3:00 am
at night and buena vista park it is critical i have this thing most of faster i have 5 supervisors that work with me i have commissioner eric mar that has part of golden gate park and i like to look at it he has just where the one is and supervisor norman yee has west of twin peaks and he has most of the different residential district up there by community sutro traffic supervisor mark farrell has a small portion by visiting the two main supervisors i work with and thank you london breed for
3:01 am
being here i was up late with supervisor wiener and he's been very busy but supportive and supervisor scott wiener district 8 and london breed district 5 we worked on a regular basis and we communicate open a regular basis and meet in a lot of different community meetings on a regular basis two of the main example district 8 we worked on castro and down outreach at the triangle i've been to many of the vigils at the triangle and we've done two at the medical center and been super supportive in fact, last night we were in district 5 district 5 i can't count how many times supervisor
3:02 am
london breed i like her action and we've worked on eight street and worked with the bulb outs and mta and worked with a lot of the events that are not only co-sponsored but advancing fast and on a daily basis supervisor breed we pretty much keep in contact district as you can see is right in the center of the city and i'm speaking the heart of the city if i look at it the 3.2 skrielz reconciles is the most progressive it is probably had the biggest impact on culture and music's like people want to come to san francisco not only do we get a flock of tourist but in fact, if you look at history
3:03 am
there's a lot of good stuff that's come out of the park district and i really do look at that and it is really important to me 28 schools in the park district i have 5 and one recreational center and one hundred plus thousand people from stein to part of golden gate park and geary and the golden gate park side is the fun part of the park (laughter). >> it goes to the richmond we also have part of upper market and we would not be park station without the parked so we have 19 parks in our district and all different size we have
3:04 am
boss and alamo squares and twin peaks i don't know what park would be called if we didn't have those parks the only thing to come up with inspector monroe what about a groovy station that would be neat i have a foot beat that's cross-trained to work in the parks they're on bisexuals i have a homelessness outreach 40 officers dedicated to that and albert lake they coffee the panhandle and allotments they know what's going on around the beat and it is a traditional foot beat they go out to each individual merchant and that's something we're working on i work closely with phil ginsburg and chief the honda team and puc
3:05 am
of the 7th corridor. >> we do have major events hate street fair 420 not an event (laughter). >> i'm trying to convince captain cherniss to help me out the hates street merchants fair and the festival and the national night out and the fair and the aids walk alice and tee escapes and come by that is where last year, we have 6 thousand people that is a really big turnout it's usually smaller and hayes valley fairs we cover a portion so the crowd
3:06 am
management thank you to my friend that helps me with the crowd management we're managing over a quarter of a million people it's a lot of work and rely on the community for community groups i do offer them some point of input and incorporate that into the event. >> the coming of the breakers we've been in engaged with that with smooth sally promise so the chart is actually very borrowing it is basically like any other station i'll sort go quickly the problem solving at the sergeant level all my lieutenant i incur them and tell them the problem and give them ideas what we 0 might want to do
3:07 am
and that's pretty much it i'll check in with them thirty days or so the regular staff meetings i want to walk around and talk with people that's how a lot of my staff meetings are to give you an example of teamwork we have a series of robs occurring in the panhandle the lieutenant and the plain clothing lieutenant work together they do and the officers got on park a few blocks away and detained a few people that's how the plain clothing a relationship with our scathes or station we make sure there's open communication before the agencies within paperwork station if you looked at the captain staff one thing i've changed if
3:08 am
i think the unit is the everything unit and gary works on my staff it is like community managers they keep long term communication with some of the residents on some of the complex problems and their cross-trained in bike and plain clothing so they have like a they'll go to dubose triangle and the panhandle wherever i need them and they arrest people and educate people they're really good community officers and that wasn't my idea i got this from the q and a two captains so there's no reason for - we have at diversity 10 percent of african-american and
3:09 am
16 percent asian and 55 caucasian and 5 hispanic and 4 percent asian pacific islander the language we have american sign language one cantonese 3 and mandarin 1 and germany one now the hindi i speak that it should be two but i make one because my wife said my california oracle sent didn't count so i took myself off she's like i know that that is hindi i don't know what it is (laughter) >> one jaipdz one russian and one other a lot of the crimes in the park are down they're down from 3 hundred 42 to 3 hundred plus i'll talk about that a lot of
3:10 am
the misconduct is the communication and patrol working together if people have going around doing robbers we got on top of it and the crime task force now the crime unit vethsdz got involved and we've got them in custody and the robberies dropped on golden state a guy was walked down the street and got into a alteration with a imply in a car and got shot the sergeant investigated it we have a description of the guy and at car he kept working on it and working on it months later i was able to just out of going through the streets got a beat
3:11 am
that led that not only to a graufrgs on road wage i remain but turned into a atm case so the case is absolutely a good way if you keep at it it results in - it has a good resultant eight-year-old was brought into the hospital and the officers got a lady modestly made an arrest the eight-year-old had never ever been on a cable car so the officer did a cable car ride that was really awesome some of the town hall meetings
3:12 am
actually, two of the vista did care corridor we have good feedback from how everything is going our property crime is slightly up it is up from 41 up and the auto thefts are primary property crime up i reach out through newsletters and every single newsletter has a crime prevention tip the last one on cell phones how to track them and watch we work closely that the city attorney's office we have a couple of really good cases that we are working only together that actually we've done several cases twoebl two or three in the past year that really have in fact not only through the city
3:13 am
attorney's but the da's. >> so if you look at the offer you'll park one it is a report that is what the whole departments report federally we're up by 24 percent but we have had a decrease in robberies and aggregated assaulted and arson down pursue your firearm arrests are up we've recovered 29 firearms this year and agreed 16 and the atm cases is still pending and that is will be on next year's. >> if you look at the calls for service we went under 20 thousand to 29 thousand but you look at our calls which are the urgent calls remain the same a slight uptick on the i
3:14 am
guess the let's urgent call and sea fair is a call for service an officer needs to respond to so overall what we do when we prioritize calls the proprietor 8 calls go to anybody and the b's to anyone and c is the sprapt one i tell the staerth is if they see it is pending too long they need to go out and make sure the officers are diluted well, we do is a a really good job of response time traffic is probably one of the primary e-mails i get we're committed to public safety we're up 44 percent i personally saw
3:15 am
it going up i make sure the officers know how important it is to make sure people feel safe and the pedestrians and bicyclists and drivers out there they're having a safe environment getting to and from i've done a lot of operations i get positive feedback open twittering about the officers but the part we don't see we go out and work closely with the bicycle coalition i'll send eric angle e-mail and say can you get this out to your e-mails about we start taking enforcement action and make sure that the officers i have a lot of officers now getting trained so they can check out this
3:16 am
procedure policing in the park one really important aspect of policing is we did do a crisis intervention several officers trained and three or four that is in the pipeline actually more than that. >> the foot bike thieves e their cross-trained in not only crisis intervention but they deal what homeless outreach they're basically 6 actually 8 people that deal with that on a daily basis and work closely with sf todd and in fact todd went out to our homelessness outreach and got 1 people out of the park and into a facility i wanted to introduce you to not
3:17 am
only the artists but someplace that works on hate street i'll introduce you to officer the officer is not just any officer she has a bachelor's degree in princeton in erect metrological and master's degree in fine art from the sf art constitute and she's a instructor she's very passionate i want you to kind of experience she's going to quickly talk and give her prospective on what drives those things and talk about the ken wing did a piece on her at the end of last year and followed hearing her on a beat a really positive story.
3:18 am
>> hello, i'm officer and i'm one of the officers out of the station primarily my assignment is the hate street foot patrol my partner and i were both crisis intestinal team members within the department and part of that we apply a lot of the tucks we learn over the course to improve our engagement as was mentioned when the captain first asked me to introduce myself
3:19 am
3:20 am
san francisco and he was just here for a couple of weeks he was walking up the street one night not that late and he was a victim 6 a robber that occurred in front of of my apartment building even though 33 he gave his wallet to the folks they still decided to shoot him point blank and murder him in cold blood to day i still think about how that must have been for his family and for people to live without him i didn't witness the the event or know the victim, however, i felt that you know it really was made clear to me at that time, how we're all in this crazy life together we don't have that much
3:21 am
control over things but at the same time you know in the blink of an ice a sense act of violence devastates lives you know move through community and change them forever so it was extremely powerful and profound to me on outsider not an officer but the police department were able to follow up on who the actual suspect was that killed him and they were able to make an arrest this leads to a conviction so for me at this junkur this was a catalyst for me because a i obviously san francisco police department was not able to bring
3:22 am
the victim bargaining back to life but it was incredibly value to restore the acceptance of justice from the incident and help to create a safety net in the neighborhood that is so important to montana in this room we all haven't to feel safe in our community while the victim i speak was only representative of thousands of people that experienced this have been victims of crime for me it was a personal turning point where i decided to become a police officer at that point i think in some ways i also kind of changed my opinions about what police officers do it's made up of 0r7d men and women
3:23 am
who are gou going out every single day with one goal to intervention in problematic situation and maybe the situation to make it better so i feel that the spirit of the police the essence to move the side to problem solving i have a great amount of respect for crisis intervention and a lot of people ask me what's so special and important before the training in some ways the crisis intervention is what police officers do on 0 daily basis they go out every single day and egging mergeism to make situations better and sometimes i think the chief goal is working in this unionism to go out and help people i was lucky
3:24 am
enough to receive what they call crisis intervention training what i really, really enjoy about the program it allows a kind of training environment to hear many different perspectives about entries and learner about mental health issues as well hearing from progressives that work in the mental health field we hear from doctors and associate workers and lawyers and we hear about the detox programs so this crisis intervention course it gives us opportunity to get the preexisting training and maybe to hear perspectives of people that struggle with mental health and in such a way to empathize
3:25 am
participates better ways to deal with people and i'm a big believer in this program as much it ultimately allows us to work in the field to go out and certificate people in a way that people are experiencing problems so our tucks we're on the beat everyday this is something we try to integrate to help the community and the captain spoke excelling lorpt how diverse the needs are in the district and i think this is every time open hate street we know our merchant and resident who have their needs and concerned but i think hates street because it is so linked to the summer of love and other
3:26 am
exciting things hate street is a hushing for tourists there's tons of tour buses coming down the street hundred of people visiting the area i also think this is an important issue associated with the neighborhood that also brings a very significant transient population that integrates into our community so on a daily basis officer capping and myself are out there trying to subcontracting introok and interface with people trying to interpret what their needs and concerned with but also in the really trying to be proton solveers i enjoy about the training is truly the work on becoming better at what i do i just think that officers have a
3:27 am
pretty tough jobs sometimes, we responded we don't have all the information so it is actually crucial that we interpret the events and we operate at american people extremely high-level i'm extremely grateful to having bang given this training with the intervention team at the same time, a bigableer if police officers are given an opportunity to expand their training and knowledge and become for mindful of what they do it only improves their interaction with the community i want to thank you view r very much for letting me speak to you i'm always available for questions you may have thank you
3:28 am
for your time (clapping.) thank you lilly and the neighborhood groups the 10 neighborhood groups in the tenderloin are drill to my success i'm going to close by thashg them the community at large they really do make park station strong and the officers really appreciate their involvement everyday and really that's where i'd like to close is the officers are what make up park station so with that tiled at least have the cat detective program we say a great 50 she's helped us you out and had a great turnout night out and had
3:29 am
intervention with great kids and she's held career discussions and everyday the patrol officers go out there's a lot of officers that helped but with the national barbecueing and engaging with the kids because relieve the solution to a lot of our problems it starts we if we can get to the kids earlier that's where we'll make a difference and the officers realize that and that is all for my presentation so inspecting monroe. >> you're done commissioners
3:30 am
(clapping.) thank you, captain what we'll do to move forward receivers questions from my colleagues we'll have a chance to ask the captain we'll move on to hear our questions or comments. >> inspector the next. >> item 4 public comment the public is welcome to address the commission on items not on toiths agenda but subject jurisdiction the speakers shall address the commission as a whole and the police commission rules of 06rd the police nor commissioners are required to respond to questions presented by the public but may provide 0 brief responds everyone should refrain from entering into debates we have
