never seen that before. more over the t it's -- i take it during from 630 to 650 and it usually -- there's usually isn't that many, so i would like more t's from 630 to 650 since that's when most people are coming or going to school. thank you for your time. >> thank you. >> hello sfmta boards. i am andy and a youth leader from ccdc. i take the 30 to galileo high school. by the time i get on the bus it's usually packed
6:01 pm
with seniors that buy groceries and students that go to marina and francisco and galileo. oftentimes there is a lack of buses which explains why it is densely populated. the bus can cause problems. i used to go to presidio middle school and by the time i leave school and get on the one california it's packed with seniors and students that go to galileo presidio and washington. if a student or senior fall the rest of the students and seniors will fall. i like to request the sfmta
6:02 pm
boards to provide special buses with senior and students feel more safe and more enjoyable rides. thank you. >> thank you. >> good afternoon everyone. my name is shirlee and also a youth leader from ccdc. as many of our youth leaders have said we think that school bus routes are important, especially to those low income and transit dependent students who take the bus to school everyday and may be limited to the opportunity to go to the school of their choice. for many immigrant low income families many of the parents might not have the time to take their kids to school because they have to work for long hours so they might not have the time to drive them to school in the morning. if these students attend school that far away from their neighborhoods
6:03 pm
it would require them long commute hours and probably multiple bus transfers to get to school especially in the southeast neighborhood such as the bay view district or the visitacion valley and there are less schools for them to choose. also as one of the youth leaders have previously stated managing to get to school on time early is also an important and difficult task to do because of some of the inaccuracy of the bus arrival times. for example, i am actually a sf state student and i go to -- i live in ocean view which is pretty near to school but because of the free muni for youth program that i am still part of i usually take the metro to get to school but one time it said that i had to wait for five or 10 minutes but i ended up waiting 30 minutes which i could have just walked to class. muni is a life line
6:04 pm
for many students. we know this by the fact that many youth fought for the free muni program and we know that many students rely on the public transportation to get to school, so this is why school bus routes are important to be well utilized and implemented into these student's travel patterns. dedicated school bus lines would create more convenience for students and commute on school on a daily basis and we want to thank the city to provide safety to these students for commuting to school for funding for vision zero. thank you. >> thank you. >> hello am my name is emma and i'm a youth commissioner and i live 10 minutes walk from here and everyday i take the k or m
6:05 pm
at 645 and get to school around 730. what i have noticed that the buses are crowded both in the beginning and at the end of the school times, but especially after school because that's when extra curriculars end and there is sort of a heard herd of people awk on the bus stop and i want to comment on the first week of school where the teachers give students books to bring home. >> >> and what i noticed that people will be holding their books and will have backpacks and it's hard to grab on to the handle bars and also i have noticed that people who are vertically challenged like me have trouble holding on to the bars sometimes and yeah thank you. >> thank you for that feedback
6:06 pm
. >> good afternoon. my name is [inaudible]. i'm a chinatown resident and at galileo high school. i think 30 is the bus that mta to extend service in the morning because i always take the 30 to galileo high school and every morning when the 30 gets to chinatown the first stop is always crowded with students. those students already stepping on the stairs so the youth and students can get on and some of the bus will skip the stop because it's so crowded already so i just want the mta to extend the service because the 30 is so tiny. it's like the short one so limited space. i want them to have the longer space so more students can get on the bus and there's other problem. i know that because of the bus is so crowded many of the students that walk to school instead of taking the bus so i want you to pay more
6:07 pm
attention to the po tecialt safety and more students can get to school safely and thank you. >> thank you so much. are there any other members of the public that would like to speak so this item? seeing none. public comment is now closed. [gavel] . i just want to thank all of the students that came to speak today. it's important to have your actual voices heard at these hearings so thank you for making the time to be here, so commissioners, supervisors any comments or questions? okay. again i know commissioner mendoza recognized that the staff from sfusd that mere to speak on the item and i want to thank you for being today to answer any questions if we had any so thank you for your time as well. i think that this is a really, really important discussion and this is the right committee to be having a
6:08 pm
discussion that talks about better agency coordination between sfusd and one of our city agencies. i think that i learned a lot in today's hearing based on the data presented today and i really love to continue to see coordination to work to improve especially upon some of the comments we heard today and what i think i largely heard partially of course was the time to get to school but seems like a larger issue is the frequency of the buses to ensure that students it get on when buses are crowded and they're skipping stops and of course its connection to next muni which i love but can be very frustrated by when i see it go to zero and no bus and have to wait for the 15 minutes for the next bus but i am glad we had this first hearing. i hope we can continue the discussion today so seeing no further comments i would like to make a motion to continue
6:09 pm
this to the call of the chair. we have a motion. we can do that without opposition. madam clerk are there any other announcements? >> there are none supervisor. >> can i -- >> i'm sorry. commissioner wynns. >> thank you. i want to remind the committee i have asked several times that we have a hearing on the after school bra initiative. >> i am sorry i didn't get that. >> i would have liked it before but i know we had scheduling conflicts with our own staff and i think they might have that for the next couple of months so i would like to ask that someone work with the staff to figure out a time for that. if we had that hearing prior to this month we would have been publicly discussing expanded after school opportunities for people in the school assignment process but if we do it later it would be before school starts when people are thinking about
6:10 pm
school. i don't know when is the best time but i think it's important since we did so much work and expansion of after school opportunities to be publicly discussed so people understand what we're doing before school starts next year. >> great. our office will work on that if you can let us know the appropriate staff person we will do that. just so the committee is aware there are at least four items pending for april and may. we have one on homeless families within the school district which i know was a great discussion in december recently with a major grant from some of the private sector folks. we have a continuation of an item on the work that our planning department is doing with sfusd on the growing population and whether we need to plan also to build schools or grow schools with our population growing which is very exciting, and we do also have on the docket a hearing item on the
6:11 pm
health curriculum and sexual relationships in consent curriculum as well, so i know supervisor cohen also has a hearing on the docket we're we're trying to schedule and that is what is coming up over the next coming months. madam clerk are there any announcements? >> no, there are none supervisor. >> seeing none meeting is adjourned. supervisor ferrule, aye. supervisor kim, aye. supervisor mar, aye. there are 11 aye's >> the ruzlution is adoptedue man mississippily >> item 15 is a urge to [inaudible] to adopt a rirenlt that applicants dem krait [inaudible] as part of the commuter shuttle program >> supervisor wiener >> thank you madden president. observe z before us today is a resolution for the agency as part of the permit process as part of the shuttles to take into account labor harmony or lack there of. san francisco commuter program has proven to be a important way to keep cars off the streets, reduce congestion and reduce
6:23 pm
our over all green house gas foot print of the transportation systems. as result of the shuttles workers who live in san francisco and knhut to places outside sth city and who would otherwise own a vehicle, live car free or reduce the car usage getting us closer to the [inaudible] city where we want to be. while most of the conversation about the shuttles is focused on who is riding the buses and where they live and work, the resolution today is concern would the workers driving the buses. the shuttles are operating by private companies that craeckt with large employers. they work for the shuttle directors and not the
6:24 pm
empleaies riding on the buses. they are on the bus [inaudible] stand up time between 4 and 6 hours between morning and evening shifts. this time is unpaid and because they live in different parts of the bay area they have no [inaudible] because these shetals share bus stops it is impair tav we do as much as we as we can to minimize the [inaudible] a libber dispute could create grid lock. this resolution call ons the mta boardf directors that requires permit applicants to demonstrate labor harmony with the drivers when submitting for a permit. the
6:25 pm
resolution doesn't define what labor harmony is and it could mean a variety of things and i look forward to working with it mta board of directs to come up with adition that is broad and minimize impacts on the transporpation system while insureing the fair treatment of those that drive the shuttles. i ask fl support on the resolution and understand superavalos has amendments and will comment after them >> it is interesting to have this resolution bnch us at this time i support the underlying resolution. the mta board of direct rbs can implement a program without a resolution. what is unique about having
6:26 pm
this brf me is for a number of years the city is engaged in a debate about how we regulate, how we make sure the shuttle companies properly fwai for the impact that they on the city and public infrastructure and that is something that is debated and discussed. everywhere we go we have a resolution about the shuttle program and konet have a reference about the controversy that is at times tearing the city apart. to me i can't take this moment without having the shuttle program before me in one way or other without having a greater discussion about unfinished business we have about the impacts of shuttles in san francisco. i'm a labor poren and support labor and support better working conditions and labor harmony. i want to make sure we maximize the work and jobs of people in
6:27 pm
the city, but we have >> student balance that with the needs we have of the neighborhoods and this resolution which is just for labor harmony doesn't quite do that so i want to add languages so make sure we discuss some things a large part of the public expects us to discuss and that is really the impact of shuttle services on the rest of san francisco. our general plan discusses how we want to be able to divert and [inaudible] residential neighborhoods. i don't believe our shuttle program is following our general plan and the guidelines about diverting the traffic. the policy 18.1 of the general plan says major and secondary armaterialials carry traffic among the city and local streets are access to and frome homes and other us in
6:28 pm
each neighborhood, but i know there are many small straets. they could be commercial streets, but they are not artierials clogged at time with shuttle buses. i don't believe they actually play a good role on the side streets thampt ishould be in our arterial part of san francisco. i want to be able to follow general plan 18.1 with some guidelines that we can add with amendments to this resolution and they as follows and i have copies on all your desks. it is on 1 page and i don't know where it fits with the overall resolution before us. it is at the very end of that document. further resolve the board of supervisors urges san francisco
6:29 pm
metropolitan transportation board to aamendment section 1914 to retrict busing to using major and secondary arterial streets not designated in the general plan. be it further resolved the board of supervisors urges the sfmta board to report on compliance with transportation code sckz 1914 f 5 which requires the service provider to provide real time locationdality data for each bus and the board of supervisors requests to analyze the shuttle bus location area to determine how the routes and stop locations can be modified
6:30 pm
[inaudible] the board of supervisors urges the san francisco mta board to conduct a analssis to demonstrate the nexus between the [inaudible] and traffic and increase cost of affordable houses. the board of supervisors urges to adopt a fee to receiver the cost of the impablth demonstrated in the next analysis. those are my amendments i would like to make to the this resolution and just to say i know i expect that there will be a statement saying this will delay this resolution from being passed, but i think colleagues all of us can give indication that we'll support the snd lying resolution and whether we support it or not
