just cars and commercial vehicles. the san francisco fire police and the san francisco police department park in front of coffee shops to get their is that corrects. i don' -- their snacks. i don't call that a emergency. >> next speaker. >> i want to thank the supervisor for calling this hearing and launch into the importance of double parking and muni riders and muni itself. muni is a billion dollar business and the typical line is 40 minutes and if double park cars add a minute to the running% and 2% and on the average you're talking about $20 million a year just because people want to double park and so that shouldn't go on and then there's the importance -- the
8:31 am
ability. if you don't have enough enforcement officers to find out who is doing it and ticket them then you have to raise the fine. it's the only thing that works. we cannot have a system -- we spend a lot of money for enforcement and people are dodging around. if you get caught it has to be serious because you're part of a $20 million cost to the city and it should be reimbursed and not only that you need to pay enough in the fines to cover the cost of the officers otherwise it's not really reafnlt i had great hopes for the program for muni years ago and concentrate on muni street s and 24th is not listed. >> >> and i know the five which i often ride goes over narrow streets which should be enforced so we also need more yellow
8:32 am
zones to take care of the trucks. you may not know it but this is prepaid or automatically pay the fiens, cost of doing business and pay a million dollars a year or month or whatever and they don't care and they're moving but if they have yellow zones they have a place to park. i am sorry that means there are less spaces for other people so this is a -- >> thank you very much eric. >> good afternoon supervisor. my name is eric and with the san francisco bicycle coalition. and i appreciate supervisor wiener's attention to issue and bringing it up again this year, so over the course of december and january and mta and the mayor announced a crack down of double parking and box violations and we gathered
8:33 am
information to share with the mta and sfpd on that and over the course of two months we received over 500 responses from people via social media and online forum that people could submitted where the locations were and the violations they were seeing and identified 70 locations in the city. in addition to this stuff you mentioned a lot about driver education and i wanted to let you know about programs that we. do we educate all new taxi drivers and about loading and unloading and other safety precautions and educated all recology truck drivers and shuttle drivers also and looking to expand the education program to really educate fleet operators with large vehicles in the city how to drive safely so over the last two years 16 miles of bike lanes have been added
8:34 am
it and this is a safety concern for our members and a lot of people in the community and see the city implement these bike lanes in the city. the mta should look at increasing loading zones during specific times of day and non commute hours for loading and unloading and look at long-term solutions to alleviate this problem and we have to look at other infrastructure improvements to address this issue. thank you. >> thank you. any other members of the public to speak on item number 3? please come up. >> i think our cards are over on the ledge way. i wanted to echo support for this item. i think enforcement is certainly part of the solution but it's not the
8:35 am
whole solution. protected bike ways that basically block people from being able to park in them. infrastructure is the way to make some of these changes. loading zones, -- increasing the loading zones certainly helps. i would love to see on the 311 app where you can take a picture of someone who is double parked and actually send that in similarly to the way that you can for people parking in drivers, blocking driveways or pedestrian ways. i thinks -- an innovative solution to an app that we have and people are using. i would like to see education on the part of passengers. as a passenger of taxis and ride shares and just getting into other people's cars i often will say move out of the way. move down off to the curb and so it would be great if we could educate passengers on
8:36 am
where to load safely, and then i just want to give a shout out to 31 balboa muni driver yesterday. i believe her number was 3779 which r was fierce and she took in the matter of one route which took 30 minutes. she took three pictures of double parked vehicles vehicles in the roadway and also in the muni zone, and the stop and if those drivers can all consistently be able to take photos and enforce that that would be a great thing so thank you very much. >> thank you very much. any other speakers for item number 3? >> yeah good afternoon again. sue vaughn and so i hear this is a problem of enforcement, education and engineering and i
8:37 am
definitely and the population of san francisco has increased and the number of vehicles up, a lot of new construction going on. new units. residential and office space. however, the transportation sustainability program has not gone into action. it's just languishing somewhere and a program that would assess new residential development for transportation impacts and i think it would be good to investigate that and try to find out where that is. (paused). . >> >> and to create ecopasss when there are new developments a way to encourage people to take public transportation, a way to alleviate the need to have a car and create a parking space for that car because it's about too
8:38 am
many vehicles and we're at the point of satiation. we don't have any place for the vehicles to go or park. >> >> and that's really a large part of what this problem is. yes, we need to create more white and yellow zones et cetera, but at some point there is going to be too many vehicles so thank you very much. >> thank you. okay seeing no other member ever the public that would like to comment on item 3 public comment is closed. [gavel] >> >> supervisor wiener would you like to make a motion on this item? >> thank you madam chair and i am sorry sfpd is not here. that's unfortunate because sfpd is a key part of the enforcement solution. it should not be all on the mta but in any event i think we got a good flavor today of some of the efforts being made but we have a lot of work to do and i look forward to
8:39 am
receiving a report in 60 days from mta on what its plan is to have the capacity to actually enforce double parking more consifert antdly so with they will move to continue item number 3 to the call of the chair. >> okay. this motion is to move to the call of the chair. seconded by supervisor kim and without objection. [gavel] it is so. madam clerk are there any other items on the agenda? >> madam chair there is no further business. >> all right. this meeting is adjourned. thank you everyone.
8:40 am
a - >> first of all, let me begin by saying what a wonderful city i'm so luke for the mayor of a great city like san francisco you know offer the years when i was city administrator i was working with then dominating to make sure that a city we also be prepared and read for the biggest disasters and i often used the term i continue uss it is another internal revenue magnify this great city if we're ready then the words like recovery and reliantcy will be common words we use everyday where our departments or nonprofit organizations working the community or volunteers that by the constantly try to recruit
8:41 am
and today, i want to say to you that we don't have to be waiting for big disasters on a citywide basis to happen before you we oozed use those word we're challenged by disasters just as big for small families as and face certainly things certainly for the last two months we'll have 4 major fires in the city some of them as high as three or four alarms they've effected they've had the effect of us losing over one hundred living unit and more importantly interrupting sometimes tragically the lives of so many families in the city those are disasters that are felt he very environmental by those effected and their as
8:42 am
being as a major earthquake are tsunami or airport crashes or disasters i'm luke oug i'm joined by our cities fire chief she's been working for 10 years to make sure our fire department is ready for all those disasters and, of course their appear on the on the ground at the first instance our director of human resources agency and many of our city departments are here to join me supervisor wiener and other members of the board of supervisors are here who have been working hard with me on forecasting what we do and can do better as a city when it comes to disasters and all of them working together with me now even more members of our innocence social services agencies in the community we're
8:43 am
practicing all the time how to do better to help our residents effected by those disasters well, i'm looking at a very, very good group of what we've termed good samaritans in our city and this means a lot to me the people standing in front of you are today people that i believe have hearts of gold and that i'm proud of their bold actions for our resident and neighbors and entire community that needed them as a special time i'm sure you're aware of our city has experienced those fires and unfortunately those fires have caused a lot of damage in the city but i look at more importantly how we respond to those disasters because the more we can get we have people if from 9 community respond to them
8:44 am
i know we'll be more relent as an entire city swler the fire department and police department and our department of emergency management and other dchts like human services and public health that specialized their ability to respond and get in early and help what he want to do more and more is also practice the ability to respond with the people power we have in the city and part of that people power includes the red xros and their volunteers dpw's who assisted isn't shelter in providing food immediately and, of course, our san francisco salvation army in they're basically necessities and utilizing their own offices to serve as a temporary shelter
8:45 am
after the 2 south end street the salvation army went above and beyond they're calling by allowing a temporary shelter to be located in their shelter at van ness street so people could find solace in the neighborhood they've lived for many years i want to specifically thank the red cross and salvation army you're the first on the ground and the resident needed you most there is no also a best i didn't have local businesses that need to be recognized and thanked perhaps 2w078 to be named but there are merchant and businesses that also belong to a tight community that went out of their way to provide food and cloefrth or the fires especially the residents no mission small
8:46 am
business like go tar 10 backing providing food to those in the shelter and their generous hearts that gave hope in the dark i did hours in addition to those small businesses we also had displaced families unable to access really basically necessities they this to get a 0 recovery process that complutd included did necessities of placing them in temporary housing in addition to the be able responder and the businesses that gave food and shelter i want to recognize the group of property owners in the city the lavrd groups that stepped up to house our families you have 450e7 people like bert
