>> good morning supervisor [inaudible] san francisco travel association. as you know in 2013, 16.9 million visitors came to san francisco and contributed 9.4 billion to the economy and many enjoy using moter vehicle tours. it provides with a number of option tooz learn about the city. this includes lanchlg and small operators [inaudible] we are appreciative and encouraged by your efforts to address the safety of not only the residence but the visitors who use these options. [inaudible] requires all tour drivers to use hands free communication technology. we caution the board to make sure any regulatedtory approach

[inaudible] on behalf of [inaudible] we are here to fully support the proposed ordinance amending the

transportation code to prevent tour bus drivers while narrating while driving. [inaudible] in response to the death of prusilla [inaudible] that morening just outside city hall in broad dilight following the law across a clearly marked cross walk pursy was not prevented from being struck and killed by a bus driver who didn't see her as he was narrating. poses a risk for all users rsh but most of all those that walk and bike. while california law currently bans texting and hand held cell phone use, a recent study by

the national safety counsel comparing 30 studies found when comparing dreeurfb performance between hand held and non hand held free phone there is no safety benefit for those using hands free. whether you think hand held or hand free phone, all drivers experience cognitive distraction during conversation. this leads to risk such as attention blindness where drivers fail to see 50 percent of that in their window [inaudible] insureing tour bus drivers are focused on their vehicle is critical and due to the large size of the vehicles is key and will save lives >> thank you [inaudible] >> thank you for inviting me chairman yee and maybes of the

committee. i teach the adult bike safety program for the city. i also teach [inaudible] operateers under the program safety and [inaudible] i produced 2 videos in san francisco on safety both dealt with distracted driving for bus drivers and also [inaudible] i just want to say-i myself have been nearly a victim on market street when a bus got 1 inch from my handle bars. [inaudible] he could see coming up to me and still all most managed to hit me and that would have been a bad accident. distracted drivering is not the use of your hands or extrimties or talking, it is just distraction when your mind is taken away from driving.

taking away from it in other ways isn't a remarkable benefit. unfortunately stats on distracted driving show low because you are not charged on a citation unless there is a witness who corroborates it and where it goes is unsafe speed so when you see the stats of unsafe speed i say a high proportion is due to distracted driving [inaudible] i urge you to go ahead with the legislation you are considering >> any other public comments on this item? seeing none, no closed. colleagues any comment? seeing none. i don't think. my closing comment on this is that i grew up-i'm a

native san franciscan so i understand tourism is very important in the city. i don't necessarily go on a lot of tour buses when i travel on vaiication, but once in a while i do and all most everywhere i have gone there is a driver and narrator separate. i don't believe this will hurt tourism business here. i want to make sure that not only are the residence in san francisco are safe, but also the tourest themselves. with that is there a motion? without objection this passes. thank you very much for coming. madam clerk, item number 3 >> hearing on the implementation of participatory

budget projects [inaudible] requesting various departments to report. >> thank you. last year my office organized the first ever budget for district 7. the residence were involved in every step of the program. they submitted applications for fundsing, spoke with city staff to finalize their projects and voted to select the project that receive funding. district 7 has the highest number of votes, more than 1 thousand people voted both on line and in person. 9 projects were funded under the pedestrian safety and a total of 160 thousand and 6 projects were funded in the general project

category [inaudible] including funding for park improvement, interactive are dar, [inaudible] and scholarship for teens. i want to insure we keep our promise to the renz dns. we spent hours and hours preparing their projects, speaking to the neighbors and getting people to vote. 6 months after the vote only a handful of projects have been completed and i want to insure that we keep or commitment and deliver these projects as soon as possible. now we'll hear from a number of departments on the status of the project awarded in 2014 and it is important to sigh this as a learning experience. it was the first time district 7, but district 3 had 2 years of this and district 10 i believe is going through the second year just like we are. one of the

things that i want to insure is that we learn from this experience to make it even better in terms of the process and efficiency. i'll call the speakers and we'll come up from different departments. so, could i have from sfmta, miriam surel? >> good morning chairman uand member thofz committee. thank you for having me today. [inaudible] team of planners and engineers in the [inaudible] sfmta. ile rrb run through the 9 projects that were from this budget project

and i'll go through them quickly and focus on some of the broader issues and ideas that we have for future rounds. we had 4 applications for speed raid arsigns and happy to report we have been going through a process that we started about a year ago to obtain 35 new raider signs and we are switching to solar powered sign and those should come in the next few weeks so once we get thos we can make the final design details and should be in by thends of july. we had 2 applications for-4 different locations for [inaudible] such as speed humps and just got the speed survey results back and found 2 location qualify. the next step for those is send ballots to residence of the streets to insure there is support for those measures and if they are

approved we'll add them to our queue for public work to implement the speed bumps that should happen later the summer. there are 2 locations where there is stop [inaudible] one is at [inaudible] as you can see on the pickler on the left we installed [inaudible] on tuesday we are excited to be implementing our flashing beacon parole. at [inaudible] we have the elements in the work. we'll add continental markings. you can see the cross walk is fade squd we'll exthend signal timing. we had 2 locations where there is more study required. one is also at [inaudible] where we we'll look into what it will cost to open a cross walk there and improve

access ablt. we had a study on melrose avenue leading to sunny side park where we are wrapping up the memo that we will share in the next couple weeks for what we can do in the location. there is a lot of the information we need today move forward so the muneication we am with residence is more like a e-mail or phone call to let them know we are looking at those locations and some general information about the process or time line for some of those. now i want to switch and talk about the broader issues. i want to start by saying we recognize that there is a opportunity for us in the future to be clearer about what time lines are for these things. i won't go throw every step, but generally speaking we do need oo go through each step to implement the basic measures like stop signs or speed humps

and each can take 1-3 months so it adds up. there is something of a back log of work we are trying to get to. when we receive funding it can take 8 months to [inaudible] we are work ing on hiring. [inaudible] insert into other processes and get to them earlier. i also want to highlight there are options we can do much faster than others. particularly things that don't require brand new engineering designs. epigrading marked cross walks, refreshing street markings rkts adding green paint to bike lanes, those are great projects to implement quickly. i also want to talk about some of the existing processes we have. one thing we found is a lot of the applications receiveder said we do have processes where people

can apply at any time through submitting a application for speed humps or island or get a new cross walk or stop sign. people can apply for those at any time and on the last slide we have nrfckz about how to apply for that stuff. we need it make sure residence know thereat is available year rounds [inaudible] i want to wrap up by describing something we saw. some of the best applications described the issues rather than the solution that gives the engineers to [inaudible] having a face approach for the projects where we have funding in one year to do a kudy and recommend a few different alternatives and then cost. this is what we did with sunnyside safe access memo and it can work out well. it is

traffic coming and pedestrian safety engineering measures and sometimes they get accepted or may not get accepted and sometimes it takes a long time to get to those projects. in the case of the participatory budgeting, for us in our district this is the priority and it goes to the top of the list, primarily if it is a doobl project and makes sense, the funding is there so i just want to make sure that with distinguish the 2 ways for residence to get things done in the districts or in san francisco >> so, for projects that have standard solutions like a stop sign or speed hump we have criteria we apply. there have been a couple locations where maybe we couldn't implement

what the applicant suggested and that is something where we can come back and direct the funding somewhere else or come with a different recommendation >> my point really is that we only have a limited number of projects for the general traffic budget and not everyones request will get funded so it will take a lot more time when you apply randomly >> for the most part if there is something where there is clear speeding on a speed for each year based on the average number oaf applications we can [inaudible] then it is the edge line cases so it something is on sth boarder of whether we can fund it in the year that could make a difference. absolutely >> thank you. next presenter. would be jessica

look. hi. from the planning department >> good afternoon supervisors my name is jessica look and urban designer and planner. [inaudible] the program is [inaudible] i'm joined by robin [inaudible] department program [inaudible] and finance director. i want to thank you for the opportunity regarding the status of the park projecktd which is sponsored by green house cafee and this is in the west portal commercial district. i'm the assignment project manager and here to explain the history of the project and answer questions you may have. green house cafy and the owner [inaudible]

[inaudible] accepted within the program in the summer. the proposed parklet will be the firpsh in the west portal community and has strong community support. since the acceptance in into the program the designs were reviewed by the team consisted of [inaudible] and we delivered the comment in the fall of 2014. the revised drawings were not submitted back to the department because the designer that was working on the parklet project was unable to see it through. due to this the department granted her an additional 6 month extingz. in twaent 14 [inaudible] applied for the budget funding and approved 15 thousand dollar grant. the city dispersed the funds to planning and they will

[inaudible] park alliance who partners with the parklet sponsor on implementation. the parklet also provides resource tooz the sponsor such as implementation and funding strategies so this is a great opportunity for the project sponsor. due thaadditional funding and of the request from the project sponsor the department gave another extension to april 11, 2015. there are 2 delays for 2 reason squz the first is the inability to secure a architect who has time and ability to work on the brauject. we are in a construction boom so finding a designer to work for free is difcult. the overall budget for green house cafe. now there is a budget of 30 thousand and she privately

raised 700 and she also have 15 thousand from the grants. she is trying to use the bulk of the funding she does have the construction cost and she informed me when she does obtain the permits she wants to implement a kick starting campaign. she up dated me that she secured a new designer whose is a neighbor in the west portal community and so we are hopeful the project can be completed on time. so the current deadline is april 11, but the park team supports this project and want to leverage thefunding you have given her so we are giving an additional 6 months and this is for the design, review and permitting of the project. overall through the process we met one on one and given support and goal setting, but up front with

the parklet projects we let project sponsors know that they are responsible fl the design funding and construction of the parklet. this is stated up front in all the materials and open houses that we have so they are very well aware of the expectations. lastly through our experience the parklets do take 12-16 months from destwrine permitting so while this seems like a long time line it is typical with this program. lastly, we are work with the public works because they are going to be doing repaving on west portal so we want to insure when we does get permits she doesn't tear the parklet down so we are timing that for her as well. if you have any questions i'm here to answer them >> no questions. thank you very much. next up with the

50 thousand dollars and [inaudible] back in may of 2014. then the grant was work ordered to our office and after conversations with our financial team and the city attorneys office we were advises we have to [inaudible] because through the budgetary process the project was [inaudible] but not the [inaudible] so then we rsp pd the project and [inaudible] was the only applicant for that particular project so we awarded a total of 20 thousand dollars, 15 from your office and the other 5 from the naird neighborhoods. we thought this would be a better match. on october 22, 2014 [inaudible] awarded [inaudible] and that would pay for basically the 6

deliverables to hire a consultant and put it on a website and inform the public [inaudible] and also develop a data base so all those ininvolved are [inaudible] draft a plan and [inaudible] report which is under review and has been submitted to our office and a data base which basically out lines how much the property [inaudible] which has been re-created. we are working towards the final draft of the engineer report. lastly some of the funds will go towards petition support so after we review the final plan and the engineers report they will move towards the petition phase which we would have to have results from the [inaudible] committee by may 4. just very quickly the next 3

slides are a update on what is froposed. boundsry services and budgementment currently the broundries are 3 linear blocks. it includes [inaudible] it also includes public library and transfer station and parks on both sides of [inaudible] clarmont boulevard. sorry for the quality of the map. there are 2 major budget of services arounds maintenance [inaudible] development activities. and this is the proposed budget, so it is about 227 thousand dollars for expendstures and expect to generate 220 thousand in revenues. and i think that
