ther to make sure that everyone shares in the city's prosperity with that, let's take a picture the trophies together and let's get back to work thank you very much.
9:01 am
>> good afternoon i'd like to take roll order of the regular meeting of public works today is tuesday, april 28, 2015 my daughters birthday roll call commissioner president caen commissioner courtney commissioner moran we have quorum arrest thank you before you commissioner have you the minutes of the meeting of april 14, 2015 additions, deletions, or changes to those minutes? >> i'll move approval. >> second. >> public comment is closed. on the minutes of april 14th seeing none, call for questions all in favor, say i. >> i. >> opposed the motion carries the next item is general public comment the comment of any item
9:02 am
not on today's agenda and do we have a speaker card for you oh, thank you. >> i put down my organization it i drink water i dw mistake was suggesting i dw an acronym my name is dick morton i'm here to suggest to the commission you as commissioners the public and staff require a spreadsheet too much imaginations or things don't get follow-up action before this commission you know they slip along and all of a sudden years have passed example
9:03 am
2008 jacobs to your knowledge poor captioning condition and mountain tunnel disappears in the capital plan you know the september 13th january 14th stephanie sobering and glass could we're moving swivel i'd like a definition of swivel we have of the or 8 years slide along and today we have a mountain tunnel improvement and i consider it an outline didn't say much i think i can have behind it up this morning if i sunshine had someone to do the power point another example january 14th bosco asked for a enter plan for
9:04 am
mountain tunnel they sent a number of letters you need to look at the letters sent to our staff about bosco about some of those things no timelines no budgets person assigned and as far i know no energy plan yet we were promised from a tune of last year what happened then in the meantime emergency plan means to say 2025 to maybe the mountain tunnel let's get an emergency plan in place today the loose thing commissioners when our staff makes a presentation drill down ask difficult questions multiple questions don't just accept the first one they say you need to push for the rational proposals
9:05 am
and deadlines and schedule and how did you arrive at those costs it just doesn't happen here thank you for your comments any other speakers. >> seeing none go on to the next item 5 communications. >> commissioners any comments. >> i see commissioner moran you finally tight up on our comments from last meeting i'm pleased you have still 5 outstanding issues. >> and one of those requests was to have a something in writing that says where they are in process. >> right which i think has been partially achieved next item item 6 other
9:06 am
commission business i have a question about this is probably tomr. richie the recommendation where are we in recommendation to our water and stooesh general manager to recall water yarp the exact numbers we've established targets for a content many our water it is consistent with the recommendations and epa recommendations we've justified our target level we'll be justifying whether there's a change in recommendation we will conform to that i believe to provide additional information. >> i didn't mean to capture
9:07 am
catch you off graduate but last night on the news. >> this is something we track stephan their attuned to justify the chemical adjustment. >> perhaps you could report at the next meet thank you. >> any other commission business? seeing none, 7 the general manager >> stooesh. >> yeah. stooesh quadrant manager for water if i could have the slides i'd like to update the commissioner with the drought conditions if we could have the slides please there you go again, some of the graphics are similar i have nice new bits
9:08 am
first, the reservoir storage level hetch hetchy is high at 69 percent water bank as come down accordingly to make sure we are capturing as much water as we can from the hetch hetchy reservoir one of the things that's changed bus of the over the wnld weekend the inflow has jumped up hetch hetchy from one hundred cubic feet per second that will help us out as we go forward. >> here we go the precipitation chart and on the red line it represents water year 2015 you'll note tends the tag bummed up several percentage because of the last storm on friday and assort in the up country area this is a very good thing and
9:09 am
the snow pack was an i want now we've bummed up a little bit and definitely got good snow out of the storm and run off as it melts the water valuable to the city that continues about 50 thousand acre photo per year unless it warms up we'll not get an uptick this metric continues to be low in the chart that actually was a pleased surprise our precipitation for the system of up country stations for precipitation you'll notice that in march it was very low and april we've almost got up to the medium month basically double the amateur of precipitation in that last storm it was a welcome
9:10 am
storm and similarly we had about an inch bump there as well so we got a nice bit in april that didn't save us but every little bit helps the total deliveries again with the black dash line our 10 percent reduction the green is current deliveries it is below last year and it is still below the 10 percent we're doing acquit well here on both of those levels trying to clear up the screen a little bit there total deliveries are customers that are doing well in councilmember glover water the savings we're definitely on track to save as much as we did last year and hopefully in the summer season
9:11 am
series of bullets recent activities on march 17 the water board approved the conservatism requirements you have an item in our agenda to incorporate those in into our rules and regulations we talked about the executive director to the regulatory process i've cover the specification and the water recycle the draft eir was at the planning commission on this april 23rd an effectual full public hamburger but the curtail nos to 2014 water rights holder in the sdauj baseline it is a curtailing of notice to the 2014 water rights something we watched last year closely and
9:12 am
closely this year with an eye to make sure we protect our water rights state water board has been work on the draft regulations for the governor's executive order at the issued a former draft regulation i want to say they issued a regulatory framework and today they'll have official draft regulations that's a enlightenment to the state water board that people respond to our ideas and recommend changes and have been responsive that's a fink so in the slide of april 18th it proscribed reduction of water use ranging from 8 to 36 percent in 9 separate years a large you know system to sort of manage on
9:13 am
their part it is a good idea to have that wide range so folks that use low per california like san francisco should be at the low end and folks with a high per capital use should be required to save more so with the april 18th regulations many of the wholesale customers are in the 4 to 16 remember the goal is 25 percent reduction stating i statewide so from 8 to 36 collectively 25 percent savings one of the good things the discrepancy was left to each agency that was part of the governs directive to target major outdoor uses but leave it to the community to decide how that was done good example that
9:14 am
i'm aware of fresno was going to distress and they were leaning towards the schools and letting their parks go this is the kind of decision left up to the agencies that's the kind of discrepancy that is independent of the 2009 water agreement in the commission declared the water emergency all of the customers have to pick a number 20 percent that kicks into place and the water supply agreement if it is the state going to retailers directly this is outdoor the water supply agreement under the existing mechanism it involves wholesale customers if they have a 20 savings it is 6 and a half percent statewide that's a good number that is a good place for
9:15 am
us to be with the state board having at authority they're going to issue their former draft recommendations with the adaptation to be considered may 5 or 6 that's a once-over on the state and if you have questions. >> yeah. i wanted to understand the state recollections so produce water what it is it. >> you're not required to mandate each customer it is water it comes into san francisco if we're going to are you aware reduce it by conservatism or reducing more water or shifting water to recycled water there are are multiple ways to achieve that on the engross water in san
9:16 am
francisco. >> and so it is usually per guess agency or utility and is it urban and or suburban and agricultural. >> those regulations that aimed as urban water supervisors the ones listed 3 thousand or more connections very spread out suburban areas and some intensz urban ears and some a combination of urban areas and for those who are urban water supervisors that don't have that many connections they have a to save a flat 25 percent it was hard to jew just those with each other but everyone that files with the hetch hetchy plant it ranges from the upper areas like
9:17 am
ourselves to ourselves to the suburban areas. >> is that the same audience as the post 1914. >> those are those who filed after 1914 they're regulated differently but a mixture of urban uses and agricultural uses so the water rights from the san joaquin they get letters you can't divert any more water. >> thank you. >> okay. >> moving on to the next slide i'd like to about what we do in san francisco take action think may five or six we can come to the commission with a variety of proposals first establish a goal for
9:18 am
retail consumers to recess. >> 10 percent not mandated but trying to achieve san francisco last year, we reduced residential used by 8 percent theoretically if we did nothing we'll comply, however we goals to account for and the fact it people might slip in our performance we want to make sure we keep up the effort to make sure we achieve 8 percent or hopefully 10 percent reduction and we propose to reduce the irrigation and charges for non-compliance last summer and adapted a 10 percent reduction and bump that up to make sure again targeting the birth users the best example rec & park they saved 24 percent and we propose
9:19 am
to go forward we'll get rec and park a blanket of 25 reduction no irrigation system wide and choose which parks are making sure they serve the community another possibility because we have also irrigation customers who are ones that get flow factor rescues on their flow reductions for sewer rates again as an incentive for people to minimize the use of irrigation water again, that's the goal to reduce outdoors and indoors is reduced we targeted a subset for the reduction we will be working with customers individually that will include the universities especially they have not used their conservatism services in
9:20 am
how to reduce water usage and we will be implementing the care programs the last time we indicated to customers we have a likelihood of a leak and make sure we are fixing those leaks they occur short of a main break and we need to begin our public outreach campaign that is started with the event last week with the brown is the new green to make sure we're cutting back of irrigation on watering lawns. >> about a followup on last year's campaign with june 1st to get folks inform really understand that saving water is both smallest and sexy and something we want to accomplish. >> water is sexy wait a second. >> we win award for that
9:21 am
(laughter). >> commissioner courtney may have comments but the snow pack i called last year we got a little bit over this weekend a dry year we're anticipating hetch hetchy will be below the capacitate and water to our wholesale customers but nothing in consideration of the water board it expecting to do market rate a reduction among the customers but the board mandate will accomplish the job in the community and in consistent with the state requirement weighing we'll have the public outreach effort and be monitoring the state water board were the curtails with the 1914 water right aetsz we'll avail ourselves of the remedies to make sure our position is it
9:22 am
there we want to do the right thing and take care of our water i'll be happy to answer any questions. >> questions? i know we have some public speakers on this topic >> yes. let's hear from our wholesale folks. >> good afternoon, commissioners nicole chief suhr i want to take advantage to talk about what's going on in the market and the numbers are remarkably i've talked to the agencies and it is really reflective of what we see in their per capital water use in you. >> couple of numbers a 92 percent reductions since 1986 in the service and the residential is 20 percent since the year
9:23 am
2000 it is a very, very significant 94 number and in fact 10 percent less water is a used today in the service area 25 percent since 19986 we've essentially loud 25 percent growth since 1986 to the benefit of our economy and using steno percent lass less water he talked about the state requirement for the cut back i agree with the state board they've been thoughtful and your service area a unique it is in the course in that the individual bosco agencies in those year from 8 to 236 percent but 8 of the agencies are in the lowest year their bosco agencies so a huge number of agencies with the lowest network and in
9:24 am
fact some of the agencies exceeded their starting with their reductions so that goess means we've done a good job but need to maintain the actions to make sure that the customers continue it reduce their water use so what are the agencies doing to expanding their forest they're hiring staff and got several agencies it increases their infrastructure for example the city of sgrooun has a change over at the one of the month to month and their implementing negligence eir things like the water reports program that gets position into the customers hundreds what does it mean for them and the pg&e you get to make it a little bit better for everybody and lastly increasing
9:25 am
the recycled water and pushing the gray water use and coordinating all the two day week landscaping throughout the region to help simplify is it for the customers so everything or everybody can understand the prelims and the last push trying to get everyone to rethink how they want to make their fraiksdz look we have a website. >> thank you very much and congratulations work well done. >> i do have another speaker university of california eli. >> oh. >> (inaudible). >> thank you okay mr. kelly. >> so the next just want acca cca
9:26 am
barbara hale. >> assist general manager for power i have before you my two weeks update with the cca included in your packet i want to put it on the overhead projector it is the same charter you've seen at each meeting and i wanted to highlight that we have completed the presentation of the program design guidelines it the commission lecturer and presented to the rate fairness board they approved those rates method for setting the not to
9:27 am
exceed rates it is moving forward we're positions on may telephone to come to you with the rate proposal and program design description noement we're also looking forward to the board of supervisors having the first hearing on the procurement ordinance date has not been set to my knowledge but the first week in may we should have something to report on that at our next commission month to month i'm available to answer any questions we're on target thank you. >> questions. >> thank you mrs. hale i have a number of speakers on this item. >> jason. >> jason fried i think they did
9:28 am
a good job the one thing for the quick update i understand the board of supervisors is looking at the legislative piece matter at the committee meeting as the next time we meet i'll imagine that process will be moving forward so i want to make sure wear getting in rfp o process that's a critical time back on track and moving forward again, it is important especially with the board hopefully, the rfp those will be drafted and out the door the schedule i put together at the end end of may or june for the rfp o and hopefully, we'll moderating and get this section done that much quickly. >> thank you >> next speaker. >> eric brooks.
9:29 am
>> commissioners, if you'll indulge me i have a colleague it needs to leave around 2 o'clock so take her in my place. >> i'll be quick you don't know i don't need to tell you that kriengs is a big thing i want to encourage you when things get tough to remember this is san francisco's opportunity to lead the nation in this crucial activity and show we're the city that knows how thank you. >> good below brooks. >> either brooks san francisco green party and grassroots organization in our city and an
9:30 am
organizer for san francisco clean energy advocates we have so many things i can't remember the names i want to talk about one first on the drought actually i'll involved in the state effort to ban finally clear-cut logging and the culture vacation of open cultivation of rejectingly - and berkley is picking up the resolution recycle in san francisco last september berkley is doing it tonight very important to recognize in all the talk about the drought everybody or everything the governor and environmental groups nobody it talking about forests they're the reservoir of our water and they're important
