rec and park department and the playground and the metrics that are applicable across the board regardless of the size of the project and the complexity number 3 we're going to require the consideration of evaluations and the award process the price and the management capacity and the excellence of the contractor and the last piece that will precede is 230u9 the technology in the system it has to be a central database imagine it will be accessible to all of the departments and all of the awarding agencies to look at and how the krashthdz are performing in the past as we embark we want to make sure it is fair and transparent that it takes into account the different needs of
3:31 pm
the different parts of city and the public and, of course the contractors who are out there big and small and listen to them and all the different staff from the port to the rec and park to the mta to make sure we're taking their experience take into account when we develop this and so that's a brief he overview if you have any questions any of us can take them >> i have a question once you develop this tool or this evaluation process i guess the biggest question for me is seem like you're thinking that the person that is going to do the eviction will, project manager in other situations where one is coordinating a
3:32 pm
project with whether it's a construction or other you know different type of a contract and they're working with the contractor a lot of times they end up not being the best people to work with so i don't know if this is the issue but where the issue other considerations some places they have like a separate evaluation unit that didn't directly they might be knowledgeable but is it a different unit or an outside evaluate our. >> that's a good question and the answer is maybe and it don't understand.
3:33 pm
>> one of the issues you're getting at is potential bias or if that's too strong potential subjectivity one would project manager at mta might work harder than a project manager and mta or puc so preliminarily the way to overcome that is with a proper evaluation tool one way to think of it is on one end of an evaluation spectrum have something like yep yep is a website anyone can go in and say i hated the food and don't eat here it's a an open ended evaluation on the other side of the spectrum over the course of
3:34 pm
16 games the quarterbacking how well, they performed no room for commentary the evaluation procedure we're aim for is in the middle but closer to the objective questions when did you promise this project was a late or early how many change orders there's specific questions we can ask so we remove the subject activity and the bias from the project and that's our goal the trick is 230ug9 exactly with the questions are lined up there are plenty of evaluation metrics out there we have to figure out what we can agree that that applies to building a fire station or dam any other questions no thank you.
3:35 pm
>> so the next report i'd like to stews is our 2012 audit with the did you want and contracts administration contract and the audit found the department if maintain the support for the support amount and approval of payment to the vendor that leads to extensive expenses occurred by the department and the monitoring 9 contract by the public health department and needed improvement and an approval department of health is here to discuss those knows changes. >> good afternoon ann department of public health so an this connecticut can contract for our cop machines with the controller's office was reference we have a number of
3:36 pm
copy machines throughout the department and we weren't fully monitoring the usage to validate the invoices we've received we're receiving summary reports from connecticut can but those reports are not providing the kind of information we need right now and what we're planning to do is access software that will louse allow to go online for the usage of the machines that's to occur in the future when we get assess to the software once we have the tool we'll have live online access to monitor our usage and then to review our invoices more adequately if you have any questions, i'll - >> no questions thank you. >> thank you. >> in intuitively my office
3:37 pm
audited the records social security numbers communication program which was created to fill the state requirement to create a public version of the records r0rd with the social security numbers that will protect individuals personal identification and the audits found the records office is not necessary to show case the assistance is numbers of records from 1980 through 2008 so it is actually a state requirement we need to fulfill in the city and county of san francisco and the audit found that the does want if account for and record the indirectly the costs for personnel costs and the proper accounting and document team will help recorder to determine whether the revenue generated from the program
3:38 pm
offsets the operating costs the recommendations will allow the department to assess and monitor and adjust the budget and be able to allocate or adjust the resources accordingly it is in the process of implementing all the recommendations and ms. g g of the assessors r0rd office is here to discuss the recommendation. >> good afternoon mr. chairman and members of the public members of the committee i wanted to thank the csa staff for helping us the state government code authorized all couldn't roareders to collect an additional one dollars fee in order to help protect the social security numbers to reject the
3:39 pm
first 5 digit numbers going back to 19 in 2008 the board authorized the recorders office to begin charging the fees that sun sets in 2015 and those are to redact those audits the assessors office was to implement the social security numbers from official records starting in 2009 when we start our go forward process the ordinance required two reviews this was the first view to be implemented and another review that the county recorders meetings needs to do the recorders use their due diligence to meet this deadline if funding was not sufficient only a fraction of the public
3:40 pm
records can be redacted our efforts are 3 prolong first of all, we had changes all levels of management in terms of the fiscal administrative staff we brought on a full time accountable and engaged the services of accounting services from the controller's office to implement tight internal controls for the eligible costs and as well as document outline awe our cash reserves so that work is in progress and should be completed if not by the end of this fiscal year but in the fiscal year 2015-2016, and, secondly we moved many of our official recorded documents into our employee only area of the office and so those documents for better protected were 1kurd
3:41 pm
during the day and finally we engaged conversation with our existing contractor to begin redacting back to 2000 about 10 million imagines and to release an rfp going back to 1980 we're not complete we don't intend to be completely in the next frng but do intend to meet the monitoring of the internal controls for the eligible spots. >> thank you. i see no questions. >> thank you. >> do you have anything else? >> finally we'll highlight another performance audits that our office issued last year for the sfmta taxable service division we had 42
3:42 pm
recommendations to the department and were going to report that 36 have been implemented and two of the open recommendations insure that sfmta equally oversees the promote and high quality paratransit services that is provided by contractor and strengthen the administration and the oversight of the program. >> the other 4 open recommendations aim to strengthen the controllers our the taxi complaint permitting process insuring that citizens are heard and the taxi drivers meet the health and safety requirement today kate from mta is here to speak on those projects. >> hi good afternoon kate sfmta taxi and assessable services
3:43 pm
division i want to start by thanking the taxi staff that worked on the audit and the controllers staff the term fine tooth comic is in order very professional staff and thorough and we bend from the audit so we have 86 percent of the items closed many closed shortly after accident audit was completed we have 6 open items and i want to just take a minute to go through some of the items one item about collecting on time performance for our group and our paratransit group fund the recommendations is to collect data one hundred percent from on broad computers we have a moving target in this case the full population of vehicles that
3:44 pm
had mobile computers that were completed by the end of the audit we added 35 paratransit vans after the audit was completely we're not able to use one hundred or circulate on time performance one hundred percent based on those numbers because we've another 35 vans we've had an effort to procure more on broad computers we have 20 to be installed we've received or identified funding for 10 additional on board computers from a lifetime grant and retiring 5 vehicles and those vehicles will the on board computers will be moved into the newer vehicles what i would say that is a good story the mta is managing our
3:45 pm
resources well, so instead of retiring 35 vehicles immediately out of the par transmitted program we were able to add those vehicles and now sinking up the connecticut on board computers also one of the elements from the controllers audit to implement the industry best practice for the perplexity related to software passwords this is for our paratransit program for two softwares system and our debit card central system after the software products our vendor or the mta and sfmta we don't control the password standards we've requested we've asked the par transit broker to request in writing the password standards for complexity as recommended be
3:46 pm
implemented and trap he's will be implementing the new standards in their upgrades in versus 14 that will be completed by a preponderance of this fiscal year and for can be connect they don't have the ability to make the change but as the paratransit engages in the new transit practice those process they'll make that a requirement in terms of our open taxi go items two role to driver the medical condition of the driver and we've had xhulthd with the city attorney and done research and there are no prevailing state requirement on this matter so what we're going to do is add on the technique
3:47 pm
application form box for drivers to attest to their health condition and their ability to drive so we'll close two other items related to that issue and we'll close that soon and an item related to drug and alcohol testing we've xetd completed an rfp selection and selected a contractor and now bring that contract forward and expect the contract to be in place and approved by the start of the new fiscal year and lastly there was a recommendation related to reviewing expired taxi driver permits that's been implemented we've been in contract with controllers staff and implemented that with a manual process it remained open because we added language about an additional process that will be
3:48 pm
coming down the pipeline but because in fact we're doing it manually that will be slated to be closed that's all i have to say today thank you. >> thank you. >> no questions. >> thank you. >> thank you supervisor yee and supervisor breed so we're done for today. >> a questioning quick question on page 6 of the report i noticed it 31 percent of your requests to departments for i guess answers. >> yeah. >> were answered more than 31 days. >> yeah. >> is that sort of a usual thing. >> we'd like for it not to be a usual metric, if you will, simply because again with
3:49 pm
anything we'd like on time response and we tried to make sure we gave adequate time for the departments to respond but on the other hand, we recognize that the departments get real busy and there are times we at least acknowledge and ask for additional time and 09 depths we need to constantly say we need this information so we're diligent about trying to get responsive answers and from our clients, if you will. >> okay. >> okay seeing no further comments any public comment on this item? seeing none, public comment is closed i guess we that's the report so - we will need to have a motion to continue this item to the call of the chair.
3:50 pm
>> so moved. >> okay. >> no objection it passes thank you very much did you and wong let's see item number 4. >> supervisor. >> yeah. >> supervisor yee i'd like to make pa motion to excuse supervisor christensen from this meeting today and no objection the motion passes. >> madam clerk item 4. >> would you like me to call items 4 through 14. >> item 4. >> are answers arthur's the settlement for the city and county of san francisco. >> are there any is there any public comment? public comment is closed. colleagues a motion to convene that closed session. >> there what. >> a motion to convene this closed session. >> i make a motion to convene
