4:31 am
since the day she started she's gone above and beyond the customers here positive energy has brightened up the officer and had a positive impact on everyone that she served n even in challenging situations that come up from time to time shows handled that request calm and minced her presence and has a positive solution and outcome you not only did they handle additional tasks and challenges assigned to her one the first was the planned the taxi driver appreciation night we had music and food at a venue another selma arts and she handled the whole thing another important project she's completed the a
4:32 am
card seniority list that involves 9 thousand files older police and taxi commission files to establish that a card seniority list this project has taken a long time and, yes jason men i believe her mother is here as well (clapping.) >> so very honored and grateful for this award i know that if i didn't have such a great team i wouldn't be up here accepting this award i want to thank the taxis that provide such great influence and great help and, yes i'm super honored and
4:33 am
grateful thank you (clapping). >> on behalf of the board and the entire agency we appreciate our outstanding work and wish you all the best. >> finally i want to ask our chief financial officer and chief operation officer to recognize one of the mta employees. >> it is an honor to give this award to her i'm very emotional about this he's a principle engineer in our technology division and lead and modesty point it allows the employees of mta to collaborate and share information in one open space rather than having duplicate documents cross the action he's
4:34 am
an supportive leader and he didn't have to be here 24/7 but he has interior efforts with the tracking sites and his agency performing site the public outreach engagement site he's the back end that makes it happen so thank you for everything you've done for the mta and passion and great work before i turn the mike over to the gentleman please stand up his folks with him (clapping). >> they're very proud of their daddy as they've said. >> good afternoon director reiskin and to echo the sentiment we're fortunate to have this team into in terms of
4:35 am
his planning for the future of our agency and in response to the challenges that come up in fact another thing he's responsible for the tracking system with his help we've been able to identify efficiencies so thank you, again (clapping.) >> thank you (laughter) >> on behalf of board thank you for your illness service great you brought your family here today thank you. >> thank you (clapping.) >> moving on a few more items one i wanted to give you an update as you recall the area residential cue when it came to the board there was some strong community support including from the major organization there
4:36 am
were institutional organizations that that were concerned we've held a number of meetings with those folks with representatives from those organizations we'll continue to meet with them their egg endorsing some modifications to what we brought you in march including hour time limits we've established is as a two hour zone limit there a maybe 4 hour time limits will addresses some of the concerns we think many of the concerns raised we've presented that idea to some folks with mixed reactions we'll continue to with work that group as weight likely be coming back with some recommended adjustments that will be done in time before the preliminary goes into plays later this year an update on that and also wanted to let you know that a week if
4:37 am
could i we will be hosting a designation of federal and state officials to see how we're implementing vision zero and looking at san francisco as a model that they can bring to the rest of the country they're looking nationwide how their assessing the safety with corridors and what programs there used to advance in vision zero but generally what the city's can be doing they see us and part of writing a playbook in san francisco the designation is led by the administrator of the national highway traffic safety administration metro district attorney and bryan kelly that's the transportation under jim
4:38 am
glover it comes from a directive anthony fox to his staff to find and identify those best practices after seeing the tens of thousands of people that are killed in our nation's roadways that is a priority from the top of u.s. department of transportation and the state they're coming to san francisco so see what we're doing now what we're doing in san francisco secretaries called for a pedestrian safety assessment of from nationwide to understand where the problems lie and because of the progress we're making they figured rather than an initial assessment to see what we're dissolution to shire they can share and we can share what we're doing in san
4:39 am
francisco with states across the country for example some of what we found maybe some are familiar with more than 70 percent of all our serious fatality collision are located on 12 percent of the city streets we're looking at pedestrians 60 percent and 50 percent of our streets that kind of data analysis that helps us focus resources here is the kind of thing they're looking to out and replicate across the city country we've engaged with a remarkable amateur of collaboration and since vision zero making streets safer is not only about engineering but engaging with the stakeholders to get the kind of model that federal and state models are interested in we're going to
4:40 am
take the designation on market street and 6th street one of the hot spots that's been more dangerous areas in the city but one we've taken steps towards and should be a good discussion we're proud they're coming our way i guess at this point, i'll close by asking john haley to come forward and on a high note we'll be bringing you tell me probably next meeting to execute an option to purchase more buses and other things in the world of muni that are more existing i'll ask john to come forward with a brief update to see what you're going to be seeing this month. >> thank you ed and classroom and board members on easter sunday we delivered 98 percent
4:41 am
of our schedule service our prop e goal we didn't hit the mark on sunday that's significant that's the first time in 267 straight days we failed to exceed our prop k goal we're in a position to put out our prop e goal at recorded levels our you been service is up 7 percent if 6 months and setting the highest reliability standards for equipment in the history of the agency our bunching and gapping of our service is being reduced i say that because only to point out that over the last several years you as a board ed reiskin and the board of supervisors and mayor has put in motion a number
4:42 am
of prauflgz for us that you allowed us to build the solid foundation to be one of the few agencies you can find that right now sits in a position to deliver 3 service increases in the next 6 months and sustain those service increases why is that why do i say we're able to sustain this because what makes the kind of things possible we've tubed is we put the building blocks in place number one we have the operators now to deliver the service number it through our help your leadership we've got the equipment to deliver not only our schedule service but our additional service that our riders are crying out for and delivering nor reliable and number 3 the planning we've continuously looked at the plan and followed the plan through
4:43 am
years of environmental approval as we've strengthened the building blocks and finally, the infrastructure improvements i'm not holdings a piece of broken wire or distorted metal it is not we don't have infrastructure problems but with our help and continued support we've been able to improve the system whether it was train control whether it is traffic signal priorities and transit is a better beneficiary but it is couldn't have happened without the foundation in place this is a very, very important first step being able to add service and effectively and take on directly this is good news for our riders with the service increase in april we're dealing head on with the principle
4:44 am
concerns and the april service increase is focusing on crowding the roots we're showing you you're looking at why the increases in frequency so city's commissioner riley is growing the busses restraining order crowded earlier 8:30 in the morning is no longer an option we need to extend that service we're seeing midday crowding only a number of routes it is a combination of alexander to the base by particularly from the crowding where it's the most severe whether people going to work and the rush hours is being extend and weekend discretionary trips are up we're carrying over 42 hundred 25 thousand trips a year and continuing to grow we need to prepare and this is a
4:45 am
good first step to head in that direction the significance of what we're doing in a couple of weeks on april 25th focusing on the rooirpd one hundred thousand trips and dealing with the most consumer complaints so there's a serious of important changes and looking if you see the routes they're the work costs of system the 38 the 14 the 5 line all the expresses so you'll see this is a group of routes we're selected for the full service improvements to be able to relieve the offer crowding we're excited about that and it is important to not just
4:46 am
deliver the service but make improvements that are more reliable one of the things we're talking about the adjustments to the schedule tracking the time the new vehicles that are coming in right now here in san francisco we have the first of what will be the 60 new trolley coaches with are being tested expected to have it in service in may if they're one of the next two board meetings it ask for the authority to purchase 98 buses an additional 60 and 40 foot buses the first 60 buses were coming off the plant in minnesota and 61 will be in service by the end of september of 2015 so we're photocopying following through and delivering on the program and continuing to improve the maintenance practices that's a huge
4:47 am
difference not only buying the new equipment but how we're doing the business and maintain our vehicles just a quick reference to something that's our sunday best we were beginning to notice we were losing a couple of coaches three or four or 5 coaches on a sunday to mechanical failure that's unacceptable you should have their best buses on particularly on a weekend when the delays are longer than so we started a process to begin to reconfigure the yard so on friday night the best vehicles the best mechanic histories are lined up to go out there so part of this not only building on the foundation to deliver the service but more reliable and more consumer friendly part of the effort is rebranding part of
4:48 am
what we've been able to do with adding the red lines like the a x and the 14 to pick up the pace and instructions the travel time we want to recognize the rapid service so what ear doing is adjusting the name clasp on some of the systems what you see is some of the new names where the exits where about a simpleer cleaner system as question move forward with the numerous changes take place over the next several weeks pursue part of this with our help again going through a rebranding effort that is the shelter that will be one of 3 hundred or so that will go up over the next couple of years as we introduce those with to
4:49 am
customer amenities better enhancements and visibility like bicycle racks and new system map that will be helping people to see where the lines go and some of the signage to reflect that the red is the rapid signs and the blue so for the more local lines although certainly, if you look at the 14 mission line you know the amount of people it carries and how important it is as well and the orange for the historic lines so part of this is an effort to make the consumer be able to see which line to take and which stop to go to so this is part of the rebraind efforts this is some of the shelter combachls we'll be talking about this is a quick snapshot of one part of the red lines to designate rapid so it
4:50 am
is easy to see meaning skip stops and blue for local for all your stops part of the effort to better inform people to let them know where to make connections those it some of the features of the rest of the bicycle racks on the new buses we're testing a 3 bus excuse me. 3 bus - 3 bike rack so part of the with whole moving forward program we've taken a comprehensive look this is to look cross the system and 3 service increases that pretty much touch all the riders across the system in the next several months so there's an outreach effort to let people know it won't be only signage but ambassadors and others on
4:51 am
the street to explain to people what the changes mean for them and where they'll be take place so this is truly an exciting time for us and again, we appreciate our continued support and we want to thank you because it is not often you're in a position as a organization to increase our service and be able to have the solid foundation to be able to sustain it because we are getting better we've got a long way to go and appreciate all the help you've given us to get there. >> thank you exciting is the right word this certainly has the ability to make dramatic changes thank you for your leadership. >> mr. chairman you have.
4:52 am
>> that concludes my report. >> this is the opportunity for members of the public to address the board an matters discussed by director reiskin and mr. haley only two speakers herbert wiener and another person. >> good afternoon. >> herbert wiener moving forward forward over seniors of disabilities folks and with limited access to city services accident san francisco general and the hall of justice get on board it's hard to do if you're under the wheels now i appreciate the service improvement but where are the neighborhoods where do they fit if have buses been taken from the neighborhoods to implement those improvements? or is there simply or have buses
4:53 am
been added to the fleet you know this is something that needs to be clarified in addition you still expect senior citizen seniors to walk a quarter of a mile to a bus stop i've heard from the mta management and people from the board what is walk is good for you or take par trait or 3 public transportation is not for everyone now if this continues public transportation won't be for everyone and public transportation should be for everyone not for certain routes but the whole of the city this is not happening within the plan so those are my concerns and by the way, ed please answer my e-mail >> thank you. next speaker, please. >> he's the last person to address this by director reiskin or mr. haley.
4:54 am
>> good afternoon directors. >> one of the items that was better transit recognition we used to have one hundred taxis for the area where are the ramps i don't see more than 10 really moving in the city the numbers maybe there and the thought but the books maybe there but really not there would you, please get all the data in front of the the public there is 90 rams almost missing and some on regular taxis and the second item highway some mr. director mentioned but your city streets at bay bridge area are gridlocked so much it is more than horrible not only here but
4:55 am
all over the planet but what are you doing for that there's a solution for that, yes. >> block the freeway traffic for 5 minutes and move the city streets gridlock anti first every 5 minute every hour and you have your 20 blocks cleared in 5 minutes that's the second thing about this seniority list i've seen the name of the person who's vehicle was taken back when director malcolm heinecke can i was there i've seen the people who have received the medallion and their names are on the list and seeing none please. moving is scheduled the citizens advisory committee report i don't see mr. murphy e.r. many
4:56 am
whatever here item 9 public comment mr. chairman there are 25 people some of them in the overflow room i'll read several names at once (calling names). >> good afternoon i've sent several e-mails over the last week regarding driver safety we had a driver that was hit in the back of the head with a lock doing his job and another driver that was assaulted and hijacked in oakland back in february a driver that was eucost in the daily city we need to work together as policymakers
4:57 am
and as members of the industry to understand that is unacceptable to assault a cab driver the job is hard and we're not employees of the city but part of the city's transit system we demand roll call protection so this is not the right venue to make that request we urge i urge i'm sure my friends in the back urge direction we're working with the taxi testifying that's great but we need someone in the city to go to the state and make changes we're dealing with people that have been hurt and we as drivers can help ourselves it's only a few dollars led them go away i've spent 9 hours of my easter
4:58 am
in the hospital it's really important so we all need to work together to figure out policies new york has a hammer san francisco and california is a little bit different but make enhancements that take this serious so we need to make that happen >> thank you. next speaker, please. >> (calling names). >> good afternoon. >> good afternoon directors i'm richard wiener i'm here to ask you to wait for the medallion renewal fees for 2015 it comes as no surprises the taxi sdriz industry is facing difficult connection from the clerk among
4:59 am
other things have a flat rate no limited to how many cars their literally nobody knows how many thousands of cars they're operating and one help might be to require them to get a business license everyone that operates a business in san francisco needs a business license i'm not talking about the tmcs getting a car but if you get a law degree you need a business license to operate in san francisco there are many other things to the tmcs but those are the things that come to mind we're fatiguing a decrease in income and an increase in fines we need your help the taxi industry needs the city's help i'm i am mror you to wave the medallion fees for this
5:00 am
year thank you. >> >> thank you. next speaker please. >> (clapping.) (calling names). >> good afternoon. >> thank you. i agree that the fees should be wavered for the medallion renewable but have a separate hearing to see what the proper amount of the fee should be going forward there's 0 only two resources one is a form we give a fingertip every year the former 1095 and the other to produce a medallion with the metal plate so so $250 to recovery this over the time the reason the fee got how the city considers the medallion is property but now seven hundred people have bought the medallions and several paid
