10:03 pm
income units being built if this continues the latino mission community will be million dollars from the past with a few latino routines i restaurants on 24th street who had the foresight to buy their places before the developers came here i've seen latinos workers and teachers leave san francisco because they can no longer afford the rent generations the latino families are also leaving i've seen that happy in the fillmore with the acknowledging community and eventually this would happen in chinatown as well san francisco could lose it's ethnic and cultural diverse and such a small city san francisco should have the planning department monitor the balance between new market rate housing and new affordable
10:04 pm
housing as well as low income and senior housing research should be done on the demographics of who is presently living ethnicity and low income seniors, etc. and research should reflect short-term rental or lee's or are vacate the commission should defines affordable housing i was at a meeting thousands of people were there and no one would afford affordable housing including teachers and other professionals that work for the city of san francisco future permits for what to build in the future should be based on the needs of the san francisco community not the needs of developers and real estate interests but more interested in
10:05 pm
profits than serving the culture of san francisco. >> >> thank you. next speaker, please. >> hello i'm the co-chair with the mission burr no chapter of ace a resident of admission lives there 19 years a resident of san francisco for 40 years almost i when i moved to the mission i found a home a home as an artist home as someone of color home
10:06 pm
for someone with a disability with the new development now i no longer am feeling home i'm feeling al donated by the new neighbors i've seen neighbors move out maybe i didn't their names but we greeted each other on a daily basis this is kind of community is leaving my neighborhood and it is effecting me at a personal level and it is effecting many others and you know i'm really glad for a bunch of things i wasn't hearing i think people are are speaking spanish again their realizing they're there and
10:07 pm
shouldn't be pushed out and what is the golden unfortunately, the tech community has no idea what san francisco is about they get on the busses they go down to the peninsula they come back and they don't even greet they don't even see the people who have lived in the neighborhood for generations so so proposition owners is only a minute way to begin i urge you to go further thank you. >> thank you. >> members of the commission
10:08 pm
commissioner president fong my name is christie i'm a member of ace working on for closer and other social justice concerns over the last year being it's in the mission we've seen an epidemic of evictions that has been extremely traumatic and louis many friends and kids that have to move out of the industry and people on the street it impacts other neighborhoods mission being ground zero and pushing people into the xhoir and visitacion valley and he excelsior i've been trying to
10:09 pm
help a family that has been homeless and the daughter is having to separate from the mother they're going from couch to couch i'm not sure they're on the homeless statistics they're not officially in a homeless shelter i'd like to remind you there's been a tremendous burden on the city tremendous homelessness in the city i read some time sometime back $3,000 students in the san francisco school district are from homeless families so the concern the situation is acute really beyond - it is catastrophic by some you know in some eyes and that really in my own as well i really not only urge you
10:10 pm
to support this measure but to go beyond it i think it is up to the planning commission all commissions in the city have to take it initiative and counter you know the luxury movement into the city it is deprejudice or bias and for these e pills no place for people to move once their homeless or about to be homeless it is difficult to make decisions to go out of the city i encourage i to go beyond this measure it is beyond priorities sfoondz. >> thank you. next speaker, please i'll call a few more names
10:11 pm
(calling names). >> my name is julian an organizer with the community group as the we're a group of low and moderate income residents from all over san francisco and i'm also a burn he will heights it was voted the hottest in 9 country by the reilly's blog so what does that mean to be the how did it neighborhood in the blog it means a resident recently was in the papers because we're rent what raised from 2 thousands a $8,000 a month that he took out the in law unit downstairs how does that connect we're talking about where affordable production affordable housing is being built to offset you know what is
10:12 pm
really an outrage of abuse of the affordable housing is it correct we have that includes blow housing and rent control housing we have a member that couldn't be here today he was in the midst he served in afghanistan and came here a couple years ago and has been living in sro since then suffering from post traumatic stress disorders his living conditions his living conditions march his post traumatic stress worries he came to the mission it is the only neighborhood he feels comfortable so we need to know those numbers we need to know the city to be accountable and report back on what their going to do this is
10:13 pm
what it does pubically may i lie auto plan we need more stronger action that reigns if the developers that says if housing being built it is their projects being built we want we should have the tools to fast tracking if projects that are unaffordable being built we need did tools to restrict them we need to pass this today and have more restrictive legislation as well. >> good afternoon commissioners i'm allen low i'm a community member with the south of market tmc residents association i'm here to speak in favor of the housing balance and affordabilityness i want to recognize the tops of living in the south of market area i get
10:14 pm
to watch the renovations and construction and while watching all of it will i'm ref 90s notices from the developers with all the construction i wonder about the affordability of homes and i recall my experience finding a situation in housing i started to look at the housing citywide by supervisorial district and neighborhood along with the balance of affordability with the new examinations and the housing and prop k goals were passed last november as i stated housing is a number one concern of san franciscans i started researching the status of housing gathering information was very involved it was worthy working for if there is a limit of necessary staff
10:15 pm
actually, i support this ordinance with will greatly benefit. >> he general public and might have as we try to stay on track with the housing policies i can't adequately express the buying reports of necessity of moving forward. >> thank you. >> good afternoon commissioners i work with the organizing department of tmc i'm here in solidarity with the organizers to ask the planning commission to support the housing balance and to reporting owners it is vital that the organization of the current housing trend should be disclosed to the general public comment not being in the

10:17 pm
housing you e youth have to fill out the forms because english is not they're first language rent control housing represents the largest 40ur9 even though those units are not affordable and vulnerable to no fault evictions they provide stability to the resident that live in there this monitoring and reporting includes the information what you think from the neighborhood so we understand whether new affordable housing prediction is keeping with the loss that's why i'm here to support supervisor kim's legislation i hope you do, too thank you. >> good afternoon, commissioners i'm john the taco group i'm here to support supervisor kim's as modified and described and the option described by the
10:18 pm
director the director insures me i believe him completely the recommendation from last friday that $0.33 he's committed to the prop k but the recommendation last friday if you read it unfortunately would have been putting a poison pill into the ordinance with a indefinite postponement it is important we understand i understand the did the of the bureaucracy and budgeting and filling staff positions and allocating staff it is unfortunate the department didn't put prop k into its budget you sent out last month it can be put back in it is terrible long it takes to put in people the public wants to see action they voted 40 for prop k
10:19 pm
by 66 percent and now supported by 71 percent of last month they want action not bureaucratic excuses so it is time to go do it please when the hearing comes up measure your resources and plan wisely and put back in the budget we were not asked but will and thank you. >> good afternoon, commissioners my name is a affordable unit gel south of market county action network here to urge you to support supervisor kim's balancing owners and implement the ordinance now last november the san francisco voters passed prop k that was support by the mayor and full board of supervisors because the city we just don't know about the housing crisis
10:20 pm
but are experiencing it if teachers to worker to youth so the tenant convention in silicon valley the need for data that gives an accurate picture of what kind of buildings is that respect it is important to have a clear picture of how much housing has different affordability level has been produced it is already been produced and is in the pipeline as well as rent controls housing we've lose to ellis act and landlord are harassment and buy outs we'll have more data in the neighborhood as well as all the lost united in our prospective this ordinance has been overdue this should/have been done long ago in the south of market alone we saw thousands of condo built
10:21 pm
in the neighborhood but built to this day and none of the housing has been housed any of our families our teachers or workers instead we saw they're being forced out of their neighborhood being pushed out of the community that they love and has grown in we need to make sure this is properly implemented in a timely manner because we need this important information to have good conversation not only with the u.s. planning commissioner but also your supervisors thank you. >> good afternoon with the south of market action network and as you've heard already people are being displaced from our city at an alarming rate we
10:22 pm
have a housing country the struggle to live and sty in 9 city we're seeing in every neighborhood right now needs to be measured we need to create the policy around the measurement so as ann guerilla said address raymond we support supervisor kim's will legislative as amended by the supervisor and presented by april earlier and we appreciate the statement from director ram to prioritize getting the report out and as john elderly said before us we support of the budget automation to make sure it provides all the data so the housing dashboard the housing element and all our progress towards the housing the affordable housing rental heirs and new affordable housing as we
10:23 pm
can produce thank you. >> let me call a few more names (calling names). >> good afternoon, commissioners thank you very much for your time i'm alexandra goldman with the tenderloin corporation we're an organization committed to make sure that san francisco is a safe and welcoming place for low income and moderate income residents we do a lot of that business in the intend to we're here to encourage you to support the housing balance monitoring and reporting ordinance so we can better track the changes to fulfill our mission at the tenderloin right now s it is
10:24 pm
threatened in the tenderloin a lot of 345ir9 housing at rates we've not seen in the tenderloin we need the data i think all of you and i agree that planning is really existed and fun and very important but a lot of people feel it is hidden under the vail of bureaucracy to get to the things that are relevant and crucial so this ordinance enables a broader population of san francisco to grab into what was happening in the neighborhood so they can advocate for san francisco they want to see to be engaged in planning this is an exciting opportunity i hope you all agree and hope that when the times comes you'll support of the monitoring balance owners
10:25 pm
you very much. >> thank you. >> thank you. next speaker, please. >> >> good afternoon commissioners i'm chris i'm - i work at the veterans equality center our organization is one of the four i believe funded agency within the housing to provide application assistance for a people looking for below market rate housing in san francisco i'm here to ask you to support this initiative or this supervisor kim's legislation and in particular because i think we need more information not only our organization but the city needs more information how to look at the complex issues find affordable housing it is difficult to talk to the clients everyday we get announcements maybe ones every 3 months
10:26 pm
there's a 2 week process for people to turn in applications if so a very difficult time in san francisco i think that sometimes when i face something difficult i have to you know take my time to step back and unfold and look at it more information and get a bigger view sometimes looking back helps to see what's been going on yes, ma'am opposing over the last 6 months things are changing and it is important for my organization to reflect an major losses of housing abused we need to get ramped up for that potential group of people looking for resources in the future this is something that helps us plan i want to point out this is useful for the city administrators as well as policymakers but useful for
10:27 pm

10:28 pm
