to see them and like to see the fund they stay pursue and the primary recovery and the commitment of this board for the recovery funds thank you very much for that with the idea of credit recovery i've communicated and to the school sites noting non-negotiable for us so, so last december the conversation was held around the word plan i'd like to know before we modify the graugs graduation requirement i thank you to billing sanderson for his leadership in this plan since last year i've made a copy of
4:32 am
policy as well as the on track and off track benchmarks you should have received those plan one we're here to talk about the data we'll be looking at but to frame it a little bit for you there is also a plan for foster care and also a plan for foreign students 15 years and older which is mandated by the state of california ed ford could and last year the board of education took the privileges with the city and county to delineate it on the county schools and finally a decision.

>> spring 2015 the graduation status results described two main groups of students the on track and off track students within the off track we have the severity from the my left side from the class green before graduation sufficient credits but missing an average of two courses to be on track and the next category and next off track to one semester severely off track they're off track more than one year here we're showing the data last fall and the dictated now in the spring so ass as you can see in the springtime 69.2 percent of the students are on track to
4:35 am
graduate this is approximately 2 mount 7 percent increase from the fall that was of .9 percent and you can see the next category with the students have total credits they're missing an average of credits 19.2 percent and look further down students are up to one semester 4 percent off track up to one year 40 percent and students off track they're up to 4.1 percent loovthd the existing expanding support for off track students if you add up the students you add up in the students if the missing classes for graduation we're projecting 88.7 percent of current students projected to
4:36 am
graduate high school in four years. >> excuse me. you see the 2.7 percentage increase that's important we continue to be committed i'll see the lines from the superintendent we're committed to system change innovate necessarily system improvements we want to see one hundred percent graduation if we continue with the fidelity and the support of board of education and with the systems in place this percentage will only get better we're completed to a hundred percent graduation with the on track students from fall to spring. >> so this show you it by
4:37 am
ethnic groups chinese students have the highest on track and african-american and latino and somalians have the lottery african-american students are approximately 53 point and latino 41 and samoans lower if you look at the 40 percent of english learners we've been talking about them on track to graduate and - and also 38.8 of the special education students open track to graduate. >> our numbers from last year were similar maybe a few points lower were trying to get more this year but for future performance our african-american students will chief 88 probation
4:38 am
officer to 90 percent at the end of this summer intervention programs there the support funded by the board of education. >> so, now looking at the same ethic sub groups how did he do last fall how have they improved last fall as you can see all of the sub groups and programs southeast asian students have the greatest percentage of increase. >> they'll not be supporting all students at stanford university so this chart shows that the assistance support.
4:40 am
>> we're consistently at on track rates we've con judicatory more students will graduate on terms of the on track trend after the fall semester the on track drops if one hundred percent to around 60 percent and starting around spring the tenth grade it slowly rises until graduation it shouldn't be limited to the 11 and 12th grader but charging students before ethnic grade so they won't endure that significant drop. >> it is an interesting chart
4:41 am
if we're looking at trends and patterns one of the things the a there g are for credit recovery we've been clear and the board is clear i want to focus on for a second almost 24 base points dropped from ethnic grade that's why it is so important through the peace funding to increase the awareness we're practicing in making a pivot from acute care why are we treating terminal patients once their terminal why not practice the prevent make sure that's why the villages and other support that are being put in place that supports the pop up the drop
4:42 am
from 75 percent to the 9th grade year not the failing costs but what are we doing to prevent the off track measure. >> moving to the next slow down a summary the credit opportunity offered by the support preliminary evening and saturday and bottom line and summer school and sprout summer schools that included the have them for new comers last so your testimony over one hundred students graduated through the summer school and the at the other end of the table shows you the table of participation for last year and as well as fall and as you can see the increase of students in the spring and that's primary because we're
4:43 am
including the ninth graders on track. >> good evening, commissioners i'm karen the supervisor of counseling as you can see there's a variety of support serviced for the school sites one thing the counselor do to support they create a 4 year plan their monitoring their academic achievement so when students fall into those statistics they provide the credit recovery in order to get the streets back open track for graduation and this has been a collaborative process over the last few years this year we have finally systemically provided a process to provide the council's and others about their students off track status and this was
4:44 am
developed in collaboration with the festers about the process o so what happens every september or february it is provided to the school sites they review the data and essentially we mail letters home to the students that are off track and the school approve the letters before we accepted them anti unusual at burton or former mayor willie brown for families to come to counseling outside the school this is the third year from 2012 we had only a few families that participateed and there's 47 last i couldn't tell year this school year in the fall 81 and having two more sessions this spring that took
4:45 am
advantage of that. >> so that concludes our pay attention i think this is a further example of the incredible collaboration between c and i secondary is the dawn of a new era for the support in the various strategy way in support of our strategy goals of the program. >> we have one public speaker then move into questions from my colleagues once we'll move back to our marcie.
4:46 am
>> commissioner fewer so thanks for the presentation and thanks for staking so late i know it is really late so, yeah so i example i have a question about page 8 the recovery credit so the timeframe 3 hundred and 16 students we had it looks like for the graduating class of 2014 that would have been 2013-2014 timeframe
4:51 am
4:52 am
have early warning indicators so thank you for this presentation and we'll continue to have this discussion about continuation school and course schools and county schools. thank you. >> any other questions or comments? >> i also want to thank the team i think we're getting better and better at system atizing and i want to thank you all. the budget that we'll be working on specifically african-american numbers will be working with a number of departments to have a stronger focus on those numbers as well and i hate to be the wet blanket but i want to keep it real with our community that we're in the midst of an implementation dip with the
4:53 am
common core so when the results become available there's much more rigorous standards but should not see a dip for students on track for graduation we'll be monitoring that as well and i want to remind the public we're upping the bar for everybody and keep you apprised but again thank you very much for the for the teach appreciate your efforts. >> thank you for that comprehensive report. we're at item n and there are none tonight and item o was moved and seconded under section f. the role call please. >> thank you commissioner. >> thank you. mr. hain and miss mcdonald. >> yes, except on items 1, 2, 3
4:54 am
and 5. >> okay 1, 2, 3 and 5 thank you. miss norton ? >> yes. >> mr. walton. >> yes but i abstain on item on page 34. >> thank you commissioner. >> dr. morosy. >> aye. >> we're on item p consent calendar resolution immediate action there are none. item q first reading none tonight. our board member proposals none tonight. the board member's report standing committees we have already heard from the report of the committee as a whole so i would like to ask commissioner joe to provide a report of the meeting of march 13th.
4:55 am
>> thank you so the rules committee met and we had two major items we actually had an informational and one was on the vaccination policy and so we've asked the staff we've looked at the vaccination policies that we have and the csba model policies and asked the staff to bring us a recommendation for what changes we would want to make if any to our own policies and that will be forthcoming at the next meeting and we began to look at the legislative issues so you all should have gotten that packet that had the agenda of the rules committee on the front and it was followed by a big fat list which has all the bills that are legislative
4:56 am
advocates are tracking so far a lot of these are spot bills just put in place and don't have content although there's a sense that this bill is probably going to be about that so we did not -- because the bills are not flushed out, we didn't take a position on many of the issues, but i recommend to you that you read this and tell us whether there are things in it that you want us to pay particular attention to remember again sorry mostly for the public if anybody is listening that the committee actually takes positions and not just make recommendations for the board, so so if you want to have input on that you have to come to the committee meeting or tell me or members of the committee what things you are interested in and i know the bill list was provided to all of you but the committee
4:57 am
did take a position and i'm going to read it just to tell you what they are because they were things that we would obviously want to take the position on or have some timely reason to have a position taken early on so baker and sb 774 fuller which are the two bills in both houses that propose to repeal the cap and that's the exact reflection of the ordinance that was proposed here in san francisco a couple of weeks ago which is proposals with safety warnings on sugar sweet ened beverages and based on the board's support for the tax proposal last year we took a support position on that and similarly and we told you that we were probably likely to do
4:58 am
this this month, the repeal of the personal belief exemption for vaccinations and ab 1391 gomez it doesn't propose to take away the instructional minutes but put a process in place to allow for an administrative process to correct if if you weren't doing what you needed to do to meet the minutes requirement the only recould recourse now is to be sued at great costs to the districts and based on our local positions on this and also the curtsy to our own representatives we took a positive position on sb 3 the proposed increase in the state minimum wage and ab 10-51 this
4:59 am
is a bill related to penalties for human sex trafficking in proximity to schools. and actually, i'm being reminded because our staff gave me this list that we actually recommended that the first reading of amended board policies on vaccinations come to the board to the board at the next meeting on on april 13th so that will be coming to you that will only be a first reading and theoretically won't have to come back to the rules committee. thank you. >> president? >> just the position that the committee took on the ending of the personal belief exemption
5:00 am
there's a resolution tomorrow night which i'm going to go and speak in favor and communicate the board's position on that and i just wanted you to be aware of that and invite anybody else to give public comment if you happen to be around the state building tomorrow night around 7. >> can i say something that the committee will follow up on i've received a request from the senator's office that we take a support position and send a letter on the community school's act that she has proposed and the hearing in the education committee is on april 8th, so we will not have another rules committee before that meeting so i have asked i sent it to -- i forwarded it to mr. davis an
