11:30 pm
at is led by sxhurj that does a great job but you'll hear about that many did future i've had a meeting with the aclu we intended the officer involved shooting and going to be scheduling a conversations how we use our firearms discharge review board to make sure there is transparency and we're learning from every instance we have and make sure our officers have what we 2340ed to be safe on the streets so p whose broad stripes and bright stars thru the perilous fight that's my report it is lengthy but i felt the moment required it public anything. >> excuse me my voice today but just to amplify what madam chair
11:31 pm
has said this is a serious allegation, however, we must honor the integrity of the process but i want to say their going to be taken seriously if they reach our level i think you get my drift thank you. >> colleagues anything else inspector call the next item oh. >> commissioner hwang. >> on behalf of the commission i tied up the crisis intestinal tolerates to have a celebrate on the 19 it is at scottish rights center to honor officers in crisis has employed the technologies 80 tucks to use less violence they're having a little bit of a budget issue i understand some of the chained
11:32 pm
staff has chipped in for the food i pledged i'll ask the commissioners for the support of the it to come out-of-pocket to help the expenses for the event echoing commissioner president loftus statement to refrain from the comments on discipline i think that rational just and bias in the police officer effects us this afternoon i met with the san francisco did you ever they've released a set to open up a discussion in a continual meeting to flush out their ideas i meet with the teachers for social just and 38 they released it and i'll have a meeting to quoting e get
11:33 pm
feedback on more improvement. >> inspector next. >> to the commission announcement and schedule new items identified for future action. >> colleagues anything that needs to be put on the agenda. >> i've been asking for the last year's regarding the media policy and the general order i know the chief understanding it is an issue they issued a department bulletin i rectified overview received it is in order with the draft but in light of the recent events you i've not anticipated those but in reference to other things across the country i want to get on track to have clarity for the officers and public where the officers needs to know what i appropriate and not whether facebook or texting it is important or 80 portio have
11:34 pm
clarity they have rights their members of the san francisco police department and can't have disrespect or negative impact for the san francisco police department so we need to get that on track the chief is great but in a form if we can get that moving under the next month or so. >> let's add that another some want anything further we're going to have a discussion with the corrections board. >> next. >> i was going to announce no meeting april 1st the next is at city hall on the 15 and 22. >> great now let's skip to the next line item. >> item 3 captain commanding officer park station to address
11:35 pm
the commission on the police activity in the district. >> we're going to move around to follow ouryour power point. >> welcome and thank you for coming to park station police commission i'm the stand officer of the park station been here since the summer of 2014 i'd like to living thank you, president and the commissioners and director hicks and supervisor breed and members of my station chief suhr and others
11:36 pm
i'd like to thank the members of the community that took the time i see a lot of neighborhood groups representing the community and city attorney's office i'd like to thank brockton elementary school and the principle for allowing us to have the meeting here i'm honored to be the captain of park station it is a very historic district when i chief suhr gave me this job after ray retire over 45 years i was somewhat worried that's a lot of years but i came to park station the one thing i royals this is a very historic and proud place the artwork i see up here is actually been drawn by our artist and foot
11:37 pm
beat officer who that works willie and if you look at the artwork on the bottom the tag line that is a the summer of love never ends (laughter) but you know what? all this didn't highlight the rich history of the district and the officers take - they realize when they go out and police this district they do it with respect and with compassion and dedication i have great officers that work every single day to get the interaction and they it is mind blowing the k i'd like to before i go further i want to thank my staff so i do want to acknowledge them
11:38 pm
so my myths statement is simple it is basically this is a historic district i want to officers to go out there and enjoy the district and interact with people and want to get out of their car and i want it very informal so what i want if they're getting coffee to walk around the block walker through a park stand there and let people come up to them and talk to them it is the biggest ice breaker i have that many people that point san francisco shake our hand and they want to know what's going on in the district it is a good way to engage i've told the officers i've done a little bit of formal
11:39 pm
encouragement i check with bhie sergeant on the areas getting covered and the officers on foot but roll up to them i've been hearing feedback from e-mail this is that happening so it is really important to me the example recently, i got open e-mail from someone a couple of days an officer was walking through the park and out through half half an hour and talked about with the folks that's what i mean just being approachable. >> currently, the park district as 4 sectors it harassed one foot beat 3 retail districts and about 19 different neighborhoods neighborhood challenges are pretty much across the board
11:40 pm
traffic, quality of life narcotics are burglars and theft the way i keep a pulse on 24 a lot of social media on twitter i get a lot of feedback from the c factors it is the income tax traffic they'll say this is what's happening this neighbor we saw this and make sure the officers are aware were i also i love working out on the street i absolutely love it i want to be with the fifth grade i watched alzheimer's 12 the first one i did i found on old mr. star and get them to wax it on a-74 is now my car i go out on proposal and write contribute it gets me
11:41 pm
a good idea of what is going on in the district i adjust my hours and look at it how it looks at is at night and buena vista park it is critical i have this thing most of faster i have 5 supervisors that work with me i have commissioner eric mar that has part of golden gate park and i like to look at it he has just where the one is and supervisor norman yee has west of twin peaks and he has most of the different residential district up there by community sutro traffic
11:42 pm
supervisor mark farrell has a small portion by visiting the two main supervisors i work with and thank you london breed for being here i was up late with supervisor wiener and he's been very busy but supportive and supervisor scott wiener district 8 and london breed district 5 we worked on a regular basis and we communicate open a regular basis and meet in a lot of different community meetings on a regular basis two of the main example district 8 we worked on castro and down outreach at the triangle i've been to many of the vigils at the triangle and we've done two at the medical center and been super supportive
11:43 pm
in fact, last night we were in district 5 district 5 i can't count how many times supervisor london breed i like her action and we've worked on eight street and worked with the bulb outs and mta and worked with a lot of the events that are not only co-sponsored but advancing fast and on a daily basis supervisor breed we pretty much keep in contact district as you can see is right in the center of the city and i'm speaking the heart of the city if i look at it the 3.2 skrielz reconciles is the most progressive it is probably had the biggest impact on culture
11:44 pm
and music's like people want to come to san francisco not only do we get a flock of tourist but in fact, if you look at history there's a lot of good stuff that's come out of the park district and i really do look at that and it is really important to me 28 schools in the park district i have 5 and one recreational center and one hundred plus thousand people from stein to part of golden gate park and geary and the golden gate park side is the fun part of the park (laughter). >> it goes to the richmond we also have part of upper market and we would not be park station
11:45 pm
without the parked so we have 19 parks in our district and all different size we have boss and alamo squares and twin peaks i don't know what park would be called if we didn't have those parks the only thing to come up with inspector monroe what about a groovy station that would be neat i have a foot beat that's cross-trained to work in the parks they're on bisexuals i have a homelessness outreach 40 officers dedicated to that and albert lake they coffee the panhandle and allotments they know what's going on around the beat and it is a traditional foot beat they go out to each
quote
11:46 pm
individual merchant and that's something we're working on i work closely with phil ginsburg and chief the honda team and puc of the 7th corridor. >> we do have major events hate street fair 420 not an event (laughter). >> i'm trying to convince captain cherniss to help me out the hates street merchants fair and the festival and the national night out and the fair and the aids walk alice and tee escapes and come by that is where last year, we have 6 thousand people that is a really big turnout it's usually smaller
11:47 pm
and hayes valley fairs we cover a portion so the crowd management thank you to my friend that helps me with the crowd management we're managing over a quarter of a million people it's a lot of work and rely on the community for community groups i do offer them some point of input and incorporate that into the event. >> the coming of the breakers we've been in engaged with that with smooth sally promise so the chart is actually very borrowing it is basically like any other station i'll sort go
11:48 pm
quickly the problem solving at the sergeant level all my lieutenant i incur them and tell them the problem and give them ideas what we 0 might want to do and that's pretty much it i'll check in with them thirty days or so the regular staff meetings i want to walk around and talk with people that's how a lot of my staff meetings are to give you an example of teamwork we have a series of robs occurring in the panhandle the lieutenant and the plain clothing lieutenant work together they do and the officers got on park a few blocks away and detained a few people that's how the plain clothing a relationship with our scathes or station we make sure
11:49 pm
there's open communication before the agencies within paperwork station if you looked at the captain staff one thing i've changed if i think the unit is the everything unit and gary works on my staff it is like community managers they keep long term communication with some of the residents on some of the complex problems and their cross-trained in bike and plain clothing so they have like a they'll go to dubose triangle and the panhandle wherever i need them and they arrest people and educate people they're really good community officers and that wasn't my idea i got this from the q and a two
11:50 pm
captains so there's no reason for - we have at diversity 10 percent of african-american and 16 percent asian and 55 caucasian and 5 hispanic and 4 percent asian pacific islander the language we have american sign language one cantonese 3 and mandarin 1 and germany one now the hindi i speak that it should be two but i make one because my wife said my california oracle sent didn't count so i took myself off she's like i know that that is hindi i don't know what it is (laughter) >> one jaipdz one russian and one other a lot of the crimes in the park
11:51 pm
are down they're down from 3 hundred 42 to 3 hundred plus i'll talk about that a lot of the misconduct is the communication and patrol working together if people have going around doing robbers we got on top of it and the crime task force now the crime unit vethsdz got involved and we've got them in custody and the robberies dropped on golden state a guy was walked down the street and got into a alteration with a imply in a car and got shot the sergeant investigated it we have a description of the guy and at
11:52 pm
car he kept working on it and working on it months later i was able to just out of going through the streets got a beat that led that not only to a graufrgs on road wage i remain but turned into a atm case so the case is absolutely a good way if you keep at it it results in - it has a good resultant eight-year-old was brought into the hospital and the officers got a lady modestly made an arrest the eight-year-old had never ever been on a cable car so the officer did a cable car ride that was really awesome
11:53 pm
some of the town hall meetings actually, two of the vista did care corridor we have good feedback from how everything is going our property crime is slightly up it is up from 41 up and the auto thefts are primary property crime up i reach out through newsletters and every single newsletter has a crime prevention tip the last one on cell phones how to track them and watch we work closely that the city attorney's office we have a couple of really good cases that we are working only together that actually we've done several
11:54 pm
cases twoebl two or three in the past year that really have in fact not only through the city attorney's but the da's. >> so if you look at the offer you'll park one it is a report that is what the whole departments report federally we're up by 24 percent but we have had a decrease in robberies and aggregated assaulted and arson down pursue your firearm arrests are up we've recovered 29 firearms this year and agreed 16 and the atm cases is still pending and that is will be on next year's. >> if you look at the calls for service we went under 20 thousand to 29 thousand
11:55 pm
but you look at our calls which are the urgent calls remain the same a slight uptick on the i guess the let's urgent call and sea fair is a call for service an officer needs to respond to so overall what we do when we prioritize calls the proprietor 8 calls go to anybody and the b's to anyone and c is the sprapt one i tell the staerth is if they see it is pending too long they need to go out and make sure the officers are diluted well, we do is a a really good job of response time traffic is probably one of the
11:56 pm
primary e-mails i get we're committed to public safety we're up 44 percent i personally saw it going up i make sure the officers know how important it is to make sure people feel safe and the pedestrians and bicyclists and drivers out there they're having a safe environment getting to and from i've done a lot of operations i get positive feedback open twittering about the officers but the part we don't see we go out and work closely with the bicycle coalition i'll send eric angle e-mail and say can you get this out to your e-mails about we start taking enforcement
11:57 pm
action and make sure that the officers i have a lot of officers now getting trained so they can check out this procedure policing in the park one really important aspect of policing is we did do a crisis intervention several officers trained and three or four that is in the pipeline actually more than that. >> the foot bike thieves e their cross-trained in not only crisis intervention but they deal what homeless outreach they're basically 6 actually 8 people that deal with that on a daily basis and work closely with sf todd and in fact todd went out to our homelessness
11:58 pm
outreach and got 1 people out of the park and into a facility i wanted to introduce you to not only the artists but someplace that works on hate street i'll introduce you to officer the officer is not just any officer she has a bachelor's degree in princeton in erect metrological and master's degree in fine art from the sf art constitute and she's a instructor she's very passionate i want you to kind of experience she's going to quickly talk and give her prospective on what drives those things and talk about the ken wing did a piece on her at the
11:59 pm
end of last year and followed hearing her on a beat a really positive story. >> hello, i'm officer and i'm one of the officers out of the station primarily my assignment is the hate street foot patrol my partner and i were both crisis intestinal team members within the department and part of that we apply a lot of the tucks we learn over the course to improve our engagement as was mentioned when the captain first asked me to introduce myself
12:00 am
that does will i operated outside of what i thought i didn't have a report open my life meanwhile, however something awful and heartbreaking happened on my street that
