i visited the department of public-san francisco general hospital recollect their emergency department and other departments aant to the maurjs department and saw sth staffic levels and it was remarkable to see the amoubt of tension not just because it was the trauma center but because there is a lot of overlap in nursing possessions and there were not enough nurses to happen the work load. i went back again this year and learned that we really haven't-there is still some of the same conditions that exist there. last year i had done a hearing looking at how the city was moving forward on increasing staffing to meet the demand. there was actually it took about a year for someone to put their name into the system to actually get hired and in the mean time a lot of people applied for jobs and decidesed to move on to

other place tooz practice nursing. i think that is a loss for the sate that we are not being able to maximize the level of staffing we could have and the skilled nursing we could have at the general hospital. it seems like we are still suffering from the length of time it takes for someone to get hired. calling for another hearing e. hopefully can hear it during the budget process and schedule it when the department of public health comes bebefore us in a couple weeks to look at how we are getting ready fl it the new general hospital opening and what the impact is not just for it againeral hospital but all primary care system including the community clinics. one area i heard of a lag in staffing is the clerks that sign up people for accessing affordable care dollar that brings fundsing are understaffed as well and they

are turning people away. there isn't enough staff to sign people up to receive affordable care act dollars in the system and their own care and think that is limiting what our department of #3ublic health should be. looking to hold a hearing before we approve the budget for the next fiscal year. i know sheriff farrell last year helped with the hearing as well so i want to see if we can move that forward so we knowe are redfry the new hospital opening up and the impact on the primary care system and department of public helths. i also have a resolution i'm drafting for next week for adoption without [inaudible] this is the transpacific partnership. it is a another free trade agreement that congress is about to perhaps or perhaps not fast track for the president to

negotiate directly with transnation corporations in other countries. the problem with the free trade agreement for the north american free straight gement is we are give away local, state and federal standard for work place safety, work-environmental protections for traenz paerns. these have impacts on peoples every day lives. we actually had resolutions passed at the board of supervisor in the past that opposed free trade policy and many of the california congressional opposed fast tracking as well so we hope to be able to send a message with a resolution for next weeks vote to ask fast tract isn't given and there is a transapparent process to negotiate fair trade. free trade is free for transnational

and many inside look at the legislation impact and logistics. i believe we should support home sharing in san francisco, but in a way that protect affordable housing, creates a regulatory environment that is simp and enforceable and remove red tape for people looking to share residences. we need to insure the law is clear, enforceable and hold those accountable for vilailgzs so we minimize disruption for the quality of life in san francisco. we also need to be aware and work to mitigate the impact short term rentals have on the stock. we need to be mindful to those using short term housing to keep windup the rising cost in the city. we must insure we product our city from turning into a city of solely owned short term rental and strike

the balance to so so so the residence can opportunity to live and thrive and make ends meet. with all eyes on san francisco and how the city approaches short term rental it is important to strengthen and stream line the process and framework. that is wie i introduce a number of straight forward amendments in partnership with mayor lee to do exactly that thmpt amendments we are introducing today to the short term rental lay will protect the city housing stock, milwaukee the law easily enforceable and stream line the rezstration process. thoferb past few month mayor lee and i met with home shares, housing and tenet advoicate, private sector and labor to hear the concerns. specifically these amendments include, a 120 day hard cap on the amount of days a year you can use the short term rental.

treating all host equally. creating a office of short term rental administration and enforcement that is staffed by the planning department, department of building inspection and tax collectors office. this new office will provide a single location for member thofz public to apply for the city registry and sit a estaff to enforce the law. a one stop shop that is a physical location for all short term rental needs. in addition to the city currents private right of action that aplows praurptd owners and nob nub seek penalties for host thought to violate any part sthof short term rental law wants a city planning dvi and attorneys office have gone through their own process. the goal of the amendment is protect the city housing stock, stream line the rejtration process and clarify elementoffs the law to insure it is fully enforceable. i believe the amendments today

accomplish those goes and strike the right balance needed for short term rentals to exist in san francisco and also protect the quality och life in the neighborhoods. i look forward to the disugz ahead with i know will come and make sure as a city we get this right >> supervisor kim >> thank you i'm introducing 2 hearings request. one is a hearing request to discuss the possible alternative to the jail rebuild the sitee is proposing. the before the city spent 2 mine 0 million of the resident dollars of buildsing a repacement facility i think we should know why we need to do so. i asked questions in the past as i know many colleague have and yet to receive information that i believe we need before making any decisions before spendsing all most 300 million dollars on a new jail. as many know the original plan called for 250

jail beds that need to be met. with the decline of the jail population between 2011-13. [inaudible] release those not a danger back to had families and job. the budget was able to revise the bed needs to 1400 and 78 beds and 29 [inaudible] with the passage of proposition 47 the increasing use of alternative methsaid such as electronic monitoring, home detention, the decrease for the beds in the jails seems like a strong likelihood. we should examine alternatives and have them in place before we make any decisions about how we

spend the dollars. what would it look like if we dopet rebuild the jail at all? who makes up our prison population? how much of a prison population are homeless rkts monetally ilor poor and what are the best ways to address the issue squz is jail the way to do it? i talk about how saturday it is it takes one to go to jail before you can get access to health care, to a bed, to a ged, to drug counseling, and other support sirfbss you should have got before you goat to the institution. [inaudible] with over 40 years of experience working in california prison system who retired a few weeks ago said why when san francisco is doing such a good job for alternatives of incarceration we invest in jails. in light

of the federal and state mandates to reduce the number of prisoners behind bars it is our duty to be shart about crime and take a look at what we do in the sate. i had 24 opportunity to visit our jail at 85 obrian a couple weeks ago at a invitation from dpw and what i saw is one of the saddest things i have seen in a long time. it was a enotional experience for me for many reasons. i was angry i was part of a system that invested dollars to address poverty, homelessness and mental health issues through a jail system and think we and the city can do better and look forward to this hearing at the board as we examine our capital-10 year capital plan and examine an application to the state to

replace this jail. the second hearing that i'm introducing is on the needs of our homeless families with students in sfusd. since 207 the number of homeless and [inaudible] has increased by over 90 percent. the numbers are only continuing to grow as the housing crisis worsens and families struggle to find available 2 and 3 bedroom unit in san francisco. 3 decades of research on the impact of houmlessness on children with the earliest studies published in 198 sev concur children in homeless families are sick 4 fimes as often with children with stable condition. they have emotional and behavior problems in school, which i saw at shelter sites. homelessness needs to stress, tromy from move, inconsistent relationships, lack for places to stay and

study and a greater likelihood of a future of homelessness as a adult. homeless children are 5 times more likely than their peer tooz become homeless as adults. this is dramatic and as homeless children struggle with lower academic ichievement only 5 wn hert of homeless meet state wide standard and 48 percent meet state wide standards in math. over 50 percent of homeless student are held back and 22 percent for multiple grades. i'm introducing a hearing to receive a update on the joint select committee on community based partnerships. we were fochinate in the last couple month to receive a large 2 million dollar grant from google to provide on site services in our school. i saw a feature cry for the first

time because they were not taught when they got their teaching credential how tahelp a family find a house, how to be a nurse and social worker was finally getting the support they needed to support their student in the classroom. and chronicle of latin america [inaudible] i'm talking about edward or gal yawno who passed away yesterday. he was a year grain activist and journalist. i want to say of his passing many people have talks about it globalally but i'll say his impact on me in 1984 when i moved to san francisco i picked up an amazing trilogy of books called the memy of fire about the istry och american and peoples strug lt. it was the real history of the americans and it moved me greatly and also fed my mind and sole and helped give me new eye tooz see the world from the perspective of real people, oprezed people and i thank you edwaurdo gal ono for his insight as a journal ist. i ls want to say he was only 74 years old and one of my favorite jernlests rubecka sulinate writes about

him. she says he was a huge influence on me, most specifically for telling me you can be lyrical and also being completely political. i think of that is the latin americans writers gift. i had the ability to-she says that i think as a latin american writers gift and no one had it and gave it more thuryly than gal yawno. a great journalist became a great writer who founds the poutry and facts like many told by black lives matters today. who know paultication is personal and emotion and public life reaches into the privacy of our hearts? i wanted to read an amazing quote from gal yaeno that i think about every day. he said

community that needs a lot of more allies like myself and community based groups like the richmond district democratic club. go to best buddies california.org. thank you the, are rest i submit >> supervisor tang >> thank you. today i'm introducing a piece of legislation that addresses a way that the puc is able to ledge receive funding thmpt seat of california we have a clean water state resolving loan fund and basically it offer as low interest finance option for waet water improvement. last year changes were made to the program where by the loan term is extended from 20 to 30 wreers and also no longer requires a loan det to senior to all other debt. some of the changes made to the program makeatize a very attractive frathe sfpuc and it will help the rate payers. the

interest rates are set half of the rate of the general rate which is pretty incredible. for example, for everyone00 million dollars financed through this resolving fund program could result in a 2 million dollar annual savings over the life of the loan, which is 30 years. since the sfpuc we do finance, we could be eligible for oirt credit limit as the state level so this legislation would allow this amendment to be introduced into the the sfpuc budget ordinance and with that also requesting the board of supervisors delegate authority to the puc commission to approve execution of up coming clean water loan finance agreements. i think this is a really good program the sfpuc can participate in and helps the rate payers so i do hope when it comes before the board we can all support that. next

sadly i do have 2 [inaudible] and one occurred friday night. i think we heard in the news a chase that occurred in san francisco and it actually resulted in a pedestrian death at the corner of california and kerny streets. the individual who was struck in the intersection and who later passed away was a outer sunset residence. her name was bridget clucker and 42 year old and friend to many. she was honored duringomeening day yesterday by the giants and she was a die hard giants fan. there was a moment of silence and worked [inaudible] and been with bon app taet since 2012. the ceo and foundsing of bone app teat feudal botchio stated

she was a terrific manager and loved to take photographers blarly of food and loved by the staff and customers. bridget loved the out doors, worked hard and kind and had a great sense of humor, she moved to san francisco in the 1990's. we want to sepds our best regards to her family. lastly like to offer a memorial for vick torier also known as vicky, helen smith. she was a district 4 residents and we have many giants fan and considered her giant number 1 fan. she was a bal bowo graduate and 30 year wall greens employee and she also provided a friendly face at wall dproo waens. she had a special place in her heart and treated the seniors like royalty and daily call said and
