projects through a mixed of public works when you think about vision zero and muni moving forward with the plan our on street capital program is growing it is much bigger than a couple of years ago we want to deliver that. >> i've seen examples the mta has done a good job of delivering some of the projects not exactly vision zero but pedestrian projects in a more efficient manner so there are more positive examples you, you see in terms of internally with mta for those projects are mta they'll deliver them do you see improvements happening in terms of how the agency goes about doing that. >> maybe this is a good time to talk about how we're investing in the people there is a culture

change and raises expectation we do that better and faster to reach the vision zero goal so over the loose 6 week we've trained 60 mta staff or project managers in a immense two day management courses alongside the colleagues of sfmta to bring everyone's management skills up and prepare for the roll apples to apples and call c pa the capital project control systems it is great it the san francisco municipal transportation agency and mta is trained together so the agencies are speaking the same languages and many the miss steps might potentially occur in the programming phase are 13450g9d out by that common understanding of what a project scope may look like the other exciting thing we've

announced last week we're going to be bringing out a high-level director that reports circle to me to reengineer and streamline the process across the division this will result in streamline processes and shortened timelines and help me and my colleagues to reach the goal delivering more and better and faster regardless of the delivery the ultimate construction which construction arm public works or capital program or a mix of the two the improved management and training and the capital program controls and systems that will be pit in place and the single affordability are really going to help streamline this process. >> that sound like it is positive. >> a couple other things i'll

mention briefing we've launched the wwwvision zero sf dooming that is the dashboard of a front projects their status you can look at them on a map and you'll get the scheduled timelines and we've also getting great support from the partners at public works through this system that is a map based platform for coordinating the contractors and city agencies non-city agencies b.a. co-can't go and see the projects schedule and gives those folks an opportunity to coordinate better with us it's a great tool among other things the agencies that is great to engage caltrain we meet quarterly to make sure that the design and construction permits

are important in the city so we're moving as quickly as possible so i think the i guess what i sort of want to leave with you on the product deliver this is a work in progress not preventing we have this down pat but there were problems in the past and we are struggling with some issues but the way to tangling tackle this get better processes in place and staff up by hiring staff who can be accountable but really understand the role of the project. >> i have a question about soft costs is that something that the agency tracks in terms of the portions of the project in terms of soft costs.

>> soft costs what do you mean. >> the costs that are to the physical costs implementing the projects i know we've heard about some of the projects some of the soft costs are as much as a third of the project budget you know there is some soft costs we can't build a project without the planning and preparation but mean we have less money for the physical work i'm wondering how the mta tracks that and how it compares with other cities and so on and so forth and we track that in a variety of ways related to the source of funding to build the project so at our previous hearings we use a variety of funding prop k and prop a and prop a money and each has a

different reporting requirement so we're tracking the costs for design and public outreach and i don't have you don't i can't say 21 or whatever the construction costs soft costs but again as we migrate to the capital platform we'll be in a much better position to track those not on a project basis but the whole program to actually look at the patterns and find ways to define efficiency in wus across the whole program project to track like i said that's a work in process. >> do you see improvements in terms of reducing the soft costs. >> i don't know even what the by an is.

back and talked about the wiring the overlaid wiring for muni that provides another level of challenge and project deliver but the question for me when i see projects come into place without seem like it has a process other projects the example of the fulsome bicycle lanes and second being the scramble signal on stockton how do i get that done mates focus on when the mta delivers it is two months or less often a response to a fatality hallway u how can you help us in preventing that more frequently. >> a couple of important things to our questions number one we did fulsome street as a pilot so there's a difference between a pilot program generally, we go

to our mta board for approval of the traffic and parking changes we don't you know go full effort for a pilot we try not to take a huge number of projecting projects to a pilot because it is important we respect the second process and the public outreach process and finally the pedestrian scramble process is not required a detailed review of moving the traffic on fulsome rather on howard street would so i don't want to blame the environmental process for slow budget delivery but it's an important hurdle we need to move through and it didn't apply to

every project the traffic lights are a good example. >> correct me if i am wrong i wasn't as involved in stockton street but some reluctance to put a traffic signal it was put in play on pacific my understanding there's been requests to put it on sacramento and it went in quickly after the death of the pedestrian i don't want to sound like liking i'm accusing sfmta but it feels like it didn't work in the department it takes a fatality to get the projects in faster and layperson said to me if a person was

killed on howard it would happy sooner how can we insure we are moving quickly on outline streets and not wait for a fatality. >> the answer to move faster on the projects and everything i mentioned earlier about putting better processes in place and have the staff crossing over different agencies to be focused on better and improved delivery rather than to focus on the constraint that perhaps put on ourselves and face the mta over the years the answer i would give is that i want to get to a point we're moving much faster in the design and design legislation processes. >> this is my last question i apologize. i didn't get all the

questions you know this came up recently with the bryant the employing appeal that the supervisors brought up last tuesday and ultimately 9 residents wanted signal listed crosswalks because it is a freeway intrarn and it is recipe for injury or fatality i know there is resistance because the crosswalk was to support this building on sfmta partly opportunity so the project sponsor agreed to my for them but they agreed to pay for the signal listed crosswalk that took a little bit of pressure but the response from the sfmta was that normally it takes a minimum of 18 months to design it but the project sponsor is going to pay for the design and pay for other cost of installation it will take 12 months i wonder why the building

is a ton of residents are concerned they've taken away the proposition appeal why does it take 12 months if someone else's is it paying for it and how can we get those projects done faster. >> i don't have the specific details on fulsome we can get back to you on that the signal contracts which are a big part of the vision zero delivery in is something we can take a hard look at. >> that will be great. thank you very much. >> thank you okay looks like we have no further comments or questions thank you for your presentation why not go to public comment on item number 5. >> before you speak sir, i want

this board a super majority respectfully i believe that judge mirror was wrong nefariously what we have before us is the introduction of a revised ordinance to address the concerns that have been raise by gentleman broir you have copies of the amended ordinance and if based by the board of supervisors this amended ordinance would still be subject to just broirz state we're submitting this the package of that ordinance will comparisons of strengthen the city attorney's appeal before the ninth circuit that is the assistance for tenants under the ellis act to give the evict tenants a fighting chance to live in san francisco the current relocation assistance

amazement's are simply too low and what it means when when your evicted it essentially leads to those tenants once eviction happens being forced out of the city before us the ordinance as amended makes the following changes one it caps the relocation assistance at $50,000 which before there was no cap and second it requires tenants to use the relocation assistance payment under replacement housing and moving costs or other costs to mitigate did negative impact on the tenants when faced with eviction and finally it specifics the method the controller uses to estimate the costs this is something the prior ordinance didn't do i want to make additional substituting

the actual date of 2015 for the effective date on page 6 specifically the controller will use real facts for the calendar year instead of the most currency posting on page 8 reducing the accurate term quote tenants of the unit as of the date their landlord files the notice of intent to withdraw the rental unit unquote instead of tenants in a unit specifically the time within which relocation payments are made with the declaration and the prior amendment as silent within a reasonable period of time and that bay is on pages 10 through 11 and on page 11 lines through 23 that makes

members and chairman. my name is tony ma ran, i am the joint manager for the rex and parks department. the item we have before you is an item itemizing the parks department to accept and sieve a grant to the community for the amount of 800; $054. i put a little over slide just to give a -- if you're interested in seeing this part of the concept. so basically what we have is the project is located between university avenue and dublin avenue on man cell street. it's completely in the parks and recs department property and we're responsible for operating and maintaining that facility. back in 2008, the recs and parks department had a series of community workshops

to discuss issues with mcclarn park and ways we could improve it. from that process, this project will turn a quarter which was identified as a problematic street along with other streets in the park. it was prioritized by the community. it was something they wanted to have action taken on and later between 2011 and 2012, our department started working with the transportation authority to identify transport funding that could be used to improve this road. we were successful at collaborating on a construction planning grant from the program prop k and prop double a to fund improvements to the street. however, those fundings are only for funding road way improvements like as fault, sidewalk and striepg. it would not fund things that

the community desired. then later in 2012, our department submitted an application to the natural resource agency for the 848,000 dollars to fund the green infrastructure improvements such as bio soil and community pavement as well as trees. so at this time, the project is going to be advertised on may 1st. we have not actually extended any funds. however, the grant performance period did start a little bit earlier and that's why it's stating retro active accepted. i do have a project manager on hand to answer any questions you may have about the project. i'm just asking for your recommendation to the board of supervisors to accept and extend this grant >> great. thank you very much. supervisor tang.

awarded a maximum award for the city the size of ours for these proposed new programs. we're very excited that the fcc has seen that our programs are equivalent to their areas in the law enforcement and prosecution defense. this funding will support the sheriff's department, the juvenile department, the police department, we will also be working closely with the school district and community health and community based organizations. we know the board has the full detail but i have the planning and programming manager with me and she's going to take a few minutes to highlight the key elements of our program. so we'll keep the presentation short but we're
