colleagues you have in your packet presentation on the san francisco dept. district police boundary analysis., as you're all aware, we started this process in december 10th 2014. where we heard from the controller's office about the data-driven process the department had undergone for about a year to look at identifying a map they would pose to us. the consideration. we undertook more than 90 day public comment. and stayed in conversation with neighbors about the proposed changes. we had a number of community meetings and a couple times it's come before this commission. last week, we had a discussion of the feedback that we got from the public and some important clarifying points which we share back with the controller. we got a presentation from their consultant on the data impact of those proposed changes. so, what we have what we left off

last week with what i left you last week -- the only issue that was even discussed so we presented to maps on this, was whether to extend tenderloin the western border to polk street were all the way to the --. i think the suggestion by the comment might be cleaner to go to venice. we have heard loud and clear from the tenderloin they would like to go to poke not including paul. that would interest a number of the concerns that referred from the tenants. they were here today. so, i asked him to prepare these 2 maps for consideration. i believe the map that most reflects what we are is the map element tenderloin to polk street. we also heard that the concerned with her colleagues you received the e-mail which had to do with the triangle. those neighbors were aware that the

neighborhood used to be split between park and northern and the redistricting process put it together as one neighborhood which is one of the goals, would've put it into the northern as opposed to the part. so, the neighbors there requested -- they were please the triangle is staying as down one neighborhood. they requested we look at the data and consider a map have an option tonight that would consider allowing us to move the triangle into, northern and two-part. so, we have that option. that in your packet that is option 6. so, my -- i can defer to the controller's office about what you learned and for you to share anything that i might have missed. >> testifier: good evening commissioners. we appreciate you inviting us back overly

tonight to come to some kind of decision on this redistricting project that we've been working on. as president loftus just said we last left last week's commission meeting with what we heard was a clear ask for 2 options based upon the dennis vs. polk western border of the tenderloin just to be clear on that, that would not in either of those options does not include the actual border as the street. in it was, this is where up to the polk would've..coop polk as part of the tenderloin. was included as the tentacles of the clusters coming over up to the edge of a pole or the edge of van ness. so, we did ask a consultant to put together another series of slides just quickly slide you use he wrote back on december 10, 2014. this was the proposed map of the redistrict options

based on the working group that the police department command staff and others stakeholders having gone through the process of year-long analysis the data on the next slide here. which shows the cat and cable members as well as the population numbers by district citywide view of it. option one, which president loftus mention, actually before i get to option 1 good we did also here last week's were locked in with the notion of moving the southern district -- southern boundary to mariposa and so all the steps you season i have that as a lock-in component. additionally, the fallen bridge park area as well is lock-in. so that has not been moved either wait in any of these maps. the park district moving

north to geary is also locked into all these maps is arithmetic measures last week to do so. so really, were just really talking about the venice polk options then also the triangle options it. option one, shows the map tenderloin to venice on the western border as well as the data for that. then, option -- we want to keep it consistent so option to just sort of went away from last week. option 3 was the tenderloin to polk option. everything else again stays the same. the data for that and so what is new tonight is over: option 5. option 4 went away as well. option 5, which this option within tenderloin to van ness and also includes the deposed triangle area moving into the park district. so, you can see on the map here how there's a little much most like gluck said texas to me a little bit on the right >> president: don't say that.

>> testifier: otherwise there we can see the triangle and the data on this one as you can see it's easier to see that the backend but it does have an impact on the park district adding and cable calls in the northern fellowship. then option 6 same map here. the only difference is that tenderloin moves the western board to polk. so, option 5 and option 6 really both include the tranquil area and moving to the park district and the choice there is oh between the polk option or venice option. again, you're going to see an increase in service to the park as a result of that change but it's slightly less. so, the final side eyelet to point out is the summary data page. this

kind of is really probably the best way to look at at the impact upon the data and you can sort of see clearly when you look at the park column in the middle of the page option 5 and option 6 uc they do have impacts increases in both and cable. the northern to the left of that has decreases in and cable. as a result. one other thing we just rushed together she could see it because is not as easy to see on the large citywide maps, is blown up version of the deposed triangle. just because we cut this with some of the discussion and as you can see there is an area -- of the northern boundary is waller but as you can see there's a little area on the eastern side where water doesn't go through. it

creates something of a little notch there that could be slightly awkward terms of moving that all that area to the park district. so we want to bring that up for consideration. >> president: >> commissioner: it is waller on the outside of that nice. >> commissioner it is cum laude coast-to-coast it is what it is. i think i followed up. the request from the neighbors was exactly that. i think there was to your point without this along with the mouse looks like a mouse vs. what people live there. sometimes does look folks who live in the neighborhood so these are just words coast-to-coast across water but i think you're right to bring up that technically on this path -- >> testifier: since his report is probably okay.

>> commissioner the fort will remain in the northern okay. the midst. anything further on the deposed triangle request? okay. so what an absolute get public comment before we vote on it. yes. absolutely just in terms of discussion for my colleagues forgot where i think it boils down to from the community's perspective is either option 3 ago which states is tenderloin to polk but doesn't include the change to the vote are option 6 which again i can't -- returning the map around really within such a short period of time to get it to a place where we can make a thoughtful decision. so that option 6 is the one that also does include the triangle and includes taken the tenderloin to polk and all the other requests that we reach some

needs and our concerns and i let you know we appreciate you working with us. for this map for the community of the tenderloin. i would also especially like to thank pres. loftis and also chief -- for your working so very hard to make this possible for the tenderloin community. thank you. >> president: i think you made possible. thank you very much. thanks for coming out next speaker. >> testifier: hello commissioners my name is mark shroyer and him representing the bose tranquil neighborhood association and friends of the most part. 1st of all we want to thank you very much for the work you put into these new boundaries. we understand that we are literally coming to the table but we really wanted to make 100% sure that we had community consensus before we said this is what community is. we think we do. we do think it's a very big move. if you look at the map their, it's really a very very small area and we think we would be actually belong in protestation for a couple of reasons.

number 1, we think we have a lot more in common with neighborhoods in the park district for example, our neighbors are the panhandle's brain up with the cold valley nasa heights corona heights. all these neighborhoods really are much more like our neighborhoods then say -- parts of northern station. the other thing is that in working with the workstation there's a big transient population the kind of moves from safely one and 2 golden gate parkway on the end and we feel those people should be monitored by one station rather than to get it provides continuity and the officers of park station are really familiar with the lot of these characters were talking about. the 3rd thing is that

basically, most of the problems we have in our neighborhood are priority team b's and c's. so, we think that being the case will probably get a little faster response time by being in park station which in a way is a lot calmer than northern. thank you. >> president: thank you. next speaker. good evening and welcome. >> testifier: good evening my name is pat touro and i represent deposed triangle neighborhood association. i am the treasurer. we ask that you support keeping the triangle in the park station at this time. we've had a lot of property crime. we had a violent death in november. and we have had in the last year a constant escalation of this trust really in the community in feeling like we were very vulnerable to crime. park station heard that

cry from the community and has done everything that they possibly could and has been on the street and have gotten to know the neighborhood i think much better even recently. i think keeping the continuity with park station in terms of the perception of the community and the community feeling safe as opposed to now switching to northern station. we just got a new captain. at park station with which the community is getting familiar with. i think the perception of people feeling safe in the neighborhood on the streets is very important and i'd ask you to keep us with park. >> presidentthank you... is there any further public comment on the adoption of the redistricting maps? good

like i was half out of i sport redistricting. it needs to happen. it's going to happen and i appreciate all the work and the time that any effort everybody's put into this. i once again am calling for a dedicated time for revisiting this and seeing how it works. not waiting 10 more years. i'm thinking 6 months down the line to see whether the calming effect is taking place within the community is being served as opposed to served up are happy with the changes, whether the officers are happy with the changes. i still want more put patrol on 6th street. thank you. >> president: thank you. any further public comment on the spanner? hearing none, public comment is now closed. colleagues. we'll start with

commissioner kazuko >> commissioner bazooka: our thing everyone cannot do this. i want to thank the controller's office for the work they put into this. they could guess documents and evidence and a sweet quest for statistics and calls for service. or think the police bauman and she put all the captains who participated it i want to thank commissioner who really let us through this process. the sum of best committee meetings we've ever had. i tell you the commission is very engaged in this the many many different meetings. but again your leadership was exceptional on this. i really want to thank the community. i have to tell you from my career on this please commission never seen anything like what i saw come from a tenderloin in our meetings in the tenant. the participation from the people in the tenderloin. which is i think michael commissioners been on for what we were shot by those meetings of everybody that's come here an incredibly diverse crowd with diverse interests i think" to the

to listen to a lot of public comment. i've a question for the cheap in terms of the switch around to --. i use one of the new park station were folks who work there if it had him put on the drivability? is this going to work in terms of that switch? >> clerk:: the party got more than half of what we're talking about really the only change for station is that they pick up that very very tiny little sliver. so that the calls for service that's been suggested as wooded as that's a change from the original proposed state line but it's so gauche it's basically have to what we're suggesting you 30 have more than half. >> commissioner: operation additional difference? >> clerk: not think there is a

thoughtful concerns. there offers suggestions that assisted us the realistic suggestions. and hope to see how we could move the line and make it more accessible or more available to that community. as one of think that apartment for meeting what they said. they put the map together but the map is just a suggestion pointed and that it was something to work off of and could be moved. i think tonight's figures showed that are able to move these lines that works for the apartment and works for the community. i do want to thank commissioner and all the fellow commissioners who showed up and met with committee members and took phone calls and participated in the process.

i'm looking at the statistics on options 6 and i agree with the chief got there pretty negligible and it looks like certainly it's doable and i think the committee needs to that. so i would support option 6. >> president: thank you. vp -- >> commissioner: i just cannot echo the comments. what was most important to me the calls for service and the cat and cable be evened out. it is more about dedicating resources to the particular area. it seems that moves make sense. in the -- triangle area. i think it's a good balance. it also meets with the community is asking for. i would be in favor of that. i also wanted to say commissioner loftis has spent a lot of time on this. she called me at 6:00 am a lot to talk about some of the issues did i want to tell everyone that she cares very deeply about this process. the controller's office has been amazing the consultants were amazing and

thanks so much to the department for taking our many many concerns and asking for them to revise and rewrite the lines. so many times. so thanks for that. [inaudible] >> president: thank you to my colleagues in the controller's office appears like i was a married software suite 7 said earlier time where is the love. there is a law. i did love means a lot of things but through this process i think so many people love their neighborhoods. and love in a lot of ways which is what i love about the police are doing this when i don't love and i think what looks like tony when the falling short. so the process is very instructive. in a way, really good time to be in so many different neighborhoods get in hearing from folks not just about redistricting but about what

was happening. so i'm incredibly grateful for everybody's input and i think the tenderloin in particular just wantedtthe seriousness with which the collaborative took the process they stun does the bidding of the map the 1st time around. so really engaged. it taught me a lesson about how civic engagement can work and what's possible together in partnership. because the recover my cenote was completely priest but at the end of the day i think that apartment the commission and the committee members met ido i saw each other where they were. i think it's been a be a very instructive process for us to go through as we look ahead at all the challenges we have before us. so, >> commissioner just one more comment. i think ms. price is right-we to look at how things are command arrested out of 6 months is going to be township may possibly a year but i think we do need to talk about revisiting and seeing what are the results of our work here. >> president: -- >> commissioner: i just want to

echo what everybody has said. i want to say, because was said tonight that the commission should go to the community that the community shouldn't have to come here. to this process would we work and every committee that was going to change. i think people need to understand that and realize that their voice could have been heard during those community meetings. the commission has gone to the community. i'm so grateful that tenderloin set the standard for having what, almost 200-300 people did it was wonderful because their voice was heard. so, i want to add my comments by saying put a motion on the floor for the commission to accept options 6. >> president2nd okay. inspector monroe i think we need to roll call. >>[roll call vote]
