commissioners matters? come up if you want to. >> i already sent you guys a lot of correspondence. hopefully you read it. i think the issue here that's most important is the usage of delores park compared to any other facility that the recreation and park department maintains in san francisco county. i think delores park if there were maybe 20 or 30 people per acre using the facility you might have 400, 500 people in the park. that would be a significant number of people. in point of fact i think you have more than like 300 people per acre using the facility because you probably have 4,000, 5,000 people up there on any day when the weather is good. what that does when elevate the usage of a factor over 10 than normally expect today puts tremendous stress on everything. you need more police service, more people to pick up b

garbage and you have rats on people's roofs when they run out of food in the park. it's not just good to have an idea to have a facility that size and a maintenance plan written in 2008 to actually figure out how many people, how many person hours, how much material and what equipment you need to maintain the facility. it's important to write down what you think you need, so that you have at least a draft plan to maintain something where you just spent more than $20 million renovating the facility, so that you don't destroy the facility because you have literally got people running around there as if they werants. that's how many people there are. you should look and it's like an

ant hill that somebody split open and the and you might have those people at the polo fields or other places and this is a daily basis where you will have the super heavy usage. you don't have it anyplace else and i don't think the department knows how to manage that usage and however the senior people have been refusing to make a maintenance plan. >> thank you. >> luchia. >> is it afternoon commissioners? >> still morning. >> still morning. yeah. i am an architect and active in san francisco for years and a former member of the landmarks board and mayor's committee for

beautification for upper mission and the delores association and participated in the delores park renovation as a neighborhood participate and i have lived on 20th street for almost 40 years and watching the neighborhood evolve and wringing my handsace the city increases the density of tiny units and making the need for parks greater and the also scarce parks more heavily used but this park has become a destination so its maintenance requirements are going up expo exponentially, and because only half of it will be available at any given time during construction that makes it even more insanely used, so i know the city is struggling to monitor and improve the maintenance of parks. the csa has its evaluation which indicates a little slippage

which is remarkable given the pressure. we know the needs will be extreme for maintenance and security during construction. we ask rec and park have a plan in place before reopening the park. it would be incredibly painful for those that worked on the design to see delores park trashed after this investment and a maintenance plan and those that live near the park and be part of the plan for keeping this beautiful park maintained. thank you. good luck. you will need it. >> thank you. we will need it . >> ed gideon. >> good morning. i am vice president of delores association and work with the workshop in 2011. as you know rec and park plans to open up the renovated part very soon and what you don't know and should concern you as much as it does us it

has no maintenance plan and reviewses apparently to develop one and submit one to the public. in your packet which i hope has been distributed are two letter and supporting documents i emailed to you last friday regarding this and related delores park issues. i ask that you please read them and take the appropriate action. in august 2011 the renovation workshop approved a resolution requesting that the commission direct staff to immediately develop a maintenance plan for delores park, a resolution signed by me and andrew solo and certified by the workshop facilitator as well as a later request to staff were simply ignored and now we hear from staff there is no maintenance plans, no maintenance schedule for delores park or the north field. rec and park is spending over $20 million in delores park's first real makeover since

the founding in 1905. the new field looks gorgeous but what it will look like in five years from now? i refer to the picture of the photograph of the way it looked in 2010. unfortunately park and rec has a abysmal report card and the refusal to have a maintenance plan well before the opening does bode well for the park's future stewardship and we believe it's irresponsible to open the park to the public without a comprehensive maintenance plan first and we appeal to you commissioners again to do the right thing. please use your authority to direct rec and park staff to immediately develop a detailed maintenance plan for the park and the north field and prove to the public that it has allocated sufficient resources to get the job done. thank you. >> thank you. >> is there anyone else that wants to comment and remember under commissioner matters because the only item brought

up was delores park that's the item that can be commented on, so is there anyone else that would like to comment under commissioners matters? seeing none this item is closed. now we're on item 11 and new business agenda setting. anyone that would like to comment under that? come on up. >> let's hear these comments. >> good morning commissioners. i am david miles. i have been an advocate for roller skaters in golden gate park for about 36 years. leading the world record and skaters in the park and we had a fantastic time and there are two things to draw your attention. number one about seven, eight years ago we had this thing and golden gate park and on saturdays and had a great compromise between the parking and the museum goers and all that we created half closure

for half of the year and fantastic. it was originally a five year agreement that went so well that no one's approached it and the people that come to the park for recreation would like to entertain is the idea of moving the closure up to the eastern end of the park, maybe even for a trial period on such on saturdays because we feel it creates the type of situation that makes sundays so great on saturdays as well. the other thing we wanted to discuss was the repaving of the park. that is fantastic for people who ride bikes, roller skate, bring the kids out to the street, smooth, safe, fantastic. there is one street that seems to have been eliminated. we need to get it back on. that is conservatory drive, east and west. all of the streets leading up to it are repaved and not just transportation thing but it's a recreational thing. for decades we used to meet to do the

solemn hill and people go through the cones and it's great. can't do that now. the road is torn up and plus when people come to the park those things are pretty much a problem so they told me i need to come up here and let you guys know and i really appreciate having that opportunity. thank you. >> thank you. >> is there anyone else to comment on new agenda business setting? come on up. >> i am mary rivers and i work at the western edition technology center on turk street which is part of haywood park. we would like to be on the next agenda that we have a serious issue and the ymca building and we were told we have to move in october and we had an mou and expired in 2010 and trying to work on one with the department since the beginning of 2012. we

were told by email with the mou we have only until october and we have no where to go and it's short notice and we were under the impression that we would have a three year lease from jeff suess and dawn and out at the building and informed us that we have two, three years but the short notice not only for us but the community because we serve a vital interest for the computer. we provide computer training and help with jobs and have been successful with this and we feel as african-american building and attendees that come to the building are african-americans that they're all being pushed out of the western edition and this is getting to be a very serious issue so we ask it's on the agenda so we can try and we can bring all of our students, the community -- we have a petition going in order to keep us in the building. we're willing to do whatever to be in

the community. we're a small company. we don't have the funds like many organizations to pick up and more and nor does the community have anyone to go and we're as a community center and we don't have anything else like we have in the city where people can come and say however long they need it to do job search and training and computer classes so this is really up setting to us that is put on us with no phone call, letter or visit and just by email that we have until october 31. we did everything we did in good faith. willie brown put us there in 2001. he initiated that we be in this building at an undetermined amount of time as long as we're serving the community and doing what he set up to be done so we ask to be put on the agenda next month or

everyone to mission day san francisco. . this was a very carefully chosen site for the very reason we had to assemble a number of different functions on the site. a complicated project from the start. fire station, arson station, police station, police headquarters. a very historically refurbished community room for all the residence to cherish. supervisor kim played a great part and want to thank her office for being here joining all our supervisors and president breed, we all worked together to make sure when we promised the entire public of san francisco that we would begin by making sure our first respondsers were out of unsafe buildings and in, i remember

when chief gasstone was in on the design of the building and may great contribution to this. now he is in another building challenging us to do something else and that is good because we'll get it done. we have to. we have to, dont we? yeah. just because it is inch a different world doesn't make the story go away. when you look at all o of the effort put into this and of course very serious financial couldn't pugzs and contribution and particularly the approval of the voters they said yes and make sure our first responders are there for us. i begin with a they think for the men and women in the police department, fire department, in the commissions and on the city and county of san francisco to say

and then the wall. before you get there you have the first responders applausee aand plaza and i know chief [inaudible] is proud of a big bell. she is hanging that bell over [inaudible] as much as she can, but we are all together here and we are all saying this is of course a place everyone will really feel good about working and it is what i know it to be that it is a safe building, it is is one that is equip with the finest epiidated equipment. whenia see the fire station here that has the latest not just doors but the type of change out rooms president breed that when you are on the fire commission you demanded it have because we know and have learned with our fire unions leadship and the

fireman you have geet all this poisonous stuff off their clothes and have the moden station represent that. hopefully that is the standsered for every fire station in the city going forward chblt for the chief of police i know he is honored because he gets to see the water and great ball park while he responds and e-mails me back. but i know he is personally honored with this because i think he understand too that thish is a a tribute not to just him and the haufs but the entire police force that by the way we will get the full force in the next couple years, so you won't be denied that full force. we also did not demolish this building. a

lot of people said why is that in the way? today? t isn't in the way, it is comp lmentary to the history of this city. thank tooz ocii and the fire department, this used to be station 30 and we kept it as part of history and kept and refleshed it for community based use. i know this is going tobe a extremely important part of it because the community wants to be engaged with our police and fire department. every neighborhood wants to be engaged with the police and fire department. not that we work in isolated roles. it is the purpose of the city to engage all the residence in the best way quee and when we have great designers like our designers here, great contractors like [inaudible] working with cap narrow and his folks, we dephrineed appropriate ly everything we need to get done here
