8:35 pm
essence of smart growth i'll sorry to see the planning department is no longer helping to maintain the balance for two years i sat at the table with we reviewed policy decisions and in fine daily to come to the table of the land use it was adjusted upwards giving the spook last year's a fine return on their investment and an impact on the neighborhood we wanted taller ground floor especially our commercial district is to compliment the the existing pagers for the ground floor experience and to make those coordinates work we give them an center 5 meeting feet and 50 stories became 55 and others and along comes the developer who has discovered that he can cheat
8:36 pm
his way through the ground floor active space rules and actually psychiatries an entire floor into emphasis plan the planning department said it allows the property to build to the height as many dwellings as needed and as long as they including but not limited to build it okay 6 sores from 55 and 75 feet 8 stories don't you understand i can tell you the intent, of course we looked at the full content the planning department has it didn't mean we will always support that tactic regardless of others
8:37 pm
circumstances yet the whole special projects to come before this 6 stories and 55 feet and 7 stories and 69 feet and others of a gross violation of plan why do you think only 27 percent of the public now approved the planning department what their doing? >> any other general public comment. >> can i have the overhead if possible. >> good afternoon, commissioners i'm amy founder the neighbors with potrero when we scour the properties let's

8:40 pm
off the market when was purchased and last year they refused a $4 million oh, i helped to facilitate it would have transferred it into a library a $4 million offer that's where the community wanted the property owners have a new plan to develop 9 condo that will come up green again adjacent to the shackle without facilitating the theatre they want to build 9 units with our public utilities in the future if we can't allow to project to magnified of move forward from that bright so opening night. >> was your name and amy the neighbors for the embarcadero.

8:44 pm
back to the days it is important that the project sponsor preserve this as you'll hear from the project sponsor in a few minutes this project allows a vacant building to be given new life and allows a local company to expand they anticipate the employees that will be working there with restaurant and bars it is an ear that is subject to public transportation i mean off van ness and expected that most of the employees will walk bicycle or take public transit no parking required at the site and none proposed only a site room we all know that the city needs more office spoois space that is an excellent opportunity to add office space where nothing is taken away in a building that's
8:45 pm

8:46 pm
superbowl commercial you saw that last year so we're growing we've out grown our space at fulsome street and looking for quite some time for the property with character as a creative company is it so important to find the unique building that had to us a sense of soul and history ballroom is off the charters in terms of hitting this objective i grew up in the bay area i had a younger brother that tenant the ballroom and went to the theatre and saw great movies it as personal history to us and again as a creative company we respect what it is historically and seen some of the uses over the past years i think what is special the idea of bringing the business into it but for the history to preserve that and
8:47 pm
bring more vitality to the neighborhood. >> any other speakers from the project sponsor. >> okay opening it up for public comment seeing none, public comment is closed. >> commissioner antonini. >> yeah. i think? a good use it preserves an important building historically one that i remember having attended when it was supported at the avalon with janice joplin i left early because it was 0 so noise i didn't that was really loud better as a dance hall a than a music hall it got loud because of the ininstruments i think it is a good use i have a question

8:51 pm
securities the department understands this is to the satisfaction of the location regarding loading they'll have loading before 9:00 p.m. and target has an intent to sell goods and not impede on the establishments based on the data from the second quarter of 2015 approximately 12 or 6 percent of the establishment workplace the ocean avenue are formula retail this will increase it to 7 percent it is previously occupied by another formula retail it is not accounted for in the target population of the 73 or 2 percent of the establishments fall into the quote/unquote retail category
8:52 pm
and the subject property also falls walgreens and others this includes groceries and laundry mat and others and as empathized of the establishments in the district more than any other youth category in order for the project to proceed the planning department must grant conditional use authorization for the sections for the formula retail general merchandise store and accessory limited restaurant this is the straub within the ocean avenue the department recommends approval believe this is desirable the project will not significant will i reduce the formula retail and fill a vacant establishment within the district meets the applicable requirements in the code and
8:53 pm
comparable for the surrounding neighborhood that concludes my presentation. elks. >> thank you project sponsor. >> good afternoon commissioner president fong and other commissioners and planning director ram i'm john the regional development manager with target and based in minneapolis and i'm here today to give a brief overview because it is a new format for target different from our gentle merchandise store we have in the city target combresz expressed it's new small store concept and its design store convenience and quick formatting at leans 20
8:54 pm
thousand square feet it is 1/5th the standard of the general merchandise store the target express as opposed to is designed to merchandise for the needs of the local neighborhood for example we did extensive outreach for this project last year and met with a number of the members within the community and had individual meetings with the ocean avenue association both with the street light committee and the executive board with the western park association, with the ocean view action commission or organization and what we heard from those meetings was that the residents had needs for certain produced and services not within the neighborhood right now and that's again as i said the
8:55 pm
whole idea of target express i took the product sleekz we're hearing was missing in the area back to our headquarters and we've incorporated t a number into the store again not something you'll see in our stores there is a common do you remember those are local stores and the important focus on local shin and differentiation i know that's not a new concept but for target it is and we're feeling existed about ass as a matter of fact we opened two altercate expresses for the first two really within the country other than the one
8:56 pm
in minneapolis the one in the financial district and the other in berkley in the downtown ear and if you ever have a chance to invite you'll see the product selection and the store lay out and design is different between the two of them and what you'll see on ocean avenue if approved that is different it will be tailored to what we see in ocean avenue the other thing about the small format there's closer communication and contact between the store folks and the guests as we call them so we're able to get constant address immediate feedback not being statistic but based on the needs we're hearing from
8:57 pm
there's one other part to it interesting to point out that as part or targets online servicing online products the whole realm of them can be picked up at the store you can order online and rather than having to have it shipped to our house you may not be there it can be shipped directly to the target express store and picked up in our neighborhood there are one hundred free patricia's within the existing development right now but again the idea this is a neighborhood store rather than a regional designation so we don't see that parking is going to be a particularly strong problem here there's going to be a lot of
8:58 pm
pedestrian bicycle uses and great muni streetcar line stopped outside the store oh, one other things in terms of the team members 50 team members total for the store for all obviously in different shifts and we've had a strong involvement with mission hiring hall was mentioned our residentscy rate or the number of local san francisco residents working in our two city target stores on the one that opened on bush street is over 80 percent it is quite strong number we're very proud of that and finally i want to remind the commission of targets giving program 5 percent of our
8:59 pm
profits go back to the communities where we have stores and in 2013 that amounted to over one million dollar that was spent in the city of san francisco on schools and local nonprofits that 5 percent is again, a part of corporation bylaws it is something that's written into our corporation every year we have the financial well-being of the company with that, i'm here to answer any questions now or after the rest of the public comments if there's questions i'm more glad to answer them. >> we might have questions for you, you can have a seat and open up for public comment opening it up for public comment i have a couple of speaker card
