8:30 pm
t is port potties too. >> yeah. but their novice ones (laughter). >> thank you so much for that presentation i think commissioner woo ho covers my questions regarding the special event of my focus and all the questions answered i know that the board of supervisors is now required with all development projects an l.b. outreach plan so i know they have to go with the package to the board. >> with our assumed timing the l.b. outreach plan is not required for this particular project there will be 4 months early for board approval is its going forward i don't have a date i did the novels to show we're 4 months prior to the
8:31 pm
requirement by the local hire is required. >> i want to hear about their outreach. >> yes. we're working with them on that poise. >> okay. thank you. >> commissioner adams. >> well my case you were talking about the warriors i guess you're not going to be like the using the best quarterback in the game i want to thank the t n g and the staff this is a longs negotiation about giveing the port has an department so the port and t n g we want to make sure that works pull up our boot straps and make that work i like
8:32 pm
the water that is a big business in the port especially with the transportation problem here in san francisco and the embarcadero and the water taxis i like the fact that thought definitely a lot of our piers are falling into the bay clearly we'll not get the money 0 out of congress we don't will have the privilege like portland or seattle the revenue we get this is a plus for you for us and i also think i'm really glad that pier 38 is different from pier 26 ever venue shouldn't be the same 38 is a little bit different for private events that's good and i think this is go we want something people can
8:33 pm
say there's a lot of choices and we'll make that work i want to say congratulations and run the one generated line and okay mike no passes give the ball to doreen. >> i'm going to go back and do a 3 pointer thank you all very much for getting to this point it is a difficult negotiation but we're clear with the stronger project and stronger american people partnering i had a couple of specific questions i'm fairly well broadcasted on some of the details a few things going back to the space in today's market that kind of
8:34 pm
space makes up but in several years what happens or what are some of the options if it suddenly becomes infeasible to have this urban spice will we be in a position to turn it into a wedding spaced or i mean, you goofs a worse case scenario but do we have a plan for potential modification. >> why we're structuring this performer standard is exactly to have the parties confer about other uses the lower revenue opportunity is shed space it is somewhere between the low economics given the low investment you've talked about
8:35 pm
the light touch it is a shortage or that i have it back in a high economy 0 that's why we have the requirement to come back together and discovery the economic use for this area. >> and i'm assume we can lease this if about he figure out a way to dispense other fund like the lighting and electrical other things a plan in there for that how we can renegotiate are do we have a meeting for a open up discussion. >> what we talked about in terms of open opening up discussions is for the rest of the space the map there's alive elimination of shed space and putting in a at least option to extend those premises for t n g
8:36 pm
to act as our leasing manager and lease it for shed space and i did not cover this but to deal with the potential conflict between special event and giving back to the sheriff's deputy for storage obvious and one operator could resolve those conflicts that the special event use we do have as we talk about the option to invest i covered it at a high-level but t n g may add additional capital over time for example a special event area not taken off if they opted to make more investment it about devery truly, our share unless we invested proerpgsz.
8:37 pm
>> it motive require and may not be again extensive remodeling so to speak but adding a better wall are something long those are lions to reshape it and not a great upgrade cost. >> lemon go back to one comment about the downturn and what we should expect we also councilmember assume this is a kick he will business i'm impressed with that group and the way the metrics work what happens is they have an event one hundred or 2 hundred people and they pay lots of money it looks great; right? and yet the reference the blogging and tweeting and all that stuff i don't know how to
8:38 pm
do it is a multiplier phenomenal e effect so if people go to this like had a sailing finest that money they spend for the one hundred and 2 hundred people have been multiplied and so in a sent it is a cost effective way for the keypad our hope and what we envision is that, yes companies cut back when things get bad but this is a high quality production that's our production risk we'll evaluate we plan at being t at the table to be creative you know we try to capitalize those are projects but this is the release business your metric is to stay in the
8:39 pm
project for a long time in this case and you guys if you do the investment will have the option to come long not this is problematic but not wiped out but have the option so stay in the deal i don't think that is going to happen this project will be capitalize and those uses will be rotation prove or recession resistant and once it gets going this company this is the image a woman owned company out of new york if you brought them in here you'll want to guy stock they're not just going to have 5 customers but a lot. >> i think in addressing our comment obviously you want the
8:40 pm
lease term flexibility tow to talk about the - the reason we cut you off in terms of the bulk head area any foster use of the shed transitions infrastructure sub structure issues are issues we feel that sea level roadways i don't know if there's a light weigh issue but we're tripping into areas we want to void. >> so to it issue because of the amount of office space in the bulk head building we typically see in those buildings for the right or in order to stay within occupancy limits for the powering the uses of the shed have limited the temporary use is approved by i did faush and he chief harbor person so if
8:41 pm
for some reason the event use is not successful we think that will be successful the number of uses you can contemplate for the shed is limited for storage in terms of what we're looking at so commissioner president katz we'll contemplate our concern about the investment to facilitate that use. >> i think we want the option but. >> right we know there are issues we want to be aware of that up front. >> the awake is working backwards and it may not be that the occupancy may allow for the upgrades i was thinking of and the other questions i assume they'll not be any other obvious
8:42 pm
when it is entry or will we have an option to you know have daily i'm thinking of parades and things like that where people want to park their floats for 24 hours. >> it's part of their premises it is really only available for the special event use we're providing for the ability to use the reminder of the shed in the ways you're talking about. >> and then in terms of the parking spaces that are allocate i know that this will shift daytime and night time use will the restaurant be able to charge for parking will that add to the revenue for restaurant patron parking a setup like that. >> not 20 spaces are for the
8:43 pm
office use and restaurant you know again, i think as amy said with respect to the parking facilities pier 2032 we'll encourage those for the market. >> i think i have one more question. >> go ahead. >> i was wondering since you're talking about the special event space you add how value i guess costly kind of events i'm wondering if you provide a nonprofit to use the space perhaps not at the usual raised do you want to consider that as presented this to the board of supervisors. >> i promised it to the american heart association so
8:44 pm
somewhat why we don't have a specific game plan the primary driver is the special event income so after that if there's i don't work we wouldn't. >> somewhere between 20 events whoever t is paying what we have they wish but a good justice terrace a benefit i know the park 20 spaces i don't know if we have a limit but just wondering if out of considered some of the methods of stack parking which don't require physical space but use machiney. >> there's plenty of space in the shed for the 20 spaces i think there's limits on the amount of parking in the pierce
8:45 pm
because of violations and other issues but 20 is the maksz we doomed appropriate for the obvious. >> okay. thank you. >> can i had a closing. >> please you. >> i want to say as elaine pointed out this investment opportunity was not one we requested we didn't say to get this deal done put money in but the folks asked us to consider it we're flafrtd so we've been at this thirty some years and the fact you might want to put money in this is great but if it doesn't work we're pleased it's open the table remember we didn't ask. >> just in case.
8:46 pm
>> thank you, everybody call the next item. >> okay. >> 12 the informational update optsz the ferry terminals. >> good evening, commissioners we're after 6 o'clock my name is jamie with the port development division to electro
8:47 pm
this update on the expansion of downtown ferry terminal and my case the senior planner with the water authority as well as the executive director and we have others of roma design group leading the design team under contract in in a moment i'll have my colleagues to talk about the final design process the past 5 years the board has been working in close partnering to develop the plans of the ferry facilities and related improvement is to the downtown ferry area this marks a
8:48 pm
milestone with the environmental review over the past few months the port and west district attorney have a final design what is expected to last another 9 most liquor the conceptual design the final design and permanent phase involves in communication with the various regulatory agencies like the bay commission with we've met with the staff a number of times with the staff and will be present the project to a joint meeting of the board and with the ports design committee on may 12th one of the things i'd like to highlight before i i'm going to staff is some of the bends approximately $80 million investment not only to the port
8:49 pm
but to the city and region anything else will talk about the no idea for a operational stand up i don't know if you saw the opinion in the chronicle that was written by jim of bay area council for the transportation and talked about the ferry system to help this alleviate the congestion we know we're aware of and in in addition to ferry the passenger side the project serves the port of san francisco and expanding the maritime transportation and in terms of the employment associated with those are maritime facility and operations but this project not only represents a significant and balanced needed involvement
8:50 pm
having of time in the transportation but a much need improvement to the public spaces imentsz the ferry building is a crown jewel of the embarcadero historic district and an ene immensely population for visitor and resident liquor some of the spades in and around the ferry building falls short for a prominent vibrant spot in violation of section will be a major step forward in the transformation of the ferry building area that the historic preservation and others hope to achieve building on the accomplishment of the area 2000 that saw the completion of the rehabilitation and phase one of the downtown ferry terminal while we have the project does not include the automatic
8:51 pm
building the areas behind the automatic building will be significantly upgraded to serve in a dual capacity as necessary ferry terminal amenity and public assess improvements that set e set the stage for a rehabilitation project the port is working closely that bcdc to include others partners bart and golden gate ferry and ferry limited partnering and other partners with the plaza behind the building again, we building the weed district attorney project serves and compliments to those planted improvement with that, i am sorry to micro and i'll be back to wrap up at the end of the presentation. >> thank you
8:52 pm
thanks and if we could pastas there are two slides and borrowing religious will go through the two additional slides you didn't receive in our hardcopy i'm going to pass those out to you the last two slides good evening commissioners and first of all i'll you'd like to thank jamie and the rest of the port staff this is a conducive rip between the port and we'd district attorney we're excited about the path to get here today, the downtown ferry project is the single largest project in the entire region to date as an agency as of this year we've secured full fund for the first phase it is great timing the project
8:53 pm
needs not only for the expansion of the existing services but as well as the expansion promissory note program to meet our legislative mandate to provide the response services in the event of a national disaster a few of the hostile over the last year, we served almost 2 million passengers getting to and from work and seeing the contributions on the waft since we'd district attorney took over the lemonade oakland and other services we've seen double digital growth if 2011 and we really don't see signs of the growth slowing wlar we doubt the number of departures for the lemonade we provide services
8:54 pm
during every half hour rather than an hour doubling the sires as repaired demand continues to grow we're running out of the space at the downtown ferry area this growing ridership we have larger and better areas for the waiting and queuing of our passengers including facilities that protect our projects during rain. >> what not in addition to accommodating the existing services new employees are noticed to have more routes sincerely downtown san francisco i'm happy to announce the agency provides the fund for a new downtown san francisco from richmond so over the course felt in relation two years our agency will move forward to have more
8:55 pm
boots we're working with various city departments to bring about the in violation of treasure island ferry service that will be implemented annunciation with the development there and finally i'd like to hostile the bindle of the project in terms of the emergency response the e and rita it was addressed the emergency response tour agency relates to two factor the first is the ability to move 0 people out of san francisco as need be in the aftermath of a disaster and the second tiff emergency respond we're more familiar with is our ability to provide the enhanced serve over the course for bart facilities and other mortgage facilities within the transportation this
8:56 pm
is could he to providing the facilities we hope will be part of our effort to triple the emergency response combapt we have at our downtown san francisco facility so in addition to this project month to month the needs of ferry ternld and our agency we are pleased the project is also as jamie mentions really go towards improving public assess and accommodating a lot of needs in the project areas and with that note i'd like to innovative our project engineer from accident design group to i withdraw my amendment some of the things i'll turn that over to boris here. >> commissioners it's a pleasure to be here we've had an opportunity to work with you on the first phase letting see how
8:57 pm
do i change slides i said to put-down one overlook slides of the entire area and as was mentioned a couple of times right after the lotta's fountain earthquake in 1989 the port initiated fund for developing gate b and e those were done with a great deal of thought not only to provide the ferry services required but create improvements to make that more attractive for develop the ferry building ultimately we built them at the same time profoundly from a construction point of view and as was mentioned the
8:58 pm
entire overall plan to build additional ferry serve in the north and south baseline they've been reviewed and environmental cleared the first project we're doing this is the south area this is what where the project both jam i didn't and mike were talking about and i want to point out again just as the first phase of the project was done role by the port commission this project is being developed in a close coordination with the port and port staff in addition to jamie that as coordinated and managed the project porter daily and others tributed 080 contributed to the ideas dan and others role locate the overall
8:59 pm
planning and shannon and stormwater management and steven on the sea level and seawall rise and the others coordination with the port staff open the facts we have to address and very significant one how do we improve the ferry terminal and moot the fundamental requirement in awe a way to help to spur additional investment for example in the earthen building but in creating better parking spaces and public access for everyone quickly if you locate this map it shows you the area and the kind of gray patch to be demolished deploring it and the gate e expansion in the first
9:00 pm
phase as well as not only the agricultural building but the platform that was built in association with that and in the power upish color the entire area of the back land that had been build a pile structure for the expansion the promenade area plaza areas that will be used not only inform ferry passengers but other transportation and critical aspect of the development has been this issue of sea level rise we're currently at gate e-11.8 and organization da addendum for the height that matches the ferry building but the ferry terminal is a 50-year facility so through
