehensive. >> there's a grateful outreach to the neighborhoods. >> yeah. particularly to the car owners and people that have the concerns. >> i have a request about the boundary for the district i think the speakers made a good point when on one side of the street but people having the behavior in the marina because of the issues like the presidio started having permit parking but the city in the marina they were moving into the presidio how do we establish i think there is a big problem with the bart station and available to the do we look at the boundary
12:34 am
and the single site large users. >> the program was first developed in the 1970s to address the park-and-ride issue such as you see around the bart station the way the program was designed was a democratic progress not the agency comes in and say we want you to have it but the neighbors self-organize so at the end of the district there are parch work and holds this is one edge of one district the residents came together and went through the process with the transportation currently establishes in order to get themselves at to an area because that's really the main traditional path for establishing rtd it didn't work
12:35 am
the majority of residents the way the rules are established it it not initiated. >> we'll look at the method of expanding the zones does this make sense autopsy and an complicated thing it takes a lot of parking but do we have obviously if you see a vehicle that is oversized and people living in is there a mechanism that the pcos reach out it's compacted people are losing their homes i don't have the answer but not if anything do we have in terms of the structure to help even though people maybe get out of their salvation or
12:36 am
identifying the vehicle. >> the offer sized vehicle program was established by the board of supervisors that we're not implementing we've been doing over the course of the program particle the initial roll out the outreach and wherever we add an area initially the program is outreach it is warning for not the writing citations and the police and the patrol officers have materials to provide to vehicles that maybe inhabit with the resources we've worked with the hope office housing opportunity engagement office and the mayor's office as part of the program obviously trying to deal with adverse transportation impacts but we absolutely want to partner and we sat down with the coalition on the homeless and as part of
12:37 am
the program they're supportive we've gotten feedback how to best engage folks to get them the resources awhile at the same time dealing with the impacts that the vehicles are causing the impacts. >> as pcs the training for pcos do we do training for the touchy situations for the pcos there's a lot of things that are negative that happen to pcos and some of the ways that people - do we do so pro-active training obviously someone that is under housed is traumatized and know having someone to interact with p them. >> there is some level of general training along those lines we've met with the representatives of the pcos to
12:38 am
look at it enhancing some of the training in regards to employee public interactions so can negative aside from the materials we have for the pcos to provide i don't know the specific training we've done if any. >> it's great you're talking to the c i u it is important in general people are whether getting a ticket or you know for something they've done wrong if they're in a stressfully situation pcos are obviously doing their job but the individuals are impacted in different stresses in their lives. >> i agree. >> i'll make a motion to say the tool we have is imperfect we'll look for the advisory committee to come back and i'll have a motion. >> second.
12:39 am
>> second. >> good oh, well we'll put it in there. >> any further discussion. >> if i may we start to have the parking constraint for people that don't own cars individually we put them into communication or make car share programs with communication that should probably be included and incorporated in part of whatever kind of process we deal with in take the opportunity talking about how to allocate the parking the car sharing in my neighborhood it is completely over utilized oath 0 a us rely on the car share is mitigates that need to own a car in order or in order to have our own residential parking. >> there is a motion and a second all in favor, say i.
12:40 am
opposed? the i's have it so ms. boomer. >> you've directed 33 me to call the next item 11 and the action will include counterfeiting the various traffic modifications. >> someone presenting. >> yes. lauren from our parking division to present the item. >> good afternoon. >> good afternoon my name is ms. lauren i'm joined by some other colleagues from the division who will be able to answer questions about the proposal so it's been discussed quite a bit in this meeting the residential parking is a process we've established the criteria in place those criteria have remained relating the same for the last
12:41 am
40 years residential permit the sfmta doesn't initiate them but reviews and recommended if the suggestions are in an area or an expansion of the area is warranted thank you. >> great. >> so you know desperate the citizens this is a wide variety of interests and parking is a challenging topic that hits home for a lot of people so a quick overview of the presentation i'll just remind the audience of how the program works as
12:42 am
director reiskin mentioned to discourage people with out of the area vehicles the program can't promise a parking space for everyone in the area but helps to meet the outside parking demand like the bart stations so for this proposal to is a map of the proposal as under consideration today for the majority of the area is currently unregulated there is certainly a high demand for parking ems residential parking is proposed in a blue area you'll see on the map and what that means specifically is that resident will be able to pretty much a parking for residential areas and others a two hour time period for parking in the area
12:43 am
they purchase one parking permit that is for occasional drivers the map has been solid if i did over a if you reproduced of community discussion and covers masonic and page and golden gate so we've touched on this a little bit the residential parking is a little bit unique among other sfmta projects the neighborhood led rather than staff led and in that process the mta's job to be responsible for the creation felt areas as identified by the neighbors so this particular area on the previous slide was under discussion by some set of
12:44 am
neighbors for quite sometime and couple of years ago a discussion about the filling up project in terms of the public outreach process establishing nearby residential parking areas that helps with the parking lot and during that outreach process the sfmta explained the process i think at this point the neighboring neighbors started to gather petitions that's where we are at today significant coverage i want to thank everyone for facility those and bringing the voices on the challenging topic together the significant covers with the blogs and other neighbors for the vehicles in the area there's a significant awareness of the proposal process for establishing the
12:45 am
residential parking area is defined here it is typically resident initiated it doesn't have to be it grins with the communication on the topic and certain level is why the sfmta begins to look at the proposal by collecting data at this point the contrary sets out in our mta policies on the residential parking the mta has a shape a proposal and gather you further input on the proposal requirements for a creation of a new residential permit parking area are here they deal with the minimum number of spaces the size of the ear the minimum
12:46 am
levels of the occupancy in the area and an estimate of the vehicles and also a criteria that residential permit parking be considered on in an inadequate off-street parking salt lake city is to the area meets those predefined criteria as the proposal began to shape up as i mentioned further input from the neighbors two neighborhood groups north of panhandle helped to facilitate the conversation and gather feedback i believe the representatives from those groups will be in attendance today i'll let them to speak about they're reading of the public support but my understanding is that the larger neighborhood groups are in support of this proposal
12:47 am
but that self-mean there's not a lot of conversation can respond better to the neighbors in the future we've heard a lot of concerns about the process that are listed here and our you know we share the interests and further evaluating and making improvements one example of that we have heard in the area there's a lot of churches in the panhandle area whether the residential parking will interfere with the church parking did during the daytime is didn't effect the morning activities but there are a number of churches that meet on week days that's the - we're in the process of tracking down
12:48 am
information working with the churches when those activities are take place and what their transitioning are so one of the many conversations we're going to continue to really make sure we understand how remain permit parking impacts all neighbors we courage going forward with the proposal none of the concerns raised where we've had to identify as quick fixes that can be identified alongside the proposal it is waerntd future discussion and wonderful ideas raised the sfmta as mentioned earlier received a federal grant to study the residential permit program and circling driving to have neighborhoods to identify the program work better as well
12:49 am
it works nicely with the work on the topic we expect it to be improvement the proposal before you today has some sort of envelopes down the line for the residential permit for the change is real and the parking is challenging we can say with certainty it will affiliate some of the parking issues if this proposal is approved it will begin in the fall with the infliction of the sale of permits occurring this summer that summarizes my presentation and myself and my colleagues are available for any questions.
12:50 am
>> thank you board questions or comments. >> thank you that was a good presentation as heard from the consent calendar this is really the only tool we have i know watching the evolution of this area there was a lot of discussion about the parks boundary specifically around the square and the panhandle the first iteration included that many the r vp zone and what boundaries. >> sure i'm going to notify my coordinator kathy to talk about that particular block. >> good afternoon. >> good afternoon. i'm kathy stud well parking around the elmo square
12:51 am
and the panhandle was a challenging issue as you recall in august of 2012 you approved the set of parking management policies and this policy it specified it parking around parks should be metered or time regulated so we tried to implement that in the first original proposal thereby of the 8 block sectors around alamo scare 6 are two-time regulated and 2 are r f bp the neighborhood association took issue with this bus parking is so tight there and they relied on the elms of the curbs to park their cars the other thing we looked at was the fact that alamo square didn't
12:52 am
necessarily have a large number of people like delores or on the parks it is toured and tense players and people walking their dogs and not large crowds so actually the need for parking around the park was lower so we negotiated we came to a coincidence to have it restored so 6 of the 8 sectors r vp and the remaining two sects be two hour time sectors seethes and the north part of the panhandle we made sell street with r vp so - >> thank you now, it's interesting i know for neighbors neighborhood have that kind of overflow area on the edge of the
12:53 am
parks on the edge of large municipal buildings it was a gift as well as we're confident that park users and other visitors from the commercial cords because the bottom of alamo square is a block of the about his busy commercial zone soltice we're confident that and impact the commercial zone negatively. >> that was our major concern of ours as well to allow the two block surveys of the parking for visitors. >> i have no other specific questions i know that imperfect tool for cars it's a big issue if you don't own a car you lose the ability to have a car to park your rental car we hopefully have some relieve coming to address that issue so at least some ideas. >> ass i want to ask i know the
12:54 am
issue we can't do anything special but there's a issue around the department is looking at the churches and other places that have considerations for the longer than event that takes longer two hours that people have an onsite parking person can you talk about that. >> the churches we had a couple of meetings one looeshg last week and one the week before to discuss they're parking needs there's two distinct issues one the parking on sunday where in they double park and monitor to make sure that the cars are moved when necessary to make room for someone getting out of their driveways or emergencies or muni buses we're working and a solution to that so that
12:55 am
church pafrmgz are not getting 2ik9d crossing to the sfpd they don't issue citations but, of course sfmta will if an emergency vehicle is being blocked or a muni bus is being blocked or a driveway the second issue is r vp the proposal for two hour parking if you're you don't have a detail on our car you're allowed to park there for two hours, however, then you need to move your car some churches go beyond two hours in those situations we wanted we've been asking other churches to give us information about the number of events they have and how many people attended the events so we can formulate a solution that suits them best. >> that's a question that came
12:56 am
up on a funeral for funerals unofficially be people have in their windows like to the cemetery so someone can put a funeral notification in their windshields. >> that's an enforcement question and i don't know all the ins and outs of that but i know that some churches have first of all double parking is illegal (laughter). >> clear on that. >> they did churches have oh, yeah. tom. >> i'm more concerned about the residential like what was legal and not. >> that's a good yee question so there is a whole range of church activities to week days and even now we're learning buyout commitment we keep on working with the churches in the
12:57 am
area to make sure to the extent we can accommodate those visitors and make the r f vp work and the funerals will be one example. >> the funnel stickers is not for people moving through. >> that's the code. >> right. right >> okay let's hear from the public thank you for the staff report. >> i'll call multiple names at once (calling names). >> good afternoon, sir. >> good afternoon my name is mr. straighteningly the president of the north homeowners association a parent of two children with the sf d
12:58 am
our house was one car and we need transportation i represent the panhandle association we're surrounded by the embarcadero and in the 24th year of the representing our neighborhood and information sharing and working with the city departments agencies and the supervisors office to make improvements to the neighborhood they maintain several lines of communication within the neighborhoods with the bio monthly news letter dating back to 2012 and have bio moles e mostly meetings and e-mail server i've counted the number of 13 times and on our website
12:59 am
we have had spumgsz and other posts regarding that a little bit of history on the support of r f vp 35 percent of our neighborhood is in zone p i don't know the exact number of streets it is a jagged edge in the past we've tried to extend those during the ma sonic upgrades with the results of 1 hundred and 57 parking spaces out of the discussions of my note of february 2011 there are talks about the double parking in nov and the need for the possibility of establishing rfp zones we're surrounded and
1:00 am
likewise they were talking about moving one hundred and 50 spaces for the loss but lose 50 parking spaces as a result of the survey we sent out with approximately 3 hundred and 50 reporters of the car owners that respond over one hundred and 50 said 245i78 purchase r f vp and 60 said they wouldn't we calculated the online petition for the initial presentation and submitted 4 hundred and 40 electronic signatures of those i think we saw 3 willed and 31 were admitted from addresses that were multiple addresses and september a survey around. >> - >> thank you,
