resident dollars of buildsing a repacement facility i think we should know why we need to do so. i asked questions in the past as i know many colleague have and yet to receive information that i believe we need before making any decisions before spendsing all most 300 million dollars on a new jail. as many know the original plan called for 250 jail beds that need to be met. with the decline of the jail population between 2011-13. [inaudible] release those not a danger back to had families and job. the budget was able to revise the bed needs to 1400 and 78 beds and 29 [inaudible]

with the passage of proposition 47 the increasing use of alternative methsaid such as electronic monitoring, home detention, the decrease for the beds in the jails seems like a strong likelihood. we should examine alternatives and have them in place before we make any decisions about how we spend the dollars. what would it look like if we dopet rebuild the jail at all? who makes up our prison population? how much of a prison population are homeless rkts monetally ilor poor and what are the best ways to address the issue squz is jail the way to do it? i talk about how saturday it is it takes one to go to jail before you can get access to health care, to a bed, to a ged, to drug counseling, and other support sirfbss you should have got

[inaudible] with over 40 years of experience working in california prison system who retired a few weeks ago said why when san francisco is doing such a good job for alternatives of incarceration we invest in jails. in light of the federal and state mandates to reduce the number of prisoners behind bars it is our duty to be shart about crime and take a look at what we do in the sate. i had 24 opportunity to visit our jail at 85 obrian a couple weeks ago at a invitation from dpw and what i saw is one of the saddest things i have seen in a long time. it was a enotional experience for me for many reasons. i was angry i was

part of a system that invested dollars to address poverty, homelessness and mental health issues through a jail system and think we and the city can do better and look forward to this hearing at the board as we examine our capital-10 year capital plan and examine an application to the state to replace this jail. the second hearing that i'm introducing is on the needs of our homeless families with students in sfusd. since 207 the number of homeless and [inaudible] has increased by over 90 percent. the numbers are only continuing to grow as the housing crisis worsens and families struggle to find available 2 and 3 bedroom unit in san francisco. 3 decades of research on the impact of houmlessness on children with the earliest studies published in 198 sev

option for waet water improvement. last year changes were made to the program where by the loan term is extended from 20 to 30 wreers and also no longer requires a loan det to senior to all other debt. some of the changes made to the program makeatize a very attractive frathe sfpuc and it will help the rate payers. the interest rates are set half of the rate of the general rate which is pretty incredible. for example, for everyone00 million dollars financed through this resolving fund program could result in a 2 million dollar annual savings over the life of the loan, which is 30 years. since the sfpuc we do finance, we could be eligible for oirt credit limit as the state level so this legislation would allow this amendment to be introduced into the the sfpuc budget

ordinance and with that also requesting the board of supervisors delegate authority to the puc commission to approve execution of up coming clean water loan finance agreements. i think this is a really good program the sfpuc can participate in and helps the rate payers so i do hope when it comes before the board we can all support that. next sadly i do have 2 [inaudible] and one occurred friday night. i think we heard in the news a chase that occurred in san francisco and it actually resulted in a pedestrian death at the corner of california and kerny streets. the individual who was struck in the intersection and who later passed away was a outer sunset residence. her name was bridget clucker and 42 year old and friend to many. she was

honored duringomeening day yesterday by the giants and she was a die hard giants fan. there was a moment of silence and worked [inaudible] and been with bon app taet since 2012. the ceo and foundsing of bone app teat feudal botchio stated she was a terrific manager and loved to take photographers blarly of food and loved by the staff and customers. bridget loved the out doors, worked hard and kind and had a great sense of humor, she moved to san francisco in the 1990's. we want to sepds our best regards to her family. lastly like to offer a memorial for vick torier also known as vicky, helen smith. she was a district 4 residents and we

legislation from the cast row that we passed last year to 3 addition neighborhood. toorkt with the cast row legislation and in law legislation for buildings undergoing seismic ret row fit that we passed together will really help to expand the number of in law units that we have and in law units of course are the most affordable type of non subicized unit. in addition as of the other legislation, when the new in law units are built into buildings that are rent controlled, the new units are rent controlled as well so we will be able to create new rent controlled units. in fact we recently saw the first new rent controlled unit being created in the pursuant to cast roin law unit legislation so this is a good move for the city. we

know as our debate earlier that we continue to be in a true housing affordability crisis and we need more housing. in law units are a very good option mpt. they are despursed throughout the city. we don't run into the the height and bulk issues that sometimes cause people to have issuewise projects. in addition to being more affordable other types of new construction they also tend to be much more accessible because by in large they are on the ground floor so people who have prubl getting up and down stairs could have another option. they also tend to promolt intergerings living sometimes elderly parent or children that can't afford housing will move into the in law unit and in general they add more housing for the city.

various studies by uc berkeley and hud and aarp demonstrated these units are more affordable. as with the other legislation and cast row and seismic ret row fit in law legislation, this ledgeilation requires new units be created within the existing envoleopef the buildsing because the building can't beat expanded or made taller or wider for the new unit so whether that is a garage or basement above ground or large storage area, it has to be within the existing envolep oaf the building. colleagues this is a good piece of lechblg slaigz and it will build upon work that we already been doing. i hope that it expands into areas of the city outside district 8 and invite anyone colleagues to have a conversation with us about that. we got very strong support in every naird we

state actually provides most of the subsidize for infant and pree schooler age child care for low income families and yet the state is not providing enough for san francisco. we still have many families on the waiting list trying to get into child care so they can go to work. not only that, the state doesn't provide san francisco with the right reimbursement for the services knowing that san francisco is a very expensive place to live and people live here can't afford to provide the same services that shasta provides for the same rate. colleagues today i'm calling for the cities attorneys office to draft legislation to have the

insulation of black boxes across our city fleet. last thursday we held ahering on a report requested from budget and legislative analyst about potential public installing vehicle telematics or black boxes across the city fleet. the initial motivation behind the study was to assess whether or not equipting the cities vehicles with black boxes improve the driving behavior of the city workers. the city paid out is a 76.9 million in settlement and judgment over the past 5 years because of vehicle collisions. the insulation of black boxes including efficient, better fleet management and increase ability to address unsafe driving practices. this

technology is also proven cost savings to other cities that adopted similar problems. the city of sacramento reported scicktd thousand savings in the first month after smalling the system for 184 vehicles. in the eastern municipal district in riverside county the employees drove 165 thousand fewer miles and saved 354 thousand dollars in the first 6 months in few cost. our city has black boxes installed in 2332 vehicles with plans for another 776 more. however, there are 4700 more remaining vehicles in the fleet that currently don't
