5:33 pm
phones. >> sure if anyone has any cell phones turn those off or turn them on mute that will be much appreciated thank you okay. and we would like to thank sfgovtv for broadcasting this evening so we are going to move on to item number 3 our report if the executive orders. >> moving right along i know we have a long meeting i didn't type anything out so i'm going to go through this fairly quickly and update you on the sort of active legislative policy work this year we've been working on night time protection legislation is the money care we've given this called is through it's layers of commission approval and was
5:34 pm
unanimously voted on at planning was the last stop you heard about that it went to the small business commission and it had zero opposition that is nice it goes in front of land use at the board of supervisors on the 20th ever april i encourage you we had a good turnout at planning that was help e helpful when people care they come out in support of it that at the moment is on ludicrously on 4 slash 20 and assuming it moves as quickly it will be in front of the board in two weeks and weighing will go to the mayor so porn our first distribution with the night life operators in the summer so i will need to be work with
5:35 pm
some or all of you on protocols what would i like to come to you in what formulate we might meet with the president he see if he wants to have an ad hoc committee that's the timeframe for that the transit work is unfortunately making the round we're working on the road show which is to say we want to present all the finding of the working group recommended to night life transit to override the boards and groups of people what is taking longer is that supervisor wiener really wants to be present to as many as polk his schedule is extremely hard to work with 0 so adam taylor is
5:36 pm
working on that the first presentation at the will be in front of harvey milk and the young democrats so that's the first time i think that pub the road show will be out there and there's a presentation in san francisco on the 16th a presentation at mta on the 21st and bart will be presented with the finding on the 23rd all of april and then hopefully, the balance of m t c and transit and the commission will happen in between you'll that or right after that some things to that effect i promise we'll be in front of you and again, the holed up is the supervisor really wants to be here we're trying to make that work
5:37 pm
just so your up to date we continue to press for changes in western selma regarding the llp the commission discussed motion to strike now and put forward their desire so we're still staying on supervisor kim's office to draft some legislation although we've not seen anything yet we're continuing to bring those venues that come to our attention in those areas that are zoned right now not to allow llps in there's a list ever them and she can have some backing of community in that regard so when that comes into being we'll bring it right to you also wrote in here the 90 words on the second yormd if we've talked about that that's the day after i was still in what i days
5:38 pm
but we preceded with our third annual 90 awards and it was i think the most successful we've done to date so i'm really happy it is still around and went into the black important a nonprofit and you know you'll be hearing hopefully more about it as we go towards the fourth 90 annual awards and lastly the compact, go report is complete at this point it is being held basic for about another week for publication but the controller's office at the request of supervisor wiener's office because they're trying to publish it and do a press release and have a hearing right now the hamburger at land use is scheduled for early may although
5:39 pm
that stuff moves around we're confident in looking at the drafts that everyone will be impressed about the value of entertainment in this city and then we'll precede with trying to bang out the obstacles that still remains we have great outdoor entertainment not despite government we want to remove the barriers once again the values of festivals and fairs are their mouths hit the ground once they pick up them off the ground we'll want things to change and again, the publication will be the lead for the media and hamburger we'll try to get everyone revolved in the outdoor to get people to come and tells you what they need
5:40 pm
can you ask you on the transportation working group who's making the presentations is it you and ben or supervisor wiener who's doing that. >> when and she is available unofficially be that will be him in conjunction with listing brightening that did love of the technical work the staff put together it will support itself i mean not only i don't know where ben is oh, i don't know what exactly who is saying what but primarily mta. >> is there a hardcopy of the fax you sent. >> absolutely a hardcopy of the report as well as the one sheet i'm happy to send it to you. >> i have one other question
5:41 pm
what can we do or other people in the public to do to help supervisor kim along with the loophole will thats in western selma is there anything we can do. >> in my opinion. >> companionship. >> it is my understanding that supervisor kim about a month ago provided the city attorney with the bare bones the legislation it is sitting at the city attorney's office they're very back up but with some nudging they'll push it long if you want to reach other to supervisor kim's office it will be appreciated by the five or six venues that are waiting for the zoning change. >> so nudging. >> gentle nudging okay right. >> i'm done. >> okay. so the only other thing to mention there are - we
5:42 pm
did agendize a special meeting this saturday april 11th basically for the purposes purposes of the 3 new commissioners to go over background contacts legal requirements of why we're here why we do what we do and how we do it it is certainly open to the public it is agendized everyone can attend it is focused on training the newish commissioners, i know that did president wants to hold on additional meeting at some point maybe late summer to talk about strategic planning and i know that that will be a very difficult meeting but again that will be agendized offsite and
5:43 pm
open to the public we'll be asking everyone to attend other than i'm going to turn it over to my inspector. >> thank you, director cain good evening, commissioners our first big citywide outdoor event happened this past weekend the rock and roll marathon pardon me two weeks ago happy to report we received one complaint about the event two opener stages we were worried about that were effecting residential neighborhood no report from those stages another outdoor style event that happens to hearing impaired started at the end up 416 street we did get some neighborhood
5:44 pm
complaints there inspectors pauley and i are looking at that and the sound like control so for this season i've seen my management going well, we're going to keep an eye on the daytime parties as the season gets nicer at the hotel we received illize street turnout the cobra had been renting a roof on the roof and djs on the roof itself we've spoken to them and going to see about insuring they're done by 10 and possibly getting a permit for the roof to make sure we can regulate and the final thing to i'll mention the macy's house the proprieties i've mentioned 1233 polk been
5:45 pm
working with their sound system and sound proofing and neighbors i think we're in a good spot ensue in between our last meeting they had trouble keeping their window open it generated a complaint and generated a citation other than we're looking good if you have any questions. >> are people paying their citations. >> they are. >> okay. thank you. >> okay. thank you inspector pauley. >> good evening, commissioners several things to report i'll start with the inspection and temple night club pr a walk through an after hours party it is good to see what's going on the only thing i noticed was a double and triple parking with uber and taxi
5:46 pm
and i seen the police stop by a few times i thought it would be good to talk to security i talked to them they said they would after talking with director cain we recommended they do something lying a taxi stand type of situation they implemented it is basic solved the problem that looks at good a couple of complaints jackson 3231 used to be a slips my mind. >> k t fillmore complaint and contacted the staff in regards to the noise issues and the patron issues i talked to management we were able to get them to solve the problem on their own they added extra security guard did boarding was one of the issues
5:47 pm
people used the boarding to sneak out into the alley and smoke they saw the windows were closed we got a disruptive event on the tenth of march but the staff they have a permit it was an outdoor event they blocked the sidewalks but a temporary occupancy permit they were in compliance and i communicated that to the complainant violations 433 broadway street they had a party with 3 hundred people and released everybody into the street at 1:30 a bus was supposed two buses were supposed to pump the patrons only one showed up it was a big messed he give them a strong verbal warning and they you know need their current needs to be
5:48 pm
better whatever so i did that and sound tests at 22 high street it is a venue it come in a couple months ago for a permit and basically, they were issues scheduling time for their neighbors to come over and be involved in the sound test we were able to schedule that and get that done the will sound peaked you could barely here hear this next door that was 44 d b c i don't expect problems they've done a job working with the neighbors last thing a compliance issue as a result of a report from the officer about gun position case they've investigated and the
5:49 pm
suspect had been in one of the bars or something like that that the bar cooperated in arresting the suspect the suspect was in the bar with a gun because usually grant and green they don't have many problems with the kind of patrons not too many criminal issues that we see they haven't been doing pat downs but after talking with the director we think that is a good idea what you don't know you don't know because the issue that happened here it is a good idea for them to start doing that so i'm going to go back over there and discuss that with them if you have any questions, we'll be happy to answer them. >> i have two one is on grant and green are you going to make that a think of that permit.
5:50 pm
>> are you going to modify i don't know yet okay. then the address of 1015 fulsome. >> i'm sorry. >> just thought that. >> all right. all right. >> thanks. >> thank you. >> cammy. >> okay public comment is closed. seen we'll continue thank you. >> okay. >> oh, yeah. where's your a good deal of. >> apparently a fancier one are we ready to move on. >> so we'll stature with the consent calendar and those two items on the consent calendar with no opposition we have is an
5:51 pm
approval with the police department this is vikings. >> wait i wanted to i think we skipped yeah, we skipped police department questions or comments i want to make sure we get it that if there's any sfpd general public comment or questions seeing none, we'll continue on to number 4 that is hearing and possible actions thank you sorry. >> sorry again those are two limited live performance permits we've gotten support from the police department and no opposition from the residents or the public this is for vic on gold street and the royal cocoa on mission street. >> so unless anybody wants to hold those off the united we'll move ahead. >> move to approve the two
5:52 pm
items on the consent calendar. >> seeing a first and second open up for public comment anyone that wants to speak to vic's or royal cocoa seeing none, we'll move to vote. >> all right. on the consent agenda commissioner frost commissioner lee commissioner joseph commissioner perez commissioner caminong and commissioner moshoyannis those two pass congratulations. >> nor for the regular agenda the athletic club applying for a permit this has come to our attention this is extended hours. >> for outdoor use. >> yeah. for outdoor use this normally stops and a at 10:00 p.m. so.
5:53 pm
>> so this is the athletic club is 1750 fifty-three cents did care they want to tent their parking lot for the site coming up i think we can invite them up to talk about what we plan on doing it will cover the saturday night as well as the sunday or next day for they're singing deany. >> will you introduce yourselves and speak into the mike. >> i'll miles i'm also. >> make sure you're speaking directly into the micro. >> will do so as described we want to tent off hurry private parking lot in the back of the building at 1750 and from 4 or 5:00 p.m. we know know the line up so we don't know when the
5:54 pm
main event it that's why we're asking for the extended hours the goal to allow the interviews to be shown and play a little bit of music just to let people disperse and having a large crowd on the street and then we realize we're going to have a tent not taken down until sunday evening he know that is syndemy so that's go basically, it would you like to add anything there's a custom contest at the party. >> wonderful thank you any questions from. >> how what are the hours of syndemia. >> i know we have. >> do you think thaul you'll be done by lovingly p.m.
5:55 pm
>> the night before i think the fight will be over by then i don't know the fight could be over as early as 9 o'clock or 9:30 or stay open for another 45 minutes and let people leave. >> any other questions. >> are those loudspeakers tv admonishments themselves. >> we're setting up projector screens in the back and we have sound equipment that is the only high-end equipment no wofrz i brought a diagram and a description of what the speakers are actually, i don't necessarily understand but hopefully, you buys will i don't know >> you could just read it to
5:56 pm
us. >> they're going to be letting 1, 2, 3, 4, 5, 6, 8 speakers power. >> slow down. >> oh, sorry. >> q s c k w-122 power speakers. >> and around your support bar you have neighbors. >> so the two we're in a building with starbuck's and another business in the residential we've posted a letter in all both the businesses and residents for 2 hundred and 50 feet i think that was basically at the end of the block i brought a copy to liberalism know i put my personal cell phone. >> any feedback. >> not yet. >> okay. >> you guys are pretty close to a hospital did you reach out to
5:57 pm
them. >> within the 2 hundred and 50 photo of administrative offices within that area there was no, it's not like a regular hospital with public access by i haven't spoken to them dribble. >> the hospital is one city block away or how do you see the hospital. >> about a block and a half. >> which way about the speakers be towards the hospital. >> no away from the hospital and directly at our building basically. >> cool. >> commissioner perez. >> hello. thank you for come in are you planning on doing live entertainment for the 1915 (k) community first option demy. >> we're going to have a mariachi band. >> outside. >> inside the tent but outside. >> okay

5:59 pm
the second page page of the permit act awhile again, you don't see that that often this is typically how their rem a few conditions as it were and this is richmond station they we spoke to them today they're aware of the facts as you we have both sides of the application. >> you don't have this one that is blank. >> oh, yours is blank it says a.m. sound shall be adjusted and requested by the sfpd this is over a wristband suggestion will be adapted and assigned by a captain at richmond i spoke to the permit officer no other concerns dollar go will 8 security guards planned for the area a separate abc licensed i'm not sure but i think that is
