ending death on our streets we know that as a growing we have more use of our streets whether pedestrians vehicles or cabs or ridership or muni buses and shuttles and cyclists and so forth we have to work very, very hard to make sure that as we growing grow as a city to continue more and more uncle we're designing them in a way and educating people enforcing the law not to see a continuing escalation of the collisions and death and the last thing we need more it to get worse we want to be aggressive and moving forward so vision zero moving forward i know this board is supportive

supervisor kim and chair committee on the transportation authority thank you to her office for the work we want to make sure mr. sharp that the work around vision zero is moving forward in a good way and we're exercising the necessary oversight and fall out we'll be hearing from the mta particularly are hallway it is insuring efficient and effective project delivery and there's been challenges in getting projects delivery and in an extinguish way the agency is working to improve the process to have safer and safer streets i want to note that the delegation in san francisco tomorrow for the national highway safety and the national

safety to look at how san francisco is christopher prongs we look forward to that visit so tom maguire from the sfmta will be presenting to mr. maguire. >> okay. good afternoon. >> supervisors and thanks for having us here to talk about the important topic of how we deliver the street projects for vision zero it is good to see so many of you out last thursday at walk to work and how important to make that city as save as possible for the citizens supervisor yee said it is a right not a privilege and i think it is great work for today's discussion i'm going to turn it over to you've been following our progress vision

zero is about geothat right to save streets by end death by 2024 we're focusing our efforts on the e education, enforcement, and engineering so we finding on the project delivery side this is the part that says he know what we want to do a program of improvement can we have the fund support how do we get those this the street the first topic i want to talk about what the information the importance of coordinating to make sure our projects are done as effectively has possible this is a conflict city it the complex so having the projects funded is enough i suggest we

deliver the engineering it requires good coordination it is true on van ness and polk street i think that polk street a good example where we pubically have a group by cooperation in reaching coincidence and public acceptance for the measures we're going forward with on polk street we did a good job of making sure that the public works repaving the puc's sewer replacement project and the traffic bicycle and pedestrian are being managed and will be delivered and coordinated as a single package we'll ripping up polk street we will have a safer

street that meets all the goals in the 21st century polk street will be a construction project when the capital construction starts next month we're not witting to deliver short time safety that we know we need on polk street if you've been out on the street in the last couple of streets we've painted bike and bulb outs this is the challenge we'll talk about a few moments ago what it means to coordinate it what it looks like from within mta and the other agencies so mta we're trying to manage a number of high priority programs vision zero with the high coordinator map and the build out of the bicycle plans

all the programs in fact, the same streets it is important that when we touch a street we making all the improvements that we have programmed to meet all our priorities for that street before we go down the path to engineering and design we're requesting all the project managers communicate with one another he'd the scope of their projects not just the specific priorities they're there to implement liquor the bicycle planners are not just checking their project but all the transportation priorities are reflected in their scope in the project is on the high network matt haney if it's a project targeted for action by vision zero regardless of whether the project is initially funded

through our vision zero funding resources we have a required coordination process to make sure when that projecting progress all the pedestrian and traffic safety scope has a safety into the project that is beyond 2014 project. >> can i interrupt sort of following up on what you mentioned in terms of internal process can you be more specific how your insuring we don't have those details and bottle necks you and i have talked talked about those project like the diamond project that has dragged on and i know you're doing a lot of work to address the process

issues we appreciate but can you talk about specifically how the mta really going to be improving the process. >> sure yeah. i think there is probably two areas that are important here number one getting the scope right the first time and that's the best use of time up front to the stakeholder and the mta and our partners like public works and puc are at the table we're noted pleading with incomplete design so have to go back to square one so we need to get the scope and design right at the table and as the project evolves through the design and the implementation process we have a special schedule with w with public works we meet bicycle with

public works at the staffing level to do a deep dive and trouble shot all the vision zero projects that's the first 24 projects on track and have a management level with the public works and caltrain quarterly we meet with to get we're actually are we following a critical path. >> in terms of who is actually physically delivering the projects i know for a long time it was pretty common for mta to do the design and approval and handicap it off to dph to deliver i know for example work and diamond mta decided to deliver that and not involve mta at all and the agency relented and allowed them to help to deliver part of the projects you

you know and i'll as i've mentioned to you the castro street project is dramatically bigger and complicated and more difficult project was delivered more quickly than the diamond project just curious what the agency intentions are in terms of 6 who is physically going to be delivering the projects. >> our intention we'll deliver the vision zero projects through a mixed of public works when you think about vision zero and muni moving forward with the plan our on street capital program is growing it is much bigger than a couple of years ago we want to deliver that. >> i've seen examples the mta has done a good job of delivering some of the projects

not exactly vision zero but pedestrian projects in a more efficient manner so there are more positive examples you, you see in terms of internally with mta for those projects are mta they'll deliver them do you see improvements happening in terms of how the agency goes about doing that. >> maybe this is a good time to talk about how we're investing in the people there is a culture change and raises expectation we do that better and faster to reach the vision zero goal so over the loose 6 week we've trained 60 mta staff or project managers in a immense two day management courses alongside the colleagues of sfmta to bring

everyone's management skills up and prepare for the roll apples to apples and call c pa the capital project control systems it is great it the san francisco municipal transportation agency and mta is trained together so the agencies are speaking the same languages and many the miss steps might potentially occur in the programming phase are 13450g9d out by that common understanding of what a project scope may look like the other exciting thing we've announced last week we're going to be bringing out a high-level director that reports circle to me to reengineer and streamline the process across the division this will result in streamline processes and shortened timelines and help me and my colleagues to reach the goal

delivering more and better and faster regardless of the delivery the ultimate construction which construction arm public works or capital program or a mix of the two the improved management and training and the capital program controls and systems that will be pit in place and the single affordability are really going to help streamline this process. >> that sound like it is positive. >> a couple other things i'll mention briefing we've launched the wwwvision zero sf dooming that is the dashboard of a front projects their status you can look at them on a map and you'll get the scheduled timelines and we've also getting great support from the partners at public works through this system that

is a map based platform for coordinating the contractors and city agencies non-city agencies b.a. co-can't go and see the projects schedule and gives those folks an opportunity to coordinate better with us it's a great tool among other things the agencies that is great to engage caltrain we meet quarterly to make sure that the design and construction permits are important in the city so we're moving as quickly as possible so i think the i guess what i sort of want to leave with you on the product deliver this is a work in progress not preventing we have this down pat but there were problems in the past and we

are struggling with some issues but the way to tangling tackle this get better processes in place and staff up by hiring staff who can be accountable but really understand the role of the project. >> i have a question about soft costs is that something that the agency tracks in terms of the portions of the project in terms of soft costs. >> soft costs what do you mean. >> the costs that are to the physical costs implementing the projects i know we've heard about some of the projects some of the soft costs are as much as a third of the project budget you know there is some soft costs we can't build a project without the planning and

preparation but mean we have less money for the physical work i'm wondering how the mta tracks that and how it compares with other cities and so on and so forth and we track that in a variety of ways related to the source of funding to build the project so at our previous hearings we use a variety of funding prop k and prop a and prop a money and each has a different reporting requirement so we're tracking the costs for design and public outreach and i don't have you don't i can't say 21 or whatever the construction costs soft costs but again as we migrate to the capital platform we'll be in a much better

position to track those not on a project basis but the whole program to actually look at the patterns and find ways to define efficiency in wus across the whole program project to track like i said that's a work in process. >> do you see improvements in terms of reducing the soft costs. >> i don't know even what the by an is. >> thank you very much. >> i believe commenting may have a question. >> that's correct supervisor kim. >> good to see you here i know that i ask you those hard questions all the time about how we can make project delivery most as quickly as possible those are impacting our pedestrians and cyclists today one of the examples i ask you to talk about earlier was you know

how fulsome bicycle lane was heightened so quicken after the deaths of a couple of folks and how the howard bike lane was supposed to be a part of vision zero project took almost another year and a half by the way, i'm happy the paint is in place and happy to see is it i was hoping you can talk about - not to focus on howard street you came back and talked about the wiring the overlaid wiring for muni that provides another level of challenge and project deliver but the question for me when i see projects come into place without seem like it has a process other projects the example of the fulsome bicycle lanes and second being the

scramble signal on stockton how do i get that done mates focus on when the mta delivers it is two months or less often a response to a fatality hallway u how can you help us in preventing that more frequently. >> a couple of important things to our questions number one we did fulsome street as a pilot so there's a difference between a pilot program generally, we go to our mta board for approval of the traffic and parking changes we don't you know go full effort for a pilot we try not to take a huge number of projecting projects to a pilot because it is important we respect the

second process and the public outreach process and finally the pedestrian scramble process is not required a detailed review of moving the traffic on fulsome rather on howard street would so i don't want to blame the environmental process for slow budget delivery but it's an important hurdle we need to move through and it didn't apply to every project the traffic lights are a good example. >> correct me if i am wrong i wasn't as involved in stockton street but some reluctance to put a traffic signal it was put in play on pacific my

understanding there's been requests to put it on sacramento and it went in quickly after the death of the pedestrian i don't want to sound like liking i'm accusing sfmta but it feels like it didn't work in the department it takes a fatality to get the projects in faster and layperson said to me if a person was killed on howard it would happy sooner how can we insure we are moving quickly on outline streets and not wait for a fatality. >> the answer to move faster on the projects and everything i mentioned earlier about putting better processes in place and have the staff crossing over different agencies to be focused

on better and improved delivery rather than to focus on the constraint that perhaps put on ourselves and face the mta over the years the answer i would give is that i want to get to a point we're moving much faster in the design and design legislation processes. >> this is my last question i apologize. i didn't get all the questions you know this came up recently with the bryant the employing appeal that the supervisors brought up last tuesday and ultimately 9 residents wanted signal listed crosswalks because it is a freeway intrarn and it is recipe for injury or fatality i know there is resistance because the crosswalk was to

support this building on sfmta partly opportunity so the project sponsor agreed to my for them but they agreed to pay for the signal listed crosswalk that took a little bit of pressure but the response from the sfmta was that normally it takes a minimum of 18 months to design it but the project sponsor is going to pay for the design and pay for other cost of installation it will take 12 months i wonder why the building is a ton of residents are concerned they've taken away the proposition appeal why does it take 12 months if someone else's is it paying for it and how can we get those projects done faster. >> i don't have the specific details on fulsome we can get back to you on that the signal

and street safety there okay seeing none, public comment is closed thank you very much supervisor wiener. >> what shall we do. >> thank you, madam chair and thank you to the sfmta for its preservation i want to commit the alleging agency we have a lot of things around street delivery it is an ongoing challenge for many years i believe that the mta is making positive strides in moving us toward better and faster project delivery there are two major categories theres two big projects like sfmta the process is going on for way too long and the environmental clearance and a lot of community process that is important but sometimes, we don't do a good job in the beginning and ending of the process but the smaller projects
