basin area and given that there say population explosion from that area, he was concerned about that and there will be projects cominging up that will be covered by that. >> and the main source of the contention in our meeting was regarding the right to workday section. and several members, annually have issues with paying for bike to workday. and so that is reflected in the 3 abstentions in that vote for that item. >> and some suggested the funds could better be used for the class three bike routes or education, and or giving bikes away to the potential customers and the tsa staff cited the surveys that have shown that the bike to workday encourages the bike to workday with new riders. and so, we have the four that voted for it i felt that it was appropriate. item 6 and the capacity study

>> and so we have four prop k sales tax requests today and three of them are bicycle related and so we would like to start by taking tim and louis to provide the context for you by giving a brief presentation on the san francisco bike strategy. >> >> good morning, chair and members of the commissioner, my name is louis montoya and i am joined by timothy, and the director of the strategic planning and policy at the mta and we are here to talk to you this morning about the bicycle strategy which is an investment strategy for how we make the capitol investments to improve the network in san francisco and the bike strategy is more than that and we want to focus on the capitol investment piece this morning and so tim is going to talk about that and how we develop the strategy.

and then i am going to talk about what we are doing, in the future, how do we take that strategy and actually i am implement it and what are we already doing on the ground right now. >> good morning, and the director of the city planning for mta and as he said we have had the bicycle plan for a while, and as we are going to the next phase, we decided that we need to look at a more strategic perspective on how to implement the bicycle structure and as we develop the strategic plan for the mta and set up the goals for the next five years, one subset of that is the bicycle strategy and each mode has its own strategic document that is basically a staff and internal staff document for deciding how we are going to move forward and when we develop the bicycle strategy we have a series of workshops that are invited the ski stake holders from the city including

the various advocacy groups and the community, groups and other groups including other mode and operators for example, the taxi and we want to get a better picture of how to improve the bicycle and what it is going to take for the recycling and so those are the four goals that came out of that work that we did was number one to improve the safety and connectivity and the key issues of why the people went cycling and increased convenience and if you make it safe it is convenient and it is convenient it is safe and normalize riding the bicycles and so there is not a group that causes chaos in the city and every day practice that what we consider putting on our shoes or pushing our teeth and it is one of the that i thinks that we do and how can we plan and deliver our projects more in a completed fashion. >> to do that we came up with a framework where we had a we

looked at our existing network which is an extensive network where we overlayed how the people are riding on the bike network and it was very disconnected and the analogy is imagine the muni and in terms of working for three blocks and imagine that it was broken every two or three miles and to actually get off and turn around and come back, it is like that which is why we need to make it all connected and so that it actually works as one network. and so we looked at the existing conform level, of the existing bike network and we developed the model to figure out where is the demand for cycling based on a few factors that i will touch about and how do we blend the two things to upgrade the existing network with what we can do quickly while seeing it on the future of where should we expand it and where is the network that would make the most sense. >> we presented these series of

work to the stake holder groups and then we presented to if we had our own committee, in the mta called the policy and governor committee and the direction that they gave us as well to focus on the corridor to get those connections going to see the most effectiveness with the resources that we have and when we look at the future and follow it up with a few lenses of the land use and the traffic speed and through the equity lens as well and so that is the approach that we took and that information was related to help to identify the areas that have the most need. and then, from that, that would actually help to develop the five year capitol improvement program which is one of the outcomes is for the allegation today. >> and so when we did the existing comfort level we developed the methodology of what we called the level of traffic stress the level that a

person regardless of their riding ability would more or less feel depending on fat sil that i we have and on the top hand left side we have jfk drive and it is the street and packing protected and it is even a very protected space to ride and most people that we took out on these rides feel that the most comfortable in this type of facility, and the second level of traffic stress is a protected facility and because of the many intersections and interfaces most adults feel comfortable to ride and there is a differentiation there, and then so on and so on, the level of the traffic stress three is the highest speed and, still some separation of protection, but that what is what we called the more confident cyclists and lts4, is the busy roads that have a route marking or a marking that feels very uncomfortable for most people and so as we categorize them in

the list and feel comfortable riding in those seats and this has given us a good framework background on how do we assess the existing network and where the key focusers that we can work on and our broad, directed us to really try to remove any of the lts four segments in the primary corridors as quickly as possible and looking at ways to up great to the level of three or two, or ideally to one and the standing of the topography and the intersections play a big role in that. >> on the bike of the demand model we basically looked at which areas have the highest demand for the greatest return of investment and when we have the stake holder workshops is focus where the people are stopping right now and focus on the things to improve the system quickly and don't focus on the large, expensive type of projects if you can get the safety hot spots fix and the intersections and junctions and

you can close the smaller gaps and then focusing in these areas will help us to get the greater return of investment and we took that under consideration and we looked pe speeds and topography and making sure that we are meeting at least, the areas of demand in all of the areas, and to figure out where is the most likelihood that we will see a return investment in the growth in cycling as we have the goal of 50/50, which, was actually reached this year which is great. but to maintain it, we need to do more of the same. >> and so, we did these workshops, where basically we presented some of the information to the stake holders, and we had many representatives from other modes and we had transit, and taxis and the large vehicles, and we had the police involved as well, and just to get an understanding and the disability community, what will it take and what does it look

like to improve the cycling and get the people to cycle? and this helped the people share their experiences, and ideas to help prioritize investments by area and by treatment time. >> and so, the retrofit, like i said was focusing on the basics and the safety and comfort and we are under the vision zero lens for all of our project and this is a great, affirmation from the stake holders that the vision zero really is the core of our lens and how we see things and focus on things that are low cost, and use the data driven approach and have the scattered approach and i want this and that and there is no real methodology and having the data driven within the accepted methodology is how we can insure that we are using the resources most effectively and then in addition to the work that we are doing on the street to continue the focus on safety and education. >> and so, all of that in a nutshell, brings us to this next set of bicycle strategy core doors, and this is about,

67 of them that have come up and we are going to focus on improving the corridors over the next few years. and i am going to have louis come up now and talk about how the streets group is literally passing them out using the opportunities for example with the public works and we have the construction opportunities and we have the opportunities and we want to see how we can actually match those and get them out of the gate, as soon as possible and part of that is getting thal location for the funds to do that. >> and so, why don't you come forward and finish it up and answer the questions. >> great, thank you. >> and this is a list of all of the corridors identified in the bicycle strategy, as to where we will get kind of the most bang for our buck. as we look into the relatively near future, we see, some of this work is already under way. and there is projects that we are already in the planning phase on, on the left, and these are th
