9:00 pm
(calling names). >> good afternoon, commissioners commissioner president fong i'm guy carson a founder member of the california music association and former member of the swishing hall on market street speaking about the supervisor breed night life ordinance that offers protection for the venues currently threatened the fact is the venues are at a disadvantage that will disrupt or destroy their business they have no voice in the planning and no norwalk power any chips to play requires a level of sophistication that few small business owners possess and in this case, the cafe
9:01 pm
developers that moved in next door wanted to build 87 apartments were big players with big guns they were out of state and had no interest in the night time culture the 87 apartments to build next door that made my normal business impossible they were threatening and they were not making concessions and pass of egress it was one of the key factors i decided to sell my business senator edwards ordinance will put a few teeth in san francisco's sustainability ordinance passed in 1999 which says the policy of san francisco to promote and sustain music in san francisco give venues important tools to punish against developers that are
9:02 pm
encroaching on the business and in the ends preserves our culture that is under attack in vitally every neighborhood thank you for your time. >> thank you. >> hello and thank you for your time i'll the general manager of the independent i started at a extinct as a 22-year-old kid working security and now the general manager running the business for all the venues many similar stories coming up come out of that the rejection or next generation like outside lands and harley strictly were people that cut their teeth in the venues much like the gentleman said about the artist that are smaller that feed off the small venue and become a bigger thing that is creating a
9:03 pm
culture for people that put on amazing things for the city i think also, we have about 15 employees and almost all of them are artists, writers, musicians and people that are a apart of the culture resource it so important to the city of san francisco we big part of that and feel like a neighborhood institution i know all the places that are talking feel the is that you and are the same thing we're not just a neighbor but a good neighbor we think of ourselves as a community center as well as a music venue we've brought in a month ago a big fire on cal stare we opened our door to meet with the american red cross and other reservoirs we did countless things over the years we've really value this city and
9:04 pm
value was it represents and proud to be part of it that's why we support this legislation that is why we're trying to do the clerk. >> thank you. >> thank you. next speaker, please. >> hello. thank you for considering this i'm a musician i moved here in 4981 to be part of the art community and be a musician and artist i really support the legislation that is put fourth and thank you for considering it. >> thank you. >> thank you. next speaker, please. >> i want to make sure we hear everybody you, you guys want to organize auditors. >> i'm dennis i work others slims i know the impact that an
9:05 pm
uninformed k3407bd dweller has and staff there's is 50 staff members that lost 2 weeks' worth of pay i applaud senator edwards introduction thought that legislation i wish it would have happened 4 years ago out of out-of-townerers let's face it the condos that are in question san francisco native the bay area natives they're not living there it is out of out-of-towners it is like modern day carpet bagers coming in for 2 or 4 years moving on to another job not developing roots and having a stake in order to care about local band and venues you have to have a stake if you come in for 80 a year and do you believe your salary and move on
9:06 pm
it is unfortunate san francisco is changing in the last couple of years it's been known as a hot bed for techs and startups but san francisco is a hot bed of music and culture for one hundred and 50 years i don't know about you if i worked for the city i wouldn't want the world to know it changed on my watch that's all thank you (clapping.) >> hi, i'm allen scott i'm the managing owner the independent and run the concert and other places of entertainment as well as outlined lands and treasure island i want to applaud supervisor breed office for introducing this common sense legislation it is definitely much needs for the preservation of our venues i'd like to reinforce what
9:07 pm
supervisor breed office mentioned about the go economic impact of the night life in the city the independent or the venue on divisadero is dating back to the jazz club with miles davis where they planning code placed they did over 3 hundred concerts with private events and some charitable nights as was mentioned we had over one hundred and 25 dependent people in 11 years well over one million people come to the independent and neighborhoods it's been a catalyst for the businesses and big reason there's a development coming next door to the independent to build a retail and condos it is important i've been here for 20th century 20 years prior to
9:08 pm
the extinct i did shows for the elbow room and great american and bottom of the hill and you name it venues that are not here anymore as i've been here for 20 years many, many venues that have closed only a few that have opened in the time this is a place where land prices go up it is this is a land for condo if we lose those venues throughout the city nothing is going to come in to replace them like the harding theatre 40 years ago on market street this was torn down with a wrecking ball and now walgreens and we're scratching our heads trying to protect the
9:09 pm
harding theatres one of the late theatres in the city the same thing is going to happen with night life it is truly a common sense legislation and thank you for your time. >> excuse me. commissioners for those of you again in front of the did your for fire safety were going to have to find a seat or line up on the other side of the room no really you need to do that. >> (calling names.) >> go ahead. >> hi, i'm ramon downey i'm a talent buyer and one of the owners of the bottom hill night
9:10 pm
club we're on potrero we been fortunate the real estate across from us was rezoned light industrial and therefore not occupied at night and didn't interfere with the coming and going of our patrons now we're faced with a big development across the street in the 25 years we've been in business we've been respectful of our neighbors but we've been excuse me. i think there are customers coming and going not trevor with the people my partner and i are asking you to do more sound testing before pitting folks nearby the place of entertainment it is interesting we're here south by southwest in
9:11 pm
texas we're here to try to keep san francisco night life alive we'll ask in the legislation that we - you would ask that the tenants that move into those residents would be notified ahead of time there is a music venue in the area we respect that people are coming in and paying a lot of money for the units we want to be good neighborhoods we want them to honor we've been there for 25 years we've seen small band come in and get so famous now they're playing arenas all over the country thank you for your time please support supervisors legislation thank you. >> thank you. >> thank you. next speaker, please. >> good afternoon, commissioners i'm tom murphy the cho the
9:12 pm
advocate committee of the san francisco chapter of the recording academy i don't need to tell you the value of the music industry and the tricked to the local economic and job creation for our citizens it is well documented and many people are commented on that today i come here on behalf of the small business owners and artists who perform rehearse and record their music no just as i establish promissory notes programs to nourish people so should you do for our music and night life community professionals need a place to create and audience to experience their art just this year 11 talented artist were nominated to receive grammy with regard from rich and blues to
9:13 pm
classic to music theatre to technical chuchldz in the last 3 years our san francisco chapter has celebrated over 411 anonymous from local artists and 5 awarded the most prestige with regard the grammy just today san francisco ticketing and approach company released a list of top cities in the country collecting data if literally millions of event and tenants san francisco ranged second in the nation in overall ticket saddles and overall racked the second event going city in the u.s. the legislation we're discussing recognized the care and balance needed to provide not only housing but community gathering places for our growing population the clerk and i encourage you to
9:14 pm
support in legislation. >> great a stats thank you. >> hi, i'm amy bailey the general manager of the fulsome go operated by live nation i commend supervisor breed on the proposed amendment and the tragically it is an excellent idea i applaud the open communications early with developers they can live to foster harmony between the folks and neighbors it protects the citizens that live in mixed use neighborhoods i also don't think it's been mentioned that currently those neighbors have to call the police overtime they have a noise complaint that's a horrible use of our resources thank you very much. >> good afternoon glen is live
9:15 pm
nation representing the masonic auditorium on knob hill and i i support senator edwards legislation we understand more importantly the issues in the neighborhood and use the word harmony that's exactly it and this legislation will support about the existing surrounds and the neighborhoods at the same time thank you very much. >> thank you hello, i'm benny own 7 bars in san francisco in the tonic night life group as well as the founder and managing of the san francisco bar owner alliance 2 hundred and 7 members my business partner eye are the co-chairs of the culture association i'm responsible for the petition that we put out a week guarantee ago on thursday
9:16 pm
night by the next morning had a thousand signatures i was expecting 50 to one hundred we have one thousand plus and expect that to grow obviously we're california music and culture association san francisco bar owners alliance and our businesses are very much in support i want to say that dealing with neighbors is something we have to do daily across the groups we've found that 99 percent of the time the way to deal with the neighbors with an issue is communication i don't think that was brought you but recently by the fulsome but i don't think we can overstress how that is a network communication been the night life venues we'll solve for problems before they start i want to put that out there thank
9:17 pm
you. >> thank you. >> hello commissioners my name is tom i'm one of the owners of the venue room in the mission it is great to be here with so many people that own and operate venues our bars not two years ago i want to think someday we'll having get to the same place but frankly without the protections this senator edwards legislation would afford united states i don't think we'll get close as someone that owns a bar and came here over a decade ago due to the rich capital i hate to see the housing that erase the history that brought us here in the in the first time night life and neighbors are the same and this legislation will help us who own the bars and sclubz in the city
9:18 pm
to be better neighbors than we are i encourage you to support this legislation. >> good afternoon, commissioners my name is pulling wells i'm a producer of the willingly and willie show and formerly mayor of willie brown i've been on the radio for a number of years thirty year plus resident of potrero hill i see an opportunity as you as the planning commission to now create a plan that allows our remaining existing venues to still be a lifeblood of san francisco this is the heart of the city this is the heart of san francisco culture and the history of band coming her finding little venues
9:19 pm
and i haven't had up to larger one, if we don't protect this we'll not have this culture if you read an article a year ago about the crush that was happening to venues that is the first bright light and the first piece of the puzzle that helps to preserve and protects and move forward the culture of san francisco as a welcoming place a place for artists and musicians come to perform learn and make their marks i applaud supervisor breed for putting this up for your consideration and i hope you'll pass it and we'll move forward with it thank you very much. >> thank you. >> good afternoon, commissioners my name is stefan i sit in on almost every
9:20 pm
tragically meeting if i have a client or not this legislation is very much welcome unfortunately a lot of night club owners had to spend a lot of money with attorneys to defend their interests this is a transparent legislation and many developers knowing at the beginning what they're getting into maybe design some buildings with assigned proofing involved so the new tenants or resident can live together what i've noticed now is at the pace we're developing this is virtuosa concern right now so we're going to nip it in the bud as we go forward so i think this legislation is very much welcomed long overdue and we should support it and move forward together as a city.
9:21 pm
>> thank you. next speaker, please. >> i'm not sure - i'm clint i'm here on behalf of the north hill association tiled is the fact that a neighborhood association is showing up this is not only the independent they're a great neighbor so we a.d.manual support this measure i'll leave it with saying one of the most important things i mean, the businesses coming to you in general fulsome is the bigger this is something that will help to protect small business owners that adds the neighborhood community grandfathering place i have a letter to submit thank you. >> thank you. >> good afternoon commissioners i'm terrance allen i'm going to be brief 20 years ago i was
9:22 pm
trying to throw a new years eve party as an event to raise community for my deceased lover it was a gathering place for the community during the aids country we came together to raise money for each other that pirate was shut down because of a noise compliment several years later i was approached to help to form the san francisco night life association i'm proud to be the chair of 18 years i'm the founding president of the san francisco entertainment commission and one of the founding board members finds c mac throughout the history the number one issue is noise noise noise noise in the beginning 20 years ago when i started noise proofing was an in exact science of
9:23 pm
putting installation in the walls we've advanced no 20 years in developments that and i button noise producing businesses are designed with current products that isolate sound in place for the walls we'll not have noise complaint they won't exist the sound won't mroos pass through when i look at the complaints on lovinglyth second street street with the lufts they escaped title 24 and built buildings without sound proofing those were the building that were the problems they were parolee banishment i think we have an opportunity to bring all of this out into the future and put it on the at the other end of the table and discuss it and make sure we do it right from today going forward thank you
9:24 pm
for your support. >> good afternoon it's a pleasure to be here to address the commission i'm 3459 a member of the board of c mac a private attorney in the city for 20 years i'm a resident and homeowner and raised any two children in public schools and want them to have a city that has consulate and art and music and have cultural playgrounds for the great city to continue that way this legislation is great it's rational and reasonable and similar to the way we think about big buck stores we're caution and been in the past to bring development into the city that doesn't destroy our current small businesses as an attorney that's been on the front line as the noise
9:25 pm
noise noise problems and represented entertainment venues it's been a disaster for many of my clients when a noise complaint comes in they have to spend money it is horrible experience for them even the bottom of the hill my daughter has an all age venue place to go had to spend a lot of money that is tragedy we have great reasonable legislation i urge this commission to look at it carefully and talk to the community and bring in the stakeholders let's do this right and protect ourselves not just a single-minded city bmw technology and money and business we're way more than that thank you very much. >> any additional speakers i'm sorry i have a couple of names go ahead ma'am.
9:26 pm
>> hi good day i'm lee ann lewis i moved to san francisco 20 years 360 this is the best city in the country for rankle and role he was a touring manager for band since those venues have become a place for community i tenant baby showers and wedding and wakes and memorials there are a place for people to gather and share community and culture and the vibrancy of live music i appreciate you caring considering it is a great way to mitigate the important shin in the environment and long time residents and new residents of san francisco thank you. >> (calling names). >> maybe they've respond. >> amy.
9:27 pm
>> hello, again amy of the neighborhood for divisadero for the sustainable development and this falls into the extinguishing part and sustainable part we need venues in order to support our local artists and musicians and great to be joining in today with senator edwards legislation i want to remind everyone here that supervisor breed which she was campaigning to district 5 came to my event at the harding theatre she campaigned at my event so it's great to see she's supported night life it will directly benefit the haergd theatre project that will insure if there recent condos built there that the people that are moving in won't be able to complain about the hooergd as a venue when this stage is in full
9:28 pm
operation it will hopefully be sooner than later and on a personal level i he was the born in berkley but raised in santa fe my first show was at the super chunk and saw a small band when i was at uc santa clara and the independent as a designation one of the only designation points of divisadero and that's because of the redevelopment that occurred in the are western emission and eminent domain was there to destroy the culture and the african-american communities in 89 fulsome they've actually a great video you can watch if you go to the tv i went to the harlem of the west he takes me
9:29 pm
on a tour and points out the club and we get to the independent and the haergd theatre and he talks about the rich tradition i'm proud to be part of this community in supporting thank you. >> hi commissioners i'm andy blue i came to speak on another item i'm pleased to have the opportunity to stand and fight for this culture in the city and this is an incredibly sensible measure and joining the culture in san francisco and some of the things we're losing our venues space for live music we need this and we need affordable housing and i'm here to talk about that as well we need our live musk venues and culture and
9:30 pm
happy to support this measure thank you. >> any other public comment? >> thank you, commissioner i've lived in san francisco since 89 i kind of wish this proposal had been around with the i beam was around that's another story we agree that music is the one thing that holds us altogether anybody of any income they'll appreciate microscopic it brings people with high and low income this is one place that's equal and san francisco is having it's soul ripped but bit by bit i'm for housing and all those things but it is very tough i work for a place kindly the make out room if the myths when it was started it helped to bring a lot of businesses in the mission there was
