the smaller projects they are not particularly complicated projects and often not controversial projects but projects that save lives it's important we move forward quickly with them i see progress being made i want to acknowledge that and look forward to continuing to have this public communication with the agency and moving forward and with that madam chair, i ask we continue this to the call of the chair. >> thank you very much seeing that is seconded by supervisor kim and i move we send it to the full board with a positive recommendation. >> to the call of the chair. >> sorry to the call of the chair supervisor wiener wants okay. >> okay filed to the call of the chair. >> okay. thank you. >> not foiled. >> continued to the call of the

chair. >> madam clerk let's dba go back to item 4 supervisor campos is here he's the sponsor for today is item. >> the ordinance for the million dollar calculations for the tenants. >> thank you supervisor campos. >> thank you, madam chair and thank you to the land use commission and my colleagues for hearing this item i am sure in october of last year u.s. district just steven mirror stated any ordinance passed by this board a super majority respectfully i believe that judge mirror was wrong nefariously what we have before us is the introduction of a revised ordinance to address the concerns that have been raise by gentleman broir you have copies of the amended ordinance and if based by the
5:32 pm
board of supervisors this amended ordinance would still be subject to just broirz state we're submitting this the package of that ordinance will comparisons of strengthen the city attorney's appeal before the ninth circuit that is the assistance for tenants under the ellis act to give the evict tenants a fighting chance to live in san francisco the current relocation assistance amazement's are simply too low and what it means when when your evicted it essentially leads to those tenants once eviction happens being forced out of the city before us the ordinance as amended makes the following changes one it caps the relocation assistance at $50,000 which before there was no cap and second it requires tenants
5:33 pm
to use the relocation assistance payment under replacement housing and moving costs or other costs to mitigate did negative impact on the tenants when faced with eviction and finally it specifics the method the controller uses to estimate the costs this is something the prior ordinance didn't do i want to make additional substituting the actual date of 2015 for the effective date on page 6 specifically the controller will use real facts for the calendar year instead of the most currency posting on page 8 reducing the accurate term quote tenants of the unit as of the date their landlord files the
5:34 pm
notice of intent to withdraw the rental unit unquote instead of tenants in a unit specifically the time within which relocation payments are made with the declaration and the prior amendment as silent within a reasonable period of time and that bay is on pages 10 through 11 and on page 11 lines through 23 that makes specifications the tenants will be paid the greener greater of the payment through section 37.9 a b.a. where it formally says is it incorrectly identified the tenants with the relocation payment on page 11 and page 12 respectfully ask for your

support of amendments to the changes to take a look at the courts ruling and enhance our standing with the appeal before 9th circuit. >> thank you very much let's take public comment is there any public comment on item 4 if so come up two minutes to speak seeing none, public is closed is there a motion on this item supervisor campos. >> madam chair i'd like to if the committee can make a motion to amend along the lines i've outlined and once amended to move it forward. >> commissioner lee has something to say. >> i'll move the amendment. >> okay. all right. so motion has been made by supervisor campos and seconded by supervisor wiener. >> i'll make the motion
5:36 pm
supervisor campos is not a member of the committee. >> supervisor campos is not a member of the committee so supervisor wiener makes a motion and supervisor kim seconded that motion this amendment excuse me. pass unanimously thank you very much thank you supervisor campos for joining us. >> and madam chair if you can move open the amendment item to move it forward if you could approve. >> motion made to move forward with a recommendation from supervisor kim and seconded by supervisor wiener. >> this motion passes thank you madam clerk, any other business before this committee? >> madam chair no further business. >> thank you very much this committee is closedeasier.

5:44 pm
information backyard between the ram and the faster your programs are going to be run. if the hard drive can be cared the long-term america and you, store documents and movies >> the internal hard drives allow you to expand the hard drives. once you get on line with your expenditure it rewards or requires wifi and it allows you to connect without wiser the internet you have to have wiersz. the touch pad is how you send messages to the computer. the part of the computer is the o s is the operating systems.
5:45 pm
there are multiple operating systems available bus the most importantly is making astonish and windows. the major dividends can be boiled down to purchase. and making astonish is the programs you'll notice when you go do into the story e store they're more expensive they have you video editing and puc's towards office use and gaming things like that >> all those exponent are what you said into 3 general models the desktop the laptop and the tablet. the desktop is the home computer that you are desktops are good because their lower costs the downside once set up they can't
5:46 pm
go anywhere >> it's not something you're going to move around the other consideration is the screen side are you can have a larger laptop. a laptop is a potential computer and all the exponents are combined in a smaller passage. the laptop you can take to school and it's mobile. >> the laptop can travel with you but you should carefully consider how much travel you're going to do. >> the laptop are heavy they can have higher revolution if you want something small and a light hallway the table is new thank you it's lighter and has longer battery life.
5:47 pm
>> tablets are powerful but their abilities are more limited than the laptop and their nor for the internet or watching videos and laptops over word progressing and typing documents and using spreadsheets things like that. >> to figure out what expenditure is a good fit for you, you need to plan on what you want to do. >> there's a lot of things like e-mail and skype and being on facebook in fact, by you see seniors who are creating websites and doing graft design and having photograph. >> what programs will you be using or are you a casual suffer would you like to take it with
5:48 pm

5:49 pm
what you need be sure to shop aaron and compare on line and look at the mustards website for refurnished computers that come with a warrant. and they offer computers for much, much less. purchasing a computer should not be securey you can slejtd/select a system that can get you >> hi, i'm corn field and welcome to doing building san francisco, we are doing a special series, called stay safe, how you can stay in your home safely and comfortable, and we know that an earthquake
5:50 pm
is coming and there are things that you can do to reduce the effects of the earthquake on your home. let's take a look at that. >> here at the spur urban center on mission street in san francisco talking about staying in your home after an earthquake. i have guests today, pat buscavich and his dog, harvey and david, and both structural engineers and we want to talk about things that you might do before an earthquake to your home to make it more likely that your home will be ha bitable after an earthquake what should we do? both structural and maybe even important non-structural things. >> you hear about how to prepare an earthquake kit and brace your book shelves and water tank and that is important. what you have to be careful is make sure that you are not going the easy things to make yourself feel better. if you have a bad structure, a bad building, then you need to
5:51 pm
be looking at that and everything that you do to keep your collectables in place is small and compared. if you have taken care of your structure, then there is a lot of stuff that you can do in your house that is non-structural and your chimney and water tank. >> let's talk about what the structural things might be. >> and he is exactly right. you don't want to make the deck chairs safe on the titanic, it is going down, you are going down, you have to make sure that your house is safe. there are basic things that you need to do including bracing the water heater, not just because of fire hazard but because of the water source and the damage, but basic things are installing anchor bolts, and adding plywood and strapping your beams to column and posts to footings and foundations are really easy things to do and most contractors can do the building department is set up to approve this work, and these are things that every home owner should do, and it is a little harder because you have to get a building permit and hire a contractor. but you want to be able to
5:52 pm
after a big earthquake to climb in bed that night and pull the covers up and say i don't have to worry about going to a government shelter. >> that is the main focus that it is great to have an earthquake kit to be able to bug out for 72 hours. here is a better idea, stay in your own home and in order to do that you have to be make sure that your structure is okay. if you have a house, the easy things to do with the wood construction is feasible. if you have a renter or you live in a concrete building, you need to talk to the building own , and make sure they have done their due diligence and find out what the deficiencies are. >> when i have looked at damaged buildings,vy seen that a little bit of investment in time and money and structural work provides great dividends. >> especially if it is the wood frame, typical house that you can do the things that i was talking about, the anchor and the plywood in the first garage
5:53 pm
area, you know if you refinanced in the last three years, get some of that savings and it is a really good investment. and the other thing that i try to tell people, earthquake insurance is not the solution to the shelter in place, if there is a big earthquake and your building is damaged, you are not in your house, you may be somewhere else, if you work in the city, it is going to be really hard to commute from sonoma you want to do what is necessary so that your house is retrofitted and a couple of years of earthquake premium could get you to a level that you could be in the house after a significant earthquake and it may have damage and there is still a shelter in place where you are at home and you are not worried for the government taking care of you and you are living in a place where you can go to work and you want to have your wood frame house is really easy to get to that level. on top of the wood frame house, i mean every wood frame house in the west half of the city have a water tank and the water tank fall over because they are gas fired and start fires. and that is something that you
5:54 pm
could do for yourself and for your neighbors and for the whole city is make sure that your water tank is braced. >> if you look at the studies that are predicting on fires, we are going to have a lot of fires and for every water tank that is braced there is a potential of one less fire that the fire department is going to have to fight and we don't want to have any more fires than we need to. so bracing the water heater is the first thing that you want to do. >> and so easy, and you go on-line and you google, earthquake, water and heater and you google the sites where you can find the details and you can put them out there on the hardware store and you can hire a small contract tore do that for you. that is a couple of hundred bucks, the best investment. if you are in other types of building it is complicated. if you are in a high-rise building you just can't anchor your building down because there are no anchor bolts, but at that point the tenant should be asking questions of the owner's and the managers about earthquake preparedness >> and don't take the easy
5:55 pm
answer, oh, our building is safe it was designed to code. that is not the right answer, ask the tough questions and see if you can get a report that has been given to you. >> what is the right question? will i be able to stay in my home after the expected earthquake? is that a good question to ask? >> yeah, you may be more specific if you talk to the owner, if it is not a recent building, if it is ten or 20 years old see if they had an inspection done and there you will have a written before that will tell you all about the structure. >> thanks, pat. >> thanks, harvey. and thanks david for joining us and thank you for joining us on >> a way of life in san francisco. when the next major quake hits, the city hopes a new law requiring seismic upgrades to five story buildings will help keep more residents safe and sound.
5:56 pm
tell me a little about the soft story program. what is it? >> it's a program the mayor signed into law about a year and a half ago and the whole idea behind it was to help homeowners strengthen buildings so that they would not collapse. >> did you the soft story program apply to all buildings or building that were built in a certain time frame? >> it only applies to buildings built in the time frame of 1978 and earlier. it's aimed at wood framed buildings that are three or more stories and five or more units. but the openings at the garage level and the street level aren't supported in many buildings. and without the support during a major earthquake, they are expected to pancake and flatten ~. many of the buildings in this program are under rent control so it's to everybody's
5:57 pm
advantage to do the work and make sure they protect their investment and their tenant. >> notices have gone out to more than 6,000 owners of potentially at-risk properties but fewer than one-third have responded and thousands might miss an important deadline in september to tell the city what they plan to do. let's talk worst case scenario. what happens in a collapse? >> buildings have the tendency of rolling over. the first soft story walls lean over and the building collapse. in an earthquake the building is a total loss. >> can you describe what kind of strengthening is involved in the retrofit? >> one of the basic concepts, you want to think of this building kind of like rubber band and the upper three floor are very rigid box and the garage is a very flexible element. in an earthquake the garage will have a tendency to rollover. you have to rubber band analogy that the first floor is a very tough but flexible rubber band
5:58 pm
such that you never drive force he to the upper floors. where all your damage goes into controlled element like plywood or steel frame. >> so, here we are actually inside of a soft story building. can we talk a little about what kinds of repairs property owners might expect? >> it's a very simple process. we deliberately tried to keep it that way. so, what's involved is plywood, which when you install it and make a wall as we have done here already, then you cover it with this gypsum material. this adds some flexibility so that during the earthquake you'll get movement but not collapse. and that gets strengthened even more when we go over to the steel frame to support the upper floor. >> so, potentially the wood and the steel -- it sounds like a
5:59 pm
fairly straightforward process takes your odds of collapse from one in 4 to one in 30? >> that's exactly right. that's why we're hoping that people will move quickly and make this happen. >> great. let's take a look. so, let's talk steel frames. tell me what we have going on here. >> well, we have a steel frame here. there are two of these and they go up to the lower floor and there is a beam that go across, basically a box that is much stiffer and stronger. ~ goes so that during the earthquake the upper floor will not collapse down on this story. it can be done in about two weeks' time. voila, you're done. easy. >> for more information on how to get your building earthquake ready,
