excise tax rate for diesel in the coming year and doing so reduced the excise tax and resulted in 7 to $800000 loss that it in revenue his bill tries to address keeping up to the tax law from a couple of years ago to keep the laws in play what's prop 22 and the new excise tax neutral he goes in and extends the period for what they expect the revenues to be to 5 years it has been 3 years we've seen in the past 3 cycles the 3 percent increase of $0.03 decrease and now a decrease you're seeing the spiking or the voebltd in their
11:31 pm
estimation and this addresses that volatility that go smooths out over time we recommend support for that finally sb 564 is one of the gentleman's two bills to address safety near schools this will increase the penalties for speed violators for vehicles that are passing the schools a similar bill the governor vetoed it didn't express the support for the finances but the safe routes to school and save 0 routes and other stakeholders are trying to overcome that so those are the ones that are on the agenda that we're recommending actions on one other bill i'll bring your attention it is going to be the administration's trailer bill it
11:32 pm
deals with h o v lane it is post on the website it is not in bill form it is similar to not ideal to ab 194 by mr. frazier those two issues will be the frazer bill sports by the coalition i've not seen the language at the time they were ready to introduce it so they're to introduce it as a fall back the trailer bill the administration it proposing authorizes on with an hand caltrain to do the feinstein and each group will be subject to approval by the state transportation system there are guidelines that will be in place if this bill passes
11:33 pm
issue surround the trailer process that goes through a process that is much more quickly than the stand alone bill we've arrived and monitoring the hearing basis for when this trailer bill will be developing the strategy to influence influence the budget subcommittee on the trailer bill so i want to bring your attention and i think i'll suggest the staff add if on the agenda for the future may be as an agenda item but for tracking. >> supervisor campos. >> thank you just following up on ab 194 where are we in terms of efforts to you know protect local interests i'm sure you're working with staff don't you talk about that a little bit. >> sure i think tilly wanted to talk
11:34 pm
about that. >> thank you, mark and if you for the question supervisor campos we have in conversations with m t c staff in the region of bay area and the original bill of 194 has language that authorizes in consultation we're seeking stronger language have to a meaningful rule in the development of h o v or carpool lanes this means with regard to setting the policy and with regard to the policy of the lanes and the use of funds we want to make sure that san francisco, california weigh in property as a true partner to the region as we develop the facilities on our part of the network in the east bay and
11:35 pm
south bay their lanes authorized and developing those with a counterpart agencies we want to make sure our experience improves on that we're to demand tradeoffs and next month we'll come to the board with a initially policy paper for the lane network typed we'll seek our enforcement to engage the conversations with the development of the lanes and if you wish to proceed in that direction we'll carry that forward. >> that will be helpful what's the response of m t c staff. >> they are committed to developing the future networks in the city and county and the cooperation they've not agreed to the language yet.
11:36 pm
>> thank you supervisor mar. >> yeah. mr. watts i have a question about the senate bill i'm supportive of the position on sb 564 i i'd like to take this opportunity to ask about the billion dollars one to create the prima facie around schools to give more strength to the schools zone limited to 15 mile-per-hour it is a main reason to be careful because local jurisdiction should have flexibility to deal with this on the highways. >> yeah. i believe that's true in addition, this bill was supported by the county not the ta they've had an aggressive save route to schools in their east county area and desperately trying to put something into
11:37 pm
play we've discovered in the introduction of the bill the bill extends the safety school zone 3 hundred to 1320. >> why. >> because it was a recommendation in other states so they adapted that their neglect he flexible and other state laws and laws that are to the school zone recommendation you may be preempting the local control they're going back to the drawing boards a way to accumulate the current laws and achieve a broader school zone. >> i'm guessing they're talking about the sloan slowing down of transit. >> they've not weighed in but i believe you're correct.
11:38 pm
>> i wanted to urge a recommendation for the toll for people on page 3 of your handout and on page 9 thoughtful packet to make sure we're supportive of increasing walking and biking in the city we're going to be looking at our support of the policies in our full board the golden gate bridge is a historic terror many of us in san francisco and many around the world come to enjoy it couldn't be restricted and i want to say that it is expensive enough to live in the city so when people want to exercise they're right it should be as much public
11:39 pm
access as possible and charging has a negative impact on the walkers on the bridge i want to talk about walk sf and the coalition thank them for being on top of the issues and bill with his work i move we take up support on this recommendation. >> recommendation from staff. >> i understand it - it is a watch position from staff i ask we move if watch to support. >> okay second. >> and on that motion can we take that without objection? >> yes. >> public comment. >> yeah. we have to take public comment. >> oh, roll call vote we'll go to public comment first but supervisor kim has a question. >> is that on ab 40 although i appreciate and support that measure i want to go back to the
11:40 pm
traffic endorsement camera i wanted clarity to legislations that you've talked about today, the first is the assemblyman chiu's ab state and federal 87 i'm curious what type of enforcements on parking it is the effort what specifically are we enforcing through the cameras and proposals on this legislation. >> well what kind of parking violations. >> i don't know. >> that's what i was assuming i can't answer that. >> supervisor kim currently we have the authority to enforce double parking but not moving violations is to the continued moving violation it is a traffic violation or a point on the record but administratively
11:41 pm
determined enforcement actions. >> what is a forward facing cameras those are cameras on the sfmta park control. >> no on the buses. >> oh okay. >> specifically for the busses. >> yeah. so sorry about that >> this is for the busses. >> for the busses what in their double parking in the bus lane and second for high occupancy lanes this didn't currently exist. >> no, but it is for i've it is not for the high occupancy on the bridge. >> is this a trader for san francisco. >> yes. >> we currently don't do this type of enforcement. >> we have the curiosity authority for the double parking but not the moving violations if a car is in the bus lane we
11:42 pm
don't have the authority to fin them. >> only if their double-parked how do you approve that if you take a photo of a car parked in front of you how would you demonstrate it car is doubled parked i'm imaging kind of the conflict that will cause that. >> i don't think that's been a problem to date but we can find out. >> we can find out today. >> yeah. the moving violation tickets i don't know if anyone from mta is here. >> i know it's not within our department i'm curious i've not heard of one getting a ticket i think we should i support this legislation and think i know that state came up in conversations with the mta i'm surprised we've been able to not hear much about it i'm curious how effective it is i do think
11:43 pm
this is important to enforce and make sure that is the transit lane but i wanted to make sure it is being realized and the section which the abdomen an 1160 pro bono automateed traffic signals when we're pro bono automated traffic signals. >> this includes all the red light cameras. >> so all 60 cameras that exist today we'll pause and study every single one we currently have. >> that's correct. >> i definitely support proposing that (laughter). >> i'm curious how many and this is not a question how many cameras do we have in the city
11:44 pm
enforcement cameras. >> i don't know but the idea was to bring this to those the vision zero committee on thursday so okay. >> thank you. >> thank you, supervisor kim any other questions or comments on the matrix very good. >> one last comment a number of bills we've spoken about introduced on february 22nd not available until last wednesday morning so i'm sorry i was not one hundred percent familiar with but we have a good idea of what they are we'll be sharper next time. >> i appreciate it i know i appreciate it. >> open up for public comment any member of the public wish to comment seeing none, public comment is closed we'll have a motion from supervisor mar and seconded by supervisor campos on
11:45 pm
moving to support position for the image. >> ab 40 for the tolling of the bicyclists and pedestrians on the golden gate bridge so can we take that without objection? we'll need a roll call vote? >> on the motion to amend item 3 commissioner avalos supervisor campos supervisor cohen supervisor kim supervisor mar item is amended and okay. can we have a motion to approve the underlying matrix of - >> so moved. >> a motion from supervisor campos and second by supervisor mar do we need a roll call vote same house, same call? the motion passes next item, please.
11:46 pm

11:47 pm
decrease of the item there in climate 3 the total of what the original budget was and plus or minus the chance with the new total amount this budget boils down to 4 stems we're requesting in item two one is the sales tax revenue an increase of $7 million for the tax revenue and had a stronger than exterminate economy and have had new grants 4 new grants in the past months with a city combined project and assistant grant transit passenger annihilation grant as well as a late night transportation grant requested by supervisor wiener within the federal grant we've increased
11:48 pm
them the car sharing and electric if i had car share it will be anticipating those purchase of the vehicles going to be anticipate will be in this year's budget i 80 the yerba buena grant we're anticipating a combination of $7.5 million decrease in the project and as we brought to you before many times we've had issues with unusual warm weather it detailed the tree removal to august to 2016 nothing to be concerned about we have a change in the fulsome ramps we would have received a request of an additional 6 hundred thousands of work from ocii this was increased construction costs as stated we have also
11:49 pm
additional information we received last thursday as in the forum past committee meetings some contaminated dirt and ways to work with caltrain and ocii to identify what the proper protocol it was identified it will cost $1.2 million to remove the dirt ms. an emergency type of expenditure need we'll be bringing this request this $1.2 million revenues and expenditures directly to this month board meeting this will go to the ocii on the 17 and bringing this before the board this is an additional board amendment and lastly in terms of major changes to the budget we're addressing $1.4 million to
11:50 pm
presidio parkway this is toll money expenditures that haven't been properly supported by caltrain yet before we pay the charges we're requesting additional support from caltrain and moving down the line the third item in the budget amendment the expenditures the capital project expenditures $25 million decrease for the radio replacement and central control communication projects mta is over seeing the projects and the projects have not accrued costs as quickly in the schedule further below coordinating expenditures with the grant designation and for the fourth financial item we're increasing personnel costs by
11:51 pm
$345,000 this is related to the reorganization back in march 2014 that the board approved adding new positions for the 3 positions we have currently staffed 5 of the 8 positions those positions will not be staffed until we have the funding to be able to pay for those positions and towards the end of the memo an attachment a and b, a is a consolidation of a level of what the changes are and the proposed apartments and b listed the revenues grants and detailed expenditures and on february 25th this item was brought before the committee the committee voted for the item unanimously in terms of fiscal
11:52 pm
impacts increasing the revenues and decreasing the revenues by $30 million this is no depth for the transportation authority total budget with that i'd like to open up for questions you might have. >> supervisor campos. >> thank you mr. chairman and the presentation i do want to follow up on the fulsome street off-ramp so who is responsible for cleaning up the contamination that was found. >> actually tilly chang our executive director. >> we on behalf of ocii are the project sponsors we're responsible inform facilitate the movement of materials but the owner of the material caltrain is forever the owner of the materials the city may need to sign a manifest as the
11:53 pm
project sponsor to have some ability to track you know how the project is initiated by the city but caltrain it the owner of the material and the city has to sign a mapping festive we transport to the location. >> so caltrain may get to reinforce the caltrain authority. >> we had some hope we'll be able to partner with them for the total of it because they laid material there 5 or 10 years ago and in the ends they feel like that project is independent of f this is the city's responsibility because we're disturbing the material in order to build the ramp even though officially that's their ramp we're the ones causing the ramp to be rebuilt and the
11:54 pm
materiality to be disturbed so on behalf of ocii we're going to need to dispose of it not caltrain. >> i said what caltrain is saying that's net necessarily the right thing to do are we giving up anything. >> we asked the same questions and brought it up to the caltrain and they felt that because the material you know reflects some of the contamination in the other parts of site this cough happened as part of the approach but when they completed the project at the ended their relationship when we came back to try to reopen the project that's a new project that they don't have the responsibility for the new project. >> okay. thank you. >> thank you. >> thank you and thank you for your presentation a question i have
11:55 pm
