now and then insurance it didn't go into effect until july 1st this year there's in the bill in the state capital that will pass not until september and law in january that requires background checks drug testing and identification on the vehicles and so forth but again, this is 8 or 9 months away we need your help now as mentioned the fees seem unreasonable to us because they're continuing to medallions so the drivers are really, really hurting to waiver the medallion fees thank you
12:31 pm
(clapping.) >> good afternoon, sir. >> good afternoon. i'm marseille a medallion holder with yellow cab director nolan it is hard to address the board and not show anger i'm angry over the taxi in city and county of san francisco i'm disappointed with our mayor with the position he's taken on this board to wave the medallion fee and educate our mayor on this issue it's not okay to charge a quarter ever a $0 million for a medallion at the same time i promote and facilitate unfair driving thank you (clapping) (calling names). >> good afternoon. >> my name is tom
12:32 pm
i've been a medallion holder since 19989 a driver since 75 and i know everyone is here about regulating the tmcs but it is hard on your part to do that being the sate you're under whatever i feel it is more in your power to unregulate us i mean didn't have to be catastrophic unregulating but a simple thing like letting us use the same exemptions as muni and look at it us as a transportation system and an extension of muni so for instance wherever muni buses make a left-hand turn it would be helpful to make us more efficient and more competitive if because if we can do that and the tmcs can't it will give you an advantage and one section in
12:33 pm
particular that drives me crazy is howard and sutter we cannot make a left-hand turn we have to go up to bush street and stockton to all those angles that makes it hard for us to get around the city especially on market street if we have left-hand turn on second and 11th that will let us assess south of market that is growing like crazy and has access to the freeways and other events that happen south of market so if you can look at us liquor an extension of muni and treat us as a transportation system i think that will help our cause and you'll be able to collect our medallion fees like in the past up to $2,000 so thank you for your time thank you (calling names.) (clapping.)

>> good afternoon mr. lee. >> good evening director nolan and the members please bring our voices to the governor's office and the mayor's office as i know you get this job because a assigned by the mayor but the - he is not the boss. >> a human being principle i hope you people have the courage not to challenge the governor but bring the voice of the taxi low income fees people above their struggle and fairness in the fee we should liquor puc no more running our taxi like maybe a low rate the thing you have two much require so, please redefine the taxi industry and bring our

voice to the governor's office got because you agree to challenge the boss a mayor or state or anything because this is about the principle one time at the love history it was ready to collapse it was the administrator they don't knows who is royalty - bear a good he's year is out that's why our country is great we have a democracy if the mayor or whoever is a patient he'll be anti sooner or later corrupt is you corrupt i saw a lot of corruption i'm so upset, of course, the 5 foot principle is not for our boss is your boss is no good you have to stand up and be a man, i saw a lot of cab drivers die already last week

system existing they've aggressively taken over our cab services free of the controls all the city has the legal authority to control the effects like the congestions the significant wear and tear on the streets the city has not asserted that horticulture puc has taken over the city with their 5 to $6 cab rates when our cabs go to the airport they're outnumbered in the city the airport complains and wants to raise the airport fees if the puc has taken over 70 percent of the airport rides and three to four hours for a fair the domino effect is the reduced income to all the drivers forcing them to
12:38 pm
seek employment to other places and some color schemes in shops they've reorganized and the rest desperately seeking to keep their heads above water this is the elephant in the room when the medallions were - >> thank you, ma'am your time is up. >> i urge you. >> chin (clapping) (calling names). >> good afternoon. >> good afternoon, members of the board i'm going to try and speak to you with a balance of reason and emotion i think i'll go for the emotion first, i have a message for travis san francisco cab

drivers don't need no stinging app to find the emergency room of any hospital and take people there we do it in the back of our minds is reason i appeared before you today is the reason i've appeared before you a number of times we don't seem to be getting anywhere i've asked for a panicking bottom to the san francisco police department that helped in the ben case where we get hit over the head with a paddle lock if you saw the nbc he was trying to save the pedestrian money i would be trying do the same thing he i

12:42 pm
those get permits from you yet another unconsideration for taxiing roles the other thing to share the concerns of others about waving the medallion permit renewable fee for 2016-2017 or at least to allow medallion holders the option to defer that fee to a future renewable deferral might work well, now because the taxi services have recently instituted a free per payment plan monthly it may work better for a lot of medallion holders those days were that he we building that the worst of the downturn maybe behind us we note that just a matter of weeks from now uber lift will have
12:43 pm
different shiners requirements for the first time that will put the real costs for hiring transportation business that may actually have a significant impact and mooements it is going to take a while to replenish our ranks of drivers for a request for a waiver or deferral of fees small business left this very beautiful pen >> thank you, sir>> thank you. next speaker, please. >> (calling names). >> good afternoon directors we're heading towards a collective shoe site the cab companies get expanded in the last two or three years they've made lots of money and some cabs are sitting id he will

they don't care what happens the medallion become $250,000 they don't care then the people that bifurcating bought the medallions for $250,000 they want some benefit and that's where we are today uber get the permission from the airport and the started to pick up 1 percent per 3 minutes now they will have 3 persons per minute and this sunday from afternoon to midnight they were running 3 to 5 minute wasting time in and out no car available they were so many a cars for uber once uber gets complete control at the airport those taxis will be all over the city sitting useful your final approach 2 hundred and 50

thousand medallions and others on the waiting list now you offer to 4 thousand people hoping to list so 4 thousand can come tomorrow and take it what are you trying to collect medallions that is not worst the $250,000 reduce the price number one and number 2 allows us to face the composition cut the insurance at the same time change the regulars and let us go and go and compete with them (clapping.) >> good afternoon, everyone. >> (calling names). >> drivers have lost 50
12:46 pm
percent of their gm new mexico income at least i have i request a waiver this year or a 50 reduced renewable medallion fee and if people can't pay it be given leniency if you charge a fee wavering it would be best this is a difficult time for the average driver i have another question what are you doing about uber and the like they're not a transportation company they're a computer company but acting money didn't talk it swears in cases of uber the arresting ambulance of venture capital is swearing all over the world but especially in san francisco the sfmta should be challenging the inappropriate.
12:47 pm
>> i think adequate oversight of the c puc have you studied out seattle limited the number of ride share cars to 5 hundred we should look at that and limit it is this because uber and their firstborns have paid off all the politicians the fact their this is this parolee checked background checks people are saying that san francisco is losing it's heart big money is swearing environmentally there's 10 thousand riding sharing costs and what about the lives how children and accidents and assaults are going to happen in business 7 thousand a cardholders lose their right to work and means losing their

12:49 pm
my rents you shouldn't have golgs 0 into the medallion industry what i needed to hear 25 and thirty years ago you need to stop selling our books and get a job now about the medallion sales stop selling them because if you reduce the price of the medallions then further deterioration of the further industry will take place and i think that it is self-evident that that problem exists it would be better to put a moratorium you'd be better to put a moratorium on medallion sales until you deal with the problem of the pirates thank >> (clapping) (calling names). >> then the last person i have a

12:53 pm
time on the city streets the conditions here are not the same in napa trying to enact statewide regulations that traditionally have been regulated by cities because they have the better understanding of what particular conditions apply to them you as a body have a much closer fall out and better ability ability to make regulations that are appropriate for taxis in san francisco and taxis in selma have a different sets of circumstances we need a different set of rules you need to get the local control over the technique industry until that happens the established taxi industry is in a lot of trouble we consecutively are appreciative of a waiver or a significant reduction in this
