truth comes out about where people think folks are and we need to have more resources to insure there is is sense of [inaudible] >> thank you very much. >> good morning supervisors. my name is michele [inaudible] director at open house. i want to congratulation daniel redman for developing a powerful bill of rights in suvs to our aging community. 7 years ago when i joined open house i was struck by the number of calls we received from l gx bt members and the families who were experiences discrimination. younger residence would also call hoping to move the family members or parents closer to them. they expressed grave concern about how themselves would betrated as care givers

and how the straight parents would be treated. [inaudible] met with greater division and exclusion and is what makes the bill of rights that much more impactful because it explicitly outlines guideline principles and practices. open house supports the lgbt long term facility rights and together with california bill 663 requires [inaudible] this bill would strengthen the importance of the training. open house is the forfront of training since 2006 and here to support other advocates and implementation of

best practices. quitely we'll proceed. colleagues as you know i introduced this legislation following the tragic accident which took place last year in front of city haul. a tour bus driver was driving and acting as a tour guide when he fately struck [inaudible] crossing polk street cross walk. [inaudible] from the san francisco police department stated on that day there appeared to be an occasion here where the driver were more focused on the land mark to the right in this case, city hall as oppose today the road way. after research i discovered existing laws do not impose restrictions on their ability of tour bus drivers to narrate

a tour while drivering. this legislation will amend the transs portation code to prohibit drivers of tour buses to narrate while drivering. i coauthored the vision zero policy adopted last year. the policy that makeatize the goal to end all [inaudible] by 2024. and this is only to me another effort to get to those goals. according to california traffic safety survey in 2013, 36 percent of california surveyors thought talking while driving posed the biggest safety problem on california road ways. nearly 70 percent of the california driver surveys said they have been hit or nearly hit by a driver who was talking or texting on their cells.

stats show drivers and cell phones even hand free arefore times more likely to crash and hurt themselves or someone else within 5 minutes of make agcall. texters are 23 times more likely to crash. more thran 3 thousand people are killed this way each year and 300 thousand to 500 thousand are injured. this legislation is a step in the right direction as it relates to distracted driver and believe it will make our streets safer for pedestrians. one more stateagy is for san francisco to reach the zero goals. i understand the legislation will have limited impact as many of the tour buses may be going in

and out of san francisco and will be under the jurisdiction of the california. in the mean time while we are waiting for this to pass i have been in discussion with the state legislators asking them to carry it at the state level so we can strevlen or efforts here. so, i would like to ask my colleagues at this point for any comment that they may have. supervisor christensen >> district 3 obviously has a lot oftoryism and support thetoryism and all portions of it however we have had residence struck by tour buses. i think compicating the fact that we have a lot of london

style tour buses on the road with the driver on the opposite side. a 98 year old neighbor was struck a couple years ago and i was all most mowed down by a narrating wrong side driver about 2 months ago so i know as we increase pedestrian safety this is a big issue for us and hope the tour bus driver by including taped spiels or let's up the job market and bring on another person, i hope they could provide a safer experience without hurting the baultm line too intensely. i would like to say troothe extebt this ordinance may have a impact on making district 3 saerf i support it >> supervisor bree >> i want to add a couple

comment. i appreciate this legislation because i think is needed. there are a lot of challenges in my district as well with tour buses. specifically when the tour buserize driving through nairblds they are loud. i know this legislation won't change that and we are looking into that because that is a issue as well, but this is definitely a step in the right direction and think it is important that when we are driving or when tour bus operateers are driving in the city that are operating the buses safely and there is someone senerately who is communicating and talking about what they are saying. when i visit other countries that is how it was done. there was a bus operator and a tour guide, so i think it is time we start moving in the right direction to make sure that we place whatever regulations we can because ultimately this is

address the safety of not only the residence but the visitors who use these options. [inaudible] requires all tour drivers to use hands free communication technology. we caution the board to make sure any regulatedtory approach developed will not have the unintented consequences of limitingtory options by making the [inaudible] small and less popular options cannot apply. we are aware the supervisor has engaged in discussion with thetory operator industry and encourage the city to be open to continue that dialogue as this meser moves forward and also as it is imlmented in order to insure and address any unintended consequences. thank you again for looking out for the safety of our visitors >> thank you >> good morning supervisors.

[inaudible] on behalf of [inaudible] we are here to fully support the proposed ordinance amending the transportation code to prevent tour bus drivers while narrating while driving. [inaudible] in response to the death of prusilla [inaudible] that morening just outside city hall in broad dilight following the law across a clearly marked cross walk pursy was not prevented from being struck and killed by a bus driver who didn't see her as he was

narrating. poses a risk for all users rsh but most of all those that walk and bike. while california law currently bans texting and hand held cell phone use, a recent study by the national safety counsel comparing 30 studies found when comparing dreeurfb performance between hand held and non hand held free phone there is no safety benefit for those using hands free. whether you think hand held or hand free phone, all drivers experience cognitive distraction during conversation. this leads to risk such as attention blindness where drivers fail to see 50 percent of that in their

window [inaudible] insureing tour bus drivers are focused on their vehicle is critical and due to the large size of the vehicles is key and will save lives >> thank you [inaudible] >> thank you for inviting me chairman yee and maybes of the committee. i teach the adult bike safety program for the city. i also teach [inaudible] operateers under the program safety and [inaudible] i produced 2 videos in san francisco on safety both dealt with distracted driving for bus drivers and also [inaudible] i just want to say-i myself have been nearly a victim on market street when a bus got 1 inch from my handle bars. [inaudible] he could see coming up to me and still all most

managed to hit me and that would have been a bad accident. distracted drivering is not the use of your hands or extrimties or talking, it is just distraction when your mind is taken away from driving. taking away from it in other ways isn't a remarkable benefit. unfortunately stats on distracted driving show low because you are not charged on a citation unless there is a witness who corroborates it and where it goes is unsafe speed so when you see the stats of unsafe speed i say a high proportion is due to distracted driving [inaudible] i urge you to go ahead with the legislation you are considering

safe, but also the tourest themselves. with that is there a motion? without objection this passes. thank you very much for coming. madam clerk, item number 3 >> hearing on the implementation of participatory budget projects [inaudible] requesting various departments to report. >> thank you. last year my office organized the first ever budget for district 7. the residence were involved in every step of the program. they submitted applications for fundsing, spoke with city staff to finalize their projects and voted to select the project that receive funding. district 7 has the highest number of votes, more than 1 thousand

people voted both on line and in person. 9 projects were funded under the pedestrian safety and a total of 160 thousand and 6 projects were funded in the general project category [inaudible] including funding for park improvement, interactive are dar, [inaudible] and scholarship for teens. i want to insure we keep our promise to the renz dns. we spent hours and hours preparing their projects, speaking to the neighbors and getting people to vote. 6 months after the vote only a handful of projects have been completed and i want to insure that we keep or commitment and deliver these projects as soon as possible. now we'll hear from a number of departments on the status of the project

awarded in 2014 and it is important to sigh this as a learning experience. it was the first time district 7, but district 3 had 2 years of this and district 10 i believe is going through the second year just like we are. one of the things that i want to insure is that we learn from this experience to make it even better in terms of the process and efficiency. i'll call the speakers and we'll come up from different departments. so, could i have from sfmta, miriam surel? >> good morning chairman uand

[inaudible] team of planners and engineers in the [inaudible] sfmta. ile rrb run through the 9 projects that were from this budget project and i'll go through them quickly and focus on some of the broader issues and ideas that we have for future rounds. we had 4 applications for speed raid arsigns and happy to report we have been going through a process that we started about a year ago to obtain 35 new raider signs and we are switching to solar powered sign and those should come in the next few weeks so once we get thos we can make the final design details and should be in by thends of july.
