legislation for the public health and safety issues around the massage supervisor tang wished she would have been here we're tapping out summary we introduced amendments to the planning code and the health 0 code to the summary as well as a timeline of massage regulation history in san francisco on the back and i know that cindy went through it but just to reiterate quickly in 2006 all massage establishment were required to get a permit through she didn't have as well as the conditional use permits that is in 2006 and then in 09 it created the c mc organization and all establishment that employ one hundred percent c mc certificate

were exempt from the services again in 2013 or 2014 i'm sorry ab 11 was passed we're working to codify today we would like to note shortly after ab 11 passed many jurisdictions passed moratoriums permitting new massage establishment from opening up the city has a regulatory process through the department of public health and the foresight of the changing of jurisdiction from the police department to the department of public health and that's what we wanted to have a more balance to bring everything to the on the same page not to create a blavenlth moratorium on all establishment we've met with the stakeholder that expressed concerns this is an important outreach to everybody on this

legislation and we've met with many stakeholder on this we're very will aware of their concerns and working on amendments to affiliate the burdens but the practitioners need to work together collaboratively on this legislation the reality is we can't relax the controls on the massage to we'd out those establishments that are not actually performing the services their claichl if we don't is where an adequate scraping landscape to address some of the concerns we're considering several amendments they're a lot of but some of them includex. the goals of the c mc process and we're looking at removing the requirement that certification cards are posted in public establishment this is something we've heard from a

subcommittee of the anti human trafficking task force that the mayor proposed we've heard from the theorist they're concerned that the card my risk them to stalking so weighing we're looking at having them on the person instead of posting it we're looking at extending 9 time for the massage for opening up in the same locations we've heard from the advisory committee they want to see that legislated of time extended in addition, we're working as cindy mentioned with she didn't have and the planning staff to go to the permit and the review when opening up a new establishment or licensing it's important to note we're not creating new standards we're simply trying to bring everyone

occupy to par that pragsdz have to go through since 2006 we need to put everyone on the same level to track and have more accurate data it is difficult under our sunset district to over the course do doing the research we have establishment in our district that haven't gone through the permitting district it is hard to tell which is which we do our own research several of the establishments that are on listed sites that permit the services psz hard to track but under our research we're seeing that and concerns from our own constituents which is what brought us here we're hearing from the residents about the concerns of massage establishment and so forth we're
