[inaudible] this is a project that is a new off ramp at the t intersection as you exist the free way and enter neighborhood streets or city streets and it will allow for [inaudible] of intersection and signal that will allow a continuous side walk and provide a class 2 bike lane on the east side of freemont. on the ta lead projects and development we are currentsly working on bal bowa park i 280, geneva ocean avenue project and this enhances bike and ped safety by reducing conflicts at the ramps. for the 19th avenue projects, we are helping to shepherd this project through cal tran approval process for the 19th avenue [inaudible] and also

assisted with planning efforts for m line. on the ta project deliverry support, this helps sceer project funding and working with cal trans mtc and pral for high way to make sure funds are available and used in a timely way. that is my presentation and here to answer questions. >> just want to thank ta for being able to present in how they can support the budget as well. it is also good to hear that one of the assumptions in mta's budget for prop k dollars for follow the paving may be more of a minimum and i look forward as we talk about how to contribute to the funding gap that we are able to work with

engineer is one thing we need that, enforcement is somewhat education because somebody gets a ticket and they are educated, don't do that again. not that many people are part of the enforcement thing. the education is so important because we have to change behavior. it is also not just san franciscan, it is all the other people that come into the city during the week. the workers and on the weekend for entertainment, we have to change their attitudes. please support education. definitely we need different messages for age groups for different cultures, but i think that is where we need to spend a lot of time now. thank you >> thank you for the work on our education campaign in south of market.

[inaudible] policy director at san francisco bike coalition and member of the vision zero coalition representing over 40 community based organizations in san francisco whos job is to support the city and your leadership in helping reach the vision zero goal. i encourage all of us to do a little more. i want to take a moment today after the education presentation and put it in the big picture. i think one thing that is important and note worthy about the education strategy presented today, it is the first [inaudible] we have seen come out of the vision zero subcommittee and working group and think that is a great achievement in and of itself. it is a clear plan that is identifying what the city want tooz do to meet the goals and addressing here is the funding we have and here tr r the funding need. we are exciting

>> good afternoon commissioners my name is john [inaudible] you approved me to serve on for another 2 year term representing the pedestrian safety needs of seniors and people with disabilities. i also serve on the boardf fdr democratic club representing political needs orphseniors and beepal with disabilities. one point that i share from both of my constituents is the need of expanded expenses or funding for pedestrian and vision zero safety for seniors. there is in the planning point now a senior center being cruthed at the intersection of 3 supervisor districts. 5, 6 and

8. we have gay seniors who will be living at 55 and 95 laguna at the intersection of human, market, gurarey, [inaudible] where is effective planning being carried out there in the walk first campaign, which i strongly love? how will it be addressed in the 200 thousand dollars? the coming residence in the complex of 55 and 95 laguna. we need to insure the pu edestrians moving in the facility [inaudible] safety as they travel in car, foot and bicycle. please, consider that in your budget review. >> thank you mr. area. when you get over to pine lake meadow and pine lake pine lake is considered a natural area. in 1847 the green family came out here back then this was kind of an empty canyon and sand dun area. they claimed this property. in 1892. george green who's a second generation built the truckdaro club house. there was a hotel then. it was said this was the place to go if you were weary of the dirty city and the police. there were a couple of gun fights the front door has bullet holes. i don't ever repair them. 1931 stig mond bought the property from the green family. she donated it to the city of

san francisco and had a specification, i'm giving it to the city that will be used forever for the enjoyment forever of the people of the city of san francisco. it has ever since. every summer the stern grove association in san francisco rec and parks put on 10 free concerts. usually people come out at 10 in the morning it's a family affair. everybody is on the lawn with picnics and it's free. anybody can come out. it's a great way to spend a sunday. >> goes to 1-2 in the afternoon and runs until 5. [music]. thanks to the stern grove association they renovated the concert meadow. it used to be a rolling grafsy area. put in a new stage and stage

building. they put in terraces. we get from 8,000 to 12,000 people. and the meadow next to the concert meadow is full of people even though they can't see the music they hear it. i walked into the meadow several times and they don't even care. we do have literally events going on day and night. the concert association has kids days during the week. the performers come out for hundred 200 kids. now, the truckadero truck house gets rented out for weddings and retirement. the croquet clubs and horse shoes. 2 play grounds, tennis courts. we have from 25 to a hundred

dogs here. it's like bisons going across the mid west. there are so many dogs they are covering the ground cht it's a get together. all the dog walkers know each other. if you go camp now, you will see 50 kids there. the rec directors are wonder. >> the pine lake is natural. they take of the area around the lake. they plant natives that are drought tolerant. one that stands the dry summers here. the whole park is under going quite a bit of reconstruction. they will renovate the trails around the lake. and the big project is the

capital project for pine lake meadow. they are going to returf the dog run and the meadow by the day camp. we are looking for a very busy fall. by the spring of next year should have major renovations to the mark thal make it an outstanding park. i don't ever refer to it as my park. all the parks belong to all the people. this park belongs just as much to the families in the bay view sdrishth as it does to the gentlemen that lives across the street. i'm happy and proud to be the caretaker for them. i wake up every day and thank that i have

>> four, state and federal legislative update. this is an action item. >> good morning, chair and members, mark wats representing sacramento. two items of interest. on the matrix we added constitutional amendment number 5 and relates to the voter threshold for local special taxes, not designating a purpose for the tax, but under any tax approved by the voters reduce the threshold to 35%. we are recommending support for that measure. another measure that was brought to my attention by staff to relay to you and ask for your action on is to reconsider ab 779, found on page 7 of the

matrix. this measure has been a watch and we're asking for you to reconsider and recategorize it has opposition. essentially, it pertains to the metrics used to measure traffic and greenhouse gas emissions in transportation priority areas. and on further reflection and collaboration with local agencies we find it's too flexible and a step backwards from where the city has been moving and recommend oppose. >> we had a discussion about the other items last time. questions or comments? we can go to public comment. public comment is open. >> additional -- >> i was going to give a quick

update on the federal transportion project. >> the current bill expires at the end of may and the federal trust fund will be bankrupt by july. so just a little better than the may prediction they had before but still we're looking at deficit and no real way to fund it since no one is talking about that. and the president introduced the grow america tax. this would be paid by a tax on earnings in addition to the gas tax. it increases transit programs more than doubles the discretionary tiger grant program, which is very over subscribed at the federal level and increase an $18 billion freight program.

we're watching but unfortunately, it would be great for transportation and he introducing he's every year and usually congress doesn't go anywhere. we're looking at another short term >> thank you. bad congress. >> good morning, chair avalos. i was proud to join with agencies around the region to rally and call on congress to pass a long-term bill. our delegation in california is fantastic. it's the other folks in the nation that need to come toward. what we heard interestingly from the director of cal trans, malcolm dougherty, in other parts of nation where we don't have voter approved bill. both at the local and state level, they are really facing

and on the item underlying item we can take the same inhouse >> okay. gavel. >> we will approve that. next item please. item number five, recommend awarding an 18 month contract for planning and environmental at a-280 at balboa park and negotiate terms and conditions. >> good morning i am liz rutman. i am senior engineer for capitol projects transportation authority. as you may recall last june we came to the plan and program committees for the adoption of the balboa park study we completed in the spring. at that time the board adopted

the staff-recommended petition for bicycle safety and minimize traffic going from i-280. out of the study came recommendations for several project elements. element one is to close the northbound on ramp from geneva avenue. element two is reassign the southbound lane and the third is a potential kiss and rider access. this past february we came before the board for an appropriation of $750,000 to advance the next steps in the study and that would found the transportation staff and the interagency agreements with cal-trans and a consultance

report. i am here asking for an amount not to exceed $450,000. the consultant scope of work for the next steps include a traffic analysis for both ramp modifications and the precurser to the subscent project approvals. this analysis would be presented to fhwa for approval since it changes access for an interstate highway. the southbound off ramp realignment to ocean avenue we hope to have completed for next year and the consultant would support our community outreach in helping with a funding and implementation plan for the projects. we released the proposals in every february. we set an sbe dbe goal. any one would work for 28%. we received two proposals in

early march. both competed the 28% goal. we interviewed both firms and the unanimous, the panel selected ae com as the most qualified team with the best relevant services. chs consulting and recco, three of the four firms are of the dbe, slb firms. >> thank you. that's the end. i think there's one part of the study that i'm concerned that should be addressed and i'm not clear if it's being planned. there are a lot of people in district 11 and probably close around district 11 who are concerned about the meeting

forward program, in particular the 29, 54 and 52 that have been dropping off on geneva and will pick up on ocean avenue. the plans to access the change were done in 2007 2006 when the tep was put forward. we have seen changes dramatic in terms of traffic patterns around there and often and certain times of the day you see that ocean avenue is at a stand still and whether it makes a lot of sense to actually move these bus lines to ocean avenue is you know one that i think is worth considering. as we're adding in these other changes where we're closing down an on ramp going north from

geneva geneva, that's going to move traffic to ocean avenue as well. i think we should be being lewing at in this -- looking at this in the ways we're changing to getting on and getting off of the 280. is that something that's being proposed? >> when the circulation study was done, we assumed that the changes to the routing proposed by the tep was in place. the analysis done already included those. we will continue to include those and coordinate with mta on which elements are moving forward versus which have changed since the tep was written to ensure we're including the changes correctly in the traffic analysis. this would be more detailed and we will include those improvements to make sure it's holistically evaluated. >> great, i'm concerned that we're diverting more congestion
