so there's a difference between a pilot program generally, we go to our mta board for approval of the traffic and parking changes we don't you know go full effort for a pilot we try not to take a huge number of projecting projects to a pilot because it is important we respect the second process and the public outreach process and finally the pedestrian scramble process is not required a detailed review of moving the traffic on fulsome rather on howard street would so i don't want to blame the environmental process for slow budget delivery but it's an
