dearrangements. >> and they know this because it is done other places or a standard. >> the- it's called a maintenance window every rail system has to provide a maintenance window but role that's why we want the white paper as it stands bart as an explanation on their website why they don't provide longer than hours of the time the system is closed most of the time is not actually time spent doing the maintenance time spent pouring down the rails and getting the trains out of system and powerfully down the rails and get the vehicles to the location and finally doing light work it is something like 2/3rd's of the time doing the actual
6:01 pm
maintenance i'm a transportation planner don't do the transportation but bart is struggling that challenges because the region is dir the good investments you need to make it so showing it's age their biggest interests are in providing making sure the service we already provide continues to be provided in the future i think everyone that rides bart regularly notices it is not as 1r50ib8 and i get it the other thing ou were talking about the extra toll that was put in places for the busses other people i incorrect you said there was something added - >> oh, so in 2004 the voters of the san francisco county and other san francisco bay area county voted to increase the
6:02 pm
bridge toll by one dollar. >> right of the late night buses if do you know first hand if you said you want to invest whether they'll be utilized in the same way they were years ago but do you know if they're still unit ever their entry into they not run with an entry ridership and if so where's the money. >> the sfmta metropolitan commission and their wing it's called the toll authority i think it is called administrator the program and set different criteria i think that is you know a farebox recovery ratio you need to continue the services is it depends on the
6:03 pm
fees and they were cut from the program baselines they're not counterfeiting the standard my understanding the rest of the funds are reprogrammed to the all nighter buses so it telling they ended up with money for services that are more productive that is actually operating and okay. thank you. >> commissioner vice president moshoyannis. >> at a couple of points you mentioned muni ryder as it goes through the evening at 12 or 3:00 a.m. and after midnight is it marketing drops off but in response a new line that - one thing in reading the map the t line i feel as more and more venues in south of market the dog patch is going to be the big
6:04 pm
area where a lot of late night clubs will exist i've not heard much in response to that is there anything you can say about that line in particular. >> well, i think isn't there a my understanding was each muni rail line has a muni rail bus i can't say for certain but what i suggest it to apply that question to our recommended next step to refreshing the late night and early morning bus service returning we were trying to frame all the needs of transportation that is whether with the more specific transportation happened that's a part of city where the land use has been changing and will continue to do so. >> i want to make sure we're
6:05 pm
thinking ahead and not respond to the current problems. >> planners try to do that. >> commissioner perez. >> thank you thanks for coming for your survey were you able to see where the early and late night riders coming to and go from so those areas most in need. >> so we did ask in the survey for zip code and neighborhood that people were going to and from the survey was not designed in a way to be representatively of the population at&t's as a whole we tried to pull information out of the data for the california travel survey but we were not able to draw great conclusions i hope we can answer
6:06 pm
that in the more detailed service planning. >> commissioner lee we want to use the system and get more people on board have they picked up the information from the folks that go from the streets a lot of people are front yard to walk to market street but if we increase the network to market street to use the east bay lines. >> that's another question is great to answer in this next phase the transit planning. >> i have one question how do the commission respond to it. >> it was well received today i think almost every board member provided comments that
6:07 pm
were relatively swms observations i'm trying to think of some that highlighted nothing comes to mind we're looking forward to working with the sfmta and other agencies they're interested in working on that. >> you said the white piper from the transit agency. >> our recommendation for all the rules operators so bart conflict and muni it seems like the greatest interest ♪ bart but certainly muni >> sure thank you very much are there any other comments from the commissioners. >> can you talk about the engagement with uber and lifting. >> each were invited to be a participant in the working group they showed up at least for the
6:08 pm
first meeting were not particularly active in the discussion in our report talks about the what you call those new mobility types of services and kind of sheers clear of making recommendations with the new policy area and the city needs to provide pro-active policy leadership not only in night life but as a whole for night time needs are particularly interesting and the cities prospective we want to - my elbow is we want to support our public transportation they have viable but sometimes trips are hard to serve with transportation and that's when those other types of services are promising. >> as a random antidote i was out at the last meeting i was in
6:09 pm
shocking home and berlin people use transportation on the weekends like in the bayview they need on the weekend when people travel and go to negotiation new york with more robust systems they rely on it there is a chaplin and egg situation do you build the system first, because people will use it or try to engage demand and see if there's any place in a car oriented culture it is sometimes hard to say use transit first and use the 8 hundred line commissioner joseph did you have something to add. >> years ago when this commission was given the challenge to manage halloween one of the things we asked bart to do was to provide late night
6:10 pm
service they did under a lot of pressure but their comments we can't really do that because we don't know if the ryder will support us running the trains later and therefore paying those salaries and having that increased wear and tear on the train and whatever they were forced to do it and navigates the bart system was used a lot in the first year but the the second year of halloween it was used twice as much as the first year in the chicken and egg scenario if you show for the purpose that is fair and viable they'll in fact use it and leave the cars but parking ticket are expensive. >> in our survey there is very clear demand among the surveyors
6:11 pm
in terms of the safety and security from taking lit night trips and security and response people were saying i try to get shifts before night time. >> all the hospitals in the city have late night technicians and whole other industry that happens after 7 o'clock at night. >> opening it up for public comment on this particular issue and the great report that was produced? no late night okay one person come on up we have another presentation right after that so - >> if you could come up and
6:12 pm
state your name and say your peace. >> thanks i'm here on behalf of the nixon one of the bart directors he wasn't able to be here but want to talk about the late night from the bart prospective so coming from them the late night process has been from the mayor's office and the entertainment commission and the board of supervisors ben and jocelyn and others z did a suspect last year job as in the report it covers a lot of ground nothing it revolutionary here but it will be a draufkz difference the entertainment customers an effort like this when people believe they can easily get from san francisco city it will taj mahal take advantage of our city two issues
6:13 pm
related to bart first we're going got to get twenty-four hour service soon the report, however the survey found the biggest concern that bart mattered the most bart will continue to press for the continued improvements not kcmo the ability to work in the city and more immediately it calls for white papers on assessing how to run u run trains later we talked about the story how they shut down and pushed to identify the stunts the third day at the upcoming bart meeting thank you very much. >> thank you is there any additional public comment seeing none, public is closed there is no action to be taken we'll go on to our next item a
6:14 pm
presentation from the golden state warriors and i'm going to turn it over to the commissioner. >> welcome the folks there are city recommendations as well to for the first time present a big huge entertainment venue to you as opposed to necessarily a sports arena i'll give you some information and we do expect them to come back to us in awhile with an actual application for a place of entertainment permit so are you ready to rock and role. >> good evening david representing the golden state warriors we want to talk about the project and give you a brief overview we'll be back in a year to talk about the permits to support the project so we'll start with the location
6:15 pm
i think i'm sure you're aware of with it is in mission bay between third street to our west and france what to the east and that will will create a 5 and a half acre park between the arena and the bay it and south street it the north that creates a lot of process and we finally have that straight basic project program the first class is 18 thousand seats recidivism seven hundred square feet will have two office towers that compromise 8 hundred plus square feet of office space area and 25 thousand square feet of retail one of the ambitions to create oath critical mass primarily with dinging and for the proximity to the area to
6:16 pm
make it a inspection about the fact that at least some areas are currently underserved we have a one acre main plaza you can see to the west of the arena between third street and the building this is roughly the size the mroumd others union square we're excited about the opportunity to use that as another overview project the total amount of open space is roughly 3.2 acres that ts 5 and a half acre park i described a minute ago it is served by public transit and the u.s. muni stoke is at intersection of south street to the north and third street and the mariposa stops further south there are muni bus lines it service this
6:17 pm
location and special shutters with the stakeholders to make sure that is improperly coordinated address and the vision for terry france way it is the embarcadero south and we're obviously committed to that edition to talk about the provisions we're foors many events recidivism 50 of those depending on how he do in the playoffs the majority of events will not has nothing to do with with the warriors there be a mix of concerts and other sporting event and we hope some cultural events to the city this is typical your profoundly aware i suspect you know this the industry for this kind of
6:18 pm
facility i was involved in the brooklyn they're doing roughly the same mix we see similar potential in the bay area just to show you some pretty pictures this is the money shot from the blimp looking at toward the park in the foreground one of the interesting things about the facility we have two front doors one 0 third street and which faces towards muni makes sense we anticipate and hope that many of our guests will arrive using that form of transit and along france way and bay that will be an important coordinate as you can see isn't for ground the secondary entrance talking about an arena
6:19 pm
that is a cut down a rendering of that i'll show you that entrance will be on the southeast side of the building as opposed to the coming into the arena one secret way of assess that facility that didn't seem like a smaller environment we've rotated to the slight right part of conceptually part to incorporate some form of market hall that is developed successfully in a number of marketed and certainly other parts of san francisco and the bay this is located on the less is usually the lower right hand corner of the site is where we're looking for that type of development and starting to talk to clients for exactly what will make the most sense we're at a grate looking at from the park
6:20 pm
to get a better sense of the building behind that arrest we're now inside the facility you can it is configured like oak it is to accumulate all types of event not only basketball other sporting event and concerts and other events this is a rendering the cut down theatre i mentioned earlier this facility is the house of action system part of bow the problem is it doesn't feel like a first class section we've done a lot of work so it will perform like a first class smaller venue we'll have interesting discussions with a number of folks on the projection side of the business with what we can do
6:21 pm
that that an additional view in the upper deck to the museum we rotated to the west side of the site we're at the intersection of south street and this is the north west corner as you can see one of the podiums and office towers in the for grounds the others in the background and roughly 80 thousand square feet of office space we think what will help to activate the space is the large on campus association and will be an audience to the programming we develop here we'll slid a little bit south on third street looking at the plaza it is roughly 8 feet above the street and graceful and up from the sidewalk to the plaza as you can see the stairs in the
6:22 pm
for ground this will be an enjoyable place to meet a friend and if nothing happening at the arena this is a great place to have lunch or coffee now on the plazas we're looking at the building you get a sense of the scale of the plaza itself and the office podium on either side it is ringed by retail we're looking to activate it it from 3 of four sides to create energy around that project we're now in the south west tower we're looking at towards the northeast from the second-story over the plaza you see the basketball court to insure this is with the building to make sure the plaza has power and data it can support the appropriate loads for all kinds
6:23 pm
of events we want to host the all stair weekend and the plaza can be used for a place to host the other activities that they put on around the event but for the holidays pumpkin patch this is a gathering area for the entire community and certainly intend to promote it that way we're looking back towards third street we did a loop you're seeing in the middle of the frame on the monitor this is what you're looking at the gatehouse this serves a couple of purposes one it brings guests up from our below grad parking spaces below the plaza on site that is a way to get up from those 3 parking levels into the plaza itself and provides wind
6:24 pm
protection you're aware the prevailing i understand northwest and west we studied it the feedback can help the plaza more comfortable and hospitalityal but there's a beacon in front of the project on third street we that that will be a general good for the overview presentation. >> and now we're looking at specifically at the first two levels of the let's see this the northwest office twenty-four hour you can see the architecture language that is development our retail one of the exchanges of the office to have it's on identity so we did that believe it projects on the plazas we've also as you can see i hope flotd flo floated the office building the idea of a direct connection and used a
6:25 pm
relevant but not dental architecture convenient last year to express the retail and make it stand apart if you look at the best examples of the market those are the appropriate and plausible best practices. >> so our schedule we're going to sit down or present to the mission bay cac towards the end of this month this relates to what happens when there's a concert or a game over also at&t at i was the executive director and ran the city of houston we have the conference center and the arena we've spent a lot of time managing those issues we've had a number of discussions with the friends of the giants and
6:26 pm
stakeholders we're going back to the cac to talk about that the city has been a terrific partner in the spring ocii and planning commission and publish the draft eir and in early summer and plan on breaking ground early 2016 with completion time in 2018, 2019 warriors basketball season i'm available to answer any questions. >> thank you that feels a really great presentation we've been asking about knowing there is a lot of development not only with the warriors arena but with housing in that neighborhood what our involvement and what is the entertainment take as a pillar of entertainment i'm curious if you've had conversation with the neighboring areas like bars and
6:27 pm
night life better connected to the city. >> it is a great question we certainly hope that what we doing will be a further catalytic or accelerant to what is happening in san francisco we know that the dog patch is in mission bay is vibrant a little bit less than retail we want to see more that of happen many of the blocks i mean are developed so ucsf is an important neighbor our ambition for mission bay to be a vibrant part of the treatment and culture fabric of the city. >> all right. commissioner joseph. >> i like our analogy to the brooklyn center it has done some amp treatment shows there and it will be great to know you can
6:28 pm
pull some of the same types of concert this is a long time coming the city is in desperate need of an rather than with that capacity with the giants stadium it is two big with 4 thousand seat and having 18 thousand seats is fabulous i am occurring with a couple of questions your office tower are you targeting a particular industry or is it open to anyone. >> we're open to all comers. >> one thing i'll say. >> given the historical development in mission bay for pits towards bio we've been mindful of we have planned for that type of tenant i'm sure you're aware of aware the requirement for those believes
6:29 pm
is different excuse me. we have made allowances for that process so we'll be able to consultant that kind of tenant but we're also open to technology company or some other kind of business. >> so about the theatre is that maybe i wasn't pay attention is that theatre a separate entity or a way to convert. >> convert. >> how do you do the actual conversion it is a warriors guy. today and tomorrow a concert. >> bob dylan will play to 4 thousand people. >> can you tell me the process are you creating a wall what does it look like. >> let me flip back to the rendering i'll do my best to explain it typically in an arena
6:30 pm
any reason has a house direction system it singularly is a large occur at an pocketed up their moveable excuse me. i'm sorry and then you basically, you cut the house in half or a quarter you do that to consultant the events the problem is taking the music performance you - it creates a sense your performing in a smaller venue it is not comfortable they have that with the wake field theatre with the curtains they've had success bus little answer to do something that looks at and feels for permanent we're using some walls for example, as as opposed to instead of curtains we're working with an consultant
