58 percent plus we're collecting no more than budgeted the second page it budget to budget on page 2 look at revenues we've compared to where we were last year at this time so there's a difference and it is consistent over the past few months we've been doing well as it related to our budget but compared to last year we're a lot lower so february 2014 we collected $52 million now $44 million that's a drop from last year and once again the primary reason if you look at the next chart the evaluation as you can see the permit activity is bust it is issued for permits this year than last year, however the valuation is going down in a reduction of revenue every month i say the same thing.

construction emissions legislation this ordinance requires public projects to actually submit an emissions plan for the kinds of equipment being used at the job site some of the projects come to us for permits there are a possibility there can be details in the issuance of the if the emissions have not been signed off by the dbi another physicists legislation is supervisor wiener's additional unit legislation so that anytime anyone is doing either a volunteer or may or may not seismic retrofit they're eligible to add a unit or more than one unit in the building envelope permits the emission and meets other code requirements we have been meeting internally

with code enforcement for thirty for the housing inspection services performed 9 hundred and 33 complaints received were 3 hundred 89, complaint response fine 49 square miles to r78z and abated complamdz with notice of violations were 3 hundred and 16 the number of cases sent to directors were 39 and routine inspections were one hundred and 10 as far as the routine inspections the chief inspector we'll report to you on the 13 inspects that are what they're currently doing and it's an agenda item she'll address as far as code enforcement the number of cases 33 and number of abatements 26 and number of cases 6

last few weeks interviewed for new housing inspectors i believe there will be some positions filled with respect to that effort i do want to thank deputy directors teresa teresa madison and others for assisting on the panel to get the positions filled awhile that's happening we continue to be required to respond to all complaints that come in within 1 to 3 business days for the task force and the field inspects, etc. that's not enough we recognize that things happening in various part of the city and the ongoing inspections citywide that the things need to be done we've got a concentrated safety concerns that periodically cluster community and building types and yes, i'm

talking about the fires in the mission district we've done we've identified one hundred and 28 building longer than third street to amazon and have notified the property owners coming in into a routine inspection ear concerned with the loss of life and serious bold injuries and also looking for reoccurring problems with life hazards related to egress and other fire issues of the one hundred and 28 all of 6 had their nos sent out this is hollow happened with within the last three weeks and 35 of the inspections have occurred and we're moving so fast two cases as a result of this effort went to the litigation committee yesterday two property there

were 3 but 2 as a result one property owner the history with the building this is the second and third time we've been out through we're seeing add locks and chains on egress let me show you a picture a picture of a cadillac that looets leads to a roof door this is important there's a fire escape that is a building along the moikts corridor we've cited this before i pook took one look at this it is not even through to the directors hearing it didn't have to be we'll go through this pro is it is referred to the city attorney the message we want to send if you're doing something like that you need to stop we understand there are a phenomena going on along the mission

corridor with unauthorized entry people using fire escapes to going get into the building we can't have that we can't have the central alarm system out of use there's no skews the fire department tagged it we need to get that into the housing code to have broader coverage we're working with the code enforcement outreach program with the mission sro collaborative and housing rights committee and working with them they give out and they get into buildings fire working groups we're continuing to help them our district inspectors is to assist them to grow this not only in the sro's but the apartment buildings and the buildings that have a

combination of other building we realize we've got limited resources we want to focus them on what we call the code enforcement focused areas we'll actuates them we hope that the needs arises in other parts of city we'll shift gears and focus somewhere else we know with respect to they're being a lack of housing especially with the tree fire and the devastation we are being pro-active with replaced we'll continue and i want to congratulate our new housing inspector under lopez that helped with this without his experience because this

happened as a housing inspector for many years we couldn't have done it without you so the staff held and i had four district inspectors we got everybody together to the clerical staff brought their database together and awhile everything else is happening with additional resources we'll do more commissioner walker then commissioner mar. >> i want to congratulate i and thank you both and the director for supporting this again, i think that our - my personal request is that we actually increase the assets that you need the personnel you need and focus on that over the next year to continue this and make that part of our regular response to making sure that the buildings are safe we have tens of thousands if not hundreds of

thousands of these kinds of building are old don't have the engineering and this safety requirement that the newer buildings have i think this is a really good response and i encourage you and the director to count on the commission to support this effort ongoingly thank you, commissioner. >>the other thing we're trying to do this in a sensitive way the last thing to displace them but not put in in jeopardy a lot of the inspectors are former individual that worked in outreach they have a sensitivity they have that people skills to be able to deal with that and work in collaboration because we understand the 0 moment we leave that this as american people inspector things can change padlocks can go anticipating on

and things with respect to fire safety this is a calming of the individuals that occupies the building we're collaborated with our outreach partners too >> as a followup is maybe it's time to look at our outreach program to see if we need to increase that effort i think we've talked about that in terms of the seismic program as well as this secondary unit i mean there are issues very sensitive issues around folks in currently illegal secondary units that our priority is to legalize them we've had that issue it has come up even more in those times so if there recent a need for expanding coverage or shifting things around the commission will be willing to listen to that as well and support it. >> we actually commissioner are

having that dialog we can get an unanimous complaint an illegal unit we may not have the history with the property owner or the building to see there's an issue one the things we intact administration person will ask a series of questions to get nor information so just not to say there's an illegal part of some type of building if we don't have the information there isn't proximate cause to proceed this is i've been looking at the language to see or is to the property owner if you don't let us in there are hazards you need to address them we want to do this in a sensitive way we've reached to our contractors to get feedback before we do that.

i want to go back to the way we used to actually district inspectors all doing routine because the district inspectors know best and know to go back to doing the routine inspects and i'm glad for some of the changes that recently happened but hopefully, we'll go back to that and you know that's you know that's all i have to say oh, one other things i appreciate the report but i was wondering if just like the nov report if we could get routine reports so i know that i support your tell us on the mission right now but this itself squeaky wheel i imagine the tenderloin is a

detailed package that you know includes the you know 36 items their supposed to look at it before the inspection occurs the affidavit with reporter to smoke detectors and smoke alarms that's in the package and the other thing if we write a notice of violation and do a inspection they're not charged that's part of their annual fee after that point if we have to do it, it's different than a complaint we'll continue to do those and the new inspectors that'll that's one thing to make sure based on a detailed procedural manual all of the materials it is detailed what the property owners get it let's us know they're ready to go that's part of the process when we
