today madam president. . >> can . >> can you please at this time read the consent agenda? >> the small business commission to establish a region a registry and authorize a a a $50 fee. >> thank you very much i want to thank my cosponsors and supervisor farrell and supervisor yee after speaking with supervisor tang and others about the particular legacy businesses in their districts that might not be protected under the legislation i'd like to make the amendment to the legislation. we are removing the category of businesses that were eligible for recognition and instead have included language that would allow the

mayor or any supervisor to nominate a business in their district and the idea there is no one knows the businesses better than the various supervisors who represent that district and we're also asking that the small business commission hold a hearing to determine if they meet the following criteria the business has operated in san francisco for for 30 years or more that the business has contributed to the neighborhood history and or the identity of a police a particular neighborhood or community and that the that the business was founded or currently how head quartered in san francisco we're also asking the small business commission to survey legacy businesses and the legacy business program and to make recommendations to this board of supervisors in a way we can provide assistance support and

responsibility to fund with agencies that contract with the cities. >> thank you president breed colleagues this is cosponsored by supervisor campos supervisor avalos and supervisor kim supervisor kim supervisor kim and as many of the community based organizations and workers and leaders of the nonprofit sector rallied over the past year i'm calling them nonprofit justice they have come to the board numerous times and this board in august passed a resolution prioritizing approval of this supplemental appropriation.

now this supplemental is cosponsors by supervisor campos supervisor avalos supervisor kim supervisor kim and myself and it was contingent on revenue and saves above the projected estimates of the fiscal year 2013 and 14. the city's comprehensive annual financial report for the fiscal year 2013 showed a year end general fund surplus of 21.6 $21.6 million that came from unanticipated year end revenue and i think that many of the community based organizations that have been coming to the board the nonprofit workers and leaders of community based groups have emphasized they

are a critical part of the statement part of the safety net and the nonprofit sector i believe and with neighborhood stability and efforts to really assist the nonprofit sector, they are an often undervalued and under acknowledged part of our city family in many ways i think they are undervalued and i think they are taken for granted and at times belittled by government and i think they deserve the same respect as public employees and for profit contract ors with the city and i think this small supplemental is a key part of that and to bring them up to parity and to end the double standard and many of these community based workers and organizations are some some of the hardest working in the city providing critical critical human services in our city and the workers and organizations have

been chronically under compensated and i'll just say the the under funding year after year flat funding has amounted to a reduction for many nonprofits negatively impacting their ability to provide city services and the clients depend on them and the workers who serve them as well and they have not received any cost of doing business increase since 2007 and 2008 so that's a that's a 5-year period that they haven't received that increase and the fiscal year 2014 and 15 budget included 6.75 million of general fund revenues and approximate 1.5 percent increase for nonprofits and i think the comment from the comment is you can't

survive so 1.5 percent increase increase and i agree with that so this is an effort to increase it a tiny bit more hopefully helping many of our nonprofits and neighborhood stabilization and of 2014 the budget included a 3 percent increase for all city and county employees and it took us up to october and reflected a 2.25 percent increase and this supplemental brings nonprofit contractors to parity with that level increase and i believe that it is really going to be a step forward to reach the fairness for nonprofit workers. i wanted to also emphasize that the estimated cost of doing business increase is 3.4 million $3.4 million and it's enough to bring the nonprofits

to par with city employees and i want to be clear and others have said this before too, i think a long-term structural change to our budget that allows nonprofit community organizations to keep pace with other sectors providing similar services for example an annual automatic increase based on inflation or other factors really should be what we're looking at as a at as a long-term fix and to end the double standard for community service workers. the supplemental will provide needed resources for this fiscal year and whatever we accomplish in the budget process as it comes forward i'm optimistic that we'll look at this structural issue for the future and i think as a city we've acknowledged in various ways we need to help our nonprofits to survive in this

incredibly challenging financial environment and fulfilling the commitment that we've made as a board from 6 months ago it's critical to the stabilization of our neighborhoods as well and regardless of the outcome of this vote i hope we as a board will address the inequality so that we can come up with a solution before we are done with our upcoming budget process and i don't think this is an issue that we're going to solve today but to make it a priority that we said 6 months ago as we as a board prioritized this issue and i thank you. >> thank you. supervisor yee [applause]. >> thank you president breed. i won't repeat what supervisor mar has
