2:00 am
will do a roll call. commissioner adams, aye, commissioner dooley, aye, commissioner dwight, aye, commissioner ortiz cartagena, yes, riley, yes, sarkissian, yes, white, yes. that passes 7-0. okay. so item 4 concerns the planning code provisions. i think that as we have already noted that we commend the efforts to adjust the planning code as it refers to this sole practitioner and the ability for four up to four sole practitioners to share a space and that is what the supervisor is recommending but we won't know whether it's finally approved from the planning commission until they do so. i'm
2:01 am
supportive of that. the question, the crux of this is the conditional use for certified legitimate practitioners. we have had a lot of discussion about that and there is a lot more discussion outside of this room with that and it sounds as though it's intractable at this time that there is not going to be accommodation. we can object that here just go on the record to saying that we wish it would change, but again we are a recommending body. we don't do anything other than make a recommendation. if we want to make a recommendation we can go ahead and do that. is there a commissioner that wants to propose a motion? >> and again, sort of with kind of an over arching and some specifics, i think it would be helpful to be
2:02 am
on record to support supervisor tang because there was discussion at the planning department for the sole practitioner establishment to have it be just one but to support supervisor tang on the conditional use exemption for the sole practitioner with four and then also to support what the planning department did put made a direction to staff as to find an expedited means to define and final a space for conditional use process. >> right and to explore the elements of amnesty program. correct? >> and again there is one more meeting if you want to take final action after you see the amended legislation or you can go ahead and take action
2:03 am
tonight. >> okay. >> i would like to see it again. >> you would like to see it again? >> yes. when it's finalized. >> okay. do we want to have a motion to at least see the progress? >> yes. absolutely. i would make that, i would definitely like to make a motion i do support the progress and i really appreciate supervisor tang making it up to four. i think that's really important. i do agree with commissioner dooley. it's like another burdensome. it's something else that has to get conditional use. i think this whole city is going to get conditional use if we don't stop it somewhere. i would definitely put forth a motion to hear this again but support what supervisor tang has done up to now especially with the common
2:04 am
scenarios. >> all right. do we have a second for that motion? >> i second the motion. >> okay. all right. so commissioners, i will do roll call. all right. commissioner adams? yes, commissioner dooley, no commissioner dwight? yes, commissioner ortiz cartagena? no. commissioner riley? yes. commissioner sarkissian? yes, commissioner white? yes. so we have 5 in favor aye and two nos. so that recommendation to the direction of the legislation is going in passes but then the commission is
2:05 am
going to review the final draft at the april 27th meeting. >> correct. with that, i think that concludes items no. 3 and 4. >> yes, thank you all for committing the time you did and efforts before this meeting we received a number of very thorough letters detailing this issue and i appreciate that from the community and also appreciate the engagement of the supervisors office and the department of public health and so, it goes on from here. so thank you all. >> commissioners we will move on to item no. 5 which is the directors report. so in your, i do not have a written report for you tonight. in your packet though i do want you to
2:06 am
know that, in your packet, i don't have a copy of it myself but there is a calendar of events for small business week. hang on just a moment. maybe item no. 5 or 6. so very excited. >> i didn't get it either. >> saturday, the city's sidewalk sale is memorial weekend? >> we are doing it both
2:07 am
weekends. some on the 18 and some on the 23rd. >> monday night the 18, flavors of san francisco our kickoff event from 5:30 to 8:30. this is a large networking event for small businesses and to meet with our small business week sponsors and the city departments and other non-profits that provide resources and assistance to small businesses. >> tuesday is the small business annual awards to honor honorees and that's from 3-4:00. that does involve the commission. so we have the president open, the vice-president close and we have a reception for the
2:08 am
honorees right before. that's the tuesday. then tuesday evening we have three, i think events going on. yes, three events going on. the mega made contact with golden gate businesses association and the castro merchants at the lgbt center and this year for the first time the api how to succeed as an american business owner. commissioner riley has been working with tong from the sba working together for this event. and we have a latinos entrepreneurs business in adjourn. journey --
2:09 am
we have three events which is exciting. that's tuesday evening. wednesday evening is business awards with bank of america. this is a small private reception event. then thursday is a small business champion mixer. so this is a mixer with the council district merchants and sf economic development organization doing a mixer together. very pleased that this year st environment has come on as a sponsor and will be sponsoring this event as well. then friday different this year than the previous years but we are hosting the conference at city college the chinatown campus. we found that the event small business week is most successful when we are able to
2:10 am
host a conference with multiple multiple workshops. we weren't able to do that last year. it did okay but not extremely well. we had difficulty finding space to host the conference where we can have ten workshops happening at four different times throughout the day for each of those sessions and so in the past we had used city sf state downtown campus. they closed one of they are floors. so city college campus was able to accommodate us on a friday. this will be a change for us to do it on a friday but i think very important. i will send you out the finalized list of conferences and we have some very exciting new things for the conference this year. we are also kind of targeting to have our conference to have a little
2:11 am
bit more direction towards existing businesses and not just start up businesses. so that's exciting. then after that we will have a small business conference happy hour in the lobby and ending the week again with sidewalk sales. so, that is the big thing for the office. i do want to announce that carol chung that has officially started her position as the business counselor prince george's -- prince -- project manager. she is now working in the office, her first day was march 30th. so, i will have her come to the next commission meeting during her work hours to introduce herself.
2:12 am
carol does speak both cantonese and mandarin. she worked at city college at the dental school. next, i think i was not able to really get the information that i wanted to get to you to really start preparing for the legacy business program so we will engage with that. i will be sending out a series of items that i do need to have you read ahead of the next meeting and so be looking for that from me later in the week. and then i do want to let you know that we are engaging to enhance our sales force so that we are one automating some surveys to start having better engagement and improved engagement with the
2:13 am
individuals that we have serviced and counseled special those that it's been a while so we can check in and see how they are doing, are they growing their business or did they actually get their business open so we can sort of understand what some of the needs are and remind people that we are there to assist them. i think with that i will just leave unless you have other questions. >> what about commission secretary? >> that will be finalized hopefully soon within the next week or two. there is a couple steps with dhr that we are waiting to get some confirmation back on. >> perfect. thank you. >> i know i'm in a hurry. so i have nothing to report. >> so that concludes my report. we can move on to item no. 6. president's report. >> i have nothing to report. >> item no. 7, vice-president's
2:14 am
report. i have a long list, kidding. nothing to report. >> item no. 8. commissioners report? >> i have one item. i did attend the -- >> next. >> payroll tax to -- gross receipts tax seminar. the feedback with cpa's. it was very good. the outreach that the city treasurer's office has done, his name, greg cato has done especially with the cpa's that were in attendance. there is about 30 of them. i just want to give a shout out to greg and jose cisneros on that outreach.
2:15 am
there were people complaining and it wasn't perfect, but greg was able to answer all the questions and i was very impressed with the outcome of that. that's it. >> any other commissioner reports? okay. that's it on that one. new business? any new business. >> item no. 9. no new business. that leaves us to item no. 10. adjournment. >> i motion to adjourn. >> second. >> all in favor say, "aye". >> aye. >> any opposed? we are adjourned. [ meeting is adjourned ].
2:16 am
>> well, thank you very much for coming and welcome to the appellant restaurant in the downtown center city college of san francisco i'm the chair of culinary studies department you're in one of our classrooms one of four food service i89s
2:17 am
from the studies department we're a two year degreeed program that offers a degree in culinary arts hospitality management in addition the classroom you're in now is where the backing certificate is as well as our culinary arts certificate and some of the students to my left are part of the one year certificate program a little bit about what we do we're one of the programs in city college having been started by a graduate if the r from the cornell school of hospitality we like to say what we do is over live experience to our students you're in a classroom that students offer food and make all the of a food and bread all the chocolates
2:18 am
we breakdown all the meat and make all the saucers and the students serve you the food we the students spend before thirty hours a week for an entire semester it is valuable and so incredibly special in this community is the amount of hands on experience students get from coming to city college of san francisco this is true of any of the programs one of the areas and one of the reasons we're so valued in addition what you'll see here is students who are working full-time in addition to coming to school and being committed to their education we like to say in our departments learning never tasted so good
2:19 am
in addition to this campus we have food services at the ocean campuses that operates our cafeteria as well as other services we have strong ties to the community later on you'll see one of our alumni as well as the advisors board speak we at city college in our programs in general really rely on community input and partnerships we say partnerships with the city of san francisco the hospitality initiative we have advisory committee and people that help to shape our curriculum and embedded in the community and communities and we value your support thank you for coming today i'd like to introduce our chancellor arthur asian pacific islander our (clapping.) thank you janice is truly is a
2:20 am
privilege for me to be here to welcome back in the the first time and certainly many, many times she's been here leader pelosi but before i have her come up i'd like to say thank you to all of you that have helped the institution there it's 80 years of support to the economy and people of the families of this great city you know as we start enrollment today for the summer i'm very happy to announce the spring semester was the turning point of the institution the first time in 3 years we've eclipsed the enrollment numbers and on our way back (clapping) you know it's my privilege as the chancellor to stand here and tell you this institution was
2:21 am
here not only for the students but for the community we've served like as talked about did hospitality industry this this wonderful culinary arts served we have over 3 thousand courses we provide almost on a daily basis to students who want to do better who want to live a dream we create dreams for those who don't have them and create americans when they come to our shores as immigrant and teach them english but more importantly we teach them how to adapt and become part of this wonderful fabric of america city college is one of the most diverse institutions in the world i can't count the number of differences we embarrass in this wonderful institution we are truly a microcame over of
2:22 am
san francisco and what it does for our nation for the world and as a gateway economically and socially as we make change on a daily basis you're here at the downtown campus and here at fourth and mission you know we do special things as janice said we're getting ready to opec our first enterprise students will be selling they're back wares to the public and fund for this help to underwrite the program but also teach students how to assimilate in the with that when they become part of businesses part of the best of the best things i get to do as chancellor get to
2:23 am
boost by my faculty we have a wonderful faculties along with the students and staff and administrators i'd like to acknowledge our president virginia perez (clapping) it's her responsibility for the daily operations of our centers as well as the campus along with jessie lee our center dean (clapping) you know this is really probably the best job i've ever had and the best job because of you and because of the partners we have both with the mayor's office and the unified school district the university in the city and our elected officials with great pride i get to introduce her again leader pelosi is just
2:24 am
perhaps the stanch it best ally we've had and she's been doing it a loojt to help the institution not only to strive but the best of the best that's where we're headed we're strong and coincided and enforcing people today leader pelosi my pleasure (clapping.) >> thank you, very much. chancellor tyler for your tremendous leadership this must be the best job anyone would have because really you and your colleagues are doing most important work your investing in the future and helping young people reach their aspirations as well as growing our economy and doing great nominations some
2:25 am
of which is done directly by the students it's mites how were you to be associated with the city college san francisco very proud of the faculty yes of the students, and all the leadership and the community support that it has is that me? nope maybe it's some pieces going into the oven (laughter) i don't know or should i say is it i did is my honor to be here with mayor ed lee we're talking about the future of going forward but we have to acknowledge we had some challenges some bumps in the road and frankly without the mayors surely great leadership some in the forefront and some behind the sequence we would and the best news of all
2:26 am
that enrollment is where it is and has as the chancellor said higher than this time last year and growing for the students tomato it's important for the fund from the state a few principles i'd like that will be a l l e not al a few principles i'd like to support is one nomination begins in the classroom and when you see the innovative spirit of those young people learning and deliver on a product in a way that is entrepreneurial it is pretty tlifl when you see people that have spent a lifetime a generation of their time working in the private sector and coming here to teach those young people how to go forward you see that
2:27 am
nomination has gone from one generation to the next and so i salute you for the k3r0ir8 spirit and the culinary spirit this means a lot of things but it certainly is inviting and i can't wait to come back to enjoy a meal the second point nothing. nothing brings more known to the treasury local, state, and federal than the education of the american people whether it is early childhood k through 12 higher education or lifetime learning and all of those fields community college of san francisco has played a role nothing bring more money to the treasurer so that's unfortunate
2:28 am
he search warrant to have a debate in washington, d.c. about the importance of education anyone that says we need to cut education to reduce the deficit is talking about a false economy i am sure for every dollars spent for community college 54 a quarter is returned to the public do menu and to the economy so we must fight we have a fight on the way and the republican budget not to be bipartisan they've freesz peel grants for 10 years 10 years they've frozen peel grants for 10 years they've freesz the aspiration of young people and people returning to school will even later in life the aspirations of
2:29 am
returning that the aspiration of those who want to be the first responders the mix that brings to community college is talked about the diversity chancellor is not only the diversity is such is a strengthen i say in washington about the community i represent the beauty is if the mix strength it in the mix so this is why we're thrilled that obama has said he presidents two years of community college to be free just think that of what that >> just think the parent could not soft that he would their kids education they can go all out and sigh reach for the started it is affordable and assessable to them
2:30 am
and again, we want to have the kids go to school and i say kids to me everything is a kid but those students to be able to go to school whether it's in the summer and the idea you cut off summer just as known as how quickly young people or students can get into the workforce again, the taxpayers if we want to get down to dollars and cents but broader reach their ass perspires and most important jobs and the best jobs helping people reach their aspirations and bringing nomination to our economy and people that might not have had the access and reducing the diversities by investing in e
