either pay it or have our medallions revoked so in look to see what's reasonable in the current climate, i'll point out that i'm fortunate enough to have a medallion after working 20 years to get it a year ago, i was getting $2300 a month gross from the taxi company operating my medallion, it's tall way down to a thousand dollars, and many of us who are holder and disabled can work much if at all, so the thousand dollars becomes our monthly income, in con t*ebltion, in the five years we have a medallion sales program, you sold 500 medallions for 250 thousand dollars and 200 at a reduced cost of 125 thousand that adds up to 150 million over five years which is [inaudible] a year, i think the appropriate thing for you to do is waive the fee this year or cut it in half. i'll point out there are about 15 thousand lift in uber

weekend, alright, this, what happened to giving us a hearing about the -- i'm done -- about this -- the proposal for this, what happened to that? i personally take offense at what happened here because i helped create this cab stand i volunteered my time when they remodeled the train station to make sure we had a decent space to pick up the disabled people and people with lots of luggage close to the entrance to the train station, now they can't even see us. who did this? i want to know who what, when, where and why you ought to ask that question too ed ris k*in should know this now, i think this happened because jerry robins is no longer working for you, i ask you to find another expert at taxi zones and taxi issues on the traffic engineering staff. he was wonderful, he gave me

warnings when things would come up and he would take action, when there were changes to the baseball game stands, he immediately called me, immediately sent me e-mails immediately so we were able to handle it right away. now we're at a case where we need to fight back. this is atrocious, you are destroying the cab industry little by little. this is really, really bad. i don't understand why you're doing this. next, i want to say you hold these driver appreciation parties, some of you attended them, you know, why, and this is how you show your appreciation, this is a very important cab stand lots of people have taken it more and more over the years, in close i want to say instead of spending money on a driver appreciation party, spend your money on water based lube ri cats like kw and put them in dispensers next to cab stands so it doesn't feel so bad. >> thank you, mr. toronto, next

noticed that change at the cal train station, it doesn't make any sense put those bikes on the sidewalk and i'm a serious cyclist and i'm just going to advocate for that, get the taxis back where they belong, also i had the experience a few days ago of somebody ordering an uber for me it was my first experience and i want you to know, i consider a serious safety risk in this city, it was a horrifying experience, the person grew up in san francisco nonetheless, she did not know where she was going at all, like no clue, what's a one-way street, we went way out of our way, it was completely insane and she nearly killed pedestrians, hit car, it was endless, it was outrageous, it took 20 extra minutes to go where we were going and that's -- i just don't understand why there's professionals, you don't go to like an amateur for things, you want a proper service, you know, you go to a professional, taxi drivers are professionals and with the

medallion situation, i don't understand why they have to -- i just don't understand the medallion situation at all and how other companies are able to avoid that and put these crazy people on the street. i'm sure some of them are good, but ultimately there's no regulation, you're putting people in harm's way and it's on you and i just really as a resident of san francisco want to -- i'm totally solid down with the taxi drivers. >> mr. hussein, the last person who turn ined a speaker's card. >> it seems to me there is so many times we've been attending these meetings and i've been talking. i don't see any doing things by you with my respect, but there is a serious issue and i keep talking, we are cab drivers, we have families, we need you to do something regarding those guys over on lift and some

other companies, i mean, i'm asking you two thing come over, see us at the airport, see us on the weekdays even on the weekend now is getting worse, we don't work. our business really dropped down. i mean, i don't know what we're waiting for, you know, and so many places, they've been doing things and they ao*f been looking for their own people but we are a part of your community, i mean, how many times do we need to attend, we need to improved things, you know, better. we have like some issues at the airport, they keep hassling us with too many cab, they keep us circling, circling, circling and one human right for us when we did strike, they start hassling us and they keep saying, okay, we'll see you, we'll this and that, you're going to do strike, i mean,

work out with cal-train, i concur with the sentiment of the driver, we are looking at the issue of the fees, the medallion fees generally, the issue of the payment methods was a new one is that tha* we will look at as well. >> i understand one of the beauty of those bike share stations is they are quite mobile, they literally can be sort of picked up and moved. director heinicke? >> the bike share program is something that you sort of have signed up for, so there's a little bit more knowledge in the bike share program whereas a whole of a visible taxi stand is to make the option of the taxi available to a rider who's getting a ride to the south bay, and i guess an important thing to say is thank you to corey lamb and the others who brought this to o our attention because without you, we wouldn't have known about it i don't go to the cal train station very often, so thank you for the e-mail that we all read and we appreciate that.

the other thing that i would ask to look in on this is the process, last time around, i quizzed the director on whether we need a number on the top of the casing i mean, we're getting now into the small thins, anything we can do to aid this industry which we've partnered with and to me moving a cab stand is pretty high on the list of impact things, that's definitely something if it happens the industry should be consulted and even frankly smaller things should get noticed and at least staff level comment back, so look, these things happen and it sounds like we're going to address it, i think the message to the taxi department has to be especially in these times anything that's going to affect the industry the industry has to have advanced notice. >> absolutely, we'll look at what happened with this. i think direct torx i think there's been a lot of good strides in terms of communication with the industry. this is one that was created by a construction project impact

janaro. >> hello again i also am just a resident on this one, in termser of the oversized vehicle situation, i've come to many hearings, this is the first time it's been a full hearing that i've been to of the board, it's been these two guys that don't seem to be moved by anything honestly in my experience of sitting with them, so i hope today you'll respond to what we have to say because that was nice that you just responded although i would have liked to hear a little more on the medallions personally, but i just -- i've been watching this situation for over a year now and it's just anybody who seems to make a request for parking ban, they get it you walk in here, you ask for it and it seems like from the outside, you get it and it doesn't have to do with commercial vehicles, maybe there's a smidge where that's what it's about but clearly for anybody who's paying attention, it's about people who are living in their vehicles and people who are living in their vehicles have a

major upgrade over people who are living in tents and people who are living in a blanket up out under the open sky with a tarp if they're lucky there's not enough shelter beds in this city, and if you've ever been, you might understand why, so to me, i don't understand why -- it's all about not in my backyard situation. well, i would like there to be a moratorium on banning new streets for oversized vehicles until there is a plan for how to incorporate people -- you know trv's and people who are living in their vehicles to conduct themselves in this city not at the out skirts the hinter lands but operationally in this city, until there's a plan like for a station or street that is are delineated and advertised with signs saying you can be here, whatever it is to work with people rather than treat them like they're a pariah, i've been out organizing them on my

own talking to them. >> we have a strict time limit, in order to be fair. >> i hope to hear from you after this. >> janaro, followed by melody. >> good afternoon, members of the board i'm janaro, family and schools program coordinator for walk san francisco, through the san francisco safe house partnership, i work with parent and is caregivers participating on elementary school to promote regular walking event tos school and address any concerns families have regarding to walking. there's a proposed bulba at san jose and delores, through fairmount's participation, we have learned that the crossing mission at san jose is a major concern to families walking to skaolt. we also have data from the department of public health that analyzes student transportation patterns and parent surveys, our findings revealed that 30% of families

live within a mile of fairmount and within a quarter mile, there's a significant concentration of families that live east of mission street, meaning that our most vulnerable users of children are forced to cross these streets twice a day. also the 91% of the family that is already walk to school site the safety of crossing intersections is their concern, crossing at mission is critical, for families to keep doing this, currently families that can walk are choosing other less active modes of transportation because of these barriers so on behalf of walk sf we're asking the board to implement these changes as soon as possible. thank you. >> thank you. >> melody, followed by nick. >> melody, are you ready? okay. >> thank you for your patience. my name is melody and i'm opposed to the no parking

oversized vehicle signs on santiago street, also amber is opposed as well, she cannot be here because she has two jobs and works 60 hours a week, three weeks ago, she tried to e-mail her opposition but was told that it was not on the march 3rd general da. as you may already know, i have early childhood dramatic brain injury to the left lobe and i have been assessed to the city for what i qualify for but i have never been assessed for what i need. i have been thrown at bevin dusty's door so many time, i feel like a rubber ball. when the shoe doesn't fit, please do not blame the foot. again, i ask the sfmta board of directors for a safe place to park, without your help and support, i cannot overcome my circumstances and thank you so much for your time.

>> thank you, melody. director, i know that we have had these oversized vehicle restrictions come up to us before and each time we have them come up, we do talk about the outreach, we talk about what measures the parking control officers and the police officers go through. does anybody want more staff comment on this or -- i'm sorry, do we have one mr. speaker, i'm sorry. >> my name is nick, i'm from the coalition on homelessness, we do oppose again the posting of these signs, i don't think it's necessarily outreach and the issues of people being notified of the sign, although i'm sure not everyone is notified and not everybody knows about it, however the ising ewe is still these people living in their vehicles are being marginalized further and further away from parts where they were comfortable, parts where there were no problems for a vast majority of the people living out there. i think i would like to

reiterate what the other speaker said, there needs to be some sort of process, we heard people coming here multiple times voicing their opposition, sending e-mail, people living in their vehicles voicing their opposition, the sign ares still posted in those area, it seems like one or two people who are housed come and say they want a sign that gets put up as soon as possible for them, so i think it does seem discriminatory against people living in their vehicles people live ining poverty and i think there does need to be a moratorium. we have our several suggestions as we have done before, we are trying to work on the mayor's office in hope and the interface council in establishing safe parking areas for people to park in however, it is difficult to do so to outreach to people to see where they want to be place and had where they're needed when they oar constantly pushed from areas, meaning that when signs are posted, people are marginalized and displace today different parts of the city,

unsafe parts, where they think there's no community there to watch their backs as they have before, so we ask that these signs do not be placed at santiago, we understand there are concerns with neighborhood but we would like to work with the people in their vehicles rather than the mta having people come from the fact and being displaced or having their car towed or what have you. >> mary mcguire, final speaker on this matter. >> on 10.2e. >> mary mcguire, i'm a taxi driver and i've gotten to know some of the people because a lot of people live out near the cab companies, the vans, and i have seen them, i know one fellow lost his home, it was towed away. i just think you know, give these people a break they don't have any place to live. they don't have any place to live, they're living in these vehicles and some of them are women, there are women living

between those who have property and those who don't between the wealthy and the poor, and you can't sanction this kind of policy which leaves people to hang out to dry in the cold especially in the wintertime, you don't want to have blood on your hands by having people die in the streets, and when you place a prohibition on these vehicles, it's wrong. now, if these individuals commit criminal acts, yes, they should be prosecuted under the law, i would agree with that and the neighborhoods where these vehicles park should be safe, that is a valid consideration, but to ban these vehicles is cat dworically unfair. the city has a crucial homeless problem that is not going away and you should not add to it by this prohibition. thank you. >> thank you, mr. winer. no more public comment on these

items? thank you. director, i know as i was saying every time one of the oversized vehicle bans come to us we do revisit the outreach that is done by parking control officers, by the homeless outreach time, by bevin duffy's office and this is never an easy one for any of us, when this came before us, our first oversized vehicles, we did have a discussion if i remember correctly about what our role is as a city agency and the fact that our role is to address the parking issues, the idea of a moratorium, the fact we've had these restrictions come to us i do feel now that if we don't act on this one, these come to us by neighborhood request, is that correct, mr. reiskin? >> this is coming from public request and from offices of the board of supervisors.
